1. PROGRAM AIMS & CONCEPT 1.1 Benazir Bhutto Shaheed Youth Development Program (BBSYDP) is a contribution of the
Government of Sindh, for addressing the twin issues of poverty and un-employment
through Human resource development in the province of Sindh. Since 2008 to Phase-V, it
has arranged the skill development trainings for more than 198,000 youth in employable
trades exceeding to 389, out of the successful youth almost 31%1 are working in different
fields.
1.2 In recognition of the efforts of BBSYDP, the act have been unanimously passed by the
Provincial Assembly of Sindh on March 13,2013 and duly assented to by the Governor of
Sindh2; the Government has notified it as “Benazir Bhutto Shaheed Human Resource
Research & Development Board (BBSHRRDB)”3.
1.3 Besides this, marvels of BBSYDP attracted the World Bank, and it provided the Program,
a grant for the training of “Vulnerable Youth of Sindh” under JSDF4 under which 7,124
trainees were successfully trained against a target of 5050, preceding to the funding of
SSDP5, to strengthen its skill development training program to improve the skills set and
employability of 45,000 youth in 3 years through BBSYDP.
2. VISION
2.1 Development of the employability skills in youth to adhere to the manifesto”ILM,
Roshni, Sab ko Kaam”; so that the constructive youth will shape a peaceful,
prosperous and strong Pakistan
3. MISSION
3.1 To empower youth by training them in appropriate skills, that will enable them gain
decent jobs and to promote female participation in career oriented skill development
trainings.
4. OBJECTIVES
The Program aims to:
4.1 develop human resources in collaboration with private sector through skill
development trainings in industry led trades/courses to ensure job for youth
4.2 liaise with public and private sector academia and other institutes imparting skill
training courses to establish consortium (SHRDN)6.
4.3 pursue adherence to policies and guidelines by the institutes for performance against
benchmarks;
4.4 carryout research and development activities for further advancement to excel in the
contextual working areas.

SECTION – I
5. PROGRAM IMPLEMENTATION
5.1 This mega initiative is implemented through an organized setup.
5.2 PROVINCIAL STEERING COMMITTEE OF BBSYDP (PSC)7:
5.2.1 The Provincial Steering Committee of BBSYDP is the apex policy formulation body
headed by Additional Chief Secretary (Dev) to provide the leadership and guidance to
steer the program activities.
5.3 TECHNICAL COMMITTEE OF PROGRAM8:
5.3.1 The Technical Committee provides guidance on technical aspects of the program and
review proposals submitted by consultants, PMUs and training partners from PSTW
and recommended by officer concerned of PCU before deciding on award of contract.
This committee also recommends important matters to PSC for decisions.
5.4 PROVINCIAL COORDINATION UNIT (PCU)9 AND ITS REGIONAL AND
DISTRICT OFFICES:
5.4.1 PCU implements policy, guidance and procedures approved by the apex forum PSC.
This includes implementation and monitoring of skill development training from
launching till completion. PCU closely liaise with PMUs and training partners to help
them improve the quality of their services in order to achieve the objectives of the
Program.
5.4.2 PCU’s other activities include organization of seminars to raise awareness, initiation
of a centralized media campaign for the program, maintenance of a centralized data
pool for Provincial Government, research based surveys.
5.4.3 PCU executes training program through two streams, The Public Sector Training
Wing is responsible to deal with line departments10
whereas, the Private Sector
Training Wing contracts with private sector training institutes.11
5.5 REGIONAL/ DIVISIONAL COORDINATION COMMITTEE12
(RCC)
5.5.1 Regional/Divisional Coordination Committee is the arm of PCU at regional level to
coordinate between PCU and the respective division. This committee ensures
monitoring of the training programs of BBSYDP at division level.
5.6 DISTRICT COORDINATION COMMITTEE (DCC):
5.6.1 District Coordination Committees (DCC) are responsible to coordinate and monitor
the training in each of the districts in Sindh. These local committees ensure quality of
training and coordinate in the implementation of the program and reports PCU on
daily basis.

