2. Project scope/functional analysis:
At the present time, SERGAS has many data flow structures in place in its health centres, none the less
there are no protocols in place for automatic data delivery, nor are there any automatic systems in place in
the case which the data has not been delivered.
This subproject contemplates creating a single system which centralizes all warnings registered in
conjunction with the existing data within the healthcare system, using adequate standards
(en13606,hl7000). The warnings will be detected by a search engine which looks for an event or events
which are considered to be of interest. At the same time, there will be parameters which permit the
update and transmission of a warning which was not considered in a previous revision.
The warnings will be passed on to the recipient via the most convenient method in each case (IANUS,
GACELA, EMAIL, TELEPHONE..), as well as recommendations as to what actions should be taken:

Strategic goals of the subproject are:
• reduction of healthcare related incidents.
• Increase the efficiency of healthcare assistance.
• Increase in the quality and volume in data collected in order to ensure correct treatment of the
patient.
• Workload reduction due to possible automization of dataflow generated by patients with no
significant incident reports.
3. Identification of innovative elements to be developed:
• Identification and analysis of different origins of existing clinical data in health centres, including
data generated during the innova saude and hospital 2050 projects.
• Integrate a system consisting of a search engine and differing sets of parameters capable of both
proactive and reactive interactions with the sources of data. The system will include a parameter
editor in order to create new parameters.
• Delivery of relevant information from the system to appropriate recipients via any of the following
channels (IANUS, GACELA…)..
• Control of alert reception, allowing for updating of alerts when they have not been received by
desired recipients.

Unique system that centralizes all the alerts recorded on the set of existing data
sources in the healthcare environment using the most appropriate standards
(EN13606, HL7, … ). The alerts will be detected through a engine of rules that look for
those events or set of events that are considered to be of interest at the time, there
will be rules that allow a scaling of the alert in case it does not have te be dealt with by
the first set of recipients.
The system shall provide the alerts to recipients by using the most appropriate means
in each case (IANUS, gazelle, e-mail, telephone, … ), as well as recommended actions to
treat the alert.

Strategic Objectives
• Decrease negative events in health care.
• Increase efficiency in attention.
• Increase in the quality and the volume of information received on the correct treatment of the patients.
• Reduction in the workload due to the possibility of automation in patients without relevant events (automation of routine tasks).
Tasks to develop and design of the solution
• Identification and analysis of the various existing data sources in the health centers, including the plans developed during the InnovaSaude And Hospital 2050.
• Integrate A System consisting mainly of a rules engine and different sets of rules with a capacity of interaction both proactive and reactive with the sources of information, the system will include a rule editor for the creation of these.
• Sending relevant information from the system to the appropriate recipients in each case, using one or several media (IANUS, gazelle, mobile media, … ).
• Control of receipt of the alerts, with the ability to scale if they have not been received by the primary recipient.
• Decentralized System with a server by health area.
