Context and Background to the Workshop Throughout the world, coastal zone and adjacent sea are under escalating pressure from trends like rising populations and increasing living standards. Because of social and economic development, the coastal zone also undergoes great environmental modification and deterioration through landfill, dredging, and pollution caused by urban, industrial, aquaculture and agriculture development. There is an urgent need for coastal states to strengthen their capabilities for integrated coastal zone management. Although many of the related problems may be beyond the direct solution science can offer, it is important that the best possible knowledge base be developed in order that changes in the coasts in response to trend of society can be predicted. Effort need to be put into improving communication among scientist, managers, policymakers, and others who deal with the consequences of coastal changes and exploitation of the coastal zone and near shore areas. Workshop Objectives The objectives of the workshop are to

? Provide a comprehensive overview of the use of RS and its application in the field of integrated coastal management;

? Assist in the capacity building of participating institution and individuals ? Introduce and use advance technology and information system to deal with problems

of coastal management and planning. ? Foster the exchange of experiences and strengthen cooperation among participating

countries. ? Emphasize practical and successful case studies.

I. Workshop Activities I .a. Invitations Pre-Workshop activities involved identifying organizations and institutions that represented interests at the local, regional levels. They formed the basic list of invitees to this “Regional Workshop on Application of Remote Sensing in Integrated Coastal Zone Management “, from the original list other participants where identified following consultations with Ministry of Education/ National Commission for Education, Culture & Science, United Arab Emirates. The Workshop objectives was discussed in formal meetings with key stakeholders in Cairo and other participated countries as a means of introducing and soliciting participation and support for the Workshop. Formal invitations (Annex 1) were sent to each country participant together with the Workshop brochure (Annex 2) and the provisional agenda. In the invitation letter, an explanation of the role and expected outputs of participants was given. I .b. Technical Program Draft Workshop technical program was reviewed and updated to its final form (Annex 3). All components of the technical program were thoroughly discussed and the final lecture assignments and the methods of presentation were agreed upon. The logic sequence of the lectures was also discussed to prevent overlap and to ensure the flow and clarity in content. The program aimed to discuss the general messages that needed to be delivered to the countries representatives and the objectives of their participation. This was done to make sure that the Workshop organizing team members deliver the same harmonized messages. I .c. Venue The Workshop was held at Novetel hotel, Abu Dhabi, UAE. The hotel offered a good central location and was much appreciated despite so access issues for those attending from outside the city. The organizing committee checked the venue and discussed plans with the hotel manager and made sure that all the required felicities would be in place for the Workshop. I .e . Participants Interest to participate in the Workshop was very high and about 10 proposed presentations were received from 23 participants belonging to 9 countries. For logistic reasons associated with the time allocated for the Workshop, it was necessary to limit the formal presentations to only abstracts.

The regional workshop advertizing campaigne resultes promoted diversity. Participants included scientists from a range of ICZM disciplines, with experts in varous fields ranging from coastal modelle rs, and managers and regional development specialists and field scientists. A complete list of participants and their contact details are given in (annex 4). II. Structure and Themes of the Workshop This workshop is planned to be as interactive as possible; participants are strongly encouraged to identify case studies and best practice pertaining to the following themes:

1. Remote Sensing as important tools for coastal management and planning. 2. Priorities and needs for ICZM in Arab countries. 3. Involvement of the public in the planning/management process.

II .b. Summary on Workshop Lectures ? Day One 5/3/2006 Lecture 1: Dr. Mohamed E. El-Raey, EGYPT Applications of Remote Sensing in Integrated Coastal Management in the Arab Region,

Basic principles of remote sensing of environment have been presented emphasizing inherent physical properties of targets and capabilities of remote sensing techniques for identifying and assessing features in the coastal zone. The most important basic principles of detection and identification of objects such as resolution, spectral signatures and satellite systems are presented. Coastal zone problems in the Arab world are outlined and potential applications of remote sensing and Geographic Information Systems (GIS) for monitoring, assessment and control of these problems are discussed.

Examples of applications of remote sensing techniques in monitoring and assessment of a number of case studies in the Arab world on the Mediterranean and the Red seas and the

Arabian Gulf are outlined. Case examples of Integrated Coastal Zone Management (ICZM) of projects of Fuka-Matruh and SMART as well as marine water quality monitoring, air pollution monitoring, coral reef conservation, early warning of earthquakes, impact of sea level rise and oil pollution control have all been presented and discussed.

