Background Information
1. The Ministry of Agricultural, Food and Environment, the Regional Ministry of Agriculture, Fishing
and Environment and the United Nations Environment Programme Mediterranean Action Plan have
implemented CAMP Levante de Almeria project, which is a practical demonstration of how to
implement Integrated Coastal Zone Management (ICZM) at the local level in Spain and in this way
testing methodologies to implement the ICZM Protocol. CAMP therefore has as aim to design and
put into practice possible systems of coordination between administrations and public participation
in decision-making related to the coast, with the fundamental objective of achieving the
sustainability of this territory. That is the reason for which CAMP Levante de Almeria had an
especial support also from the administrations included in the Coastal Commission, the eight
Municipalities included in the CAMP Area, the Association of Municipalities of Levante de Almeria,
the Provincial Government and different Councillors and Agencies of the Andalusian Government
and from the National Government, and in other hand, CAMP Levante de Almeria counted with the
support of the members of the Coastal Council, the socio-economic stakeholders within the project
area.
2. It is, therefore the trial of a new formula in which, through a learning and participatory process, the
administrations and territorial stakeholders can study the key resources for coastal sustainability,
make an assessment of problems affecting coastal management and obtain as a result a common
project for the whole territory, expressed in a strategy which lays down the steps to follow in order
to make socio-economic development compatible with the conservation of nature. This strategy is
known as the Sustainable Development Reference Framework, the final result of CAMP Levante de
Almeria project.
3. CAMP Levante de Almeria makes this stretch of the Spanish coastal area a reference point in the
Mediterranean, since it is a pioneer in the application of the ICZM Protocol and therefore an
experience extrapolable at international, national, regional and local levels.
Objectives of CAMP Levante de Almeria project
4. According to the Inception report, the general objective of CAMP Levante de Almeria project is to
serve as an demonstrative experience to be extrapolated at international, national, regional and
local scale, to ensure the application of the ICZM Protocol within the framework of the Barcelona
Convention, and thus to ensure that the principles established in the Protocol through the ICZM
methodology are upheld.
5. The achievement of the general objective of the CAMP Levante de Almeria project had the
following specific objectives:
� To ensure the sustainable development of the CAMP area and thus to combine conservation of
the environment with sustainable development through the empowering of the competent

public administrations and the various socioeconomic and scientific and technical sectors about
a Reference Framework for Sustainable Development, for which the appropriate mechanisms
will be implemented in order to ensure the coordination of the different levels of government
and participation in the decision-making process by the stakeholders in the area.
� Raise public awareness, as well as the training and capacity building of technicians from public
and private entities in those aspects that promote the Integrated Coastal Zone Management
and thus the sustainable use of natural resources and respect for the cultural and natural
heritage.
� Generate continuity in the post-project phase through the design of a proposal for investment
included in the Reference Framework for Sustainable Development for the implementation of
its guidelines.
� Encourage the competent authorities to generate instruments such as plans, strategies,
programmes or projects aimed at transposing the Integrated Coastal Zones Management to
scope of its competences.
6. Furthermore to the exposed, the implementation of CAMP Levante de Almeria served to catalyze
the application of the European Normative Framework in the project area, within this framework
can be remarked the Water Framework Directive 2000/60/CE, the Maritime Strategy Framework
Directive 2008/56/CE, the Birds Directive 2009/147/CE or the Habitat Directive 92/43/CEE.
7. The major result of CAMP Levante de Almeria project is the Sustainable Development Reference
Framework (SDRF). This is a long-term strategic document that guides the natural resources uses
and the activities development in a sustainable way. This document is complemented with the
establishment of the Institutional Coordination and Social Participation structure through the
Coastal Commission, Council and Forum, a structure designed with the aim to secure the post
project application of the Sustainable Development Reference Framework thought the implication
of the political, socioeconomic and scientific-technical spheres during its elaboration.