6. TRAINEES OF BBSYDP 6.1 BBSYDP has comprehensive selection criteria for trainees in PSTW, while trainees to
attend trainings under PMU are selected by the PMUs as per aligned parameters of
Guideline.
6.2 ADVERTISEMENT FOR SELECTION OF TRAINEES:
6.2.1 All program activities related to trainings must be carried out in a transparent manner
and through wide publicity in media and website. In case of PSTW, BBSYDP will
organize media campaign to increase maximum competition in bringing in more
applicants or the service providers from a district. The Trainees will be motivated to
join trainings by doing media campaign through digital, print and social media,
6.2.2 Whereas, all PMUs will prepare the advertisements for their respective training
programs and forward to PCU for vetting and standardization, and shall later be
published by PMU for selection of trainees and training institutes. Media campaign is
organized before the commencement of each training round.
6.2.3 The advertisement for applications will have district wise division of courses to help
the applicants select the course in the district of their preference.
6.3 TRAINEES’ SELECTION CRITERIA
6.3.1 Any unemployed youth between 18-35 years, having domicile of Sindh, will be
eligible s/he has not availed any training course under BBSYDP training program
6.3.2 Selection shall solely be based on the marks secured in the required qualification for
the chosen trade, availability of training institute, availability of seats in chosen trade
and on the quota defined in district placement plan
6.3.3 The applicant may be required to travel to district other than place of residence, if the
selected course is not available in his/her home district.
6.3.4 Preference will be given to:
a) Women candidates.
b) Candidates from households with proven income being less than poverty line
6.4 APPLYING FOR TRAINING
6.4.1 Online applications will be preferred, the online application will be available at
www.bbsydpsindh.gov.pk
6.4.2 Application could also be submitted on downloadable application form available on
Program website, at application desk in PCU and DMUs.
6.4.3 Application form filled in all respect must reach to the Provincial Coordination Unit
by or before the last date of submission mentioned in advertisement.
6.4.4 Filling of following sections in form is mandatory: (i) course, (ii) qualification
required for the selected course (iii) district in which course is available, and (iv)
contact details including number in use.
6.4.5 At the very initiation of filling of form, the software identifies duplicate and self-
duplicate CNIC thus rejects all applications having CNIC number already available in
database. All received applications will be given an ID number.

6.5 SELECTION AND PLACEMENT OF TRAINEES IN PUBLIC SECTOR:
6.5.1 The applicants will be informed about the place, time and date of interview
communicated through newspapers, website and posting notice where application is
being received.
6.5.2 During the interview / test by the departments, all applicants should be informed of
place, time and date where they should look for the list of successful applicants.
6.5.3 PMUs to ensure data entry of all successful applicants after the interview / test.
Successful applicants will be required to provide their bank account details for
payment of stipend.
6.5.4 All successful candidates will be issued an offer letter to be signed as acceptance
before formally undergoing training process.
6.5.5 Offer letters only signed by PD should be available at the training centers for
acceptance signatures of all successful candidates.
6.5.6 All applicants must be asked to provide contact telephone / cell no, in their own
interest
6.6 SELECTION AND PLACEMENT OF TRAINEES IN PRIVATE SECTOR
TRAINING WING:
6.6.1 Online applications facility will be available at the program website
www.bbsydpsindh.gov.pk
6.6.2 If the applicant has selected any course, that is not available in his/her district, then
they will be required to travel to the district having the training course
6.6.3 The applicants will be informed about their placement in institutes through Program
website and SMS.
6.6.4 Trainees will be registered online and will receive their offer letters by PSTP, who
will sign the letter as acceptance before formally registering the youth in training.
6.6.5 All applicants must be asked to provide contact telephone / cell no, in their own
interest.
6.7 JOINING, ATTENDANCE, STIPEND, LEAVES AND DUAL
REGISTRATION
6.7.1 Joining of Trainees
a) The selected trainees would be allowed maximum 07 days joining time
b) after publication of list / issuance of offer letters. Those trainees that do not report
within the stipulated time would not be allowed to join.
c) The list of trainees on wait list would be published for slots lying vacant due to
non-reporting of first list of selected trainees. These trainees would be allowed
maximum 7 days joining time or as advertised, whichever is less.
d) No trainee will be accepted/ enrolled after commencement of training except in
exceptional circumstances. The stipend would be calculated from the date of
commencement of training/joining.
e) ID cards with photograph shall be issued to successful trainees followed by
commencement of training. These ID cards are to be worn around the neck by
trainees for easy identification by monitoring team
6.7.2 Attendance and Stipend of Trainees
a) Trainees having 85% attendance or more would be eligible for full stipend and
Dislocation Allowance (DA) as admissible. However in case of attendance
varying between 60% to below 85%, trainee would be eligible for 50% stipend

