1.0 INTRODUCTION

1.1 Mewies Engineering Consultants Ltd (M-EC) has been commissioned by Taylor Wimpey

(North Thames) to produce a Transport Statement (TS) in support of a planning

application for a proposed residential development, comprising the construction of 30

flats. A site location plan is included in Appendix A, with a site layout plan attached in

Appendix B.

1.2 This TS provides information relating to the following;

Review of sustainable transport modes – walking and cycling, along with accessibility

to key local facilities and amenities;

Review of the proposed site access;

Review of local accident data for the most recently available five-year period;

Assessment of vehicle trip generation of the proposed use, calculated using the

TRICS7 database.

1.3 Initial pre-application discussions with Hertfordshire County Council (HCC) were

undertaken, to agree the scope of the report. Comments provided by HCC are provided

within Appendix C.

1.4 This TS will review all existing and proposed highway elements, providing appropriate

conclusions in order to demonstrate whether the proposed development will result in

negligible/severe impacts upon the local highway network.

1.5 This revision of the TS takes into account comments received from Hertfordshire

highways dated 2nd August 2018, which highlighted concerns regarding the immediate

access to the highway. Following further discussion with the Highway Authority it

transpired that the concerns where attributed to the discrepancies between the site layout

plan attached at Appendix B and proposed access arrangements attached at Appendix F

This was confirmed by the Highway Authority within their email dated 16th August 2018,

which can be seen further in Appendix C. These matters have been addressed within this

report.

1.6 M-EC has completed this report for the benefit of the client Taylor Wimpey (North

Thames), and any relevant statutory authority which may require reference in relation to

approvals for the proposed development. Other third parties should not use or rely upon

the contents of this report unless explicit written approval has been gained from M-EC.

2.0 EXISTING SITE & PROPOSED DEVELOPMENT

Existing Site

2.1 The existing site is currently arable land, located approximately 1.9km south from

Welwyn Garden City town centre. The south of the site is bound by Chequersfield Road

with dwellings and flats that have recently been constructed as part of a separate

application. The north, east and west of the site are bound by arable land. Beyond the

immediate boundaries, a railway track lies to the west of the site, an industrial estate is

located to the north, and Chequers (A1000) is located to the east providing access to the

town centre. The location of the site is illustrated in Figure 1 below.

2.2 Vehicular access cannot currently be achieved into the site. Chequersfield Road is a single

carriageway road, measuring approximately 6.5m in width. To the east of the site,

Chequersfield Road links onto a 4-arm roundabout Chequersfield Road / Chequers N

(A1000) / Howlands / Chequers S (A1000).

2.3 A mixture of dwellings and flats have recently been constructed to the south of the

proposed site. Outline application C6/0482/1988/OP and the subsequent reserved matters

application N6/2004/1483/DE were approved, for the erection of 309 houses and flats.

Further applications altered the layout of the site and increased the number of residential

units on the site, including application N6/2006/1124/FP which was approved for the

erection of 48 additional dwellings on the site.

Proposed Development

2.4 The proposed development is for the construction of 30 flats, the creation of a new

vehicular access, and the provision of parking within the site. The proposed flats will be

split across two blocks, with 12no. 1-bed flats provided in Block A, and 18no. 2-bed flats

provided in Block B.

2.5 A new vehicular access shall be created into the site from Chequersfield. Further details

of the site access can be found in Chapter 4 of this report.

3.0 SUSTAINABILITY

3.1 The available sustainable transport infrastructure within the vicinity of the proposed

development is set out below:

Existing Pedestrian Facilities

3.2 The DfT National Travel Survey (England), 2014 found that walking constitutes 22% of all

journeys made in a year, and that approximately 3 out of 4 (76%) of walking trips were

under a mile (1.6km). On average, people are willing to travel 18 minutes per walking trip.

3.3 There are a number of facilities and amenities that surround the development site.

Drawing 22573_08_010_02 attached within Appendix D illustrates the location of the

nearest facilities and amenities within a 400m walking radius of the site, with a further

view of the wider area up to 1000m walking distance of the site.

3.4 There is an existing footway along the southern side of Chequersfield, measuring

approximately 1.5m wide. The footway provides a link from the site to the wider

footway/cycleway network. A footway shall also be provided along the northern side of

Chequersfield, as part of proposed development. The footway will adjoin the existing

footway to the east of the site, and extend into the site.

3.5 A list of local facilities and their approximate walking distance from the site via the

existing footways and footpath network is included in Table 1 below.

