INTRODUCTION

Unemployment is a structural problem of capitalist society.

The Brazilian government implements a policy of generating employment and income, according to the official discourse, presented with the aim of contributing to the increased likelihood of obtaining employment and income, social inclusion, poverty reduction, combating discrimination and reduce vulnerability of populations.

Objective: Discuss Policy Employment Generation and Income in the governments of the PT (Lula) In a historic moment of attack to workers The problems of unemployment and poverty are understood by the dominant and conservative ideology as a moral and individual problem.

Subject: Public Policy for Employment Generation and Income in the Lula government and its relationship to the current precarious labor in the labor market.

Scenario of structural crisis = hegemony of speculation and fictitious capital.

The impossibility for the interests of capital to establish employment policies articulated a macroeconomic policy for growth and income redistribution, compared with its previous phase of a long wave of growth

International project called “the capital of social development as freedom”, in the Brazilian reality presents itself as a supposed political social-developmental, Keynesian character

What is offered to the working class through the policy of generating

employment and income?  a) low-wage jobs, when you have the guarantee of labor rights;

b) self-employment in cooperatives without labor rights and guaranteed monthly salaries, which may be equivalent to R$ 75.00 = 27 € = 218Kr

c) self-employment and entrepreneurial individual, the “entrepreneur” has to bear the burden of social costs of their labor rights, and

d) access to unemployment insurance and compensation to workers freed from conditions analogous to slavery and those who were fired without fair reason.

This policy promotes a new social contract around union issues and labor practices = foster conflict mediation of labor relations = a working-class partner and peaceful.

And the participatory management is directed to the unions of results and partner capitalCharacteristics of the policy of generating employment and income:1) The jobs created with the guarantee of labor rights are mostly jobs with incomes up to two minimum wages (low salaries = 437 Eu);

2) there is a predominance of precarious employment generation;

3) qualification politic is aimed at self-employment;

4) Among the policies of genaration of employment and income, only the passive policies are effective, such as unemployment insurance and the bonus-pay 5) there is no integration and linkages between programs that integrate it.

A policy articulated with the interests of the World Bank = a welfare policy and focal - facing the impoverished sectors of Brazilian society - creates jobs without guaranteeing workers' rights, by contrast, undermines, in this sense becomes the functional interests of capital

A policy antagonistic to Keynesian economic development is a separate policy for employment generation and income

The false idea = employee or worker changed into “entrepreneur”

Order to "humanize" the relations of exploitation and destroy the class identity and its historical achievements.

Final considerations

The policy of generating employment and income is identified mistakenly by some as social-developmental, does not constitute as a macroeconomic

policy for growth.

There isn`t a generation of macroeconomic policy development with a reduction of social inequality - not redistribution of wealth to, because there

isn`t a redistributive policy.

Precariousness of social protection - compensates for the unemployed, precarious working with alternatives, through compensatory and focal

social programs, which also blaming the individual for his failure.

Optimization of profits by the exacerbation of the extraction of surplus value

Prospect of a new consensus.

Unemployment is identified as capability deprivation or as a person is not fortunate, enables further personalization of the "social question".

Re-politicization of the poor who have been “empowered” to make decisions about how to spend the miserable and inadequate funds for poverty alleviation that are targeted to them

A policy focus turned precarious and needs to offset the hunger and precarious labor relations, and part of its budget is directed to consolidate the primary surplus to enable the payment of interest on the debt or to become a financial product.

The current policy of generating employment and income is functional and consistent with neoliberal dictates, because1) is a policy focused on the impoverished sectors, does not configure itself into a universal policy;

2) a policy is poor considering their investments and lack of integration between programs;

3) is welfare and within the process precariousness social policies - as a social policy for workers in precarious and low education;

4) is a policy focus, welfare, with a training / qualification directed to the poor labor market in order to naturalize the loss of labor rights and achieve consensus a false freedom from self-employment;

5) This politic is opposite of Keynesian politic, because it has a disjointed development with economic development. The

employment and income are not the fruits of social development, as was the Keynesian policy;

6) The current policy of generating employment and income is not generated employment while maintaining labor rights, on

the contrary, there is a process of impoverishment established by the policy itself. This effect becomes

functional to the interests of capital, in care of the need to relieve their costs production and increase the extraction of

surplus value.

The degradation of labor relations under the false idea of freedom is the core of the current compensatory policy to

generate jobs and income, with an amazing attempt at mystification of class struggles.
