US$, 2012) 145 (fabric for garment industry,electronic appliances, other consumer products, etc.) Binh Phuoc is a mountainous province, bordering two provinces of Lam Dong and Dong Nai to the east, Binh Duong Province to south, Dak Nong to the north. Binh Phuoc is surrounded by Kampuchea in the north and north-west, with a 240 km-borderline (bordering 3 Kampuchean provinces of Kongpongcham, Kratie, and Mundulkiri). Located in a temperate climate and sheltered from flooding and storm, Binh Phuoc abounds with plantations of cash-earning industrial crops, such as rubber, cashew, and pepper thanks to its fertile soil. Total provincial budget revenue in 2011 is 3,500 billion VND (app. 167,400 US$) and the average per-capita income is 28 million VND (app. 1,339 US$). 3 Binh Phuoc is one of the agriculturally most productive provinces of Vietnam, especially relying on cash crops (cashew nuts, rubber). As of 2007, its agricultural GDP per capita was 7.03 million VND, the highest in Vietnam, while industrial GDP per capita was only 1.7 million VND, making it one of the least industrialized provinces in the southern Vietnam. Binh Phuoc GDP in 2007 was 9,534.4 billion VND or 11.58 million VND per capita, which is 86 % of the national and significantly lower than that of other provinces in the southeastern region. Growth in GDP has been between 14 % and 15 % per year from 2000 to 2007. Binh Phuoc exported goods with a value of 325.5 million US$ in 2007, exceeding its import of 57.4 million. Since 2000, exports have increased almost sevenfold while imports increased almost tenfold. Main export products include rubber latex, shelled cashew nuts and pepper.

The provincial strengths are industrial plants such as cashew, pepper, rubber, cocoa, with total area of 391,174 ha until the end of 2012, of which the cashew and rubber trees still play the role of national capital. There are currently 28 industrial parks with total area of 5,211 ha, concentrating in districts of Chon Thanh, Hon Quan, Dong Phu, Dong Xoai Town, and an international border economic zone of Hoa Lu in Loc Ninh District with a total area of over 28,300 ha. 1.2 Population 4 (Please See Annex 1: Population of Binh Phuoc Province, 1995, 2000-2011, page 15) Binh Phuoc's population in 2007 was 838,300. This is a significant increase from 682,900 in 2000. In contrast to many other provinces, much of this growth has taken place in rural areas, where population increased by 118,500 compared to 20,500 in urban areas. Binh Phuoc is a predominantly rural province, with only 15.4% of the population living in towns. The population has grown by 16.5 % between 2000 and 2005, but has since slowed down to 2.23 % in 2006 and % in 2007. The total population until 2011 is 905,300, with a population density of 132 people/km², of which the urban and rual population is 152,100 and 753,200 respectively. The natural growth rate 13,7 ‰.

Besides the Vietnamese majority, there are minorities of Xtieng, Nung, Tay, and Khmer, accouting for 17.9% of total population. Ethnic minorities are present throughout the province. However, the Stieng accounts a higher rate as of the others. Consequently, Binh Phuoc has many cultural identities of the Stieng minority. Moreover, there are many cultural festivals of the ethnic groups in December of every year, such as Stieng’s Praying for Rain, Buffaloe Stabbing, Tomb Leaving, M’Nong’ New Rice, etc.

2 Topography, climate 5 The area is a plateau in the north and northeast, lower to the west and south west. The topography is relatively flat with elevations of between 50m and 200m throughout most of the province. Elevations are gradually higher towards the east of the province and reach around 500

m near parts of the border to Dak Nong Province of the Central Highlands. The highest elevation is Ba Ra mountain (736 m) in the centre of the province. There are several hills around the province with heights of up to around 200 m in the west and 300 m in the southeast. Climate Binh Phuoc is located on in a specific region with tropical and cross-equatorial monsoon climate. - The average temperature is from 25.8oC to 26.2oC. The temperature reaches its highest level

