I am to refer to your letter No.136/SSC-CR/2012-Nom.(CHSL) dated 28.08.2015 (received in this office on 07.09.2015) thereby transferring one letter of Shri Manish Kumar dated 17.08.2015 addressed to you super scribing it as Under the heading for First Appeal. In this connection it is stated that the letter dated 17.08.2015 should not be considered as RTI Appeal since the same has not been made against any RTI application addressed to CPIO of your office. Moreover, transfer of RTI Appeal is not covered under RTI Act, 2005. 2. However, the matter has been carefully examined at this end and found that the applicant viz. Shri Manish Kumar has been provided information available in this office by CPIO, SSC(ER) regarding his candidature for CHSL Exam., 2012 vide this office letter of even number dated 29.01.2014 and 04.04.2014 (copies enclosed). His appeal in this regard has also been considered and replied to by the First Appellate Authority at his end vide this office letter of even number dated 21.07.2014(copy enclosed). In his Appeal dated 17.08.2015 the contention of the applicant is regarding the OBC certificate dated 08.03.2013 of the applicant which was stated to have been submitted by him to SSC(CR) in support of his OBC status. It is also found from records that Shri Manish Kumar (Roll No. 3206605276) applied in CHSL Exam., 2012 in SSC(CR), Allahabad and his candidature was examined, verified and finalized after documentation at SSC(CR), Allahabad. His dossier as a finally selected candidate under UR category was transferred to this office for nomination to the appointing authority although he was overage under UR category. Since he was overage under UR category his candidature was cancelled at this end. No valid OBC certificate viz. OBC certificate dated 08.03.2013 was available in the dossier received in SSC(ER). His eligible category UR was fixed by SSC(CR) and this office is not in a position to factually clarify about his category status. The letter dated 17.08.2015 of Shri Manish Kumar stated as Appeal is returned herewith in original along with enclosures for necessary action at your end. 3. Point 2 E.Q. mentioned against the post advertised vide Cat. No.ER-06 of Advt. No.ER-02/2015 is available in the public domain i.e. in the website of SSC(ER) i.e. www.sscer.org under the window IMPORTANT NOTICE.

Point 3 On preliminary scrutiny of applications, list of provisionally eligible and ineligible (rejected) candidates for the said post was placed in the public domain i.e. in the website of SSC(ER) i.e. www.sscer.org. No such list showing Educational Qualifications possessed by the candidates for the said post is maintained in this office.

2. In this context, I am further to inform you that the examination, which you have mentioned in your RTI application and appeal, was not Multitasking Examination (MTS), 2011. It was a Common Screening Test (CST) which inter-alia included recruitment to 7 categories of posts, including the post of Taxidermist (Cat. No.ER-01), advertised by SSC(ER) vide Advertisement No.ER-02/2011. Candidates, who appeared in the said CST including you, were asked vide Memorandum No.5/2(CN-01)/2011-Rectt dated 31.07.2012 to submit necessary documents (i) Matriculation Certificate and Marksheet, (ii) Certificate from competent authority in support of ability to prepare skins and skeletons of animals for study or exhibition purpose, (iii) Certificate in support of age relaxation, if claimed, as belonging to PH/ExS within the stipulated time i.e. 14.08.2012 in order to verfify their eligibility for the post before shortlisting of candidates for Interview. It did not indicate anything to the effect that you actually qualified for the post, under reference. The stipulated date of submission of documents was 14.08.2012 and not 31.07.2012, which has been misinterpreted by you in your RTI application dated 07.07.2015. As sufficient number of eligible candidates were not found for the post of Taxidermist (Cat. No.ER-01 of Advt. No.ER-02/2011) the Commission decided to cancel the said recruitment and re-advertise the post. Accordingly, the post was re-advertised vide Category No.ER-04 of Advt. No.ER-04/2012.

3. Hence, your appeal dated 28.09.2015 stands disposed of.
