Issues with Existing Data and Use:
• Existing Annual School Census data comprehensive but underutilised
• Limited data analysis skills in some developing countries especially relational databases
• Few attempts to leverage data by linking successive years and like for like
• Little use of school scoring• Little use of GPS and electronic data capture• Insufficient engagement with the rapidly growing

• Lack of demand from Government• Poor enumeration – still issues of linking
enrolment to school income and political priorities
• Mainly paper based/high volume/low quality• Large number of schools, many inaccessible,

Hypothesis:
If multiple year ASC data is made available;• linked, like for like, year to year• in one database, • augmented with GPS coordinates, • flagged and filterable by programme interventions • containing aggregated, weighted school scoring• and delivered with a built in report builder (low user skill)then many more parties would start using the data for planning and monitoring and reports would be more relevant
