INTRODUCTION

The report on statistics aims to include as much information as possible on accidents that occurred in the year of the report. For this reason the coding of a year's accidents starts about 18 months after the end of the year. It has been found that after this time lapse most of the costs of accidents have been incurred. The coding of a year's accidents takes about 12 months. The coded records are stored in a database and after the closing of a year's coding are moved so that the database is ready for the next year's records. The records are moved to a database where they are accessible to queries, which are used to extract the data to draw up the various tables of the report. Drawing up the report takes 4 to 5 weeks. The report for a specific year's accidents becomes available 31 to 36 months after the end of that year.

The Accident Statistics for the year 1999 were closed off on 14 July 2003 and include 179 399 Accident Fund cases finalized at that date and 44 215 cases reported during 1999 for the other insurance carriers, making a total of 223 614 cases in respect of which compensation and/or medical aid was paid. In addition to these 35 841 claims were repudiated.

Tables A to L and 1 to 11 contain statistics relating to the before-mentioned accidents and the index to this Report may be consulted for easy reference.

MEANING OF TERMS USED IN THIS REPORT

MEDICAL AID ONLY cases are those in which the workman lost less than one day or shift (Code Y).

TEMPORARY TOTAL DISABLEMENT cases are those involving the loss of at least one day or shift (Code X).

PERMANENT DISABLEMENT cases are those resulting in some permanent physical disability ranging from 1% to 100%, according to the extent of the extent of the handicap as set forth in the First Schedule to the Act (Code 0).

FATAL cases are those resulting in the death of the workman at any time subsequent to the accident but as a direct result of such accident (Code 9).

ACCIDENT FUND: The figures under this heading include all cases where medical expenses and/or compensation is payable from the Accident Fund (Fund 1) and also cases where compensation is payable from the Accident Fund but medical costs are met by the employer in terms of the approval of medical arrangements by the Commissioner under Section 81 (Fund 2).

MUTUAL ASSOCIATIONS: This group includes cases reported by the Rand Mutual Assurance Company Limited (Fund 7) and the Federated Employers' Mutual Assurance Company Limited (Fund 8) who carry the risk of certain employers registered with them.

EXEMPTED MUNICIPALITIES: This group includes all cases reported by the Municipalities of Benoni, Bloemfontein, Durban, Germiston, Johannesburg, East London, Cape Town, Pietermaritzburg, Port Elizabeth, Kimberley and Pretoria, who pay for compensation and medical aid from their own funds (Fund 6).

GOVERNMENT DEPARTMENTS AND SOUTH AFRICAN TRANSPORT SERVICES: Under this heading are included all cases reported by the Departments (Fund 5), Provincial Administrations (Fund 3), the South African Transport Services (Fund 4) and the Homeland Authorities (Fund 9), who pay for compensation and medical aid from their own funds.

MAN DAYS LOST – ALL CARRIERS(i) Reported Cases

No days were lost in 149 886 Medical Aid Only cases. The balance of reported cases numbering 73 728 resulted in a total loss of 1 482 167 days, including Sundays. If an adjustment of 1/7 is made for Sundays in respect of cases where disablement exceeds 6 days, the number of working days lost is calculated at 1 285 267

(ii) Unreported Cases

The number of days lost in respect of the unreported Temporary Total Disablement Cases are not known. If, however, the Accident Fund average absence of 2.18 days in the 1-3 days group, is applied to the unreported Temporary Total Disablement cases estimated above, the number is found to be 176 848.

(iii) Permanent Disablement and Fatal Cases

It is accepted that each fatal or 100% permanent disablement case results in a loss of 6 000 potential man days. Where the Permanent Disablement is less than 100%, a proportionate number of days, depending on the disablement percentage, are allocated.

ACCIDENT FREQUENCY AND SEVERITY RATES - 1997Accident frequency and severity rates are the two most essential standards required for analysing accident statistics, These rates show how often on the average disabling injuries occur in any particular industry, (i.e. the accident frequency rate) and also the seriousness of the time-loss involved (i.e. the accident severity rate). An attempt has been made to determine the number of hours exposed to risk in the different industries.

The frequency rate is calculated as follows:

Number of injuries x 1 000 000Number of manhours of exposure

And severity rate:

Total Time charges in days x 1 000 Number of manhours of exposure

The last statistics available regarding the average hours worked is for 1997.

A sample of 1 681 597 workmen that did not include office staff were taken from manufacturing and construction in 1997. The average hours worked per week by the workmen were then extracted and the average time worked during 1999 calculated by multiplying the average weekly hours by 50.

Owing to lack of risk exposure data for the other industries, the average hours exposed to risk of the above sample was used in the case of the remaining fourteen industries. Thus marked industries in the tables were not represented in the sample and the general exposure figure was applied. The average time worked per industry was assumed to be constant during 1997 and when multiplied by the total number of workmen in the industry in 1999 the exposure hours were arrived at.

The above assumption is probably not strictly true to fact but is, in the absence of further information, considered reasonable for the purpose of arriving at the exposure risk.

The frequency and severity rates for time loss accidents are summarised below but for detailed analyses of these rates refer to Tables 8B and 8C.

COMPARISON OF ACCIDENT FREQUENCY RATES To obtain the frequency rate, multiply the total number of accidents by 1 000 000 and divide by the total hours of exposure. This rate has been calculated for a sample and no claim is made for their strict accuracy, as the sample was small and not very representative.

As in previous years, the Fishing Industry has a frequency rate that is much higher than any other industry. The rate for Fishing is 21.04 with Mining the second highest with 8.98. The average for all industries is 3.92.

The rates for permanent disabling injuries are not in the same order. For these injuries the Mining Industry has the highest rate at 1.18 followed by Fishing (0.95).

The six worst industries for fatalities are Fishing (2.09), Transport (0.14), Building and Construction (0.11), Mining (0.10), Glass, Bricks and Tiles (0.07) and Personal Services, Hotels (0.05).

COMPARISON OF SEVERITY RATESThe severity rate indicate the number of days that were lost due to accidents for every 1 000 hours worked. This is an indication of how severe accidents that occurred were. The number of accidents also play a role and a relation between frequency and severity rates can be expected. Where the relative positions of a industry is much different for the two rates it is an indication that accidents in that industry is either more or less severe than for other industries.

The industry with the highest severity rate is Fishing (14.34) followed by Mining (1.66).

Industries with the highest severity rates for permanent disablement injuries are Fishing (1.07), Mining (0.79), Diamonds, Asbestos, Bitumen (0.56), Glass, Bricks and Tiles (0.54), Wood (0.48), and Iron and Steel (0.37).

Industries with the highest severity rates for fatalities are Fishing (12.51), Transport (0.83), Building and Construction (0.68), Mining (0.62) and Glass, Bricks and Tiles (0.44).

ACCIDENT FUND COSTS (EXCLUDING EMPLOYERS WITH MEDICAL AID ARRANGEMENT)

Table 6 gives an analyses of the cost of accidents to the Accident Fund. The costs of the other carriers are incomplete and have, therefore been omitted. (See Table 7 for Costs to all carriers.)

Ratio of Medical Costs to Total Costs

In the case of the Accident Fund the ratio of medical costs to total costs is 1: 0.68 but if the costs relating to cases reported by employers having arrangements under Section 81 of the Act is excluded, the ratio of medical to total costs is 1: 0.67

ACCIDENT PREVENTION STATISTICS
