RFQ02.2020 April/2020

1.0 INTRODUCTION

The purpose of this Request for Qualifications (RFQ) is for the Halifax Regional Water

Commission (Halifax Water) to solicit statements of interest and qualifications from interested

respondents (Respondents) for the opportunity to complete the Climate Lens requirements for

Infrastructure Canada’s Investing in Canada Infrastructure Program (ICIP) on a short-list of

proposed future Halifax Water projects. The RFQ has been issued in order to identify three (3) to

five (5) Respondents who will be invited to respond to a Request for Proposal (RFP). The RFP will

be issued on or about May 2020 to those qualified Respondents identified through this RFQ.

In order to identify the Respondents who will be invited to respond to the RFP, Halifax Water

intends to short-list Respondents based on their submission to this RFQ, in accordance with the

evaluation process set forth in Section 3.2.

The RFP will address all of the roles and responsibilities of the successful proponent identified

through the RFP evaluation process, including those related to project management, facilitation of

workshops, Climate Change Resilience Assessment (ISO 31000), and Green-House-Gas (GHG)

Mitigation Assessment. The short list of Halifax Water’s capital projects will be presented at the

RFP stage. The short list includes approximately 16 projects from Halifax Water’s 2020-21 to

2024-25 Five Year Capital Plan.

2.0 BACKGROUND

The Government of Canada has created the “Investing in Canada Infrastructure Program” (ICIP)

to fund new major public infrastructure projects. In order to be considered for funding, projects

must fall into one of the five main infrastructure priorities: Public Transit, Green Infrastructure,

Social Infrastructure, Trade and Transportation, and Rural and Northern Communities

Halifax Water’s major infrastructure projects fall under the Green Infrastructure priority. The Green

Infrastructure stream has three sub-streams: climate change mitigation; adaptation, resilience,

disaster mitigation; and environmental quality. To qualify for funding, proposed projects must meet

at least one of the sub-stream’s outcomes as shown in Table 1.

Assessment

Page No. 5

RFQ02.2020 April/2020

Table 1: Sub-Streams and Outcomes of Green Infrastructure Stream

Sub-Stream Outcomes

Climate Change Mitigation

Increased capacity to manage more renewable

energy

Increased access to clean energy transportation

Increased energy efficiency of buildings

Increased generation of clean energy

Adaptation, Resilience and Disaster

Mitigation

Increased structural capacity and/or increased

natural capacity to adapt to climate change

impacts, natural disasters and/or extreme weather

events

Environmental Quality

Increased capacity to treat and/or manage

wastewater and stormwater

Increased access to potable water

Increased capacity to reduce and/or remediate soil

and/or air pollutants

In conjunction with the Investing in Canada Infrastructure Program, the Government of Canada has created

the “Climate Lens” assessment requirement. The Climate Lens requirement consists of two components:

The Green House Gas (GHG) Mitigation Assessment, and the Climate Change Resilience Assessment. The

“Climate Lens General Guidance” (Version 1.2, September 6, 2019) states, “individual proponents could

be asked to undertake one or both types of assessment, depending on the program, funding stream, and the

estimated total eligible cost of the project”.

Projects must have completed the relevant Climate Lens assessments complete with an attestation signed

by a certified or qualified party when applying for ICIP funding.

There will be no pre-proposal conference for this RFQ.
