Government Mohindra College is 141 Years old educational institution, which has been serving the society since long by creating knowledge capital and by developing excellent human resource. It has to its credit a large number of Alumni who have served and are serving the nation as academicians, jurists, sportspersons & professionals like eminent doctors, engineers, journalists and bureaucrats. The college is the only Government college in India which has been reaccredited with ‘A’ Grade with CGPA 3.86 by ‘NAAC’. The college had the coveted “Potential for Excellence” rating by the UGC. It was adjudged the “Star College in life sciences” by the DBT, Government of India. Recently, the institution got the status of “Community College” by the MHRD, Government of India.
The Higher Education Institute Society (HEIS) is an extended arm of the college involved in the pursuit of running the professional (Self Financed) courses, which for sure is the need of the hour. The HEIS is serving the college and the society at large by providing a variety of academic programmes covering a wide spectrum ranging from ICT, Management, Commerce, Science, Agriculture and Humanities. This year the college plans to start MCA, B.A./B.Sc. B.Ed.(4 Yrs integrated course), & B.Sc. Hons. In the subjects of Physics, Chemistry and Mathematics.

Higher Education Institution Society (HEIS)
Board Of Governors
Established in 1875, Government Mohindra College Patiala, Punjab, is the oldest institution of
contemporary higher learning in Northern India. Government Mohindra College, Patiala is an
institution providing quality education, with a history of one hundred Forty One years (141) years. The
college facilities include the Central Library, Departmental Libraries, A well equipped Wi-Fi Computer
Centre, Health Centre, Girls’ hostel, separate Canteen for boys and girls, Bank facility, separate
parking facilities for boys and girls, Gymnasium, two auditoriums with a seating capacity of 600 & 250
respectively, Lush green parks and elaborate sports infrastructure, particularly for cricket, athletics
and swimming. The Self Finance Scheme offers 12 graduate level and 13 post-graduate level
academic courses.
The College was the only government college in Punjab to be accredited with A+ status by
NAAC in 2003. This year again the institution has a feather in the cap in the form of A Grade with 3.86
CGPA in its second cycle of accreditation. Earlier it had the coveted status of “College with Potential
for Excellence” from University Grants Commission and was adjudged as the “Star College in Life
Sciences” by the Department of Biotechnology (DBT), Government of India. Recently it got the status
of Community College by The Central Government of India. (Only two Government Colleges in
Punjab got this status).
The HEIS (Higher Education Institution Society) is a college level body that works under the
overall framework provided by Punjab Higher Education Society. The primary objective of this society
is to establish, manage, operate, maintain and control the system of education in the institution.

Rules for opting Punjabi Elementary in lieu of Punjabi Compulsory
Admission Rules
Special Instructions for Students of Boards/Universities from outside Punjab :
Special Note
A student can opt for Punjabi Elementary in lieu of Punjabi Compulsory in the following circumstances:(i) He/She has passed Matriculation Examination from a Board outside Punjab.(ii) Wards of Defence/Paramilitary Personnel (either in Service or Retired) and in case of death of the Father,
the Mother or the guardian of the candidate can give an affidavit that his/her ward has not studied Punjabi upto Matriculation.
The cases of above mentioned candidates along with complete documents will be sent for approval to the University within one month of the admission.The students of all undergraduate courses will have to pass paper in Environmental Studies besides other subjects in the second year.
1. The admission is based on merit. A student aspiring for taking admission in the institution will have to appear in person before the admission committee. After recommendation by the admission committee approval is given by the Principal.
2. Every year admission is done on the basis a of new admission form. This rule applies to the old students of the institution also.
3. The signature of the parents/guardian is mandatory at the assigned place. In case of forgery admission will be cancelled. This applies to cases detected even after completion of admission process.
4. The contact no. of the Parent/Guardians has to be given on the admission form so that he/she could be informed about the activities of his/her ward.
5. The students who have been unable to qualify the exam due to any circumstances, have been disqualified by the University or have left studies for many years will not be given admission in the same class.
6. A course/an option can be started only if minimum ten students are there.7. If due to some reason the result has not been declared by the Punjab School Education Board/ Punjab
University, the next date of admission will be put up on the notice board. This, however does not apply to the candidates of other universities.
8. The Principal has the discretionary power to refuse admission to any candidate.9. The right to amendment of rules lies with the Principal.
• The students of Board/University from outside Punjab will be given admission as per rules/instructions laid down by Punjabi University, Patiala . Such students will have to obtain Eligibility certificate from Punjabi University, Patiala prior to admission in the institution.
• As per instruction laid by Punjabi University, Patiala concerned students will have to submit their original details mark cards and original migration certificates in the college office, otherwise he/she himself/herself will be responsible for the late fee taken by the University.
As per the Syndicate of Punjabi University, Patiala (31-08-1993, Para 2.3) students who have not passed Punjabi in Matriculation examination and are seeking admission in Science, Commerce, Medical, Engineering and other Technical courses will have to pass Punjabi of Matric level or Punjabi Parveshika.