and 50% dislocation allowance as admissible. In this case no allowance for leave
will be made.
b) If attendance is below 60%, the trainee shall be given a written warning advising
him to improve attendance. The trainees having attendance below 60% during two
consecutive months shall be removed from the program through written order.
c) Every institute/organization would have to maintain a daily attendance register
duly checked and verified by in charge. No trainee would be marked “Present”
after one hour of commencement of training/classes.
d) In case of field attachment (OJT), an attendance diary/register would be provided
to each trainee to be signed by the person to whom the trainee has been deputed.
The training incharge in the district would counter check this diary weekly.
e) Every Institute must maintain training plan and training diary for proper training
monitoring and presence of trainees. Training Cost will be paid to the Private
Sector Institute on the attendance of three visits noted by POs or DMCs13
. The
stipend and dislocation allowance will be paid as per the attendance reported by
the Institute or as noted by monitoring teams.
f) PSTW training partner Institutes must facilitate trainees in opening of their bank
accounts in designated branches of the Bank engaged by BBSYDP, so that the
stipend may be transferred to trainees account swiftly. In case a trainee is paid
through crossed cheque, it must contain CNIC number of the trainee on the
cheque and the counter foil.
6.7.3 Stipend & Dislocation Allowance (General Considerations)
a) All these streams PMU / PCU-PSTW shall be responsible for disbursing per
month stipend to the trainees at the flat rate of Rs.2,500 per month.
b) To facilitate those candidates who will be undertaking trainings and travel more
than 70 kilometers14
, a dislocation allowance will be provided on actual basis or as
decided and notified by PCU from time to time.
c) Dislocation allowance will be paid to a trainee of fulfilling on production of
following documents:
i. Certified copy of Domicile
ii. Certified copy of CNIC15
6.7.4 Stipend & Dislocation Allowance (Special Provisions for PMUs)
a) the Financial Procedure has been developed for the Program and approved by
Finance Department
b) The Project Director of concerned PMU will issue sanction order before
disbursement of stipend and dislocation allowance16
.
c) All payments of trainers, trainees and training institutes would be made as per
financial procedure.
d) Training Partners from Public Sector will submit Monthly Expenditure Statements
(MES) to PCU17
6.7.5 Leave to Trainees
a) Any kind of leave other than serious illness must be discouraged. However, the
trainees can be allowed two days leave per month on request and only Institute in-
charge is authorized to allow such leave.