Project activities
8. As a consequence of the participation processes developed during the preparation of the Feasibility
Study and the formulation stage of the project, and the pre-established management methodology
for the CAMP projects, the CAMP Levante de Almeria project is divided into three main activities:
� Horizontal activities: a) Institutional Coordination and Social Participation Framework; b)
Information and Awareness on Coastal Sustainability; and c) Training and capacity building.
� Individual projects: They are organised around the main thematic areas identified in the
preparatory processes, in addition to those proposed by the MAP as obligatory.

d) Dissemination of Good Practices in Productive Activities;

� Project Coordination, Integration and Dissemination of Results
Participation at the Final Presentation Conference
9. During this event, the activities carried out, as well as the achieved results and the lessons learned
from the Mediterranean, national, regional and local perspectives were presented to the public and
to those actors that participated in the project.
10. The Final Presentation Conference was conceived to be a turning point between the
implementation stage of the CAMP Levante de Almeria project and the development of the post-
project stage, when the Action Plan included within the Sustainable Development Reference
Framework starts.
11. There were 126 participants to the Final Presentation Conference, between them authorities from
the National, Regional and Local Governments, as for instance, the Secretary of State for the
Environment, the National Government Delegate in Andalusia Region, the National Government
Sub delegate in Almeria, Andalusian Councillor for the Environment, the Regional Government
Delegate or the Territorial Delegate for the Environment. They were accompanied by
representatives of MEDU-MAP, PAP/RAC, SPA/RAC and CP/RAC, as well as other participants from
the Coastal Commision and the Coastal Council, the project experts or the technical staff from
public administrations. The agenda of the Final Presentation Conference and the full list of
attendants are available at appendix I and II respectively.
Objectives of the Final Presentation Conference
12. The objectives of the Final Presentation Conference were:
a. To present the results achieved during the project implementation, as well as the agreed
Sustainable Development Reference Framework;
b. To expose the lessons learned within this demonstration project;
c. To establish the basis for developing the post-project stage.
Agenda item 1: Opening of the Final Presentation Conference
13. The Conference was held in the Archaeological Museum of Almeria, on February 4, 2013. The
Conference began with the projection of the project promotional video: CAMP Levante de Almeria,
testing a model of Integrated Coastal Zones Management, prepared by Landsofwaves.

14. The welcome was on charge of the Parties of CAMP Levante de Almería project: Ms. María Luisa
Silva Mejías, Coordinator and Executive Secretary, Mediterranean Action Plan, United Nations
Environment Programme; Mr. Luis Planas Puchades, Councillor for the Agriculture, Fishing and
Environment, Andalusian Government; Mr. Federico Ramos de Armas, Secretary of State for
Environment, Ministry of Agriculture, Food and Environment. They were presented by Mr. Emilio
Roldán del Valle, Executive Director CAMP Levante de Almeria, Chief of Service in Almeria for the
RENPA, Regional Government for Agriculture, Fishing and Environment.
15. The first welcome to the participants came from Ms. María Luisa Silva, who explained the origins of
the Mediterranean Action Plan and the Integrated Coastal Zone Management as response to the
necessitate to introduce institutional coordination and social participation approaches in the
decision-making processes related to the coast. As consequence, the IZCM Protocol, an
international normative framework, was generated. It is the regional response to the problems and
threats that are affecting the Mediterranean coast, a tool to promote sustainable development.
About CAMP project, it is a very singular and successful project as it is the first one focus on the
implementation of ICZM Protocol and during its implementation had an exemplar component of
institutional coordination and social participation.
16. In second place the Andalusian Councillor for the Environment, Mr. Luis Planas, gave a warm
welcome to the assistants and highlighted the pioneering initiative that CAMP Levante de Almeria
means in the framework of the Integrated Coastal Zone Management. He gave a special recognition
to those persons, organizations and administrations that were involved in the processes that were
part of CAMP Levante de Almeria project to obtain the Sustainable Development Reference
Framework. There are two key features that make this project a reference within the framework of
the European Union, the successful social participation that took place and the location itself of
CAMP Levante de Almería area, the Eastern of Almeria, which is one of the most dynamic socio-
economic areas in Andalusia and, at the same time, it is a territory with exceptional natural
qualities. About the results obtained, the Sustainable Development Reference Framework it is
plenty of very positive proposals which were agreed by the local stakeholders.