Refund of fee will be applicable as per the letter No. 16298-16505/colleges/G.C.6 dtd.27-11-2014 issued by
Punjabi university Patiala. Details can be checked from the page no. 15 of the Prospectus for Regular Courses 2016-
17.
A student can give his application to the Principal after getting the detail marks card at the end of last semester of
his course and needful will be done as per Govt./University Rules.
• A limited fee concession is given in the case of needy and meritorious students. For this a student can apply
on the application form available in the college office. The application form should bear the signatures of the
parents/guardian and recommendation by the tutor.
• To claim for fee concession a student should have regular attendance in the classes and progress in
academics. In case of misconduct or any unacceptable activity grant of fee concession will be cancelled.
-The detail of reserved seats is as follows:
25% for Schedules Caste, 5% for Backward Class, 2% for wards of Armed Force/CRPF/BSF/Police personnel ( in
service, retired, expired during service), 2% for sports, 3% for handicap, 2% for wards of teachers/employees of
education department, 2% for the children, grandchildren of freedom fighters, 2% for wards of victims(50%
disabled) of terrorist/police actions, migrated Sikhs.
• A student has to bring the following original certificates during the interview:
a) Matric certificate as a proof of Date of Birth
b) Detail marks cards (DMC) of classes passed from Board/University
c) Character certificate of the last institute attended
d) Proof of reservation
e) Eligibility Certificate (if required)
• The attested copies of the above mentioned certificates have to be attached with the admission form.
• Admission form has to be filled neatly without any cutting. Incomplete form will not be considered.
• Students have to bring three passport size photographs. One has to be pasted on the allotted space, the
other two will be attached with the admission form. The student has to write his/her name, Father’s
name and Class at the back of each photograph. This rule applies to the old students also.
• Blood group certificate from any clinical laboratory.
• Fee slip or DD in case of admission.

Attendance and Fines• After admission a student is required to have 75% attendance in the classes. Parents are required to
keep a check on the attendance of their wards and for this contact authorities in the months of September, December and February. No students with shortage in attendance will be allowed to take examination.
• A student who remains absent for a period/periods/or whole day will have to pay the fine. The fine for full day is Rs. 1/- . Special fine will be imposed upon the students who remain absent in the tutorial group meeting.
• The name of the student who remains absent continuously for ten days will be struck off. The right to readmission is with the Principal. For readmission the student will have to pay the requisite fine and it will be his/her responsibility to fulfill the conditions laid down by the university.
Mid-Semester TestsStudents are required to clear two mid semester tests and fulfill other conditions laid down by the university. In this regard requisite information can be taken from the concerned departments.
A student who wants to leave the institution will have to apply in writing. However, he/she will have to deposit the requisite fee and fines of the period till his/her name is officially struck off.
Each student will be given an identity and library card by the institution after his/her admission. It is the responsibility of the student to get it completed in all aspects and keep it with himself/herself during the college hours. On demand by any official of the institution, he/she will have to show the Identity card otherwise it will be considered as a breach of discipline. In case of loss, a duplicate card can be issued only after obtaining permission of the Principal and as per the rules.
After admissions, students are inducted into tutorial groups. Personal help and guidance is provided to the students regarding their problems.
• Leave upto 6 days can be applied to the office after recommendation from the tutor. • Leave for more than 6 days has to be recommended by the senior tutor.• During the period of leave no fine will be taken but no compensation for lecture shortage will be
granted.• Students participating in any activity can have compensation for lecture shortage after getting their
applications recommended from the concerned Professor Incharge. This applies to the authorized students only (who are sent for participation by the institution only).
• For absence in mid semester test a prior permission from the principal is mandatory.