b) Leave of more than two days can be authorized by the authorized Project In
charge; a trainee could avail leave of maximum 10 days if the trainings are of less
than 6 months duration
c) In case of Training Programs of more than six months duration leave entitlement
may be determined with the approval of PC-PCU to the maximum of 25 days.
d) Only sanctioned leave would be considered in calculating the 85% attendance.
6.7.6 Dual Registration
a) Any trainee found registered in more than one training course will be expelled
from all training courses.
b) An applicant who has applied for more than one training course and is selected for
more than one course should intimate in writing the course he/she is joining and
ask for his name to be excluded from the others.
c) Cases detected of dual registration and receiving stipend from more than one
training course would be expelled from all courses and recovery of paid stipend
made through revenue staff / police. Such candidates will be black listed from the
Program.
d) Trainees, who already have received training under this Program shall not be
eligible to join another course, if found under status of duplicate CNIC, then they
will be treated as per Para 4.i above.
6.8 GRADUATION CEREMONY AND DISTRIBUTION OF CERTIFICATES
6.8.1 All trainings institutes/PMUs are required to hold a launching/ orientation ceremony
at the start of training and certificate Awarding ceremony at the completion of
training period to award certificates to successful graduates. These certificates could
either be authorized by external certification agency for testing/examination and
external certification (Board, University etc.) or by the service provider/organization,
that have proof of status as authorized certificate awarding body for offered course or
as agreed with BBSYDP.
6.9 MICRO FINANCING
6.9.1 Micro finance is to be facilitated to BBSYDP Graduates, which shall be extended by
Micro Finance Institutions on existing product.
6.9.2 The Graduates shall prepare their business plan and get financial lending approved by
the MFIs. PCU shall encourage such initiatives and promote the bodies like
cooperatives which are to be developed by BBSYDP Graduates. This will provide
broad spectrum for self employment, entrepreneurship and other business activities.

SECTION-III
7. PUBLIC SECTOR TRAININGS
7.1 Public sector Training Program deals with line departments, this wing of PCU was
setup considering the high need of reform in the public sector departments, where
resources were available but the question was to make the most of them by the public.
PCU made a way for the departments to share their resources and experience to
develop human resource in province. PCU coordinate, fund and monitor the training
run under Public Sector Training Wing through PMU.
7.2 The trainings of individuals shall be carried out from various training partners from
public sector, by means of both in-practice and customized courses for different
trades/fields as per Training Needs Assessment (TNA) conducted for market demand.
Preferably these trainings will have an On Job Training (OJT) portion on need basis.
The OJT may be proposed by the PMU in accordance with the requirements of trade
planned with prospective employers in the private sector.
7.3 PROJECT MANAGEMENT UNIT (PMU):
7.3.1 Each training partner from Public Sector will notify a Project Management Unit
(PMU) for implementation of PFT. In case trainees’ number is below 600, the PMU
will have a dedicated team of maximum 6-7 officers / staff. The TORs, organogram
and salary package are available at Program website. The Project Director, Accounts
Officer and Officer / Official having responsibilities of MIS will attend two to three
days training course to be organized by Provincial Coordination Unit. Confirmation of
their posting / appointment will be subjected to satisfactory completion of their
training.
7.3.2 PMU will give preference to BBSYDP graduates on all new contract staff positions
through a proper selection process. The PMU staff will be employed 1½ months
before start of training and retained one month after completion for completing
requisite reports etc.
7.3.3 The overall administrative cost (including PMU expenses) should not exceed 5% of
the total project cost except in case of trainees’ number less than 600.
7.3.4 There shall be no creation of posts and purchase of vehicles for PMU. However,
temporary staff can be employed from the project funds to meet the project human
resource requirements as per PFT; and in case, after completion of the training the
PMU staff is not required for the intervening period between two programs, the staff
may be given leave without pay for the intervening period.
7.3.4 Each partner department will indicate separately the budget required for establishing
and running the PMU.
7.3.5 PMUs will provide the final list of selected trainees to PCU before announcing the list
of trainees, to:
a) to avoid duplication of trainees among training partners;
b) to upkeep District quota.
7.3.6 The PMU will provide district wise data of successful candidates along with their
identification number and bank account details to PCU.
7.3.7 The PMUs would specify the institutions for conducting the courses / OJT and a list
with full address, telephone number of contact persons and name of institutional head
would be provided to PCU.
7.3.8 Administrative Department will constitute departmental monitoring committee for
evaluating the PMU activities under chairmanship of Administrative Secretary of the
department.