(from 37-37.2oC) in March, April and May and its lowest level (19oC) in December. - Abundant sunshine: the total amount of sunshine in a year is from 2,400 to 2,500 hours. - The annual average rainfall fluctuates from 2,045 to 2,325 mm. Rainy season lasts from May

to November. Dry season lasts from December of the previous year to April. 3 Resources 6 3.1 Land resources Total area (km2, 2007) 6,874.6 ha - Residential land 5,740 ha - Agriculture land 292,789 ha - Forestry land 332,839 ha - Non-agriculture land 54,871 ha - Unused land 1,221 ha Binh Phuoc Province has 7 main groups composed of 13 kinds of soils. Binh Phuoc has 510,262 ha of land suitable for agro-forestry production, making up 74.43% of natural area, in which soil with high fertility, basalt red soil and black soil make up 60%, suitable for the province’s main crop plants such as rubber, fruit trees, grass for domestic animal. Land with weathered layer of over 100 cm thick is 440,409 ha making up 64.26%, land with gradient less than 15o is 526,781 ha, making up 76.82%. Generally, Binh Phuoc has good quality, fertile land which is suitable for many kinds of crop-plants, especially long term industrial plants like rubber, cashew, pepper, coffee, fruit trees.

3.2 Water resources 7 Most of the rivers are tributaries of the Song Be River, which in turn is a tributary of the Dong Nai. Thac Mo Lake is a large artificial lake in the east of the province. Several rivers originating from the Central Highlands flow into it, including Dak Glun, Dak Nhau, Dak Rlap, and Dak Oa (from north to south). It is the point of origin of the Song Be River, which flows through much of the central and western Binh Phuoc. - Surface water: There exists a system of rivers with the density from 0.7 to 0.8 km/km2,

including the rivers of Saigon, Song Be, Dong Nai, Mang, and many large springs. There are also a number of lakes and dams such as Suoi Lam Lake, Suoi Cam Lake, Thac Mo hydroelectric dam, Sork Phu Mieng hydroelectric dam.

- Underground water: Low areas along rivers and streams, especially in the southwest province, water sources can be exploited for the socio-economic development. Basal water floor is on the distribution of more than 4000 km2, the flow of water is relatively quite sufficient from 0.5-16 lit/s. However, due to the changes in the permeability, the rate of exploitation by drilling is not very high. Pleistocene water floor having great reserves with good quality water, is distributed in Binh Long District and at the south of Dong Phu District. Pliocene reservoir with the flow of 5-15 l/s provides good quality water. There is also Mezozol water floor distributed in low hills (100-250m).

3.3 Mineral resources Mineral resources are scattered in the western part and in the center of the province. 91 mines, ores and mineral points have been discovered with 20 different potential kinds of minerals which are divided into 4 groups: fertilizer materials, metals, and non-metal minerals, precious and semi-precious stones. Building materials (stone, sand, clay, laterite, puzolan), kaolin, limestone, etc. are the most important. Only some mines such as limestone, building stone, sand, gravel, clay for making bricks and tiles are being exploited, while other mines are being surveyed.

10 Precious stone And Semi-precious stone 6 3.4 Forest resources Forestry land takes up 337,000 ha or 49 % of the province's total area. Forests are located mostly in the northeast and southeast of the province as well as along the northern border to Kampuchea and the western border to Tay Ninh Province. Binh Phuoc forests help regulate the flow of rivers such as the Be River, the Saigon River and the Dong Nai River and reduce floods in coastal areas and ensure water supply in the dry season. Much of the rest of the area is used to grow perennial cash crops. The total agricultural area is 293,700 ha. There are 21,900 ha of specially used land and 5700 ha of residential land. 3.5 Tourist resources 8 Binh Phuoc has many potential landscapes and vestiges. They are Mo Waterfall, Ba Ra Mountain, Waterfall No. 4, Bau Lach grass field. The historic sites are Regional Military Commitee, Loc Hoa and Loc Quang fuel dumps. The first communist party cell of Mekong Delta was born in Phu Rieng Commune, Phuoc Long District. Other famous sites include Soc Xiem and Suoi Lam tourist areas, Bu Gia Map National Park, Bombo Village.

