Progressing

PEFC in Thailand:

Forest Management Chain of Custody

What forest certification delivers

2

Delivers sustainable wood raw material that is:

• legal: wood is harvested in compliance with local legislation and international agreements• from well managed forests: safeguarding environmental, social & economic values• traceable: the raw material supply chain is verified from the forest to the finished product

What is PEFC?Programme for the Endorsement of Forest Certification

4

• Global Alliance (not-for-profit association) of 40 national forest

certification organizations and 22 international stakeholder

members

• World's leading forest certification system, offering the largest

choice of sustainably-sourced timber and wood-based products

• PEFC specifically considers the unique needs of small and family

forest owners while being equally used by large landowners as

well.

• PEFC is required or recommended by public and private

procurement policies around the world

• The PEFC label is only available on certified products, giving

responsible companies the right to use a trusted label

PEFC’s Activities

5

• Development of international standards

• Forest management, chain of custody, standard setting,

logo usage, certification and accrediation, etc

• Endorsement of national forest certification system

• Management of endorsement process, incl. 3rd party

assessment, public consultation, Panel of Expert review

• Expanding sustainable forest management & forest certification

• Joint projects specifically targeted at Africa, South

America, Asia; Collaboration Fund

• Promotion of forest certification and use of certified timber

PEFC Initiatives

Responsible Forest ManagementPEFC certification promotes sustainability

8

Healthy Forests

• Maintain and increase the health and vitality of forest ecosystems, biodiversity

• Protect ecologically important forest areas, wildlife, waterways, and soil

• Prohibit forest conversions; no certification of plantations established by

conversions

• Avoid genetically modified trees, most hazardous chemicals

• Prevent unauthorised activities such as illegal logging

Healthy Communities

• Promote the long term health and well-being of forest communities

• Respect forests’ multiple functions, give due regard to the role of forestry in rural

development

• Involve forest communities, forest-dependent people in forest management

• Recognize indigenous people’s rights, incl. free, prior and informed consent

• Protect sites with recognised specific historical, cultural or spiritual significance

• Safeguard areas fundamental to meeting the basic needs of local communities

Healthy Workers

• Comply with all fundamental ILO conventions; safe working conditions

• Consideration of new opportunities for employment

Chain of CustodyMeet legal frameworks with PEFC

9

PEFC responds pro-actively to emerging legislation. Example:

European Union Timber Regulation (EUTR):

“Controversial Sources” definition

• Aligned with EUTR requirements

Information requirements

• Access to information to include tree species,

country/region/FMU of origin

Due Diligence System

• Integrated element in PEFC Chain of Custody certification

• Stand-alone implementation available

PEFC Certified & PEFC Controlled Sources effective way for

companies to demonstrate alignment with EUTR requirements

Making it work

PEFC & Thailand

11

Developing A National Schemes

National organization

identified:

• To lead the Standard development process

• To eventually become PEFC Council member

National scheme

developed:

• Standard-setting requirements followed

• Uses Multi-stakeholder process with consensus-building

• All technical documents & standards drafted and approved

PEFC International recognition

• Submitted for assessment against PEFC requirements

• If successful, PEFC endorsement granted

Developing National Schemes

12

PEFC National Members

13

PEFC’s conditions for National Governing Body membership require

that the national candidate organization shall:

a) be a legal entity;

b) have its own statutes not conflicting the PEFC Council Statutes;

c) include amongst its objectives the implementation of the PEFC

scheme within its country;

d) have made a commitment to follow the PEFC Council rules and

requirements;

e) have support of national forest owner’s or national forestry

organisation;

f) provide interested parties with a fair, ongoing and appropriate

possibility to influence the organisation’s decision making.

Keys to Success

• Bring all stakeholders around the table to make Sustainable

forest management beneficial to all

• Strong national “governing body” (NGB) to be member in

PEFC Alliance

• Sustainably financed after initial start up period.

• External (Company etc) support for standard and system

development required

• Regular income through Chain of Custody certifications throughout

supply chain for active marketing and communications