The department aims at ingraining the spirit of ingenuity, innovativeness and technical competence in the
students through rigorous competition and regular guidance. The department also caters to the needs of
users in the region and organizes training programmes for teaching and research communities. The
department is running undergraduate, diploma and post graduate courses. The graduates can start their
career either in government sector or private sector since there are lot of employment opportunities in both
these sectors. This degree helps the students to get a sound knowledge of computer application with the
help of which they can have perfect launch pad for challenging career in the field of information
technology. In addition to this, a student can work as a Software Programmer, Database Administrator,
System and Network Administrator, etc. depending upon his/her skills, or can pursue higher studies like
M.Phil. and PhD. Graduates from other streams can acquire knowledge in computers with the help of

The department of Commerce and Business Management aims at providing students with quality education as per the rapidly changing competitive global business scenario. Education enriched with seminars, workshops and training programs enables students to widen their skills for financial and service sector. Interaction with the field experts, case studies, projects and internships thus expand the horizon of wisdom. After graduation from the department the career avenues are manifold viz. Accountancy, Consultancy Human Resource Management, Banking, Auditing, Export Import, Company Secrataryship, Event Managers, Stock Brokerage and Education besides Government Jobs. The Students of the Department have a high pass percentage and are regularly placed on the merit list of the University.
In addition to this the department is motivating the students for research oriented activities as it has initiated a series of International Conferences ETCMES (Emerging Trends in Commerce, Management and Environmental Sciences. Law Department of Govt. Mohindra College was established in 2014 .The mission
of the Department is to shape aspiring minds to become lawyers who are technically
sound, professionally competent and socially relevant. More important, the aim is to
acculturate a humane person responsive to the needs of the society.
In order to inculcate professional skills in budding law persons, the department
imparts instructions in simulated settings such as moot court, mock trials, debates, court
visits and seminars on regular basis. Face to Face interaction is also encouraged.
Moreover, in response to our social responsibility, law department is also running a Legal
Aid Clinic at village Bhanri where the common man can have an excess . Legal Literacy
Club was also set up to conduct different activities. Law Department of Govt. Mohindra
College is running BA.LLB (five year course) with two units of 60 students each. In the
university examinations, performance of our students was excellent.72% students
secured first division. Four students secured more than 80 % marks.
There is a plethora of opportunities for a law graduate. One can either practise as
an advocate in a court of law or work with corporate firms. By clearing exams conducted
by Public Service Commissions, a law graduate can become a judge. After gaining
experience, a law graduate can hope to become Solicitor General, a Public Prosecutor or
offer services to government departments and ministries. One can also work as a legal
adviser for various organisations. Teaching in colleges, working with NGOs and working
as a reporter for newspapers and television channels are other attractive options.

Computer Labs: There are four labs in the College having latest technology viz. computers along with printers, multimedia projectors, Scanners etc. These labs have around 200 computers in total with Internet facility. Smart Class Rooms : The college has six fully equipped Smart Class Rooms with Visualizers, LCD Projectors, Smart Boards. The college is also planning to setup more such Smart Class Rooms in the coming Session.Science Labs: The Bio-Technology department has two well equipped Labs with Laminar Air flow, UV-VIS Spectrophotometer, Incubators, Centrifuge, Electrophoretic Apparatus, etc. Chemistry department has well equipped labs with instruments l ike pH meter, Potent iometer, Conductometer, mechanical shaker, UV/ Visible spectrophoto- meter etc. Facility for smart classrooms and Internet is also available.Physics department has two spacious Labs and one dark room with Michelson interferometer, Fabry perot interferometer, Babinet compensator, Basic laser kit, G.M counter, Research spectrometer, Quincke’s tube apparatus, Four probe method for measuring band gap, CROs, Bench model of Telescope and microscope. Sports Infrastructure: The College has a well maintained Playground having a 400 meters track for athletics and infrastructure for multiple games like Basket-ball, Volleyball, Football, Hockey, Kabaddi etc. The College has gym facility for students as well as faculty. The college also has a well maintained swimming pool for the benefit of the students. Environment Park: Environmental protection and conservation of biodiversity are the things to be taken into consideration religiously and given top priority. Plants and animals along with water, air and soil are the gifts of Nature. All plants, animals and humans are intertwined together to fulfill the needs of one another. To make the students aware of the importance of plants in the prevention of environmental pollution and their importance as medicine, fruit, wood providers etc. an environment park has been established in the college. This small area houses plants like Amla, Bel, Cheeku, Kathal,