3.6 Human resources 9 There are 18 vocational training units in Binh Phuoc in 2010, increasing to 21 and 25 in respective years 2011 and 2012. Two of which are of secondary level, the remaining is elementary vocational training. The vocational centers could attract only 500 trainees a year. Meanwhile, there are 600 laborers in Binh Phuoc but the rate of vocationally trained laborer is only 20%. Total laborers in 2009 is 487,266, of which 131,562 were vocationally trained (27% as 50% of Vietnam). 4 Education and health care 4.1 Education 10 There are 429 schools and 6,558 classes in the schoolyear 2011-2012. 26/111 communes, wards, townlets, and towns have achieved the standard of pre-school universalization, 100% of communes and wards have achieved the standard of illiteracy eradication and primay education universalization. There is no unversity in Binh Phuoc Province except one teacher training college and few high schools about rubber, economics and technique, and medicine. Binh Phuoc completed the primary education universalization in 6 districts in 2002.

4.2 Health care 14 Please see Annex 2: Health data 2005 – 2011, page 16 The province’s health care network develops synchronously at province, district and local levels, with 103 health care units, in which there are seven hospitals, five regional polyclinics and 91 health care stations, with the total beds of 1,028. The number of health care workers in Binh Phuoc are 1,175 people, including 279 doctors of university, post-university, 367 assistant doctors and physicals, 330 nurses, 89 people in nurse’s aid. 5 Infrastructure 15 5.1 Transportation + Roads 16 The province has 417 roads with total length of 3,797 km. There are two national roads (NR) crossing the province: NR no. 14 connecting the Highlands, Binh Phuoc, and HCMC is an asphalted highway. In the coming time, the part of the highway connecting the southwest region and the part which crosses Binh Phuoc will be expanded into 4 lanes. NR no. 13 from HCMC to Binh Phuoc is being expanded and covered with asphalted concrete layer for four lanes to Binh Long District; the route which connects Binh Phuoc with two provinces of Tay Ninh and Lam Dong was asphalted; the route which connects Binh Phuoc with Dong Nai Province is ready to be upgraded and expanded. The whole province has 288 bridges with total length of 4,057m. The provincial transport system has been upgraded, with 100 % of communes having built transport road to the communal center. The Ho Chi Minh Road connects Binh Phuoc with provinces in the southwestern. On schedule, as the trans-Asian railway route is put into operation, it will open a trading opportunity for not only Binh Phuoc but also for both the southeastern region and the northeastern of Cambodia and Laos. 17

+ Railways In the future, Binh Phuoc will have Trans-Asia railway crossing Hoa Lu International Border Gate of Binh Phuoc Province and rail way from Ho Chi Minh City to Dak-Nong (the Central Highlands) crossing Binh Phuoc. + Waterways N/A + Airways There is no airport in Binh Phuoc Province. 5.2 Electricity and water + Electricity Binh Phuoc Province has Thac Mo Hydraulic Power Plants with the capacity of 150 MW, Can Don 72 MW, Srok Phu Mieng 66 MW and a number of small capacity ones. The electricity transmission grids consist of 500 kV, 220 kV, 110 kV lines and mid-low voltage lines covering the entire Province with over 5,000 km. These lines meet the needs of people’s production and living; 100% communes, towns has the national electricity grid with a proportion of house-holds using electric of 76%. + Water supply The province has Dong Xoai water plant with a daily capacity of 5,000 m3, which is planned for expansion to 20,000m3. Other water plants such as Thac Mo, Phuoc Binh, Binh Long, Loc Binh, and Bu Dang have a daily capacity of 3,000 m3. Binh Phuoc has built water plants for industrial parks in Chon Thanh and Dong Phu District as well as for cement plants. The province has 45 irrigation works with 38 reservoirs and 7 dams to regulate water supply for production and livelihood. 5.3 Communications The post-telecommunications network is gradually modernized and invested communes, wards, towns to ensure communications domestically and internationally; telephone sets and mobile phones make up 26 ones/ 100 people. The proportion of people using Internet makes up 4.5 persons/100 people, mobile phone wave covers all towns and the provincial centers.