17. In the last place the Secretary of State for the Environment, Mr. Federico Ramos, after welcome to
the assistants remarked the importance of CAMP Levante de Almeria project for the Spanish
Government. The coastal zones are strategic areas for the Spanish Government and the challenge
of the sustainable development within these areas is a key matter. The approval of the IZCM
Protocol is an evidence of it, and CAMP Levante de Almeria is a very good example of how to
implement it. The CAMP Levante de Almeria project has confirmed the importance of social
participation in making-decision processes regarding coastal areas. About the objectives included in
the Sustainable Development Reference Framework are conceived to solve future problems to face
in a climate change scenario, specially the objective related to the improvement of the water
management, which is a key issue in a semi-arid environment as the project area is.
Agenda item 3: CAMP Levante de Almeria from the Mediterranean perspective
18. Mr. Marko Prem, PAP/RAC MAP UNEP Deputy Director was in charge of this presentation, the aim
was to share the general context in which CAMP Levante de Almeria is included. The normative
framework on CAMP Levante de Almeria was introduced, the Barcelona Convention, its seven
Protocols, and the Mediterranean Action Plan. The Programme CAMP is the main tool of MAP to

promote Integrated Coastal Zone Management between the Mediterranean Countries. CAMP is a
programme which deals not only with the ecosystems fragility, also with the social and institutional
realities. The case of CAMP Levante de Almeria was very important in the Mediterranean scope as it
is the first project aimed to implement the ICZM Protocol and its articles. CAMP Levante de Almeria
singularity was the dialog and consensus between all the stakeholders in order to achieve coastal
sustainability, creating the ownership of the SDRF as they were involved in the process of
elaboration of the proposals included in the same. The SDRF contains very concrete proposals to
implement ICZM in Levante de Almeria, so he encouraged, as representative of the PAP/RAC, to the
Levante de Almeria authorities to implement the SDRF. He also thanked the work done by the
General Coordinator, Ms. Ana Correa Peña, and the Technical Coastal Office, Ms. Pilar Villegas
Campos and Mr. Daniel Callejón.
19. Agenda item 4: CAMP Levante de Almeria project activities and results.
20. Ms. Ana Correa Peña, General Coordinator of the CAMP Levante de Almeria project, acknowledge in
her name but also in behalf of the Coastal Technical Office to the Steering Committee their
nomination during the formulation stage of the project to carry out this pioneer initiative. She also
thanked to all the stakeholders involved in the project for gave them the opportunity to make
possible the Integrated Coastal Zone Management in the Levante de Almeria with their
participation in many workshops, meetings of other kind of activities.
Regarding the activities developed, during the formulation stage it was recognised as essential the
creation of an institutional coordination and social participation framework, in order to this, a
decision-making body was created, the Coastal Commission and two social participation bodies, the
Coastal Forum and the Coastal Commission. These bodies were complemented with Experts group
formed to advise the Team Leaders of the individual projects.
The parallelism between the development of individual projects and horizontal activities was
explained, as well as the role performed for each of the bodies included within the Institutional
Coordination and Social Participation Framework.
The main result of the Institutional Coordination and Social Participation Framework was the
achievement of a collective project for the territory, the Sustainable Development Reference
Framework, which comes with the ownership of the project stakeholders.
21. Ms. Pilar Villegas, the Coastal Technical Office Coordinator, took the floor in order to explain the
horizontal activities performed. In first place the Trainee and Capacity Building, most of them
prepared with the CAESCG from Almeria University. The activities were mentioned and the result
highlighted was to know firsthand the trainee needs requested by the staff from different
administrations. These needs were included in the SDRF.