It further adds to the greenery of the college campus.Multipurpose Hall: This hall has a seating capacity of nearly 400 students and is used for both academic and cultural programmes.Girls’ Common Room: The College has a girls’ Common Room equipped with drinking water facility and attached washrooms etc. The room is properly ventilated, well- lit, neat and clean to provide a friendly ambience to its users.Girls’ Hostel: The College has well furnished girls’ hostel with a quality mess and student friendly infrastructure. An added feature of the girls’ hostel is the availability of occupancy at very low cost and nominal rates. Students are accommodated purely on the basis of merit. For hostel accommodation a separate form worth Rs 100 has to be filled.Library: The College has a huge and rich library having almost one lac books covering all the variegated areas ranging from Sciences to Social Sciences, Languages, Commerce, Management and Computer Sciences etc. The library has to its credit a number of very rare manuscripts. The library is proposed to be made completely digital along with hard copies in the coming time. E–catalogue is available for the books in the library. There are three sections of the library:-
1) General Section: - In the general section besides common books, there is a Shri Guru Nanak Study centre in which there are books related to Sikh religion and books containing information of other religions. There are many books available in the Reference book section.
2) Text Book Section: - A text book section has been established in the library with the help of UGC grant. This section provides books to needy and outstanding students.
3) Periodical Section: - Periodical section has nearly 80 magazines, Journals and 19 newspapers in Punjabi, Hindi and English. A corner for career and vocational guidance has also been established in the reading room of the library.
Departmental Libraries: In addition to the main Library, the respective departments have their own departmental libraries to provide additional support system in academics to the students concerned.Bank Facility: An extension counter of Oriental Bank of Commerce is situated in the premises of the college for the convenience of students and faculty members.Canteen: Two spacious and hygienic canteens are available for boys and girls separately. They provide a variety of eatables to the students. In addition to this, a Verka Milk booth is also available on the campus.

Placement Cell: The Placement cell of the institution is playing an important role in making students employable by getting them placed in reputed companies. Seminars are conducted on a regular basis by department of Employment Generation and Training, Punjab to make students aware of the various Job opportunities in various diverse areas. Seminars are also conducted by other Institutes. NCC, NSS & Red Cross Brigades: NCC plays a vital role in inculcating in our youth the spirit of patriotism, discipline and good citizenship. Our college has three NCC wings. Students have the choice of opting for one of the three i.e. Infantry Wing, Air Wing and Navy Wing for both boys and girls. Our cadets have brought many laurels to the college at National Level. Many NCC Cadets have been selected in defence services. NSS aims at developing among students a sense of participation in nation building through social work. Motto of NSS is ‘NOT ME BUT YOU’. Our college has 5 NSS units. Our College has 2 Units of Red Cross (One for Girls and One for Boys). Students who join RED CROSS get training of Home Nursing and First Aid.Career Guidance and Counseling Cell: Various UGC sponsored national seminars and workshops are held under this cell in which resource persons are called from different countries and they make students aware of various topics and communication skills. They also make them aware of personality development.Defence wing: A Separate wing has been established in the campus in collaboration with Col. Walia’s Defence Academy. In this wing students are given guidance for written tests & interview skills for NDA & CDS.EDUSAT: In EDUSAT program, students are taught via satellite. The information about these lectures delivered by topic experts is displayed on the notice board from time to time. There is a separate computer classrooms for EDUSAT.U.G.C – NET Coaching Center: there is a U.G.C – NET coaching center for students of different post graduation courses. The information about the rules, classes regarding this center can be obtained from the office.Students’ Clubs: Various clubs in the college have been established to make them aware of their health and all-round development to raise their interest of students in cultural, artistic, co-curricular activities viz. Mohindra Youth Club, Mohindra Health Club, Mohindra Divinity Club, Mohindra Photography Club and Mohindra Readers Club. Students can get registered to their clubs after getting admission in the college.Students’ Societies: Students are also encouraged for co-curricular activities besides studies. For this the students can have use of the complaints \ suggestions box hanging outside the office.RTI Act 2005 - \ Legal Cell: RTI Act – 2005 has been applicable since 12-10-2005 & following the instructions of Govt. of Punjab, a legal cell has been established in the institution. Any citizen can ask for information by giving an application. Punjab Right to Service Act – 2011: following the institution laid down by government of Punjab a special cell has been established in the institution which from time to time provides the information about Punjab Right to service Act to the Students.College Dispensary: Immediate medical facilities are provided to the students through Red Cross volunteers.College Magizine ‘Mohindra’: to inspire the students with creative skills, college Magazine ‘Mohindra’ is published every year. This magazine has eight segments: Punjabi, Hindi, English, Sanskrit, News, Culture Planning forum . Students can get their original writings published in the college magazine.
RUSA (Rashtriya Uchttar Shiksha Abhyaan)The Institute has a RUSA executive to look after the utilization of the various grants received under RUSA
