What is QualityNet? What are the “secure” pages of QualityNet for?
Established by the Centers for Medicare & Medicaid Services (CMS), QualityNet is the only HIPPA & CMS-approved website for secure communications and healthcare quality data exchange between: quality improvement organizations (QIOs), hospitals, physician offices, nursing homes, end stage renal disease (ESRD) networks and facilities, and data vendors.
The goal of QualityNet is to help improve the quality of health care for Medicare beneficiaries by providing for the safe, efficient exchange of information regarding their care.
All users requesting access to the QualityNet Secure Portal must be individually approved and verified. This mandatory registration process is used to maintain the confidentiality and security of healthcare information and data transmitted via QualityNet.

IntroductionThe QualityNet Secure Portal (QSP) project is the next generation of QualityNet.org, the current public-facing website and secure extranet portal supporting Center for Clinical Standards and Quality (CCSQ) quality reporting programs for health care providers and vendors supporting providers. User/facility types for QSP include hospitals (inpatient, outpatient, ambulatory surgical centers, cancer, and inpatient psychiatric facilities), physicians’ practices, renal facilities, and Quality Improvement Organizations.
The long-term goal of the portal effort is to standardize and consolidate the following capabilities across the programs:
Reporting, data submission and exchange
Measures gathering and processing
Payment scoring
Single sign-on
The project also seeks to improve communication and collaboration among and between quality program participants by leveraging communication and collaboration functionality, such as community forums, moderated discussion groups, user-generated content (blogs, wikis, polls, etc.), and Portal Analytics Capability. QSP users are authenticated via QualityNet Authorization and Role Management (QARM).

About the Secure Portal QualityNet contains several layers of security. To access the QualityNet Secure
Portal (the secure portion of QualityNet), users are required to accept Terms and Conditions, which carry penalties up to and including criminal prosecution for unauthorized disclosure of account login information or any site content. Accounts are monitored to ensure compliance with the Rules of Behavior and Terms of Use, which are accessible from the footer of all QualityNet pages.
Users sign in to the QualityNet Secure Portal with a User ID and Password issued to them after they have completed their QualityNet registration. All users must also have a unique e-mail address. Accounts are deactivated after 120 days of inactivity.
QualityNet uses the Advanced Encryption Standard (AES) as well as Secure Sockets Layer (SSL) to encrypt data as it is securely transmitted. (Encryption is the process of scrambling the contents of a file so that the file is completely unreadable.)
Several layers of database security also exist in QualityNet. One type of database security is role-based security. The QualityNet Security Administrator assigns specific roles to each registered user which determines the features, functions and data to which the user will have access.

Secure File & Transfer Secure File Transfer provides a mechanism for securely exchanging documents
containing sensitive information such as Protected Health Information (PHI) or Personally Identifiable Information (PII).
Who can use Secure File Transfer?Internal users; i.e. the Centers for Medicare & Medicaid Services (CMS) and CMS Contractors, can exchange messages and files with internal users; external users such as providers and vendors; and unlicensed users (those without a QualityNet Portal account who are not listed in the Secure File Transfer address book). External users can exchange message(s)/file(s) only with internal users.

the Secure File Transport interface.
This is where users upload their Inpatient and Outpatient data for submission

Secure File Transfer: Data Upload Users who need to upload data for file submissions can accomplish this task by
uploading the necessary files into the correct Data Upload folder.
Tip: The correct location for data upload is dictated by the folder name thatcorresponds to the type of file in need of submission.

Report Category: APU Reports
Claims Detail Report: Identifies claims in final action status in the CDAC. Purpose: Provides users with the ability to monitor claims submitted in final
action status. Includes only Medicare Fee-for-Service claims that have been finalized. Excludes ED-Throughput claims.
Confidence Interval Report: Displays the confidence interval reliability result for APU.
Provider Participation Report: Displays a summary of requirements data for participation in the Hospital OQR Program. Purpose: Allows hospitals and their vendors to monitor their compliance with
program requirements. Displays summary information of cases accepted into the CDAC. Updating nightly with all data submitted and successfully processed the previous day.

Report Category: Validation Case Detail Report:
Compares the hospital abstraction to the CDAC re-abstraction results.
Case Selection Report: Displays a detailed list of the cases that were selected for hospital validation for a particular quarter.
Mismatch Frequency Report: Lists the validated data elements by frequency of mismatch.
Validation Summary Report: Compares the hospital abstraction data elements and original measure outcomes to the adjudicated record data elements and adjudicated measure outcomes