Regarding the Awareness Raising in Coastal Sustainability, the two campaigns performed were
explained. The campaign of Good Practices for Beaches and Seas users, prepared by Ecomimesis,
included childish Imagine Workshops were 315 children were involved and theatrical performances
had for more than 1.500 people in the eight municipalities which are part of CAMP Levante de
Almeria area. In the case of the awareness raising campaign to disseminate the values of the
Cultural Heritage and the Landscape in the Eastern Almeria, included theatre performances

concerning the Cultural Heritage in the area, which were prepared by La Pita Verde, and a
photographic competition was carried out. The results of the photographic competition were
exhibited 10 times in all municipalities of CAMP Levante de Almeria area.
In this sense and in cooperation with the CP/RAC were carried out various courses on Sustainable
Consumption, Green procurement and Green events. Complementary to this, between awareness
raising activities many volunteer activities were carried out in cooperation with local volunteers
networks, including three workshops with volunteers were developed in order to obtain proposals
for the elaborated strategy for the promotion of the volunteer activity in the CAMP area.
22. Mr. Francisco Cáceres, Chief of the Environmental Information and Assessment Service of the
Andalusian Government of Agriculture, Fishing and Environment, presented the integration of the
information generated by the project in the Andalusian Environmental Information Network
(REDIAM). He introduced the normative obligations for public administrations to facilitate
environmental information to the public, and also its utility to improve the Integrated Coastal Zone
Management. In this sense the Andalusian Government created REDIAM where the CAMP
information has being included by a viewing tool with CAMP results within this network. A
demonstration about the functioning of the viewing tool took place. SILA activity was coordinated
from the CAESCG, Almeria University.
23. Ms. Ana Correa, General Coordinator of CAMP Levante de Almeria project, took the floor in order to
explain the results of the individual projects:
a. Landscape Valuation: PAP/RAC vulnerability assessment methodology was carried out in
CAMP Levante de Almeria together with a coastalization diagnosis. Thanks to the
coastalization diagnosis land uses and environmental variables to be assessed at the
vulnerability assessment were identify, obtaining vulnerability maps for each of these
activities for the whole CAMP area. The main conclusions obtained by these maps served
to make recommendations for the SDRF. The Team Leaders were Nubia Consultores.
b. Marine Environment Sustainable Use: with the support of SPA/RAC, PAP/RAC vulnerability
assessment methodology was extrapolated in a pilot manner to the marine environment
included in CAMP area. Thanks to the Expert group the main activities and environmental
variables to be assessed were identify, obtaining vulnerability maps for the marine area
related to those uses. The main conclusions obtained by these maps served to make
recommendations for the SDRF. The Team Leaders were AGAPA.
c. Water Cycle Sustainable Management: in this individual project a public participation
methodology to enrich the Hydrologic Plans was test. As basis information for the public
participation that took place a Diagnosis about the Hydrologic plans was prepare. The
diagnosis was enriched with 12 participation workshops that were carried out and the
proposals obtained in those participation workshops were included in the SDRF. The Team
Leaders were Ecomimesis.
d. Improvement in the Management Criteria for the Maritime-Terrestrial and Hydraulic Public
Domain: with this individual project an innovative methodology to identify flood areas
having into account marine and hydraulic forces at the same time was implemented in a
pilot manner. This methodology was test in three different areas, according with the
advice of the Expert group, having relevant results for the Antas River. This innovation is

recommended in the SDRF. The Team Leaders were Research Group on Environmental
Flows Dynamics of Granada Univesity
e. Cultural Heritage Conservation: Participation processes took place in order to search for
different strategies to promote the value of the cultural heritage in the CAMP Areas. Three
tools were used to achieve it: the elaboration of an interpretative cultural itinerary for the
CAMP area, the elaboration of a strategy to promote private custody and the elaboration
of a Decalogue for the conservation of local architecture. The proposals from the
participation processes were integrated in the SDRF. The Team Leaders were La Pita Verde.
f. Dissemination of Good Practices in Productive Activities: with the support of CP/RAC
specific trainee about good practices for Agriculture, Fishing and Tourism sector was
designed and disseminated between these target groups. In the three cases proposes from
the target groups were gathered in order to be integrated in the SDRF. Furthermore in
these activities participated Lucia Martínez Posse as consultant for Fishing and Coexpal and
Cajamar Foundation in the case of the Agriculture.