Existing Cycle Facilities

3.6 A review of sustrans.org.uk highlights that there are three National Cycle Routes in close

proximity to the site, which are illustrated in Figure 2 below. National Cycle Route 12 is

located approximately 300m east of the site, and can be directly accessed from

Chequersfield. When complete, the site will run from Enfield Lock in north London to

Spalding, providing a predominantly traffic-free route through Welwyn Garden City.

3.7 National Cycle Route 61, located circa 825m north-east of the site, can be directly accessed

via National Cycle Route 12. National Cycle Route 61 travels from Maidenhead to

Hoddesdon. National Cycle Route 57, located approximately 820m to the north of the site,

can also be accessed via National Cycle Route 12. When complete, National Cycle Route

57 will run from Cricklade in Wiltshire to Welwyn Garden City, with a mixture of traffic

free sections and quiet roads.

3.8 Previous PPG13 guidance provided advice on likely journey lengths for cyclists, and

although this guidance has since been superseded, it is still commonly accepted that cycle

journeys can potentially substitute for car trips over distances up to 5km, or as part of a

multi-modal journey that includes cycling and public transport (especially rail). Based on

typical cycling speeds, such a journey might take just over 20 minutes to complete.

Journeys to surrounding villages such as Lemsford, Coleman Green, Essendon and

Hatfield, are located within this 5km radius.

Existing Public Transport – Bus

3.9 The nearest bus stop to the site is located along Chequersfield however, it is no longer in

use since the 201 bus service was rerouted. There are two bus stops provided along

Howlands, approximately 390m and 505m from the site centre (a walk of approximately 5

minutes and 6 minutes respectively). The bus stops are flag-and-pole bus stops, with

timetable information available.

3.10 The bus stops provided along Howlands are located within an acceptable walking distance

from the site, and it is likely that these bus stops will serve the development site. It is

therefore reasonable to consider improvements to the bus stops, including the provision

of bus shelters. A financial obligation could be provided to HCC, in support of

improvements to the bus stops.

3.11 Bus timetable information, accompanied by a bus route map, can be found within

Appendix E. A summary of the bus services operating in close proximity to the site can be

found within Table 2 below.

Existing Public Transport – Rail

3.12 The nearest railway station to the site is Welwyn Garden City Railway Station, located

approximately 1.6km to the north of the site. The station, which is managed by Great

Northern, operates 7-days a week and provides services to Stevenage, Cambridge,

Peterborough and London King’s Cross. Table 3, provides details on rail services to the

major destinations from Welwyn Garden City Railway Station.

3.13 Bus services 201, 242, 301, 366, 404 and 724 call at Welwyn Garden City Railway Station,

providing a link between the development site and the railway station.

Sustainability Conclusion

3.14 Upon reviewing the information within this chapter, the site is considered to be located

within a sustainable location, as there are several facilities and amenities available within

close proximity to the site. The nearest bus stops provide relatively frequent services

throughout Welwyn Garden City and London. Welwyn Garden City train station is

located approximately 1.6km to the north of the site, which provides frequent services to

London.

4.0 ACCESS

4.1 A new vehicular access into the site shall be created on the northern side of Chequersfield,

located approximately 27m to the east of the junction of Chequersfield and Eddington

Crescent. The proposed access will measure 5.5m in width, with a 6m radii provided on

the eastern side of the access, and a 3.5m radii provided on the western side. The proposed

access design is illustrated on Drawing no. 22573_08_020_01.1 Rev C, included within

Appendix F.

4.2 As part of the development proposals, the existing footways on the northern side of

Chequersfield will be extended to the site access, improving pedestrian accessibility

to/from the site. The existing Network Rail access will also be retained throughout the site.

4.3 Bin stores shall be provided to the frontage of the site, within 25m of the highway. This will

allow refuse collection from the roadside.

Visibility Splays

4.4 Chequersfield is subject to a 30mph speed limit, requiring visibility splays of 43m when

measured 2.4m back from the edge of the carriageway. Drawing no. 22573_08_020_01.1

Rev C demonstrates that the required level of visibility can be achieved at the site access.

Although Chequersfield is subject to a 30mph speed limit, speed control features in the

form of speed humps are provided, which should reduce vehicle speeds.

4.5 The visibility splays will pass through a small section of the on-street parking bays that are

proposed. Despite this, paragraph 7.8.5 of Manual for Streets (MfS) states that ‘parking in

visibility splays in built-up areas is quite common, yet it does not appear to create

significant problems in practice. Ideally, defined parking bays should be provided

outside the visibility splay. However, in some circumstances, where speeds are low,

some encroachment may be acceptable.’ It is therefore considered that the slight

encroachment of visibility into the parking bays is acceptable.

