    ANALYSIS OF STAKEHOLDER IN PIM DEVELOPMENT IN BINH DINH

    Introduction

    BackgroundThe Water Supply and Sanitation in Binh Dinh Province Project (Project VIE703511) fundedby BTC has four components, including the irrigation component of upgrading Hoc Mon Damin Phu My. The project supports not only for upgrading the works but also for improvinginstitutional capacity of participatory irrigation management (PIM) in the whole province ofBinh Dinh based on the pilot model in Phu My district.

    The consulting center for participatory irrigation management (PIM consulting center) isselected to implement the stakeholders analysis of PIM development in Binh Dinh.

    Objectives of consulting task:

    Objectives of consulting task are to prepare and implement comprehensive analysis of

    stakeholdersroles to have baselines for improving institutional capacity of participatoryirrigation management (PIM) in Binh Dinh based on the pilot model in Phu My district.

    This task is the first step in the process of raising awareness, identifying participatingorganizations and commitments of leaders from different levels in developing the strategy,improving the institutional capacity and PIM management in Binh Dinh.

    II. Assessing the current management and exploitation of irrigation works inBinh Dinh,

    2.1 Natural, socio-economic characteristics:

    - Binh Dinh is of 6024.43 km2. Population 1,562,400 (2005), Kinh people account for98%

    - Topography consists of three kinds: medium and low mountains make up 249,827 ha,accounting for 41.5%; hilly region in the midland: 159,276 ha, accounting for 26.4%;plain and coastal land: 193,403 ha, 32.1% of the total land.

    - Binh Dinh has two distinctive seasons: rainy season and dry season. Rainy season isfrom September to December and dry season is from January to August. Annual rainfall

    is from 1600 3000 mm.- Binh Dinh has four main basins: Lai Giang, Kon, Ha Thanh and La Tinh- Agricultural land (2005): 136,659 ha. Area of annual crops is 98,478 ha, of which ricecultivation area is 53,915 ha. At present the rice cultivation area with poor yield is beingshifted/used to cultivate higher-yield crops; and two effective rice crops instead of threenon-effective ones are being performed.

    2.2 Current conditions of irrigation works

    According to the irrigation planning, Binh Dinh is divided into three regions and 11 sub-

    regions:+ Lai Giang river basin

    + Tra O Lagoon region.

    So far Binh Dinh has constructed 356 works and ensured irrigation for about 92,000 hacultivation land, making up 57- 58% annual cultivation area, in which rice irrigation is about71%, other crops 15% and perennial trees 14%.

    - In addition, local people have built temporary works such as temporary dams, pumps toirrigate for about more than 20,000 ha.- Total canal length of the works is 1,653 km, in which 1,256 km needs to beconcreted/strengthened. So far only 150 km has been strengthened.

    - Phu My district has 17 communes, 2 towns, natural area 55,000 ha, agricultural area 30,000

    ha, in which argricultural production area 14,000 ha (rice 8,100 ha), irrigation area accountsfor 80% cultivation area. Water is supplied from irrigation works of the company, dams,pumping stations, temperory dams, ground water. There are 44 reservoirs with 44 million m 3

    of water.

    Management system of irrigation works in Binh Dinh consists of state management ofirrigation and management of irrigation exploitation works (Chart 1). State managementconsists of governmental organizations of provincial, district and commune levels andagencies that provide consultancy to the government about irrigation management.

    Irrigation exploitation and management organizations consist of state enterprises and local

    irrigation management organizations. State enterprises are the Irrigation ExploitationCompany, 16 member enterprises established based on river basins and cooperatives.

    The company has 270 people for service and 24 people for business activities.

    The company is managing large reservoirs, dams, main intake, canals level 1, 2, inter-districtand inter-commune canals irrigating many water use units, including:

    - 12 reservoirs with volume of 565.95 million m3.- 22 weirs on Lai Giang, La Tinh and Kon River system- More than 550 km canals (30% consolidated canals, 70 % soil canals) and over 2,000on-canal works.

