    The curious case of

    HailemedHin abera

    When the hijacking of an Ethiopian Airlines plane flight number ET-702 that was bound to Rome but diverted to Geneva was heard, people had to wait the whole day to find out who the first officer-turned-hijacker was. It was Redwan Hussein, head of Government Communication Affairs Office, who revealed the name Hailemedhin Abera Tegegne to the world. Not many, including his neighbors, knew his name. In fact, they knew him by another moniker Tad, short for Tadlo, which is translated as he is lucky. The hijacker took those who knew him and the rest of the world by surprise and is now considered to be an unlucky person. Pictured above is Hailemedhin in Khartoum.     The British Oil company prospecting for oil in the Ogaden basin, New Age, has noted oil and gas flow in its appraisal well Elkuran-3.

    New Age started drilling the appraisal well last October, with a targeted depth of 2,850 meters. Reliable sources told The Reporter that a crew was drilling the well when it noted oil and gas flow at a depth of 1200 meters on February 12, 2014.

    Oil and gas shows were noted throughout the intervals, the source said. The results are similar to that of Tenneco, the American company that drilled the first exploration well in the Elkuran locality in the 1970s. Tennecos drilling crew encountered similar results in 1972, the source said.

    A petroleum expert told The Reporter that oil and gas flow does not necessarily mean that there is a commercial deposit. Oil and gas flows are very common in that region, especially in the Elkuran and Hilala localities. More exploration work is needed, the expert said.

    Sources said the reservoirs at Elkuran-3 have low porosity and permeability and will likely require acid or fracture stimulation to produce the necessary commercial levels. Oil and gas-condensate was recovered from one of sample zones. At the base of the well, a flow of gas was encountered and the drilling is suspended in order to mobilize test equipment to evaluate this zone. A decision has also been taken to deepen the well to below the initial planned target depth of 2,300m, to evaluate the deeper sandstone zone which is considered to have a significant gas condensate potential, the source said.

    IntroductionSt. Pauls Hospital Millennium Medical College (SPHMMC) is a Medical school based inside St. Pauls Hospital, a referral hospital in Addis Ababa under the auspices of the Ethiopian Federal Ministry of Health (FMOH). It is the third largest public hospital in operation in the nation & was established in 1961 to serve the economically un-der privileged population, providing services free of charge to about 75% of its patients. By the turn of the Ethiopian Millennium, FMOH transformed the then second largest hospital into a medical school with current total enrolment capacity running in the order of 800 stu-dents.SPHMMC is selected by the FMOH to organize and effect Telera-diology service throughout the country. The FMOH and SPHMMC have established a national technical working group( NTWG) of five persons including two from SPHMMC, One from RSE, one from FMOH and one from AAU college of health sciences with a prime responsibility of writing the road map and organize as to how the Teleradiology service in Ethiopia should be set in place in a way that it is sustainable and self supporting in the future. Training in different subspeciality/fellowship (in Radiology) programmes is believed to be pivotal in executing the different phases of the national Teleradi-ology programme. Hence, SPHMMC, as an institute organizing the subspecialty train-ing, is now seeking an international training provider whose respon-sibility will be to provide primarily web based subspecialty training to candidate Radiologists. The training is considered as part of the national Teleradiology program.

    Objective of the assignment

    To train 12 Radiologists in four different subspecialties of Radiology. By increasing the number of trained subspecialists in the country the FMOH intends to expand Radiology specialty training through-out the country. The trainees are also expected to run the national image center which will be established few years down the road through a cyber platform throughout the country.

    Scope of work

    Saint Pauls hospital is looking for international subspecialty training providers who have the capacity to provide an active online & on-site training to Radiologists in the following fields:

    The training is expected to be mainly web based (online), using Teleradiology technology .

    The USAID| Private Health Sector Program (PHSP) supports the Federal Min-istry of Health (FMOH) and RHBs and facilitates the engagement of the private health sector in the delivery of high quality and affordable public health services. A clear framework guideline on Public Private Partnership in Health (PPPH) is essential and in place to initiate PPPH projects and to direct a fair and appropri-ate participation and representation of the private health sector in an effective and sustainable partnership. A Comprehensive PPPH Guideline and a PPPH implementation Guideline are drafted and need to be finalized soon.

    The FMOH has, therefore, formed a technical working group to oversee the PPPH. USAID| PHSP has agreed to hire a PPP Procurement Specialist to be seconded to the FMOH PPP Unit in Resource Mobilization Directorate (RMD).

    Public Private Partnership (PPP) Procurement Specialist at Federal Ministry of Health (FMOH)

    The PPP Procurement Specialist will:

    1. Report to the Director of Private Health Sector Development at PHSP and to the Resource Mobilization Directorate Director at FMOH.

    2. Be stationed at the FMoH in Addis Ababa to support the Resource Mobilization Directorate under the State Minister of Operations at the FMoH to finalize and operationalize the PPPH Implementation Guidelines.