Lecture 2: Ms. Suhad Al-Shihaby KINGDOM OF BAHRAIN Kingdom of Bahrain Experiences in Using Remote Sensing Techniques in the Management of Coastal Zones Advances in technology and decreases in cost are making remote sensing (RS) and geographic information systems (GIS) practical and attractive for use in coastal resource management. They are also allowing researchers and managers to take a broader view of ecological patterns and processes. This paper reviews methods used and application to coastal zone management for a period of 20 years in the Kingdom of Bahrain , the paper first describes the definition of the coastal zone ,their significant Characteristics ,economic Importance of this zone, threats facing ,legal Framework of Coastal Zone in the Kingdom , following by the national experience in using the Remote Sensing technology in the management of costal zone. Application of remote sensing for integrated coastal area management of Lebanon The western mountainous slopes of Mount Lebanon dominate the coastal area, since they decide the physiography and terrain character. The coastal zone, with its loaded population, is witnessing several stressing activities that need assessment through an integrated management approach. Recently, the introduction of remote sensing techniques helped scientifically in data acquisition from space, with a short time and vast areal coverage. Remote sensing covers multidisciplinary sectors of natural resources assessment and geo-environmental issues, which influence the coastal area. Therefore, new and updated information from remote sensing contributed to improving knowledge. In the coastal area of Lebanon, there is an urgent need for integrated management plans. Unfortunately proper strategies for the integrated coastal area management are still lacking. Only research studies are achieved on a fragmented basis. This study reveals the existing geo-environmental and resources deterioration problems, as well as the role of remote sensing application to the coastal area. These applications, which proved their great utility, must be enrolled in an integrated strategy for proper management plans to conserve the coastal area of Lebanon.

Lecture 6: Mr. Abdul Rahman Ahmed Sorour, QATAR Case Study from Qatar Lecture 7: Mr. Mohamed Al-Kadasi, YEMEN Case Study from Yemen ? Day Two: 6/3/2006 Lecture 1: Mahmoud H Ahmed, Egypt and Mohammed Al-Awaah, Yemen, Role of Space Technology in Integrated Coastal Zone Management. The coastal zone of the Mediterranean, Red Seas and Arabian Gulf represent sensitive ecosystems, affected by a range of natural and anthropogenic stresses. These zones are heavily populated and highly vulnerable to global climate change and climate variability. Therefore, they are subjected to multifaceted problems including salt water intrusion, coastal land subsidence, fertilizer run-offs, wastewater discharges and shoreline changes. Understanding these large-scale changes is fundamental to predict the smaller scale changes that we often required as the coastal management problem. Such efforts are quite consistent with emerging ideas on large-scale coastal behaviour which recognize large-scale changes the boundary conditions for changes at smaller-scale. Further adaptation is often seemed as implementation of specific measures. Most of the coastal Arab Countries developed a national integrated coastal zone management (ICZM) plan which addresses the coastal environmental issues. These plans have been implemented with certain success in the some areas, i.e. Red Sea coast. However, the implementation in the Mediterranean Sea was of limited success. The challenges faced in the implementation of ICZM are the multiple jurisdictions with different governorates, and the lack of coordination and effective mechanisms for data sharing and integration between various government agencies and research institutes. The partnership building process is the first step to establish regional collaboration for the ICZM. The initiative should include the development of an integrated coastal assessment and monitoring programs using data sets from the Earth Observation imagery and real-time environmental monitoring, it should also include local capacity building. Modalities for long-term cooperative programs; promotion of inter-institutional coordination, public participation in the decision-making process, development of specific research, promotion of international cooperation and encouraging decision-makers to consider this as an integral part of their national planning process are suggested. Case Study from Oman Lecture 3: Ashraf Al Cibahy, Yasser Othman, and Thabit Zahrann UNITED ARAB EMIRATES Concepts and Background Information on the Present and Future use of Remote Sensing and GIS as a Tool for Integrated Coastal Zone Management in the United Arab Emirates The coastal zones of the United Arab Emirates (UAE) are integral to the country’s cultural, social and economic life and contain many productive and biologically complex ecosystems. The management of the coastal areas requires up-to-date knowledge of features that comprise the shoreline as well as the offshore and littoral zones. Remote sensing data and Geographic Information Systems (GIS) are relatively new and potentially valuable tools for coastal zone management in UAE. This paper briefs the basic and essential concepts of the application of these two tools for the management of coastal zones. A summery of the capabilities and GIS applications’ constrains in coastal zones of Abu Dhabi Emirate of UAE was provided. In addition, four case studies for these applications in Abu Dhabi Emirate are presented. III- CLOSING SESSION Closing statement (4.45 pm 6th March 2006): Dr Al-Awaah and Dr Saleh Awad closed the meeting by thanking the staff for hosting the workshop event and the participants whom made favourable contributions about aspects of the Workshop issues during these two days. Formal summaries of the Workshop were given by Dr M. Al-Awaah Who emphasized that: • This is the first Regional Workshop focussing on Integrated Coastal Zone Management in