    Management system of these enterprises is as follows:i) Lai Giang Irrigation System is managed by the Irrigation Exploitation Enterprise 1 in HoaiNhon, irrigating 1,500 ha/season. 32 staff are in charge.

    ii) La Tinh Irrigation System is managed by the Irrigation Exploitation Enterprise 2 in PhuCat, irrigating 2,500 ha/season. 36 staff are in charge.

    iii) Kon River Irrigation System is managed by four Irrigation Exploitation Enterprises,(including 1 enterprise in charge of the main intake and 3 in charge of canals) irrigating17,500 ha/season. 170 staff are in charge.

    The company signs contract to provide service (all year) with 115 water use units, reporting tothe Department of Finance to make plan for irrigation fee compensation. At the end of each

    havest, investigation is done to identify area of water use units. Irrigation fee compensation in2009 was VND 33.3 billion/year. Also, the companys business revenue achieves VND 3billion/year.

    Local irrigation management organizations are mainly cooperatives with irrigation services.These units are responsible for managing the exploitation of small irrigation works, managingand protecting on-farm canals; receiving water from irrigation works and higher level canalsto bring water to the farms.

    Most of these units perform management based on commune border. Cooperatives establishirrigation groups, teams to drain irrigation water to farms. For localities where thecooperatives are not efficient and get dissolved, commune PCs establish irrigation groups or

    assign for heads of villages to take responsibility of supplying water for households (such asHoi Son village, groups of Phuoc My-Quy Nhon, Cat Tuong-Phu Cat...).

    - Organizing and operating model of cooperatives is analyzed via the cooperative managingDai Son reservoir in My Hiep commune, Phu My district, irrigating for 669 ha, of whichwinter-spring crop is 392 ha, summer-autumn 277 ha of cooperative 2 and cooperative 3.     - For large works under district management, a district irrigation management board isestablished (this model is not common and only available in some districts such as PhuMy, tay Son and Hoai An), this model is running quite well because staff in chargewere trained and are capable of performing technical operation.

    - Dai Son management unit was approved by Phu My Agriculture Sub-DARD and thedecision of establishment was signed by the Chairman of the district. Head of the unit

    is the Deputy of the district who is in charge of agriculture area, Deputies of the Unitare two chairpersons of cooperatives, members are accountants, cashier of thecooperative 3 which has large irrigation area, and communal irrigation staff (Chart 3).The staff receive an allowance of 300,000 VND/month.

    2.4 Irrigation effectivenssOver the last few years, the Irrigation Company and the current cooperatives have madepositive contributions to the exploitation and protection of irrigation works, to the allocation ofwater, prevention of waterlogging and drought.However, the irrigation works are not efficient enought, achieving only 57% -58 % cultivationarea. Most works irrigating agricultural land were built 15-20 years ago with small scale. Sofar, many have been downgraded and having poor quality.

    Some main causes of poor irrigation quality:

    - Most irrigation works were built 15-20 years ago with small scale. Maintenance and

    service are not done frequently/well enough, many problems are not fixed and watersupply is not operated properly.- Irrigation technology is old, water supply and distribition are not sensible. Water is

    being used wastefully in certain places.- Lack of water. Mainly water for summer-autumn crop, the beginning of crops,

    household use or other sectors. Water is also lost underground.- Construction is not synchronized/sensible: main intake and mail canals are complete,

    but on-farm canals are not and there is lack of on-canal works due to lack of capital.Irrigation canals are mainly soil canals, which leads to serious seepage, erosion afterflooding seasons. Many systems have to use drainage canals and temporary works toprovide irrigation. The irrigation is not effective.

    - The system of exploiting and managing irrigation works is not efficient.- Local staff who manage local irrigation works (including reservoir, pumping stations,dams) are not trained technically; therefore, they are not able to perform technicaloperation;

    - On-farm canals are not managed well by cooperatives; local people do not dredge themproperly. Water is lost because there are no irrigation organizations to manage in manyplaces.

