Welcome to Greece. The country with the friendliest light in the world. Blessed with stunning locations, versatile both in terms of landscapes as well as architecture and monuments of different historical periods within short distances, Greece has been attracting foreign film productions ever since the beginning of the 20th century; when Joseph Hepp was shooting THE ADVENTURES OF VILLAR (photo) on location at the Temple of Olympian Zeus overlooking the Acropolis in Athens back in 1924. Almost a century later, we are proud to have welcomed one of the most acclaimed film-makers, Park Chan-wook, to direct THE LITTLE DRUMMER GIRL, a tv mini-series based on John le Carre’s best-selling espionage masterpiece. Shot at the Acropolis (for the first time by night) and the Temple of Poseidon in Sounio, this pro-duction is one in a list of many to be privileged by breathtaking locations in “Greece, the birthplace of Western drama, which offers filmmakers a canvas of unique resonance”, as director Park tells us on page 6. However, it is not only Athens that provides a unique backdrop. From north to south and from the Ionian sea (west) to the Aegean sea (east), Greece offers an infinity of choices to location managers. The camera lens can capture more shades of blue in Greece than anywhere else in the world. “Like many Bollywood films, a big part of TIGER ZINDA HAI’s appeal is its song-and-dance routines. The end number, which runs alongside the credits, was shot on the Greek island of Naxos. What we couldn’t anticipate at the time was that the scene would prove so popular on YouTube. It was released on November 20, 2017 [just ahead of the film] and has had more than 600 million views by now. The director [Ali Abbas Zafar] made a request to shoot the number among architectural ruins. But that’s not easy, because it’s tough to find somewhere where, (a), you can get permission and, (b), there aren’t holiday-makers wandering all over the location. It was Christos Alex Giotis at the production-services company Film Greece who sug-gested the island of Naxos. The shoot went very well so I wouldn’t be surprised if Greece benefits from word-of-mouth across India.”

The Greek Film Centre (www.gfc.gr) provides several public funding programs aiming at the to-tal protection, support and development of film production and art in Greece. GFC supports with funding feature and short fiction, documentary and animation projects in development and production for established and upcoming filmmakers. GFC provides a solid foundation for extrovert Greek film professionals. International co-production projects, proposed by Greek delegate producers can be hosted under the umbrella of the GFC and take advantage of a variety of programs (http://www.gfc.gr/en/funding/programs.html). A special mention should be made to the “Program of Incentives to Attract Foreign Productions to Greece with a Greek producer as a minority partner”, open to applications all through the year, which provides funding for pro-jects originating outside Greece, but with Greek participation. Since 2016, within the framework of this program GFC has funded 23 films, many of which have gained international awards and reco-gnition. The program refers to two (2) distinct categories of feature length fiction film works, with a minimum running time of 70 minutes:a) International co-productions originating from member states of the Council of Europe or states that Greece has concluded a transnational treaty. Films supported through this program must be able to qualify as official co-productions, either under bilateral treaties, or under the European Convention on Cinematographic Co-production. The amount of funding by the GFC is set at up to €50,000.

Greek Film Centre Funding Programs

b) International co-productions originating from the rest countries of the world.In these works, the Greek co-producer must par-ticipate as a minority partner with at least 5%. Foreign works are accepted in this program -through the Greek co-producer -provided that ei-ther a significant part of the films is shot in Greece or Greek technicians and possibly artists participate in them or Greek laboratories are being used. The amount of funding by the GFC is set at up to €80,000 and cannot exceed 20% of these ex-penses.

The Greek Film Centre and the Centre National du Cinéma (CNC) have signed a convention that aims to support French – Greek co-productions. The annual budget for 2018 is 450,000 Euros. The Greek Film Centre is founding member of the South Eastern Europe Cinema Network (SEE CINEMA NETWORK), a well-established film institution that seeks to develop collaboration be-tween cinema professionals in its member states (currently 13 member states).

To this end, it supports a) the Development of in-ternational co-productions and b) the Production of short films.

Greece is a signatory of the European Convention on Cinematographic Co-production, which was ratified in 2002. Greece has also bilateral co-pro-duction agreements with Canada, the Republic of China and France. It is a member of the European co-production fund EURIMAGES and the EU Cre-ative Europe Program / MEDIA sub-program.

The implementation of the cash rebate system for the production of audiovisual works in Greece is a decisive step towards attracting film, televi-sion, documentary, animation producers and digi-tal games developing companies to invest in the Greek creative sector.

Following a successful first implementation pe-riod, the cash rebate now amounts to 35% on the eligible expenses incurred in Greece for all beneficiaries. Producers will have access to state aid once they pass the cultural test and spend at least €100,000 in the case of feature films or documentaries and €60,000 in the case of digital games in eligible expenses in Greece. Moreover, the updated legislation provides a more flexible floor for television series, starting at €30,000 per episode, with a minimum of all eli-gible expenses at €100,000, while projects are financed without a cap. The cash rebate will be available to producers no later than six months after the completion of production, provided that all prerequisites of the law have been met.