7.4 PURCHASE OF EQUIPMENT, FURNITURE, CONSUMABLES FROM
PROGRAM FUNDS
7.4.1 Any equipment furniture or any other nonperishable consumables items bought from
the program funds will be written in the Dead Stock register of the department or
Institute and shall be the property of PCU-BBSYDP as per the Act of Assembly. The
assets shall be accounted as per the existing audit rules on the subject. The perishable
or consumable items bought from program funds would similarly be written in books
and disposal / use record as per rules. The non-consumable items will carry words
“BBSYDP Property”.
7.5 PUBLIC SECTOR TRAINING MECHANISM
7.5.1 The Prerequisite of Proposal for Training (PFT)
a) The total number of trainees and trades shall be based on District Placement Plan
and TNA.
b) Number of training courses and their type and duration supported by training plan
and Baseline Report of institute/s
c) Prescribed qualification criteria for each course.
d) Cost of printing course material for the trainees and tutors per course shall be
incorporated.
e) Institutes available in the department to conduct this training.
f) Private Institutes or facilities to be hired / contracted for the purpose.
g) Estimated market demand of the trained manpower and post training employment
opportunity
h) The trainers/tutors and trainees required to complete training program syllabus for
classrooms and practical.
i) PFT must be in conformity with available resources in terms of building,
equipments and other facilities and no capital cost shall be allowed.
7.5.2 Preparation of Proposal for Training(S)
a) Public Sector shall be responsible to draw up a Proposal For Training (PFT) in the
form of PC-I, containing the above stated prerequisite. Proposal For Training must
include monthly financial requirement under different heads such as training cost,
stipend cost, administrative cost and miscellaneous as per code provided in New
Accounting Model (NAM).
7.5.3 Procedure for Approval of PFT
a) The PMU would submit a draft PFT to PCU for initial screening and clearance by
the Program Officer concerned, who upon his satisfaction, forward the PFT to the
DPC concerned, for review and forward to the technical committee BBSYDP. The
technical committee -BBSYDP technically review the proposals for Training
(PFT) and recommend for approval to competent forum (PSC, where the PFT is
approved or deferred after review in the light of recommendations by technical
committee.
b) If approved, the department would enter into a Memorandum of Understanding
(MOU) agreement with PCU to undertake the Program as per guidelines. After
final approval from PSC and signing of MOU(administrative Secretary and PC-
PCU) , PC-PCU would issue the Administrative Approval (AA) and the
department would send head wise requisition for release of funds as per New
Accounting Model (NAM). PCU would release funds on monthly or quarterly
basis after receipt of requisition from Project Director (PD) and Administrative
Secretary of the department as per DRO format.

7.5.4 Selection of Public Sector PMUs/ Institutes / Premises
a) The selection of training institutes shall be in a manner that all districts in the
province are covered as far as possible.
b) The selection of training institutes should be based on the evaluation criteria
approved by the Administrative Head in case of Departments and TVET Institutes
and Technical Committee in case of PCU.
c) The selected institutes must fulfill the specific training needs of particular fields in
terms of training material, modules, qualified faculty and proper certification.
d) Departmental Monitoring Committee (DMC) and PCU officers must physically
visit the institutes, for selection to run the program.
e) Institutes will be hired through specific terms of reference, deliverables and
payment schedule.
f) Where required PMU can obtain the premises on rent for training purposes for the
period of training not exceeding one year.
g) The selected institutes would have to give an undertaking that there would be no
subletting outside the contractual stipulations.
7.5.5 Blacklisting of Training Partner / Institute
a) Training Partner/ Institute will be blacklisted for a training in a trade in which it
does not fulfill the provision of suitable placement options in public/private
sectors.
7.6 MONITORING & EVALUATION SYSTEM (M&E)
7.6.1 The M&E is back bone for success of program. PCU-BBSYDP has developed a
format for Monitoring & Evaluation as follows:

7.6.2 Component of Monitoring Mechanism
a) The PCU has developed a uniform monitoring mechanism for the program as
provided in these Guidelines with the approval of PSC. This mechanism contains
structured formats for monitoring reports. Following are the salient features of the
monitoring system:
i. Base line and Inception reports by all training partners and departments
submitted to PCU.
ii. Periodic Program review by PSC.
iii. Monthly review report by Administrative heads.
iv. DCC would submit a monthly monitoring report duly signed by DCO to
PCU on all the project activities being executed in the District.
v. DMC would also submit monthly report to PCU on training progress of its
department.
vi. PCU would communicate the feedback from the stakeholders (press, public
representatives and general public etc.) to the departments/PMUs and
Private Institutes for taking corrective actions.
vii. 3rd party / independent source validation.
viii. Central MIS/Database for consolidating periodical reports, tracking progress
and monitoring performance.
ix. PCU/Technical Committee will conduct monitoring visits at different levels
of program implementation for smooth and qualitative trainings and fill the
monitoring report as per
7.7 ROLE OF THE STAKE HOLDERS
7.7.1 The Administrative head shall be responsible for the implementation of the program,
its monitoring, and performance of PMU and would be accountable to the PSC. The
Administrative heads of training partners would be Administrative Secretary of a
department and Provincial Coordinator in case of PCU-PSTW.
7.7.2 The Administrative heads would review the performance of Project on monthly basis
and report to the PCU.
7.7.3 The Departments and others shall provide logistical support such as office
accommodation and transport etc from their existing resources to the PMU.
7.7.4 They may hire BBSYDP trainees for various positions in PMU except Project
Director for implementation of the program.
7.7.5 PCU and PMUs shall disburse payments both to the Institutes and the trainees through
a well-defined procedure. The release of funds and accounting procedures are given at
under “Financial Procedure”.
7.7.6 PMUs to ensure necessary administrative arrangements for conducting
tests/Interviews/Checking documents.

7.8 POST TRAINING EMPLOYMENT VERIFICATION
7.8.1 PMU will verify job placement through TPV and provide a certificate to PCU to
ensure job placement of trainees.

SECTION-IV
8. PRIVATE SECTOR TRAINING
8.1 TRAININGS UNDER PRIVATE SECTOR TRAINING WING (PSTW):
INTRODUCTION:
8.1.1 Private sector training wing was setup with an aim to increase the outreach of the
program to private sector institutes in order to strengthen the capacity of public sector
training by making optimum utilization of the resources of private sector for training
delivery wherever is applicable / possible. This area also has an objective to establish
network with private sector and to encourage corporate values in those public sector
vocational training institutions that show their interest to deliver training through
PSTW.
8.1.2 Proposal for Training under (PFT) of PSTW:
a) PCU develops a PFT for the trainings under PSTW , this PFT, like others, will be
approved by PSC to execute trainings
8.1.3 Selection of and Contracting with Private Sector Training Providers:
a) Advertisement for Request for Proposal will be published in local Newspapers to
call for proposals. The Request for Proposals (RFP) should be prepared in
industry led training courses, in response to the market demand of trained man
power.
b) Technical and Procurement Committee - PCU will select any institute against the
set bench mark. Selection of training providers is in accordance with the
procurement rules of the public procuring agency or the foreign funding agency,
as the case may be. Technically qualified institutes are called for negotiations18
with the procurement committee
c) Selected training providers will sign a legal contract with PCU for each campus
offered which contains all the ToRs for both sides, punitive, criteria for payment
of stipend and training cost.
8.1.4 The Prerequisite of Technical Proposals of Training Providers
a) Registration with any certificate awarding body that certifies short term skill
development courses
b) Readily available infrastructure
c) Experience of institute in the offered course and evidence of post training
employment
d) Prescribed qualification criteria for each course.
e) Number of training courses and their type and duration supported by training plan
and baseline facilities of institute/s
f) The course curriculum should have a justified ration of theory and WPL.
g) Cost of course material and equipment for the trainees and tutors per course shall
be incorporated.
h) Estimated market demand of the trained manpower.
i) Number and names of tutors allocated for each course
j) Number of Trainees claimed against each course
k) Evidence of forward linkages for placement