24. Finally, Pilar Villegas, Coastal Technical Office Coordinator, took the floor in order to explain the
contents of the final publication of the project “Levante de Almería: a laboratory to test Integrated
Coastal Zone Management”, where all the results of CAMP Levante de Almería project are included.
Agenda item 5: Results obtained with the Coastal Council participation Imagine Methodology
25. Mr. Simon Bell, Imagine Team Leader and professor of the Open University, explained the spirit of
the project and the Imagine process. He pointed out that according to his experience CAMP Levante
de Almeria project is one of the best CAMP projects developed and that it will serve to teach to next
CAMP projects. The project has provided a local message of global significance. About the Imagine
process bring together the various thoughts and considerations in the same place, independently to
the skills of the participants. Participants analyse where they come from, where are they and where
are they going so this reflection is expressed through indicators in amoeba diagrams and they can
see clearly their history and plan for the future. The proposals obtained were the basis for the
elaboration of the SDRF. One of the conclusions is that Imagine, and this CAMP project in particular,
facilitate real conversations about real problems to obtain citizens concerns and allow extrapolating
theses concerns to the technical level.
Agenda item 6: Sustainable Development Reference Framework and its socioeconomic perspective
26. Mr. Hermelindo Castro, Sustainable Development Reference Framework Team Leader, CAESCG
Director, University of Almeria, took the floor in order to explain the elaboration of the SDRF. First
of all he remarked the big effort done with this project by the Parties of the project and by all the
stakeholders and staff. Regarding the integration procedure or the CAMP architecture, it was
needed to integrate the expert view obtained thanks to the individual project development with
the various social views gathered thanks to Imagine workshops or other participations processes
developed. Those views were organized according to an economical assessment and gave many
proposals for the SDRF. After the study of those proposals, those proposals became actions, actions
were grouped in measures, those measures were grouped in programmes and those programmes
were grouped in four objectives to achieve with the SDRF development.

27. Mr. Andrés Sánchez, Socioeconomic Assessment for the Sustainable Development Reference
Framework Team member, Applied Economics Department of Almeria University, presented the
social and economical assessment component of the SDRF. A new discourse about development in
the future was articulated for the SDRF having into account the three main historical features of this
territory: the isolation, the aridity and the coastline. Some difficulties that produced the late
development of the CAMP area.
28. Mr. David Uclés, Socioeconomic Assessment for the Sustainable Development Reference
Framework Team member, Studies Institute Director, Cajamar Foundation, presented the intensive
agriculture as the main economical engine of the territory until the present, it brought a confused
view of the local population about water availability. The other economical engine was the
construction, with a wrong confidence of being able to sell everything built. There is a lack of
economical diversity in the territory.
29. Mr. Andrés Sánchez, Socioeconomic Assessment for the Sustainable Development Reference
Framework Team member, Applied Economics Department of Almeria University, took the floor
again, this time to present the new idea in which the SDRF is based: to build an intelligent territory
in which nature conservation is an active and not a limitation, with a strong territorial identity, in
which negative externalities are minimized and with a participative and transparent model of
governance.
30. Mr. Hermelindo Castro, Sustainable Development Reference Framework Team Leader, CAESCG
Director, University of Almeria, took the floor again in order to explain an example of each of the
objectives included in the SDRF:
a. The improvement of the water cycle model;
b. Boost action improving territorial integration of uses and production activities to conciliate
their coexistence in the area;
c. Stimulate the adoption of sustainable practices that promote optimisation of natural
resources, ensure maintenance of environmental services and propitiate the generation of
green employment;
d. Consolidate a transparent, participatory governance promoting social participation and
institutional coordination in decision-making to ensure integrated coastal management for
the benefit of present and future generations.
