Study Purpose

• A 2015 Condition Assessment of 33 Sewage Pumping Stations (SPS) identified, among others, aging SPSs in Mississauga that need to be upgraded.

• The purpose of the Class Environmental Assessment (EA) is to select the preferred solution for the required upgrades through an environmentally sound planning process open to public participation.

• Replacement of the SPS will ensure that present levels of service are maintained and future levels can be achieved.

Silver Birch Trail SPS:• Built in 1972, upgraded in 2000• 20 ha catchment area• Current MOECC ECA permit capacity of 48 L/s• Planned design capacity to be maintained at MOECC ECA permit capacity of

48 L/s• Located within City’s road right-of-way and CVC

Overview of the Class EA Process

• The Ontario Environmental

Assessment Act (EAA) requires that most municipal projects follow an approved Class EA process.

• This study is being conducted inaccordance with the approved requirements for a Schedule “B” project as described in the Municipal Engineers Association’sMunicipal Class EA document.

• Upon completion of the Class EA process, a Project File Report will be made available for review and comment.

Project File Report• Prepare Project File Report to describe the activities

undertaken through Phases 1 and 2• Notify stakeholders of study completion and the Part II Order

provision in the EAA

• Place Project File Report on public record for review for 30-calendar days

Phase 2: Alternative Solutions• Identify alternative solutions • Inventory natural, cultural and socio-economic environments• Identify potential impacts of the alternative solutions after

mitigation• Evaluate the alternative solutions considering environmental

and technical impacts• Identify a recommended solution• Confirm the preferred solution based on input from the PIC

and review agencies

Problem or Opportunity Statement

• The existing Silver Birch Trail Sewage Pumping Station is well over 40 years old.

• Although it has been upgraded in the past, it requires a number of upgrades to maintain the current level of service and plan for future service levels.

• Full replacement of the pumping station is preferred rather than continually upgrading the facility.

• Full replacement will also allow the new pumping station to be upgraded to current Region standards.

Preferred Solution

Based on the evaluation of alternatives, the preferred solution is to

upgrade/replace the Silver Birch Trail Sewage Pumping Station at the existing

site with a new pumping station. Refer to the following conceptual design layout.

Conceptual Silver Birch Trail SPS Layout

• Pumping capacity to be maintained at existing level

• Key features include:– Generator/control building– 2-hour emergency storage tank

under control building– Underground wet well, valve

chamber and odour control unit• Temporary Bypass SPS to be

constructed and maintained on-line during construction

– Temporary wet well and controls required within road right-of-way

• Restoration of residential driveway and landscaping required

• Access to Silver Birch Trail via Silver Birch Trail roadway requires temporary closure for approximately 1 year

• SPS architecture will be designed to suit the residential area

• Natural Environmental Features– Prepare and implement an Environmental Management Plan– Establish tree protection (hoarding) prior to construction– Replace all trees that have been removed – Any required tree removals outside the migratory bird nesting season (May 1st - July 31st)– Prepare and follow Erosion & Sediment Control Plan– Prepare and follow contingency plans for spill control and cleanup (e.g., diesel) – Obtain CVC permit under Ontario Regulation 160/06– Restore disturbed areas to existing or better conditions

• Cultural Heritage Features– Stage 2 Archaeological Assessment

• Noise/Vibration/Dust– Restrict construction operations to day shift and adhere to noise by-laws– Dust control by spraying water and street sweeping – Complete preconstruction building structure surveys

• Traffic Management and Access– Temporary closure of Silver Birch Trail access at end of Silver Birch Trail– Maintain residential access and provide advanced notification of construction timing