l) Technical proposal must be in conformity with available resources in terms of
building, equipment and other facilities and no capital cost shall be allowed.
m) Technical proposal must contain a determination by short listed training providers
to ensure such percentage of employment (see the definition of employment on
page 15 at para_____) as required by the PCU.
8.1.5 Role of Training Providers:
Training provider is responsible to:
a) initiate training as per curriculum and training plan submitted to PCU before start
of training.
b) put in necessary efforts to conduct training as well as to facilitate the trainees in
opening of bank accounts and designated bank and send PCU a list of opened
bank accounts of all trainees.
c) send PCU the monthly attendance report over stipulated format and all necessary
reports as and when required by the focal point designated by PCU
d) Conduct all classes, workshops/labs, assessments and complete the curriculum as
per training plan and send PCU course completion report over stipulated format.
8.1.6 Role of PCU:
PCU shall:
a) made a focal point responsible for delivering all necessary guidance to the training
providers for discharging their responsibilities.
b) release stipend of trainees training cost of training provider as and when due
considering all necessary documentary requirements.
c) also be liable to monitor the training / status of facilities / completion of
curriculum / assessments etc., through visits to the training places, telephone calls
to the trainees or tutors or whatever method is deemed fit for the purpose
d) communicate proper corrective instructions in the light of findings thereof to the
training providers with the sole focus to complete the training peacefully as per
training plan.
e) be responsible to verify the employment status as submitted along with course
completion report
8.1.7 Blacklisting of Training Partner / Institute:
a) Any deviation without authorization by competent forum, by the side of training
provider, from conditions of selection and contents of Technical Proposals
mentioned in paras 8.1.3 and 8.1.4 shall be resulted in prevention of relevant trade
/ campus of that training provider for one complete phase.
8.2 FOREIGN FUNDED TRAINING IN PSTW
8.2.1 PSTW, besides executing GoS funded training, is running trainings under Sindh Skills
Development Project, funded by World Bank to support the Government of Sindh in
strengthening its training programs to improve the skills set and employability of
trainees and expand coverage of the existing short term training program run under
Benazir Bhutto Shaheed Youth Development Program (BBSYDP). The Program aims
to train 45,000 youth in three years till 2014; it recently has trained 6,193 youth and is
preparing for second round of trainings with a target of 20,000 youth.
8.3 DETAILS OF SERVICE PROVIDERS’ COMPLETION REPORTS
8.3.1 After completion of training the service provider will complete a full report on the
status of all graduates, using the format contained in annex 19 and submitted to
BBSYDP. This course completion report and verification is required prior to the
payment of last tranche.

