Welcome to the Quality Matters Regional Conference. We’re delighted to engage with youaround our theme: “Accreditation, Regulation and Compliance — Oh My!” Thank you for joining us to share andcollaborate around a variety of quality assurance topics of importance to students, faculty and administrators, andthe broader learning community.

Here at the Berkeley College Campus, we’ll gain insights on how QM supports institutional efforts for accreditationand compliance. Our keynote speaker, Dr. A. Ellie Fogarty, Middle States Commission on Higher Education inPhiladelphia, will share insights about what changes are on the horizon for quality assurance. We’ll increase ourawareness of federal regulations and public expectations, consider issues in communicating the quality of innovativeinstructional practices, and take away ideas for demonstrating student success and for supporting reaffirmation ofaccreditation. Other presentations over the course of the conference will discuss the evolving roles of technology inimproving quality as well as the many ways that the QM community is improving educational environments andoutcomes.

I would like to personally welcome each of you to this year’s Quality Matters Regional Conference. It isan exciting time at Berkeley College as we continue to deepen our connection with QM, and it is our honor to hostthis conference at our Midtown NY campus for the second year in a row. Berkeley College has been engaged inonline learning for twenty years and has demonstrated a commitment to quality throughout those years. For thefourth consecutive year, Berkeley College Online® has been ranked among the Best Online Bachelor’s DegreePrograms and among the Best Online Programs for Veterans. In addition, Berkeley College Online® has beenawarded the United States Distance Learning Association’s (USDLA) Quality Standards Certification.

It has been a busy year for Berkeley College Online® as we continue to build on our tradition of adopting bestpractices in online education. We now are deep into the process of aligning our online courses with QM standardsand have been undergoing review and earning certification for each of these as they are completed. Like most of theparticipants of this conference, we have found the QM course improvement and review process enriching, andknow that the resulting QM certified courses will help us to continuously enhance the way we serve our students.The QM process has made all of us more effective educators, and I look forward both to hearing the insights of ourpresenters and having the opportunity to collaborate with our peers in attendance who share our commitment todriving continuous academic improvements through Quality Matters!

This session will present a two-pronged approach to applying QM Standards to the design anddevelopment of a seven-month hybrid Learning Series. The hybrid approach includes faculty participation in an online Canvas course—consisting ofan orientation and three modules—and six, two-hour long, face-to-face sessions.

The Course Map for the Road to QM!

Often, faculty are unfamiliar with instructional design principles and at the same time instructionaldesigners are unfamiliar with course subject matter. As for the students, their question is, "Why am Idoing this?" This session will discuss using course maps to help faculty and designers work togetherto conceptualize goals for instruction, to help students understand the purpose of course goals andinstructional materials, and to design instruction that satisfies QM alignment standards (2.1, 2.2, 3.1,4.1, 5.1, and 6.1).

Google Hangouts is a video conferencing tool that allows for synchronous communication betweenlearners and the instructor. Using Google Hangouts in my online classes allows me to host, record,and stream discussions about various course topics. It allows learners to interact in the same mannerthey would in the classroom.

Making the QM Case for accredited Education Programs

As education programs across the country transition from NCATE to CAEP accreditation, programsneed new ways to present evidence of program quality. By aligning education course to QMStandards, education programs can create LMS course models that integrate assessment must-havesacross programs; this helps accreditation leaders make a compelling case for program quality.Participants will see examples from a required graduate research course designed on the QM modeland will also see examples of how course-based assessment melds with course objectives within theCanvas LMS.

Reimagine an On-Campus/Classroom Course with Digital Storytelling and Blended learning!

The presenters will discuss a newly designed course project where students construct digital storiesabout hashtag activism movements using the Storify technology tool. This project extends the largelecture hall classroom through an "online component" in an LMS to create a substantial blendedlearning environment. It provides students with an engaging, inquiry-based authentic learningexperience that integrates QM Standards 2-6 and can be implemented in any delivery format: face-to-face/web-enhanced, hybrid/blended, or online courses.

We're Not Just in Kansas anymore: Faculty Perspectives on Online Course Development andDelivery

Moving faculty from teaching in a traditional classroom to teaching online can be a difficult task.Uncovering factors that influence participation in professional development designed to supportquality online course development can provide valuable insight. This session will discuss the collaborative efforts of three community colleges in southern WV toprovide a Shared Peer Reviewer Network. Using the statewide subscriber managed review process,the network of reviewers will provide a cost effective model to deliver quality online courses to ruralWV at no additional cost. A discussion of the concept at the state level and the implementationplans from the three institutional perspectives will be given. Providing the appropriate tools,involving faculty, and collaboration are the key components of this project and will be examined.

Instructors' Perceptions of active learning in College Online Courses

The Quality Matters Standards have been used at Berkeley College to support its efforts to designquality online courses. In this research study, we focus on the QM Standard 5 regarding designingcourse activities. We will examine instructors' perceptions of various course activities designed tofoster active learning in online classes and how the instructors' perceptions, knowledge, and self-efficacy are correlated with their design of actual course activities. Data will be collected through asurvey, and online instructors will be recruited to participate in it.

Developing a Template for use across Departments in Temple university's College of Public Health

In order to offer students a more standardized experience, to save instructors time and energy intheir courses, and to align with online teaching best practices, instructors and technology specialistsfrom the College of Public Health worked together to build a Blackboard template for use acrossprograms in the college. During the process, particular attention was paid to striking a balancebetween standardization and allowing for individual instructor autonomy within the onlineclassroom, as well as deliberately including spaces for instructor presence.

Gamification that Matters: applying the QM Rubric to assure Quality in Gamified Courses

This session will discuss the "Framework for Online Courses" funded by Title V Program from theU.S. Department of Education to the University of Puerto Rico at Carolina. The Framework iscomposed of three pillars (institutional, academic, and technology) and 17 building blocks withsamples and templates for adaptation by any of the 1,700 Hispanic-Serving Institutions throughoutthe US. Quality Matters' principles and Standards, one of the main components under the Academicpillar, are adopted as a QA process to ensure the quality of online courses. In addition, legalcompliance with the TEACH Act and Intellectual Property Assessment will also be discussed in thepresentation.
