A synaptic view of Dr RP Raya’s Profile

Dr. R P Raya is an award winning teacher with fair depth of experience in the ongoing career

spanning 41+ years has been in the areas of teaching, research, extension & consulting with

expertise in, among others, E-Governance for Social Sector Developmental Governance &

Management Systems, Higher Education Policy and Institution Development backed by

strong Humane Organizational Orientation [HR and OB]. As an academic and professional

management educator, Dr. Raya has consistently worked and advocated for improving the

systems’ capability to generate positive impact to all stakeholders involved; his passion and

drive in all his roles has been P2P – Potential to Performance with the conscience that

Dr. Raya feels fresh with the fact that he could have the cherished opportunity to attend in-

following an historic election verdict of May 2014. Dr. Raya has been engaging himself in

sending workable ideas to Hon’ble PM and PM’s Office; some of them are: give-up subsidy

and such others. He made presentations at PMO and NITI and interacted with Policy Makers

& Administrators at different levels. He took active part in the Working Group for the

formulation of Tenth Five Year Plan (2002-2007) and was specifically acknowledged. His

other works include Case Studies on State Level Public Sector Undertakings in Kerala [he

coined “Policy induced Sickness in the study on Kerala Cashew Development Corporation]

and Tamil Nadu for CAG [Comptroller & Auditor General of India] & coordinated by

NCAER.

Under his Leadership as Head of Department, and as Dean of School of Management at

Pondicherry University, the management departments have won prestigious independent

awards at the national level.

In his ongoing experience, he has exposure to and experience of delving into various wide

ranging situations and contexts confronting institutions’ stakeholder communities. Some of

the roles he has held are: Director – Community College (one of the first ever community

colleges set up in Indian University system), Head – Department of Management Studies,

Dean – School of Management, University Program Coordinator – National Service Scheme

& Adult and Continuing Education, Chairman – Committee to study Students’ concerns and

recommend solution oriented actions, Executive Council member of University, Chairman –

Board of Studies, Nominee of Vice Chancellor to study affiliated colleges’ in Andaman &

Nicobar Islands, Karaikal, Yanam, etc.

He has worked on policy inputs and discussions culminating into the first ever National

Policy on Education in mid-1980s along with program of action and later modified in early

1990s; as also Punjab State Technical Education Policy in 2013-14. He lead many a fact

finding & Inspection teams for AICTE to Technology and Management institutions across

the country located in states like Uttar Pradesh, Bihar, Madhya Pradesh, Uttarakhand, Delhi

& NCR, Andhra Pradesh/Telangana, Orissa, Karnataka, Kerala, Chhattisgarh, Tamil Nadu,

etc. His recommendations for more effective and holistic Inspection by AICTE Teams found

appreciation from AICTE.

He was one of the first few proponents of using technology for effective management of

educational ecosystems and has developed blueprint and prototypes for Database

Management System for toning up of Higher Education in India; this incidentally has been

shaped a test-ready comprehensive e-Governance management system with the support of

UGC under SAP. He developed software for the effective management of higher education

[SMILE, UMan3F, Back to Back CBCS System] and Rural Development [RD Soft].

He has mentored entrepreneurs, business leaders and champions of social causes to assist

growth-stage companies & social sector enterprises. He has worked on a range of social

sector and development projects to identify / design - develop solutions & case studies on

livelihoods & income generation programs, labour relations, women's empowerment & e-

Governance & ICTs for social sector development & management among others for various

national and global organizations. He has actively conducted and assisted design, deployment

and report / case study generation of research projects on wide ranging topics like Income

Generating Programs, Livelihoods & Women Empowerment, Labour policy & negotiations,

advisor to evaluation studies for national newspapers like The Hindu and Prime Minister

while in position.

He has contributed solution ideas, frameworks and blueprints to esteemed policy makers and

members of bureaucracy as also diplomats, international development professionals /

agencies. He was invited by American Educational Research Association (AERA) for

conducting a 90 minute roundtable on Indian University Management Systems at the

crossroads – Concepts, Methods and Cases at San Francisco. He was the only speaker from

India in the panels at the launch of United Nations ICT for Development in Kuala Lumpur.

He has presented solution frameworks for improving the University systems at the

Rashtrapathi Bhavan to His Excellency Hon’ble President’s Office who is the Visitor to

Central Universities. He participated on-invitation in many conferences and seminars

organized by various national and international institutions; some of which being,

Association of Indian Universities (AIU), AICTE, UGC-ASCs, NISG & CISCO (for Public

Summit on UID – Thought Leadership event attended by, among others Global Chairman –

Mr. Chambers], among others.