    - There is lack of water in summer-autumn crop, lack of plan for water distribution andregulation causes loss of water.

    - It is difficult for cooperatives to collect on-farm irrigation fee because local people donot pay, difficult to establish irrigation groups. There are no irrigation groups in many

    places), local people destroy/damage/break canals (30% cooperatives).- Some communes do not have cooperatives, villages manage irrigation works- There are no technical staff in some mountainous areas, local authority do not want to

    receive the hand-over of irrigation works (small reservoirs)

    Some difficulties related to irrigation works exploitation and management is as follows:

    - Irrigation works are not decentralized; main-intake canals are not identified for cooperativesmanagement.

    -Management ability of cooperatives and local people is limited-Investigating and inspecting documents for irrigation fee exemption are a lot of work, whichrequires a funding mechanism for Irrigation Sub-Department and Sub-DARD.- PIM development in pilot models lacks of cooperation, integration among projects. Capacitybuilding and training are done via workshops, not learning through practice, practicing

    together; therefore efficiency achieved is not high.

    III. Stakeholder analysis in PIM implementation in Binh Dinh

    3.1. PARTICIPATING ORGANIZATIONS TO DEVELOP PIM

    Experiences of many localities in the whole country have shown that Participatory Irrigationmanagement (PIM) is very important to improve the irrigation works management. However,PIM is a concept easy to understand but difficult to implement. Implementing PIM requiresthe participation of many sectors and departments of different levels, including provincial,district and communal levels. In order to evaluate the roles of organizations participating inand implementing PIM, these organizations are analyzed through three main aspects: (1)

    Functions and legal status; (2) Resource and responsibility; (3) Relationship with otherorganization.

    a) Provincial organizations participating in PIM development

    Provincial People Committee (PC)

    + Functions and legal status

    - Irrigation works exploitation and protection ordinance regulates: the Provincial PeoplesCommittee (PC) performs the state management of irrigation works exploitation andprotection in the whole province.

    + Resource and responsibility:

    - To support fund for construction and management, exploitation of irrigation works

    - To issue the provincial regulations and protocols of construction and management,exploitation of irrigation works

    + Relationship

    - To direct the Department of Agriculture and Rural Development (DARD), Departmentof Finance (DoF), Department of Planning and Investment (DPI), district PC to fulfill theconstruction and management, exploitation of irrigation works

    Department of Agriculture and Rural Development (DARD)+ Functions and legal status

    - The DARD provides consultancy for the PC to perform of the state management ofirrigation works exploitation and protection in the whole province. In particular, theDARD provides consultancy for the provincial PC to issue regulations, reformedmanagement system to improve the irrigation works management.

    - In the past, the DARD had an Irrigation and Works Construction Division in charge ofconstruction and irrigation management consultancy. From 2011, DARD establishedIrrigation, Dyke and Flood Prevention Sub-Department.- The Irrigation, Dyke and Flood Prevention Sub-Department provides consultancy andsupport for the DARD to issue documents, regulations of reforming the management system

    for more effective irrigation works exploitation.- To direct, guide the organization and decentralization of the irrigation works management- With the PIM, DARD has consulted with the Provincial PC about issuing the Decision (No.26/2009/Q-UBND) of irrigation fee, Regulation Draft of decentralization of irrigation worksmanagement. These documents are to reform the management and enhance the water userparticipation and to improve the irrigation works exploitation efficiency.

    + Resource and responsibility

    + Resource:

    - DARD has 46 staff, in which the Irrigation Division has 4 people. The Irrigation sub-department is allocated with 22 permanent staff (there are only 11 people at present).Technical staff of the Irrigation Division and the Irrigation Sub-Department areimportant in the PIM implementation.

    + Responsibility:- To perform policy management, guide and monitor the implementation of the provincialregulations of irrigation works management and exploitation.- To inspect irrigation areas based on the irrigation fee exemption policy.

