1. Background of workshop
This activity congregated multidisciplinary University of Rwanda teaching staff from campuses of University of Rwanda; these are UR-
KICUKIRO CAMPUS (UR-SPH) AND UR –NYAGATARE CAMPUS (UR-SAVM).
The workshop was facilitated by Focal Persons, Dr Robert Kibuuka and Dr. Etienne Rugigana, lecturers from College of Medicine and Health
Sciences (UR-CMHS) and OHCEA Country Administrator Mrs. Immaculate Kantengwa.
The workshop was organized One Health Central and Eastern Africa (OHCEA) with funding from USAID through the One Health
Workforce (OHW) Project.

2. introduction to integrating UR-OHSC in UR-HUYE campus and in UR-NYARUGENGE campus
The workshop was started in the morning of 5th
/April/2016 at 10h 15 AM in Nobleza Hotel/Kicukiro.
Dr. Robert Kibuuka, Focal person of One Health Central and Eastern Africa-Rwanda opened program by welcoming all participants, here Dr.
Kibuuka gave background of workshop and the agenda that will be followed for the period of 2 days of workshop.
Dr. Robert Kibuuka highlights the time table of the event that will be followed and requested participants of workshop to introduce themselves in
brief in group according to the discipline or faculty.
Dr. Robert Kibuuka invited Dr. Etienne Rugigana OHCEA Focal Person/CMHS to make Review of the following key points:
Definition One health
He further shared One health impact Model. EPT respond university engagement, the collaboration of the University of Minnesota and
Tufts University as main paterners of OHCEA.
Etienne talked about EPT 1&EPT2 where he said that EPT 1 was started 2009-20014.
EPT 2: Its goal was to mitigate the impact of novel high consequence pathogens arising from animals thru one health.

One health work force (capacity building and research)
Preparedness and response (Governments)
Predict ( deals with Wild life animals )
Dr. Etienne Rugigana also talked about One Health Workforce project where he highlights on the following points
Participation with government academia, and other partners in defining One health work force needs assist government ministries to rein
the future work force
Participation with government Research, capacity building etc …..for future in heath of new and future cadres
- He ended with OCHEA working network map- (7 schools of public health and veterinary medicine)
He further showed the display in Rwanda and how the OCHEA operates. OCHEA Vision, Mission, and its core values.
OHCEA strategic goals (strengthen in service certificate workshop, infrastructure capacity and generate evidence based data etc.)
He said that East Africa Community and One health, have already adopted the One health Concept.

A mechanism promoting between animas and human sectors at national and sub national levels fir OH approaches.

Dr. Kibuuka took over and highlight on major points and way forward and what we need in Year 2.
During the meeting participants shared opinions then finally made clear decisions on a certain discussed issue. These are some points discussed

Yes those presented are just examples we did not exclude any partner.

Again Dr. Charles asked, Why One Health not in Burundi according to Central and Eastern Africa Map. Dr. Etienne Rugigana responded it
by saying; the challenge political issues is the main root cause why OHCEA is not in Republic of Burundi , and other reason is that there
is no school of Public health and Veterinary school in Burundi.
-On strategic plan why we forget REMA???? Dr. Etienne Rugigana reacted that Agnes Binagwaho, Minister of Health who is also Head of
steering committee and agreed to add new members including REMA, and other partners.
Dr. Kagarama made addition point on Nkuranga OIE issue?? He mentioned should be included in circle of Dr Etienne presentation. Point
on white Dot (of Burundi), discussed in Burundi- and by nature of OCHEA operates with school of Public Health and Vet school. And
OCHEA does not force any country to be a member and said by giving some examples like Cameroon has applied and now member of
network, University of Ethiopia and many others.
Dr. Kibuuka took over and highlight on major points and way forward and what we need in Year 2.
Dr. Kizito- Slide (partnership with other universities) 2 comments were made: Why no private institutions??
-Dr. Kibuuka reacted by saying it will be incorporated in Year 3 work plan.
-Workshop on research, and writing papers?? Dr. Etienne Rugigana will organize that activity
-Dr. Emmanuel Irimaso leadership plan and training updates. (Also as a kind of Follow up).
-Follow up and sustainability should be revised in comparison to the previous years of implementation, Dr. Benjamin Ndayambaje will be in
charge of this.
Dr. Charles Nkuranga:
One health- only focuses on infectious why don’t we include the Non Communicable Diseases?? Dr Etienne, commented that OCHEA partners
are usually interested infectious diseases lather than others so may be we can operate or partnership with other programs that cover Non
Communicable Diseases and so on.
Dr. Etienne Rugigana looks at scope and goals of OCHEA and focused on objective and strategies. Stick on partnership with say Ministry of
health department of Non Communicable Diseases.
The participants also discussed on UR-OHSC, where they emphasized on One Health Club members Alumni, where some participants said that
Alumni are OHCEA Work Force , so we need to keep them in OHCEA network and make Follow up to them through inviting them to
participates in club activities, workshop to bring them together, create association (president, and others as alumni)
-Notification of Local authorities, ministry of health for the Alumni recognition.
At club alumni point of view, Dr Charles said that we need to create a follow-up and make association, motivate them, meetings for the alumni.
The workshop continued at the line of Updates on OCHEA activities year 2 work plan
Dr Robert took over and brings participants on:
- Way forward on OCHEA activities year two
- Rescheduling and setting up deadlines for the activities implementation.
Here different people are assigned activities to be led.
Dr. Rosine Manishimwe and Angele were assigned to make follow-up Gender and Infectious disease management
Dr. Emmanuel Irimaso from UR-Nyagatare Campus and Ruton from UR-SPH were assigned on E-learning
Dr. Shyaka Anselm from UR Nyagatare Campus and Assumpta Mukabutera from UR-SPH will make a follow up on Research
Dr. Benjamin Ndayambaje and Dr. Mushayija Jean Paul were assigned to be in charge of UR-OHSC Students club.
Through sharing opinions, some participants show some Challenges during Implementation of OHCEA activities, some of these challenges are
following:
Secretariat re shuffle, primary lecture but not easy to take staff away from campus for a long period of time etc….
Action point- Dr. Nkuranga to advocate for advocacy, Leaders (Gafarasi) never attended to One health workshops.
Money allocation failure and misunderstanding of leaders (One health)
Dr. Robert Kibuuka continued discussing on activities with staff.
Infectious Diseases Management, infectious disease detection can be incorporated into curriculum and make certificate deliver.
Participants supported this idea and some of them said it is a very interesting input

The specific objectives of this workshop were to review the way forward on OHCEA activities Year 2 re-scheduling and setting-up
deadlines for implementation.
Deliberations on Grant proposals sent by students ,Faculty and MSC at School of Public Health
Brainstorming and discussions on One Health Crucial Activities to be included in year 3 work plan activities

The targeted audience was Institutional committee members from both school of veterinary medicine and school of public health.

6. Reflection
Rescheduling and setting up deadlines for the activities implementation was the main wish of participants that will help to achieve planned
activities.

People were assigned to led some activities will report if there are some challenges during implementation to be assisted by OHCEA facilitators.