The cash rebate for the audiovisual industry in Greece is administered by the National Centre of Audiovisual Media & Communication (EKOME

S.A. www.ekome.media), a legal entity operating under private law and supervised by the Ministry of Digital Policy, Telecommunications and Media. Financing of the rebate is guaranteed through the Greek Public Investment Programme and amounts to a total of €75m available for the years 2018 to 2022.

What is eligible for cash rebate?The cash rebate for audiovisual works produc-tion supports feature films, documentaries, TV drama series, animated films and digital games that choose Greece as location in either principal photography and production development and/or post-production stage. The rebate does not ap-ply to commercials, reality TV shows, TV games, sports or current affairs shows. Applications may be made for international and domestic productions and/or co-productions to obtain a 35% cash rebate on the sum of eligible expenses incurred in Greek territory.

Who is eligible for the cash rebate?Eligible to apply for cash rebate in Greece are undertakings which are established or have a branch in the Greek territory and operate in order to produce audiovisual works, foreign producers

of audiovisual works who are contracted with an undertaking established or having a branch in Greek territory and operating for the purpose of producing audiovisual works and undertakings for the production of audiovisual works in the context of cross-border production.

Important Note: Applications should be submit-ted only by the Greek partner company. However, beneficiary and applicant may not necessarily co-incide. Namely, a beneficiary may be the Greek producer, co-producer or production service pro-vider, or their foreign partner. After the latest amendment of the law* the Greek cash rebate can now serve as a collateral for pro-ducers to obtain funds through the Greek banking system.

Timeframe

Application no later than 2 months before the beginning of production or post-produc-tion of the work in Greece.

The amount is payable no later than six months after the com-pletion of production works provided that all prerequisites of laws No. 4487/2017 and No. 4563/2018 have been met.

Cultural test

Applications are considered on a cultural test point-system basis, according to the type of audiovisual work.

More specifically, for:

Fiction and documentaries: at least 20 out of 50 points should be met.

Animation: At least 16 out of 40 points should be met.

Difficult work: At least 10 out of 20 points on top of the above.

Application Process/Deadlines

Applications are submitted via an electronic system gua-ranteeing smooth, fast and transparent processing.

Applications may be sub-mitted via EKOME S.A. and processed all year long.

Cash Rebate Preconditions

Type of aid

The rebate can be combined with other aid schemes provided that total state financing shall not exceed:

50% for domestic productions or co-productions

60%, in case of cross-border productions with EU members

70%, in case of “difficult” audiovisual works as defined in Law No. 4487/2014

* EU funds (EURIMAGES or MEDIA) are not included in the above maximum rules

The general policy in Greece is that any audiovi-sual work (feature, documentary, commercial, TV series, animation etc.) can be produced as long as all required filming permits are secured and all measurements of safety and security are under-taken. We strongly advice international produc-tions to start scouting and connect with Greek professionals (producers, location managers, pro-duction managers, fixers etc.) as early as possible in pre-production, particularly if these projects in-clude demanding scenes, since they are the ones who know all necessary procedures with the rele-vant authorities. If you are interested in filming on archaeological monuments and historical places we strongly reco-mmend that you apply for filming permits at the Ministry of Culture and Sports at least a month priorto filming. These locations are of high demand and you need the expertise of Greek producers and location managers to handle their permits. Filming Permits are issued by archaeological, municipal, police, military, and other competent authorities and relevant ministries. There is no central, nationwide body responsible for issuing filming permits. The application and issuing pro-

Filming on private property requires a permit issued by the owners of that property.DOCUMENTS provided by the HELLENIC FILM COMMISSION. The HELLENIC FILM COMMISSION does not is-sue filming permits. It does, however, provide information relating to the various authorities that issue permits. It also provides you with the LETTER TO FACILITATE FILMING addressed to the competent departments and local authorities from which you request a filming permit.Finally, in accordance with Decision B1138 (Gov. Gazette: 10.4.12) relating to filming of fiction films and TV series in archaeological and historical sites, the HELLENIC FILM COMMISSION provides a CERTIFICATE from the GREEK FILM CENTRE (GFC) which confirms that the script of the film/TV series in question does not promote violence, racism or sexism and is not in breach of any legis-lation in force in Greece. The MEDIA sub-programme of Creative Europe supports the EU film and audiovisual industries fi-nancially in the development, distribution and pro-motion of their work. It helps to launch projects with a European dimension and nurtures new technolo-gies; it enables European films and audiovisual works including feature films, television drama, documen-taries and new media to find markets beyond na-tional and European borders; it funds training and film development schemes.The MEDIA sub-programme aims at supporting the audiovisual and multimedia sector. It offers:

• Initiatives to promote the distribution of works and the access to markets

• Initiatives for the development of projects or a set of projects (slate funding)

• Support for the production of television programmes or video games

• Activities to increase interest in and impro- ve access to audiovisual works

• Activities that promote interests in films, such as cinema networks or film festivals

• Measures that facilitate international co- production and strengthen the circulation and distribution of works

• Activities to build skills and capacities of audiovisual sector professionals
