PREAMBLE 1. SCOPE
The rates listed here are to enable preparation of "Engineer's Estimates" for irrigation and settlement projects. The total specifications for the rates herein are described in "Technical Specifications".
2. CONSTRUCTION AGENCIES
As purchase of Machinery and equipment will be made by State or Private sector and as Sri Lankan labour will be employed, the basic unit rates are applicable for domestic construction Agencies in the Public sector and Private sectors, according to the classification given below. Class A - Large firms bound by "Collective Agreement" and State Corporations operating
on a commercial basis. Class B - Medium firms not bound by "Collective Agreement" generally executing with
casual labour except for permanent operators for heavy equipment and small scale contractors with earth moving machinery.
Class C - Government Departments & non-commercial State Corporations executing on
force account with casual labour except for permanent operators for heavy equipment and Small Scale Contractors largely supplying casual labour.
3. ASSIGNMENT OF WORKS
It is recommended that Machinery intensive jobs be assigned to Class "A" and labour intensive works to Class "C" construction agencies respectively. Class "B" construction agencies may be assigned jobs requiring less Machinery power and more manpower.

4. OVERHEADS AND PROFIT FACTOR (OH & PF)
The overheads and profit factor by which the Basic Unit Rate is multiplied to obtain the Unit Rates for the above classes of construction agencies is as follows.

Note:
(i) VAT is not included in the overheads & profit factor. (ii) The rates are based on basic prices prevalent in January 2012. (iii) The calculated unit rates have been rounded off as follows: When Unit Rate amount is, Between 0 to Rs. 100, to nearest 5 cts. Over Rs. 100 to Rs. 500, to nearest 25, 50, 75 cts. Over Rs. 500 to Rs.1000, to nearest 50 cts 5 VALUE ADDED TAX (VAT)
VAT has not been included in the unit rates, in order to avoid complications arising from the fact that only contractors who have registered themselves at the Department of Inland Revenue for VAT are eligible for claims on VAT. To include VAT in the Engineer’s estimate, it could be added as a sum (12% of the estimate without VAT) to the estimate prepared based on the appropriate unit rates.