He has been acknowledged as among one of the early proponents of, among others:

• ICT for development and effective management systems for higher education and other public institutions

• Integrated Rural and Urban Family Development engaging the Technology, Knowledge & Skills and principle of Convergence

He has guided research works which led to the award of PhDs on the thesis which resulted in

actionable outcomes in the areas of Policy & Performance of School Education, Well-being

in institutions of higher learning as also other knowledge based organizations, Outcomes of

Self-Group Activity Frame, HOPE [Healthy Organization for Performance and Engagement],

Workplace Bullying, Diversity Behaviour of North Eastern India Students, Middle

Management Performance Management and such others. Each of his about 50 papers

published – some of them along with his research students – and project reports also contain

empirical research rigour with practical orientation. 8 of his 11 research Scholars were

awarded Ph. D. and one is waiting for adjudication. Papers are published in SCOPUS,

Special Accomplishments

• Attended the swearing in ceremony of the Prime Minister Shri Narendra Modi in the capacity of a citizen on 26th May 2014.

• Elated to see squirrel like contributions to ideas on governance being in close proximity with the thought processes of the globally admired Leader Prime Minister of India such as “GIVE UP SUBSIDY” on LPG Gas Cylinder.

• Conducted “Wish-list” Survey among the citizens of Pondicherry & Karaikal Regions for two successive years – 2014-15 & 2015-16; Shri Amitabh Kant in his letter of appreciation of the Report sent to him stated that “… The Union Budget 2016-17 is innovative and progressive, and it covers many of the areas highlighted by your participants…”. This was a project coordinated with student volunteers and faculty of all departments constituting School of Management, Pondicherry University. As the School’s Dean, I conceptualized and coordinated such a project effort.

• Conducted Budget 2018 Wish-list survey by student volunteers of Department of Management Studies, School of Management, Pondicherry University, its third edition after running this project in the years 2015 and 2016, among predominantly citizens of Pondicherry and Tamil Nadu. The geographic scope was expanded to around 60 towns/cities across India. Dr. Rajiv Kumar, NITI’s Vice Chairman and Sh Sanjeev Sanyal, Principal Economic Advisor, Ministry of Finance have acknowledged and appreciated the project efforts vide their respective letters

• Meet with the former President of India Hon’ble Smt Prathiba Patil Ji that resulted in the creation of Narasapur Handicrafts [Lace] Development Corporation through the Ministry of Commerce benefiting thousands of women and households (who have had no formal education but have a noteworthy spirit of enterprise, artistic capabilities and seek a platform to market their products which earlier used to be siphoned off by the middle-men)

• As Director (i/c) at Pondicherry University Community College [PUCC] during 2004 and 2005 - envisioned and successfully initiated a financial-inclusion practice by encouraging first time bank accounts to be opened by students / students’ household to receive their scholarships, etc. on time, seamlessly (this involved explaining to students and their parents (mainly Mothers) all pertinent details to relieve them of whatever needless suspicions they have endured). The PUCC introduced ICT based monitoring and review mechanisms, briefly illustrated elsewhere in this CV.

• Fortunate to have the opportunity to publicly felicitate a few of the many revered Professors in the secondary education system who educated generations in Pondicherry -Shri Arokiya Doss (Mathematics), Shri Mani (Commerce and Accountancy) and other such Refined Tall Individuals.

Accomplishments in administration roles

▪ Seamless transformation of the working of the Department during his headship of Department of Management Studies, School of Management, Pondicherry University; infused responsive, accountable delegation by creating the roles of Program Coordinator, Coordinator-Corporate Relations, and such others and simplified the Office Procedures.

▪ Single window orientation to students at the time of admission was started by the DMS on 5 July 2009; it means that, unlike in earlier years, the students can have all the needed forms – hostel admission, library card registration and admission into the DMS - without having to walk down to many places

▪ Pioneered the process of successful conduct of counselling based admissions for M.B.A programmes in various departments of the School of Management in the academic year 2015-2016.

Most Memorable Accomplishments

Director (i/c), Pondicherry University Community College: ▪ The assignment was to manage the Community College, a first of its kind innovation

in the Indian University System. Ran, in addition to employment – knowledge - skill-oriented UG Programs, impact-oriented entrepreneurship development programs for the benefit of first generation artisans & small business dependent rural, semi-urban entrepreneurs of both sexes; directed & encouraged the design and implementation of vocational training programs such as Mobile Servicing, House Wiring & Electrical Appliance Repairing, Audio, Video Servicing (CD player), Refrigeration and Air Conditioning, Motor and Transformer Rewinding, Plumbing, Desktop Publishing & Photoshop, Digital Photography, Bakery and Confectionery, Hotel Front Office Operations, Data Entry Operations (DEO) and Personal Counselling. Held the position from November 2004 till July 2005.

▪ Introduced and ran successfully in PUCC new management practices in class room management, examination result review mechanisms, staff orientation programs, financial management, e-mail communication in an extensive way, laboratory building, campus maintenance, ownership orientation among all stake holders, gaining the confidence of clients who sponsor training and awareness programs and many such others.