    + Relationship

    - In collaboration with the Department of Finance and DPI, guidance is given to district PCs toimplement the provincial regulations of irrigation works management- To direct the Irrigation Works Exploitation Company, Sub-DARDs at district level to

    perform the provincial regulations of irrigation works management- When an irrigation works has any problem, cooperatives report to the district level and areport will be made to DARD for solution.

    Department of Planning and Investment (DPI)

    + Functions and legal status

    - To make plan for using fund from the national support and the provincial budget forirrigation works construction and management

    + Resource and responsibility

    - According to the investment management decentralization, irrigation works of largeinvestment capital are under the provincial management. DPI prepares a construction andfixation portfolio for these works.

    + Relationship

    - To cooperate with DARD, DoF, district PCs to make a plan of budgeting for irrigation worksconstruction, exploitation and management.

    Department of Finance (DoF)

    + Functions and legal status

    - The DoF provides consultancy and support the provincial PC to perform state managementof finance in the whole province

    - To perform management of the fund from the national support and provincial budget forirrigation works construction, exploitation and management.+ Resource and responsibility

    - To allocate fund and supervise the Irrigation Exploitation Company and district PCsirrigation construction and management financially.- To fulfill irrigation fee exemption policy; the DoF allocates and supervises irrigation feecompensation policy implemented by the Irrigation Exploitation Company and cooperatives.Cooperatives are allocated with irrigation fee compensation fund via sub-department offinance.- Irrigation fee compensation of the province in 2010 was VND 90 billion, in which VND 35billion was for the company and VND 55 billion for cooperatives.

    +Relationship

    - To cooperate with the DPI to submit to the provincial PC the decision of investment capitalallocation, list of irrigation projects using public budget- To cooperate with the DARD to investigate and allocate irrigation fee compensation fund forIrrigation Exploitation Companies and district PCs.

    Irrigation works exploitation company

    + Functions and legal status

    - To manage, exploit and protect irrigation works of medium and large scale, complicated

    operation techniques and built from government budget in the province.+ Resource and responsibility

    Resource:

    - Total staff: 270 people. They are trained in irrigation and have many years of experience inirrigation works management and exploitation (not including 24 staff of sales)

    Responsibility:- There are 159 reservoirs in the whole province. In the past, the company managed 22reservoirs and now are managing only 12 medium and large reservoirs (including one recentlybuilt). From 2003, 11 small reservoirs have been transferred for districts and cooperatives.- Previously, the company managed from the main intake to on-farm canal; after 2005, 20 on-

    farm canals (25km) was transferred for cooperative management.+ Relationship

    - The company operates in accordance with the business law, under the direction of theprovincial PC, implement the guidance of irrigation works exploitation and management ofthe Irrigation Sub-Department and the DARD.- To cooperate with district PCs, Sub-DARDs to perform irrigation works exploitation andmanagement

    - To provide irrigation services for cooperatives via economic contracts

    b) District organizations involved in developing PIM

    District PC

    + Functions and legal status- District PCs perform state management of irrigation works exploitation and protection in thedistricts.

    + Resource and responsibility

    - To partly support fund for irrigation works construction, management and exploitation- To allocate irrigation fee compensation fund for cooperatives (water use organizations)- To approve for operation protocols/charter for cooperatives, water use organizationsmanaging inter-commune works.- To solve water disputes among localities, violations in the works operation and protection

    + Relationship- To cooperate with DARD, DoF to implement the provincial regulations of irrigation worksmanagement and exploitation.

    - To direct Sub-DARD, cooperatives to implement the provincial regulations of irrigationworks management and exploitation, including regulations of irrigation fee exemption policy.

    Phu My Sub-Department of Agriculture and RD

    + Functions and legal status

    - The Sub-Department of Agriculture and RD provides consultancy for the district PC to

    perform the state management of irrigation in the district.- For PIM development, the Sub-Department of Agriculture and RD provides consultancy forthe district PC about suitable operation/activities of water use organizations for the locality.

