Kang is charged with corruptly giving a reward amounting to a sum of at least $43,780 to Goh for assisting Fire-Mech Pte Ltd to secure multiple contracts with the Civil Aviation Authority of Singapore (CAAS) and Changi Airport Group (Singapore) Pte Ltd (CAG). 3 Kang will also face another 22 charges under Section 6(c) to be read with Section 29(a) of the Prevention of Corruption Act, Chapter 241. These offences are for engaging in a conspiracy with various individuals to deceive or mislead CAAS/CAG into believing that Fire-Mech Pte Ltd had provided the cheapest quote by knowingly providing other quotations to Goh that were not, in fact, genuine quotations. 4 Goh, a former Technical Officer with CAAS and former Associate Engineer at CAG, has been sentenced to 15 months’ imprisonment for his involvement late last year. 5 Singapore adopts a zero tolerance approach towards corruption. An Engineered Deception

When individuals engage in a conspiracy to manipulate contracts and engineer a deception for their own gain, they may face corruption charges. 2 On 24 June 2016, Kang Leong Chuan will be charged with 6 counts of corruptly giving gratification to one Goh Keng Hwee Henry, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241. Kang is charged with corruptly giving a reward amounting to a sum of at least $43,780 to Goh for assisting Fire-Mech Pte Ltd to secure multiple contracts with the Civil Aviation Authority of Singapore (CAAS) and Changi Airport Group (Singapore) Pte Ltd (CAG). 3 Kang will also face another 22 charges under Section 6(c) to be read with Section 29(a) of the Prevention of Corruption Act, Chapter 241. These offences are for engaging in a conspiracy with various individuals to deceive or mislead CAAS/CAG into believing that Fire-Mech Pte Ltd had provided the cheapest quote by knowingly providing other quotations to Goh that were not, in fact, genuine quotations. 4 Goh, a former Technical Officer with CAAS and former Associate Engineer at CAG, has been sentenced to 15 months’ imprisonment for his involvement late last year. 5 Singapore adopts a zero tolerance approach towards corruption. are charged that you, on or about the 7th October 2008, in Singapore, through one Kang Chit Eng, did corruptly give a gratification of a sum of $2880/- (Dollars Two Thousand Eight Hundred & Eighty Dollars Only) to one Goh Keng Hwee Henry, a Technical Officer in the employ of Civil Aviation Authority of Singapore (“CAAS”), as a reward for showing favour in relation to his principal’s affairs, to wit, assisting Fire-Mech in securing multiple contracts with CAAS, and you have thereby committed an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241.

are charged that you, on or about 9 October 2009, in Singapore, did abet by engaging with one Png Kok Hin in a conspiracy to knowingly give to an agent, to wit, one Goh Keng Hwee Henry, an Associate Engineer in the employ of the Changi Airport Group (Singapore) Pte Ltd (“CAG”), a quotation from Formual Asia Systems(S) Pte Ltd (“Formual Asia”), which contains a statement which is defective in a material particular, to wit, the price quoted by Png Kok Hin of Formula Asia was not intended to be a genuine offer to perform work required by CAG, to wit, Replacement of Sprinkler Pipe at Terminal 2 Complex of the Singapore Changi Airport, which quotation was a document in respect of which CAG was interested, and which to your knowledge was intended to mislead CAG, by causing CAG to believe that M/s Fire-Mech Pte Ltd had provided the cheapest quote for the work required, and you have thereby committed an offence punishable under Section 6(c) read with Section 29(a) of the Prevention of Corruption Act, Chapter 241.

Punishment for offence under Section 6(c) of the Prevention of Corruption Act, Cap 241. Any person convicted under Section read 6(c) of the PCA shall be liable on conviction to a fine not exceeding $100,000 or to imprisonment for a term not exceeding 5 years or to both. Section 29(a) of the Prevention of Corruption Act, Chapter 241 Whoever abets, within the meaning of the Penal Code, the commission of an offence under this Act, shall be deemed to have committed the offence and shall be liable on conviction to be punished with the punishment provided for that offence

are charged that you, on or about 10 December 2009, in Singapore, did abet by engaging with one Leong Cheng Wee in a conspiracy to knowingly give to an agent, to wit, one Goh Keng Hwee Henry, an Associate Engineer in the employ of the Changi Airport Group (Singapore) Pte Ltd (“CAG”), a quotation from M/s Leong CW & Assoicates (“Leong CW”), which contains a statement which is defective in a material particular, to wit, the price quoted by Leong Cheng Wee of Leong CW was not intended to be a genuine offer to perform work required by CAG, to wit, QP’s endorsement and Sprinkler Tenancy Works for Airport Operation office at #036-102 Termianl 2 of the Singapore Changi Airport, which quotation was a document in respect of which CAG was interested, and which to your knowledge was intended to mislead CAG, by causing CAG to believe that M/s Fire-Mech Pte Ltd had provided the cheapest quote for the work required, and you have thereby committed an offence punishable under Section 6(c) read with Section 29(a) of the Prevention of Corruption Act, Chapter 241.

are charged that you, on or about 12 December 2009, in Singapore, did abet by engaging with one Lim Thoong Fook in a conspiracy to knowingly give to an agent, to wit, one Goh Keng Hwee Henry, an Associate Engineer in the employ of the Changi Airport Group (Singapore) Pte Ltd (“CAG”), a quotation from M/s Edenn Services Pte Ltd (“Edenn Services”), which contains a statement which is defective in a material particular, to wit, the price quoted by Lim Thoong Fook of Edenn Services was not intended to be a genuine offer to perform work required by CAG, to wit, QP’s endorsement and Sprinkler Tenancy Works for Airport Operation office at #036-102 Termianl 2 of the Singapore Changi Airport, which quotation was a document in respect of which CAG was interested, and which to your knowledge was intended to mislead CAG, by causing CAG to believe that M/s Fire-Mech Pte Ltd had provided the cheapest quote for the work required, and you have thereby committed an offence punishable under Section 6(c) read with Section 29(a) of the Prevention of Corruption Act, Chapter 241.