6 Economy The natural and climatic conditions of Binh Phuoc are suitable for high value industrial plants such as rubber, cashew, coffee, pepper, and some short-term industrial plants such as manioc, bean, corn, etc. The mentioned products provide main source of raw material for the processing industry and export of Binh Phuoc. 6.1 Economic results implemented in 2013

6.2 Agriculture – Aquaculture – Forestry 18 Plase see Annex 3: Data of Agriculture, Forestry, Fishery, 1995, 2000-2011, page 17 Agriculture production has a dominant position in the province’s economy (making up 53.51% in the economic structure). Cultivation always makes up a big proportion and plays a key role in agricultural development in particular, and agro – piscicultural development in general. The perennial crops in Binh Phuoc mainly are rubber, cashew, pepper, coffee, with the biggest output of the whole country: 4333 of the 4458 farms in 2007 were perennial crop farms. Production of cereals is much less significant and accounts for a small part of agricultural area and output. 34,200 tons of rice and 19.7 tons of maize were harvested in 2007, accounting for only 0.1 and 0.5 % of the national output. In 2012, the province cultivated 48,22 thousand ha of paddy, reaching 99.9% of the annual plan, decreasing 2.42% as of 2011. Total cereal output in 2012 is estimated at 65.47 thousand tons, 105.4% of the annual plan, increasing 9.75% as of 2011. Sweet potatoes and cassava are also grown in Binh Phuoc. The most important cash crop is cashew nuts with a planting area of 140,150 ha. 156,377 tons of cashew nuts were harvested in 2007, accounting for 51.8 % of the national output. This is a significant increase from 110,000 tons in 2006 and just 19,000 tons in 2000. Cashew nuts are grown mostly in the east and south of the province, roughly along NR no. 14. Cashew nuts are an important export product for Binh Phuoc as well as Vietnam in general. There are also increasing imports of raw cashew nuts because processing capacity by now significantly exceeds the quantity grown in Vietnam. Another important crop is rubber, with 147,520 tons produced in 2007. This accounts for 24.5 % of the national output and has more than doubled since 2000 (67,000 tons). Rubber is mostly produced in the north and west of the province, along the Song Be River and NR no. 13. Binh Phuoc's pepper production also accounts for significant share of national output (24 %). Production has more than doubled to 21,736 between 2000 and 2007. Pepper is grown in the southwest of the province in the districts of Binh Long and Chon Thanh, between NR no. 13 and the Song Be River, covering an area of 9,368 ha, with the output of 22,680 tons. Coffee is grown in the northeast of the province, north of Thac Mo Lake. 56,148

6.5 Industry 20 Industry and construction contribute only 14.7 % to the province's GDP as of 2007. However, it has contributed significantly to recent economic growth. While the large agricultural sector has been growing by around 10 % from 2005 to 2007, the growth of industry and construction was 35.8, 25.9, and 21.6 % in these three years. Many of the industries are based on agricultural products or raw materials. Food processing industries include the production of shelled cashew nuts (29,200 tons) and cassava starch (78,100 tons). There is also an industry producing hand farming tools. Other industries include construction materials (stones and bricks) and forest product processing (saw wood and paper). 6.6 Investment By the end of December 2012 there were about 3,800 enterprises in Binh Phuoc with a registered capital of 28,000 billion VND. The number of newly registered enterprise in 2013 was 460 with a registerd capital of 1,590 VND. + Foreign Direct Investment 21

There are 99 FDI projects with a registered capital of about 815 million US$. The implemented capital is about 342.5 million US$. The Hoa Lu BGEZ functions as a center for economic, trade, service and transport activities of Binh Phuoc Province. The BGEZ helps to develop economic, cultural and diplomatic exchanges between Việt Nam and Cambodia; serve as a commercial, industrial and service center of Binh Phuoc Province and play as an important transport hub for the region. The transport system has been improved with the expansion of Highway 13 and the the trans-Asian Highway connecting the BGEZ with Ho Chi Minh City and other regions of Kampuchea. Besides, water and electricity stations and sewage treatment plants have been under construction which is forming a solid foundation for investment attraction of the province. At present, the BGEZ has granted a total of 314ha of land for 71 investors in which 21 are waiting for investment certificate with a total registered capital of more than 932 billion VND and 2 million US$.