    +Resource and responsibility

    Resource

    - Phu My Sub-DARD has 8 staff, including 1 head and three deputies, 1 water engineer incharge of irrigation and technical management of 45 small reservoirs in the district

    Responsibility:

    - The Sub-DARD performs technical management of irrigation in the district, monitors how

    the cooperatives manage irrigation works. The cooperatives which do not operate efficientlyare recommended to be assigned to communal PC

    - To guide the operation techniques of irrigation works for water use organizations.- To inspect and support flood prevention activities for the safety of reservoirs and dams

    + Relationship

    - The Sub-DARD operates under the direction of the district PC, implements the DARDsirrigation guidance and fulfils guidance of cooperative management of the EconomicDepartment.- To cooperate with Sub-DoF in allocating district, provincial supporting fund for irrigationworks construction, management and exploitation.

    - To provide technical guidance, support for communes in difficulty and inspect floodprevention for reservoirs.

    Sub-Department of Finance

    +Functions and legal status

    - To manage the financial source from the district/provincial support for irrigationmanagement and exploitation in the district.- The Sub-Department of Finance allocates irrigation fee compensation fund for cooperatives.This fund is to create good financial conditions for cooperatives and to operate and maintainirrigation works.

    + Resource and responsibility- To allocate irrigation fee compensation fund for and inspect the financial use of cooperatives(water use organizations) in irrigation works construction and management.

    +Relationship

    - To cooperate with the Sub-DARD to allocate irrigation fee compensation fund for andinspect the financial use of cooperatives (water use organizations) in irrigation worksconstruction and management in the district.

    c) Communal organizations involved in PIM development

    Communal PCs+ Functions and legal status

    - Communal PCs perform state management of irrigation works exploitation and protection incommunes

    + Resource and responsibility

    - Dai Giang irrigation system: Irrigation exploitation has 32 staff in charge of irrigationfor 1500 ha.- La Tinh irrigation system: Irrigation exploitation has 38 staff in charge of irrigation for2500 ha.- Song Con-Nui Mot irrigation system: 4 Irrigation exploitation enterprises have 170

    staff in charge of irrigation for 17,000 ha- Under enterprises are Irrigation Teams- At present, 115 cooperatives signs contract of irrigation and drainage with the company- In the past, VND 11-12 billion was collected from irrigation fee, achieving 80% plan. In2008, VND 5 billion was owned. The Ministry of Agriculture has allocated VND 2.5 billion,the rest is exempt.- At present, irrigation fee compensation source is VND 34 billion and VND 2.5 billion isfrom business operation.     + Operation summary:

    - Some works, especially inter-commune works require complicated operation techniques,sub-DARD does not assign cooperatives to manage them. An Irrigation management Unitunder the Sub-DARD is set up to manage irrigation works requiring complicated operationtechniques and serving more than one commune. For example, Diem Tieu irrigation worksirrigates 4 communes; its management unit, self-funded, has three staff belonging to the sub-DARD. The same model applies for Tay Son and Hoai An.

    - To establish the Management Board to manage irrigation works serving many communes,and cooperatives. For example, Dong Khanh Reservoir management unit, established in 2001,irrigates 3 cooperative of the town and My Hoa commune (4 cooperatives in My Hoa united tobe one). This model gives solution for water supply cooperation between the ends of thecanals.

    Some cooperatives have not established Irrigation teams.- Experiences of PIM implementation of Phu My Irrigation Project (2 communes of My Hiepand My Loc) and ADB4 project (9 communes of La Tinh irrigation system) are very useful forstrengthening and establishing water use organizations in Binh Dinh- The cooperative in My Duc was dissolved in 1997 due to poor operation. At present, an

    irrigation team is set up for irrigation management.- Hoc Mon Reservoir has area located in My Duc commune, but at present only 20ha is forMy Duc, the rest is mainly for My Chau. Phu My has planned to set up inter-communeirrigation works management unit, however this does not happen yet and there is no effectivecooperation between two communes.