8.4 POST TRAINING EMPLOYMENT
8.4.1 Definition:
Post training employment at BBSYDP is interpreted as under:
a) Direct/Timescale basis (from unemployed to employ or from lower wages to
higher wages);
b) Self basis (establishment of business/entrepreneurship etc);
c) Indirect basis (when one is qualified in one field but gets employment in other
field);
d) Wage basis (when one is engaged in earnings on daily basis)
e) Continuing education
8.4.2 Modes of Verification:
a) As per contract with PSTPs, the service provider shall ensure 30-45%
employment (for PSTW Wing) of the total registered trainees. After completion of
training, the PCU-BBSYDP is to make the employment verification while
adopting the following mechanism:
b) By contacting the employed graduates through telephone.
c) Verification of the committed facilitation for “Employment” may be based on
100% direct contact or through “Stratified Random Sampling” when the size of
the same SHALL not be less than 20% of the graduates of that particular course.
Modes of verification of employment may be interpreted and resolved (if felt
necessary) at the level of contract awarding body i.e. Technical Committee of the
Program.
8.4.3 Verification under the World Bank SSD Project.
a) The articles related to performance requirements (i.e. failure to report
completions, failure to meet contracted performance targets) are explicitly
included in the contracts (see RFP).
8.4.4 Service Providers’ completion reports
a) Formats, contained in these Guidelines, now require service providers to
explicitly report on the detailed status of all graduates (i.e. is their status
employed, self-employed, continuing education, or unknown).
8.4.5 BBSYDP Program Officer verifications
a) Include a randomly selected minimum of 10% graduates from the service
provider’s Completion Reports for each program and District BBSYDP staff and
the Program Officer will verify the status of graduates via the most appropriate
method (i.e. telephone to trainees /employers) within one month of issuance of the
completion report. If there are significant unexplained differences (i.e. 3 or more)
between this staff(BBSYDP) verification and the original service provider
completion report the providers will be required to update and resubmit the
Completion Report before final payments are made.

9.1 The website of the Program www.bbsydpsindh.gov.pk was developed in 2009 and is
updated on daily basis by MIS section of PCU. The front view of website is available
for use of general public and all the stakeholders of BBSYDP. It displays the
following training related information:
a) View / download application form
b) Online application form
c) Login Panel for Institutes/ Training Partners to manage E-registration, E-Offer
Letter and ID card for trainees and maintain E-Attendance on daily basis.
d) View / download program guidelines
e) View / download minutes of important meeting and SC, BBSYDP
f) View / download PFTs of the training partners from Public Sector.
g) View updated information, announcements, news, and events.
h) Advertisement regarding program like tender, expression of interest, new training
offers, results of the selected candidates, etc
i) View online trainee’s directory.
j) The online complaint / suggestion box
k) View / download all reports format required to PCU,
l) Phase wise and department wise achievement updated status of trainees register,
graduated and employed etc.
m) Detail information of PSTPs and Departments working with BBSYDP.
n) Detail information of DMUs and PMUs
o) Updated list of sectors and latest trades / courses.
p) Other Features: Messages, Program Gallery, FAQs, Curricula, Studies and
Reports, Job offers and contacts.
9.1 The admin area of MIS has following three access levels:
9.1.1 Admin: a) This level has the overall control on the CMS, MIS & FMIS and can view, edit &
add the trainee’s data and can update the contents of pages.
i. Update website contents i.e documents, news, photo gallery and
advertisement / announcement.
ii. Manage suggestions / complaints logged online.
iii. Manage online application received on daily basis.
iv. Manage E-Placement (Dedicated web-based portal for auto placement of
candidates according to guidelines)
v. Manage admin side of E-registration and E-Attendance System.
vi. Manage online BBSYDP HR System (Dedicated web-based portal for
manage PCU / DMU staff, salaries, leaves ets).
vii. Manage Online PMR system. View/ generate online reports.
9.1.2 Institute: a) This level has the limited control on the data related to trainee’s i.e E-Registration,
E-Attendance, E-offer letter and E-ID card etc.
9.1.3 Faculty: a) This level will gives access to the tutors / trainers to view their profile and
curricula only.

Terms of References of Provincial Coordination Unit
a. To implement policy, guidance, procedure and leadership etc from Steering
Committee-BBSYDP for implementation of program.
b. To launch training program under BBSYDP through Public and Private Sectors.
c. To monitor the overall implementation of youth development programs under
BBSYDP and maintain an up to date record of all trainings.
d. To receive, release and disburse funds under BBSYDP to all stakeholders engaged as
per approved PFT in training programs through Fund Flow Mechanism approved by BOD
and Finance Department.
e. To facilitate all the departments and TEVTs’ institutions in preparation of proposals.
