PROPOSITION D TRANSPORTATION AND SIDEWALKS - $8MIL The issuance of $7.6 million tax bonds by the City of Friendswood, Texas for improving, renovating, upgrading and reconstructing transportation and pedestrian facilities in the City, including improvements to existing streets and roads in the City and other related costs, including the extension of Friendswood Lakes Boulevard (also known as Friendswood Parkway), the installation of sidewalks throughout the City and various traffic enhancements along major collector and arterial roadways in the City. THE FACTS THE CURRENT CONDITION Several roadway locations have been identified as having conditions that hamper traffic flow, a new roadway is needed to help alleviate congestion on Main Street (FM518), improvements to pedestrian infrastructure (sidewalks) across the City are needed. Outside of the Downtown District. THE NEED Southbound Main Street (FM518) traffic approaching Edgewood (FM2351) From the west fill the five vehicle long Left Turn Storage lane then block through traffic in the inside lane. Southbound traffic on Sunset Drive and southbound Briar Creek traffic turning right (westbound) on Parkwood (FM528) is delayed by the lack of a dedicated Right Turn Lane. Current traffic along with future traffic growth on Main Street (FM518) necessitate another roadway to alleviate traffic backups. Pedestrian accessibility throughout Friendswood is hampered by the lack of a coordinated Trails Master Plan and the lack of sidewalks in areas across the City.

The issuance of $7.6 million tax bonds by the City of Friendswood, Texas for improving, renovating, upgrading and reconstructing transportation and pedestrian facilities in the City, including improvements to existing streets and roads in the City andother related costs, including the extension of Friendswood Lakes Boulevard (also known as Friendswood Parkway), the installation of sidewalks throughout the City and various traffic enhancements along major collector and arterial roadways in the City.

Southbound Main Street (FM518) at Edgewood (FM2351)Left Turn Storage lane will be lengthened to allow the storage of as many as five or sixadditional left-turning vehicles without blocking through lane traffic.

Southbound Sunset Drive at Parkwood (FM528) and southbound Greenbriar at Parkwood (FM528)Right Turn Lanes will be added at each intersection, allowing permissive right-turn on red movements,clearing right-turning traffic faster and reducing congestion at these intersections.

Extend Friendswood Lakes boulevard (aka Friendswood Parkway) from Parkwood (FM528) to ChiggerCreek (phase 1).

Development of a Trails Master plan and a Sidewalk GAP program.

THE SOLUTION

FAQ'SDon’t we have a Trails Master Plan?The Trails Master Plan will be updated taking a holistic look at the City’s pedestrian needsand accessibility to locations of financial, entertainment, and educational interests to allowaccess to these points of interest without the use of a vehicle.

Why do we need one?We need a plan so that improvements are done in an organized and systematic fashion, sothat we accomplish plan goals.

What is the sidewalk GAP Program?A priority system established based on citizen request and annual inspections of streetswhich are identified and prioritized for repair or replacement. Small repairs identified aremade by our City crews. The remaining priority list is awarded to a contractor for repairs. The contractor's work is inspected upon completion to ensure quality.

Who will oversee these projects?The City of Friendswood plans to manage the planning, design, bidding and construction ofthese projects. City Capital Projects staff working with City Engineering would reviewqualifications of transportation design engineering firms, contract with one or more andcoordinate with TXDOT officials on State highways (FM roads) to develop the plans, obtainpermits, bid the projects and then construct them.

#BrighterTomorrowWhat road projects are planned and how much money will be spent on them?There are three specific road improvement projects planned for improvement to currenttraffic flows. All three projects are required to alleviate traffic delaying situations thathinder the orderly flow of traffic in all hours of the day and substantially increase the risk ofaccidents during morning and evening peak flows. Approximately $1 million dollars isearmarked for these projects. Southbound Main Street (FM518) traffic approaching Edgewood (FM2351) from the west fillthe five vehicle long Left Turn Storage lane and then block through traffic in the insidethrough lane. The left turn storage lane will be lengthened to allow the storage of as manyas five or six additional left-turning vehicles without blocking through lane traffic. Southbound traffic on Sunset Drive turning right (westbound) on Parkwood (FM528) isdelayed by the lack of a dedicated Right Turn Lane (RTL). Adding a dedicated right turnlane will allow a permissive right turn on RED movements, clearing right-turning trafficfaster and leaving the through lane for straight through traffic and reducing congestion atthis artery. Westbound traffic leaving the Briar Creek intersection with Parkwood (FM528) is preventedfrom making a permissive right turn on RED be the absence of a right turn lane. This projectwould add subgrade, pavement and re-stipe this intersection to allow for a dedicated rightturn lane and alleviate backups at this location. One new road is planned for construction, this is the Friendswood Parkway project betweenParkwood (FM528) to Edgewood (FM2351) west of Baker Road. Approximately $4 million dollars is planned for use as the City’s contribution towards thisfederally funded road project. This money forms the City’s share (approximately 20%) of thetotal cost of this project. The City has already applied to the Houston-Galveston AreaCouncil’s Transportation Improvement Program also known as the TIP for the balance offunding. Although unsuccessful in its first attempt, chances improve for funding withrepeated application. This project has been on the City’s radar for about twenty years. Regional populationgrowth will continue to add traffic on Main Street. Peak hour traffic, both morning andevening, is already showing signs of overwhelming Main Street traffic control; some sidestreets and multiple business drives encounter access delays and in some cases denialduring these hours. The City’s local traffic (i.e. citizens) will encounter longer delays movingthrough town and more restricted access during certain times of the day.This segment would provide an alternative route for non-local traffic movingthrough town without stopping and reduce traffic levels on Main Street.