Parking Standards

4.6 A review of Welwyn Hatfield District Councils Parking Standards (Adopted January 2004)

has been undertaken, to establish the number of parking spaces that would be required

for the proposed development.

4.7 Appendix A of the document, illustrates the maximum number of parking and cycle

spaces that are required for each class use. Table 4 overleaf highlights the number of

parking spaces required for a residential (Class Use C3) development:

4.8 The proposed site is located within Zone 4, as indicated in Map 4 of Appendix C (Zonal

Maps of Urban Areas in Welwyn Hatfield) in the parking standards document. The

proposed development consists of 12no. 1-bed flats and 18no. 2-bed flats therefore, a

maximum of 42 parking spaces should be provided for the development.

4.9 As part of the development proposals, a total of 37 parking spaces shall be provided. Each

flat has been allocated 1 parking space, with 7 additional visitor parking spaces also

provided. The level of parking that shall be provided accords with the maximum parking

standards set by Welwyn Hatfield District Council. Cycle storage facilities will also be

provided within each block of flats.

4.10 The parking bay previously shown inset from Chequersfield carriageway have been

removed following these latest proposals. The removal of the parking bays and in turn loss

of 5 visitor parking bays was accepted, in principal, by the Planning Authority.

Vehicle Tracking

4.11 Sufficient space shall be made available within the site, to enable vehicles to manoeuvre

into/out of the parking spaces, and turn within the site so as to be able to re-enter the

public highway using a forward gear.

4.12 Drawing no. 22573_08_020_01.1 Rev C contained within Appendix F, illustrates that two

vehicles can pass each other within the proposed access, without obstructing the public

highway.

5.0 ACCIDENT DATA

5.1 Personal Injury Accident (PIA) data has been obtained from HCC, for the most recently

available 5-year period (01/10/2011 – 30/09/2016). The study area includes the site access

and link roads within the vicinity of the site. A copy of the accident details and study area

are provided in Appendix G.

5.2 In total, there have been 4 PIAs recorded within the study area during the most recently

available 5-year period. A summary of the number of recorded accidents, split by year and

severity is provided below in Table 5, with a summary of accident conditions provided in

Table 6, below.

5.3 Table 5 demonstrates that there has been 4 slight PIAs recorded within the study area. A

single accident was recorded in each of the years 2011, 2012, 2013 and 2014. The average

accident rate for the study area is 0.8 PIAs per year.

5.4 None of the accidents occurred within the immediate vicinity of the site. Two of the

accidents occurred at the 4-arm roundabout Chequersfield Road / Chequers N (A1000) /

Howlands / Chequers S (A1000). The remaining two accidents occurred along Howlands.

5.5 Based on the information reviewed, it is considered that there are no existing accident

concerns along Chequersfield, or within the study area. Therefore, no further analysis

work has been undertaken.

Accident Data Analysis Conclusion

5.6 Having reviewed all accidents recorded within the study area during the most recently

available 5-year period (2011-2016), it is considered that there is no existing accident

problem or identifiable accident trends within the study area that would be exacerbated

by the proposed development.

6.0 VEHICULAR IMPACT

6.1 This chapter examines the potential impact the proposed 30 flats will have on the local

highway network.

Proposed Trip Generation

6.2 In order to understand the vehicular trip rates likely to be generated by the proposed

residential development, the TRICS7 database has been interrogated. The trip rates

obtained are for ‘Residential – Flats Privately Owned’ (03/C). The criteria used to search

the database were as follows:

All regions except Greater London, Scotland, Wales, NI and RoI;

Only sites surveyed on weekdays (not Sat / Sun);

Selected locations of Edge of Town and Suburban Area.

6.3 A summary of the trip rates and flows for the proposed development are provided in Table

7 below, with a summary of the TRICS results provided within Appendix H.

6.4 The trip rates in 7 above, illustrates that the proposed development will generate a total of

approximately 10 two-way trips during the AM peak period and approximately 11 two-way

trips during the PM peak period. This equates to 1 additional vehicle trip approximately

every 5.5 minutes during the peak periods.

6.5 During pre-application discussions, HCC confirmed that the additional vehicular trips

generated by the development will not have a significant impact during the peak periods.

It was also confirmed that junction modelling or assessment work would not be required.