▪ Incorporated the Norm of uniform for under graduate students of PUCC from the academic year 2005-2006; the only degree college which has uniform in Pondicherry is PUCC as of now

▪ Organized 4 training programs on Small Business Entrepreneurship Development for the benefit of first generation entrepreneurial aspirants from backward and other communities of Pondicherry Union Territory (India) during January – July 2005.

Reflections

• Banking Habit

The scholarship amount reimbursement by Adi Dravidar Development Corporation, Puducherry was handed over to students in the form of cheque in place of earlier practice of cash.

Illustration: A mother of a boy approached me to help them pay the money saying that they have problems in opening an account. The mother was convinced that it would be a worth taking effort to go to village revenue officials, then to go to the bank to fill up forms and open an account and then finally making the boy draw the amount. It was a gratifying experience when the lady returned after a couple of weeks to convey their thanks on motivating them to open an account. As of now, they realize they can also regulate spending by opening account and the boy started feeling confident to meet officials and elderly people in positions when needed.

• Construction

Played a key role in speeding up the construction of the new building by engaging the CPWD officials in a proactive manner and also where needed clearly communicating to them that for anymore delay they needed to answer as we would approach the higher officials.

• Collaborative Relationship

Developed a collaborative relationship with other colleges by getting their support; For instance, as the labs were yet to be equipped in Community College, the needed equipment was borrowed from Indhra Gandhi College of Arts & Science, Puducherry and thus, the experiments and other lab activities were conducted in Community College. This prevented any delay due to non-availability of required resources. In bringing & taking care of the equipment, the teachers of science departments, in particular, Bio chemistry and Bio Technology acted like a high cohesive team.

• NSS

While Puducherry city was agog with Tsunami fright, the young boys and girls conscious about Tsunami chose to attend in full number their earlier committed NSS activity of cleaning the Pondicherry University Community College Campus. Knowing this, the canteen person who clearly conveyed that he wouldn’t be able to come, came around 11.30 am to prepare working lunch and left only by 3.00 pm after everyone finished. When I asked a boy on how they could all come in spite of the terror of Tsunami, he replied saying, “Sir, whether we are here/at home, Tsunami will not have any confusion. If it has to come, it will. So, we choose to be here rather than at home.” This sense of obligation, word as honour by the NSS volunteers turned out to be one of the most memorable and remarkable experience for me.

• Banking Procedure for Salary Payment

Enabled all the teachers and office staff to have bank accounts from the nearby Indian Bank branch at Lawspet. It helped to reduce writing of around 70 cheques every

month and substituting them with one piece of paper authorized to bank to sanction payment of all with Pondicherry University Community College.

• Fees Payment & ICT based monitoring mechanism

The practice of keeping the fees collected under different heads till all the students paid over a given period of 1 month and thereafter sending it in one bundle to the Controller was done away with and the practice of depositing those amounts on a day to day basis and sending the statement of accounts to the Controller was started. This started to earn little bit of interest for the amount deposited and more importantly, an ICT based monitoring mechanism was put in place.

Initiatives in collaboration of academic-industry interface

• Initiated the launch of HR WIZ Contest and Interactive Lecture Session by Tata Consultancy Services at Seminar Hall, Culture and Convention Centre, Pondicherry University on 10th of September, 2015

• All India Survey on Mandal-Mandir sponsored by “The Hindu”, published on 25 January, 1993

• IMAGE SURVEY in Andhra Pradesh conducted for the Centre for Public Policy Studies (CPPS), Hyderabad; CPPS organized the Survey at the behest of the then Prime Minister of India in 1995.

• Coordinated a massive (bigger than the one in 2001) compliance and coverage survey on administration of Filariasis drugs in Tanjore and Thiruvannamalai districts of Tamil Nadu in collaboration with VCRC, Pondicherry during March – April 2002.

• Coordinated the Survey similar to the one mentioned above in coordination with VCRC, Pondicherry during March – April 2001.

• Coordinated a massive compliance and coverage survey on administration of drugs for Filariasis, essentially a poor man’s disease, in Tanjore and Thiruvannamalai districts of Tamil Nadu (India) funded by WHO in collaboration with VCRC, Pondicherry - India in March – April 2002. Took up causes and plans aimed at ameliorating the life-patterns of disadvantaged people.

• Prepared the Case Study Draft on Government of Maharashtra’s “Surrender of Official Vehicles for transport allowance”- a novel cost cutting endeavour in a public system

• Developed the Case Studies on “Workers in the Public Sector Enterprises – Reorientation of HRD Policy and Practices”, “Losses in a Public Enterprise – Policy Induced or Performance Related or Both”, under a Project “Study of the Performance of State Level Public Enterprises” (SLPEs) in India, commissioned in 1997 by the Comptroller & Auditor General of India.