    Apart from Hoc Mon Dam, Government and local people in My Duc commune haverequested for upgrading Phu Ha Reservoir. Phu Ha reservoir has a volume of 4.9 million m3,irrigating for 100 ha, existing main intake 1.2 km, recommended irrigating area of 400 ha forrice and other crops; winter-spring crop only of 165 ha, summer autumn of 142 ha andseasonal crop of 30 ha. Original plan was to consolidate 1.2 km of the existing soil canal,

    improving 4 km for bringing water closer to center of communal PC, building pumping stationto bring water to the irrigation area.

    - ADB4 project has implemented PIM component of consolidating and establishing pilotwater use organizations in La Tinh irrigation system. It did not develop PIM systematicallyin the whole province. The company did not participate in establishing and consolidatingwater use organizations in this project.

    - Some cooperatives do not support because:

    - Some irrigation works provide service for one commune, but the operation techniques arecomplicated and the cooperatives are not capable of managing.

    - The irrigation fee compensation rate for electric pumping stations using water from thecompanys irrigation system is very low (60%) and because of the inflation, the cooperativescould not work out the balance.

    - There are no regulations of the main intake and this causes lack of managementresponsibility between the company and cooperatives.

    + Proposed solutions to enhance organizations support in PIM implementation

    - Performing management decentralization, regulating the scale of works and level ofcomplication in managing and operating the works decentralized for water use organizationsmanagement.- Regulating capacity and experience of water use organizations that can perform irrigationworks management- Regulating irrigation fee compensation fund when water use organizations manage the worksover the scale of the main intake.- Recommending to readjust irrigation fee compensation rate for pumping stations using waterfrom the companys irrigation system (100%) in consideration of the inflation rate.- Only the Irrigation Exploitation Company allocates irrigation fee compensation fund. Thecompany signs contract with cooperatives to transfer this fund. The models advantage is thatthe fund can be used for repairs and maintenance of the irrigation system sensibly withoutbeing divided up based on localities.

    however the efficiency of irrigation exploitation and management is still low. PIM is vital forthe improvement, therefore, PIM implementation in the whole province of Binh Dinh isessential to enhance the efficiency of irrigation exploitation and management and the socio-economic growth.

    V. Conclusion and recommendations

    + Conclusions:

    Participatory irrigation management is important to improve irrigation exploitation andmanagement. However, PIM is easy to understand and difficult to implement because PIMdevelopment relates to many different sectors of provincial, district and commune levels.

    This report presents the activities of consultants and the analysis results of stakeholdersrolesare baselines for improving institutional capacity of PIM in Binh Dinh. This is the start of theprocess of raising awareness, identifying participating organizations and leaderscommitmentsin strategy development and institutional improvement toward enhancing water usersroles inthe province.

    This report refers to the method of analyzing stakeholders roles recommended by GTZ (10marks) in order to analyze PIM stakeholders roles in Binh Dinh. Analysis results have shown

    that in order to implement (PIM) successfully, it requires participation of 10 relevantorganizations from different levels and also of water use organizations. In which,organizations that play an important role, have legal functions and authority and makedecisions of allocating human resources of PIM are Provincial PC, DARD, the IrrigationCompany, district PCs, Sub-DARD and commune PCs.

    + Recommendations

    - (PIM) is vital to improve irrigation works, therefore, it is important to implement PIM in thewhole province to improve the irrigation management and exploitation and create socio-economic change.

    - To implement PIM successfully and sustainably, it should be carried out with the

    collaboration of many sectors and organizations of provincial, district and communal levels.- The effective direction from higher level, approval of all government organizations/agenciesand active participation are essential for the implementation process.

    - To implement PIM in the whole province of Binh Dinh, the start should include institutionalcapacity assessment of PIM implementation to get an overview picture, then develop a pilotmodel of PIM in Hoc Mon Dam, Phu My, draw a lesson and experience to build an effectivePIM program in Binh Dinh.