Vehicular Impact Conclusion

6.6 The number of vehicular trips likely to be generated by the proposed development during

the peak hours are not considered to be significant, and are not anticipated to have a

detrimental impact on the operation or safety of the local highway network. On this basis,

the increase in vehicular trips does not result in a severe impact, in accordance with the

requirements set out in paragraph 32 of the National Planning Policy Framework (NPPF).

7.0 CONCLUSIONS

7.1 This Transport Statement (TS) has been produced to provide information in support of a

planning application for a proposed residential development, comprising the

construction of 30 flats.

7.2 Based on the information provided, the following points are considered of key relevance

to the proposed development in relation to highways matters:

The nearest operational bus stops to the site are located along Howlands,

approximately 390m and 505m to the east of the site centre (a walk of approximately

5 minutes and 6 minutes respectively). Several bus services operate at the bus stops,

providing services throughout Welwyn Garden City, and to nearby towns/cities. The

services operate at differing frequencies, with some operating every 1-2 hours, and

others operating twice per day.

A new vehicular access will be created into the site, located on the northern side of

Chequersfield. The proposed access will measure 5.5m in width, with visibility splays

of 43m provided in both directions, when measured 2.4m back from the edge of the

carriageway.

Accident data received from HCC does not suggest any road safety concerns along

Chequersfield, or at the Chequersfield / Chequers (A1000) / Howlands 4-arm

roundabout.

The proposed development will generate approximately 10 two-way vehicular trips

during the AM peak period (08:00-09:00), and approximately 11 two-way vehicular

trips during the PM peak period (17:00-18:00). This equates to 1 additional vehicular

trip approximately every 6 minutes during the AM peak period, and 1 additional

vehicular trip approximately every 5.5 minutes during the PM peak period. In

accordance with paragraph 32 of the National Planning Policy Framework (NPPF), the

proposed development should not be prevented or refused planning on transport

grounds, as the cumulative impacts of the development proposals are not considered

to be severe.

7.3 Based on the information provided above and attached, there are no highways or

transportation reasons why a proposed development should not be granted planning

permission.

I have pleasure in providing comments on your request for Pre-Application advice in the above matter. Ican confirm agreement with your scoping note. I have reviewed the submitted details and provide thefollowing recommendations and observations;

Land At Chequersfield, Welwyn Garden CityPRE-APPLICATION - Development of 3 blocks of flats comprising 32 dwellings

It is understood that Taylor Wimpey have commissioned M-EC in the matter of Land at Chequersfield. Theproposed development shall provide 32 flats provided within 3 blocks. Pre-application advice is basedupon review of the M-EC Transport Scoping Note, March 2017 (22574/03–17/AB), drawing22573_08_020_01.1, and drawing LSD209-01 (hand annotated)

The site is situated on the northern side of Chequersfield on the outskirts of a new residentialdevelopment, and borders flat open land to the north.

To the west of the applicant site are 48 two bed dwellings and associated parking and access road(planning reference N6/2006/1124/FP) This was a reserved matters application and the principal ofresidential on this site had been previously agreed by the LPA. The proposed dwellings are a completenew development.

Chequersfield, a local access road (unclassified) is presently private from a point 40m west of theeffective give way of the western arm of the roundabout junction of Chequersfield / Howlands(unclassified, local access) / Chequers (A1000, Principle Main Distributor).

HCC are however satisfied that all works within this area of Chequersfield have been undertaken to anadoptable standard, and all RSA (Stage 3) recommendations addressed. There were, previously, threeseparate S38 agreements corresponding to the phasing of the wider development but these were nevercompleted. The full development is complete and it is understood that the developer is seek to progressadoption. HCC accept the principle of adopting Chequersfield (specifically that fronting the developmentsite) and it is not unreasonable to expect the road to become highway maintainable at public expensesometime in the foreseeable future. On the above basis it is appropriate to ensure that the provisions ofRoads in Hertfordshire are complied with in terms of layout and design.

The development proposal therefore seeks to provide an access onto Chequersfield, and suggestslocating the access 29m to the east of the raised table junction of Chequersfield j/w Eddington Crescent.

Presently the site appears to be providing access to Network Rail infrastructure. If this is to be apermanent arrangement, or there is likely to be a need for future ongoing maintenance and access, theninternal arrangements should be provided to accommodate such operational access

ACCESS

The access, located 29m east (centre point to centre point) of Chequersfield j/w Eddington Crescent islocated sufficient offset (opposing), and accords with the Highway Authority specification.