Finally, he remarked that to achieve those objectives through the Action Plan included in the SDRF
is essential for the territory and, CAMP Levante de Almeria project was confirmed that stakeholders
agree with this point of view. Therefore it is crucial that administrations responsible of the SDRF
implementation work in this sense.
Agenda item 7: Lessons learned from Local, Regional and National perspective
31. Mr. Emilio Roldán del Valle Executive Director CAMP Levante de Almeria, Chief of Service in Almeria
for the RENPA, Regional Government for Agriculture, Fishing and Environment took the floor in
order to remark that despite the difficulties that the project had in its initial stage, the best lesson
to learn with this project is the social and political commitment with the agreements reached.
CAMP Levante de Almeria is a complex project, of difficult understanding, but once that this

difficulty was resolve it became exemplar. CAMP project experience should serve as model for
other management projects.
32. Mr. Jose Luis Buceta, Division for the Sea Protection, General Directorate for the Coast and the Sea
Sustainability, Ministry of Agriculture, Food and Environment, did some reflexions about what
CAMP project Levante de Almeria means for the technical point of view. CAMP Levante de Almeria
is a conceptual change about how the coast is managed, with an interesting approach, the
management of the sea shouldn’t be separated of the coastal management and, in other hand the
integration of sectoral policies, which is a key matter. The institutional coordination was exemplar
within this project, it was the first time that different administrations were sat in the same table to
debate and reach common views. It is also interesting the link with the scientific sector and the
social sector. One surprising conclusion for the CAMP project and included in the SDRF is that social
and technical sector request to the administration to accomplish with legal obligations. Also the
improvement of the knowledge plays an important role in the SDRF which is essential for a good
ICZM. The awareness about the coast fragility and importance and the availability of environmental
information for the citizenship is fundamental for the proper work of the administration, and it is
also a key aspect gathered in the SDRF. To finalize he did a special recognition to the staff involved
in the project development, the General Coordinator and the Coastal Technical Office.
Agenda item 8: Official closure
33. Mr. José María Garrido, Coastal Council Chairman, FACUA Vice-president, thanked to the public
their participation in this important day in which the SDRF is being presented. He said that he was
very proud of the SDRF, and it is the music that the political and social stakeholder orchestra must
play after this day. Being aware of the difficulty to get an agreement between political and social
stakeholders we are also aware that SDRF is the music we want to play. He encouraged the
continuity of the project with the post project phase.
34. Mr. José Manuel Ortíz Bono, Coastal Commission Chairman, Territorial Delegate in Almeria Province
for Agriculture, Fishing and Environment, highlighted the CAMP Levante de Almeria project success
in three scales, at the local level, with the function of this pioneering governance model. We are
very proud in the local level and we are aware of the challenge that the implementation of the SDRF
means. In the national and regional level, CAMP Levante de Almeria put to Andalusia in head of the
ICZM, Almeria now has a big responsibility to serve as a demonstrative experience for the rest of
the Andalusian coastline and; in the international scale with the foster of the implementation of the
ICZM Protocol. He reminded the objectives agreed in the SDRF and he acknowledge to all the staff
and stakeholders that made CAMP Levante de Almeria possible, and he committed to do his best in
order that the Final Presentation Conference it is just a turning point between the CAMP Levante de
Almería development and the implementation of the SDRF.
35. Mr. Andrés M. García Lorca, National Government Sub-delegate in Almeria Province, reminded the
seed of the CAMP Levante de Almeria in 2005, according to his opinion CAMP Levante de Almeria is
essential for operative responses which are important for the Mediterranean basin. Public
administrations has to be committed with the results even when it is difficult go from discussion
and action. Public action to control and follow up of the SDRF is vital. In this regard, in quality of
representative of the State, Spanish Government will always serve to the general interest, there is a
need for a better management of the areas as CAMP Levante de Almeria area, we have to specially
thanks the volunteer activity of the stakeholders that cooperated with this project, and also to the
