    PROGRAMS In terms of CLIENTS

    DTIs services are for enterprises (micro, small and

    medium enterprises) and for employers/entrepreneurs in the formal economy

    DOLEs clients are the workers in the informaleconomy who wish to enhance or restore their

    livelihood undertakings and the workers in theformal economy also has a special livelihoodprogram

    DSWDs clients are mainly indigents who wish toundertake livelihood as self-employed .