Whilst unadopted at present it is reasonable given the function of Chequersfield and layout that it wouldbe an unclassified road providing a local access function. Speeds are 30mph (posted) however the raisedtable to the west of the site is likely to reduce speeds to beneath this level on approach to the junction.

Visibility is shown as available to 43m to both sides of the access, measured 2.4m from the carriagewayedge back into the site providing appropriate visibility (ssd adjusted) for a road of this nature and speedlimit. Such splays shall be required to remain clear at all times, and schemes for landscaping shall berequired to respect such splays ensuring no obstruction between a height of 600mm and 2m. The use oflow growing / low maintenance planting is recommended to reduce the resource necessary to maintainany element of the visibility splay across applicant site area.

Kerb radii of 3.5m and 6m are suggested, and swept path should be used to demonstrate that this isappropriate and that vehicles are able to undertake this manoeuvre, particularly in turning into the sitefrom the west. Relocation of any street furniture, including lighting, shall be at sole expense ofdeveloper. Carriageway width of 5m is considered acceptable.

The approach to the highway is not perpendicular, however best endeavours have been taken to enablevehicles to straighten on the immediate approach to the effective giveway, ensuring that cars exiting thesite shall be in a position that they have appropriate visibility left and right.

SERVICING AND EMERGENCY ACCESS

It is noted that bin stores are proposed to be provided to front of the development i.e. accessible fromChequersfield. This is not considered a significant concern, noting that service vehicles could collect fromthis point, however the design of such facilities shall need to consider the requirements of the approveddocuments and MfS which specify maximum carry distances for residents to point of storage, and forrefuse operator carry distances (storage to collection). Similarly full compliance with fire and emergencyaccess shall need to be achieved, including the needs of emergency vehicles to be able to draw within45m of any point of the dwelling (unless dry risers provided), and if such compliance involves the needfor emergency vehicles to enter the site, this shall need to be cognicent that such vehicles should notreverse more than 20m.

PEDESTRIAN FACILITIES

Chequersfield presently provides pedestrian provision to the southern side of the carriageway. Thedevelopment proposals propose a footway along the boundary, and this would enable footway provisionto be tied in between the highway (east) and to further within the site which does feature footwayprovision to both sides. Site layout (LSD209-01) varies to 22573_0800_020_01.1 in terms of whether thefootway is separated from carriageway by verge. Footway widths of 1.8m are acceptable, and should beto adoptable standard, and any future s38 agreement (or existing) may need to be varied to ensure thissection footway is included.

Tactile provision for pedestrian crossing (informal) both across the access, and providing for links north /south across Chequersfield are noted and supported, however this north / south link is recommended berepositioned to a point where carriageway width is not as wide. Retention in its’ presently shown positionshould be supported by safety audit (stg1)Pedestrian priority is confused within the site – Site layout (LSD209-01) suggests that footway provision isonly provided to one side. Dependent on pedestrian access to Block A this may not provide a clearenvironment for pedestrians. Footway provision to access Block A should be clarified. Given the scale ofthe development it may be appropriate to consider shared surface within the site (through use ofmaterials and / or entry treatment (raised table), or to ensure that pedestrian provision is cohesivethroughout the site.

PARKING

Matters pertaining to the level of parking within the site shall be for the LPA to agree. Parking spacesshould be 2.4m x 4.8m with sufficient clear depth behind to enable vehicles to manoeuvre in order toaccess without undue difficulty. Provision for persons with a mobility impairment (BS8300 – Design ofbuildings and their approaches to meet the needs of disabled people : code of practice / DfT InclusiveMobility) should be considered.

Surface water run off should be intercepted and drained before being permitted to discharge into any partof the highway.

SCOPING

Matters in respect of parking shall need resolution with the Borough, as LPA. Chequersfield alreadyexperiences parking on carriageway, and any shortfalls on standard requirement is likely to result in anyoverspill parking further exacerbating issues on-street. Such matters may restrict access for emergencyvehicles / servicing movements, as well as impact on visibility at access.

Provision of cycle parking is noted and welcomed, and should be provided in an attractive, securefacility. Howlands, and the local roundabout junction serving the Chequers Field estate provides

off carriageway cycle provision, and Howlands carries a section of the National Cycle Networkroute 12 (NCN). The provision of a dedicated cycle store is therefore welcomed and is providedin a convenient location for residents, and would reasonably benefit therefore from a degree ofpassive surveillance.

The use of TRICS (current vers 7.4.1) in assessing likely trip rates is acceptable. Confirmation is given thatselection criteria is appropriate. Full outputs would be required. On the basis of the proposed trip rates(Table 2 of scoping note) the impacts in the peaks (and considered across the day) will not a have asignificant impact, and shall not require any wider junction modelling or assessment work.

