Project Controls Overview •  NTL has implemented controls and processes in place to

identify, measure and map the overall progress of our construction projects.

•  These controls measure and form the key performance indicators that are essential to the overall success of a project.

•  Data and measurements are directly gathered from the field on a daily, weekly and monthly basis to input into the various controls.

•  Through the use of software and analysis of experienced personnel, NTL has the capability to efficiently manage and make key decisions during the duration of a project.

Project Controls Bidding and Project Proposals •  The foundation of all project controls are implemented

during the bidding and proposal stage of any potential project.

•  NTL believes that the ultimate success in any project

completely relies on the work and planning that goes into preparing a project proposal.

•  The major components of a Project Proposal consist of:

•  Execution Plan

•  Schedule and Man Power Loading

•  Proposal Specific Support Documentation

Project Controls Execution Plan •  The overall strategy for the execution of the project is laid

out in this multi-page document as part of the proposal.

•  Each phase of construction is proposed with a general plan to successfully complete it including kick off and end points.

•  Other major topics include:

•  HSE and Environmental hazard mitigation planning

•  Sub contractors for specific tasks

•  Proposed specialized equipment

•  Heavy equipment selection and quantity

•  Crew accommodations and travel plans

Project Controls Schedule and Man Power Loading •  The proposed schedule for a project sets several important

key performance indicators for measurement during construction:

•  Start dates for each phase as well as order of tasks

•  Daily production required to meet goals

•  Identifies key tasks that must precede other tasks

•  Helps to identify key dates and deadlines

•  Man power loading charts identify the estimated total number of workers on site for each day of a project.

•  This helps identify HSE requirements and planning as well as crew accommodations and travel requirements.

Project Controls Project Specific Support Documentation •  Additional documentation for specific projects falls in the

form of:

•  Company HSE Statistics and mitigation plans

•  Bonding letters – NTL has significant bonding capability through Aon Reed Stenhouse Inc.

•  History of past projects completed by NTL.

•  Specific plans for execution of complex phases such as long HDD crossings.

•  Resumes of construction and management personnel for each project.

Project Controls Weekly Project Reporting •  During construction of the project, NTL issues a weekly

project report which consolidates the internal project controls into key performance indicators, including:

•  Updated schedule with actual vs projected progress •  HSE Statistics and Report

•  Change Order Log and Report

•  Quality Control Report

•  Weekly look ahead and projected progress goals

Project Controls Weekly Report: Updated Schedule •  The weekly updated schedule documents the number of

days worked on each phase of a project and shows the projected time remaining to completion.

•  Rain out days and other lost production days are documented in the schedule. This helps to provide NTL Management with the proper information to alleviate potential schedule slide when possible.

•  Accurate schedules allows for effective use of resources and direction to subcontractors on projects.

•  The data from the schedule can be extrapolated to actual vs projected production charts to show production gains and losses during actual construction.

Project Controls Weekly Report: Change Orders •  Change Orders form a controlled process to allow for

completion of work that falls out of the initial scope of work.

•  NTL has developed a controlled process for the handling of Change Orders through the following steps:

1.  Identify with client representative the change to the scope of work.

2.  Estimate the cost to complete the out of scope work.

3.  Complete the Change Order which captures this information.

4.  Receive signed approval from client representatives.

5.  Complete out of scope work while tracking costs against specific Change Order.

6.  Report costs weekly with the Change Order Log.

Project Controls Weekly Report: Quality Control Report •  The Quality Control Report forms a section of the weekly

report which identifies any issues or concerns that have arisen on the project including:

•  The status of RFI’s and scope of work associated with them.

•  Efforts taken to resolve any Quality Control Issues.

•  Quality Control statistics such as welding repair rates.

Project Controls Weekly Report: Weekly Look Ahead •  The Weekly Look Ahead provides an overview and general

plan of work to be completed in the upcoming week including:

•  Projected schedule and production of all phases

•  Phase completions, HDD Crossings, Hydro Testing and other significant events

•  Projected potential delays

Project Controls Sub Contractor Management •  NTL has a comprehensive Sub Contractor Management

System in place. The system is based upon:

•  Evaluation of HSE program through ComplyWorks

•  Capability of contractor to supply required equipment and service

•  Price and availability for the required services

•  Sub Contractors are issued a Purchase Order and are required to submit change orders to NTL in the event that the amount is exceeded

•  This provides accountability on the Sub Contractor to be efficient and effective

Project Controls Billing •  Project billing typically takes the form of a monthly payment

certificate that is backed by a full break down.

•  Payment certificates are approved by all required representatives prior to invoicing.

•  The break down shows all charges that make up the total of the payment certificate including:

•  Lay price with full breakdown of percentage as per the contract

•  Unit Price Items and quantities

•  Crossings

•  Change Orders