the Arab region. • It has proved to be a very valuable forum for generating and exchanging information and

ideas He also indicated that issues of continuity and sustainability of regional research projects and cooperation were commented upon as were issues regarding the need for more integrated multi-disciplinary approach to environmental change and CZM science its application to land waters interaction. The combination of disciplines covered during the Workshop – geology, archaeology, marine geology, aquatic biodiversity and water management - was unusually broad especially in an Arab context. Such a combination runs a risk of loosing focus but given sufficient co-ordination and firm selection of contributions by an able organizing committee this multi-disciplinary approach was generally perceived as very beneficial. within the current Finally, thanks were conveyed to all who were involved in the workshop, especially to Dr Awad Saleh and the people whom are facilitating the Workshop, Mrs Dina Elw an, and finally to all those who presented papers.

IV- Workshop Conclusions and Recommendations Conclusions A principle aim of the Workshop here in Abu Dhabi was to promote scientific exchanges between CZM scientists in the Arab region. With new international developments in environmental change research and in land-water management policies rapidly taking place, there is a need to promote dialogue between Arab scientists. Awareness about a variety of ICZM issues -from pollution effects to global climate change- and their effects on natural resources is growing. Threats to inland water resources are particularly worrying. It is imperative that science communities are facilitated in their efforts to tackle these issues. This Workshop is particularly welcome for many reasons but importantly it provides a strongly multi-disciplinary forum for specialists from a variety of coastal resource interest areas from both Red and Mediterranean Sea and Arabian Gulf countries. Within the current We hope that this Workshop will promote exchanges of information so that co-operation between specialists will flourish. It is anticipated that not only will links between the participating Arab scientists be improved but also that a foundation will be laid where by people in different but related disciplines will work together to help solve some of the multi-component coastal zone problems facing us all today. Recommendations

• Exchange of existing data and Collaboration between institutions and countries is required to avoid duplicating effort, to benefit from comprehensive data sets and to stimulate multidisciplinary activities generally.

• Hydrological Modifications has had major effects on water quality and aquatic ecosystem integrity of Arab coast region, in the 20th century.

• Climate Change will be an increasingly important influencing on these coastal ecosystems during this (21st) century.

• Coastal Zone Monitoring and Modelling offer important opportunities for assessing ecosystem functioning and the potential impacts that leads to integrated coastal zone management.

• Some aspects of the Arab regional coastal water framework directive could be considered as being appropriate for coastal resources management. however reference conditions and stakeholder wishes need to be carefully evaluated against feasibility, sustainability and sustainability criteria.

• Integration, co-ordination and continuity of monitoring and modelling (involving remote sensing, sediments, ecology and hydrology) are all needed to facilitate integrated coastal zone management.

• Assess the potential for the development of guidelines for integrated planning and management of coastal zones with an emphasis on issues of common concern.

• We believe that these activities are essential for underpinning effective stakeholder management decision making processes.

V. Workshop Social Events The plan of the Workshop included some of social activities to help exchanges and to promote intra-collaboration discussions between the different cultural participants. These activit ies were also added so that some scientific ideas during the Workshop could be developed. Of these activities the Workshop dinner in Roman Beach Hotel on March 5, and the Field Excursion to Emirates Heritage Club were added to the Workshop agenda. Most interesting photos have been picked up covering most of the social events as follows.