Accident data for inclusion within the TS may be sourced direct from HCC(https://www.hertfordshire.gov.uk/services/highways-roads-and-pavements/speed-awareness-and-driver-training/transport-and-accident-data/transport-and-accident-data.aspx#DynamicJumpMenuManager_1_Anchor_1)or through third party sources.

Commentary of sustainability to the scope defined is acceptable, however the TS should have regard tothe availability of on and off road cycle infrastructure locally.

Overall acceptance is given to the scope of the TS.

Local bus stops are provided with Kassel kerbing enabling ease of access for persons with a mobilityimpairment, but no shelter. It is appropriate to note that HCC as Highway Authority sets out its’ approachto developer contributions (S106) here, it is not unreasonable to seek contributions to contribute to theincreased sustainability of the site and improving conditions for waiting bus users, and the HighwayAuthority is implementing its policy on real time information at bus stops enabling ease of access to bustimetabling information and reliability. It may therefore be that HCC would seek a contribution in suchmatters as part of any formal response, and therefore you are directed to HCCs policy approach in suchmatters available here;https://www.hertfordshire.gov.uk/about-the-council/freedom-of-information-and-council-data/open-data-statistics-about-hertfordshire/who-we-are-and-what-we-do/property/planning-obligations-guidance.aspx

ADOPTION

It is unlikely that internal roads to the development would serve sufficient public utility to be adopted bythe Highway Authority. Footways abutting the site however would be beneficial and a valuable facilitywithin the local highway network and would, reasonably, be adopted if offered.

Arrangements therefore should be made for the future maintainance of such routes, and recommendedthat the site be signed as private to ensure no confusion in future.

The main elements of my concerns to this scheme arise from review of the Life Space Design Studio drawingsLSD209-01 F – Site Plan, noting that they didn’t align with the Transport Statement and represented a significantnumber of issues.

This plan forms not only the application, but is within Appendix B to your Transport Statement.

If provided as shown in principle your own drawing 22573-08-020-01.1 then these concerns are predominantlyaddressed. I remain unconvinced with the acceptability of the inset bays to Chequersfields – whilst providing afacility for the wider community, they should not be counted towards the overall parking provision for thedevelopment. I am not convinced that their provision in such close proximity to the access is preferable, and whilstthe impact on visibility splays may be limited, the manoeuvring of vehicles may result in confusion – but morespecifically – the impact on pedestrian desire lines is significant, unless there are ways in bringing pedestrians acrossthe sw corner of the site from the point they cross within the site and then back onto Chquersfields.

The access, as shown in Appendix F (and mindful of the above) would be a much more conventional priorityjunction, and in such an instance a RSA1 wouldn’t be something insisted upon. You will appreciate that in the formshown on the site plan there are numerous elements that contribute towards an access which shall be concerning inrespect of pedestrian and highway safety.

I trust that this provides you sufficient assurance of my requirements at this time.

I’ve being reviewing your comments to the Chequersfield application; attached for ease of reference, andadditional actions arising and would comment as follows:

Firstly I acknowledge the disconnect between the Site Layout Plan (Appendix B) and Access drawing(Appendix F). However, I have further reviewed “Roads in Herts” and in my view the access designcurrently shown in Appendix F is broadly in line with the requirements of this document. Therefore, can Iassume that if the Site layout plan is altered to reflect this design then this will overcome a number of thepoint raised within your response?. I appreciate you may have alternative options for the access design tothat presented in Appendix F, and I would be happy to discuss these with you at the earliest opportunity.

I also note you have requested a Stage 1 Road Safety Audit to accompany the access design. I fullyappreciate that safety is of paramount importance, but is this entirely necessary given that this is aconventional layout in accordance with your design guide, and with this in mind could this not be

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just

above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus

departures). Within each of these main columns are three sub-columns. These display the number of survey days where

count data is included (per time period), the average value of the selected trip rate calculation parameter (per time

period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of

the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days

that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals

(whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated

time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated

calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Trip

rates are then rounded to 3 decimal places.

This section displays a quick summary of some of the data filtering selections made by the TRICS® user. The trip rate

calculation parameter range of all selected surveys is displayed first, followed by the range of minimum and maximum

survey dates selected by the user. Then, the total number of selected weekdays and weekend days in the selected set of

surveys are show. Finally, the number of survey days that have been manually removed from the selected set outside of

the standard filtering procedure are displayed.
