This column is dedi-cated to answering somegeneral operational ques-tions that have been posedby parents. I hope these re-sponses will provide every-one with some insight into why certain decisions aremade. Please know that thebest long-term academicinterests o the child, stu-dent and sta sa ety andconsistent and equitableimplementation o policy drive all decision-making inDistrict #100.

Why has the school sug-gested counseling for my child? He isn’t mentally ill!

Many people, including children, need support indealing with issues through-out their lives. This does notmean they have a mentalillness. A child may be deal-ing with grie rom the losso a loved one or a move

rom one household to an-

other. In these economictimes, many parents havelost their jobs. The stresso ten causes anxiety in theentire amily. Sometimeschildren exhibit behaviorssuch as the t, anger or ag-gression towards others orbecome withdrawn whenthey try to deal with emo-tions they don’t understand.Counseling at school can bea sa e and convenient way to assist a child. As a school we do our best to meet theneeds o the “whole child”.Their physical, social andemotional needs must be

met i academic success isto be achieved.

My friend’s child partici-pates in a program calledSecond Step. Why isn’t my child involved?

Our school district end-ed last fscal year with over$3.6M in its operating unds.This is a large amount o money. But, with aver-age monthly costs o over$570,000 to operate pro-grams, maintain acilitiesand employ personnel, thebalance can disappear very quickly i revenues do notkeep up with expenditures.

Over the past ew years we have been ortunate tobe able to build this balancebecause we have a) main-tained operational costs b)seen a recent increase inEqualized Assessed Value(EAV) and c) experiencedincreases rom the State o Illinois in its FoundationLevel. (The FoundationLevel is a number the Stateuses to help determine how much General State Aid(GSA) school districts willreceive.) The combinationo these actors has also al-lowed the district to reduceits local tax rate by 25 centsover the last three years.

For the coming fscal

year (FY11), the fnancialoutlook is, however, not asbright. Because the Stateo Illinois is acing a $12Bbudget defcit, it is unlikely that legislators will have the willingness or the ability tomaintain the current Foun-dation Level or schools.I the Foundation Level, which currently stands at$6119 is decreased, thenour GSA will be decreased.(Last year we receivedabout $2.4M in GSA). I the Foundation Level is de-creased signifcantly, thenthe district will not be ableto adopt a balanced budget

or FY11 without making signifcant and timely costreductions.

The board o education will, o course, look or pos-sible methods o increas-ing revenue, but the reality is that in order to maintainfscal stability, the district will have to be prepared tomake sensible reductionscommensurate with the an-ticipated loss o revenue.

The board understands

that it is not its responsibil-ity to create large balances;it is, however, the board’s job to maintain balances ata level that will provide orthe needs o students andthe long-term viability o the district.

Stark 100 is not alonein this fnancial puzzle.Most school districts in Il-linois are currently having the same discussions abouthow to “make ends meet”.Fortunately, because o its past conservative fscalpolicies, our board has bal-ances to absorb a small lossin GSA that many other dis-tricts do not enjoy.

Please be assured thatas savings plans are dis-cussed over the next ew weeks, the board will ocuson how to decrease costs while maintaining qual-ity programs and top notcheducational opportunities

The Financial Health of District #100

Second Step is a vio-lence prevention programdesigned to teach studentsempathy, impulse control,anger management andproblem-solving skills. Theprogram could be imple-mented school-wide, butthe need or this is not evi-dent at this time. We cur-rently o er this program toa select group o students who are identifed througho fce re errals and teacherrecommendation who ex-hibit problems in theseareas. This program is anopportunity or studentsto build important socialskills and learn strategiesthey can use throughouttheir lives. Not all studentsneed this program. I you

eel your child does, pleasecontact your child’s teacherto discuss your concerns.

The teacher has suggestedretention. We think our

child needs special educa-tion instead. What do I doto get her tested?

Things have changedin the special educationre erral process. New leg-islation mandates an early intervention process calledResponse to Interven-tion (RtI). In the past, i achild was thought to havea specifc leaning disabil-ity testing would be doneto determine i the child’sIQ (or ability to learn) andachievement were discrep-ant. I the child still does not show adequate progress, a specialeducation re erral is made. At that point, su fcient datahas been collected to show aneed or special educationservices. All o this is donethrough the general educa-tion program.

Here’s the key. Unless you eel your child is cog-nitively impaired (o tenre erred to as mental retar-dation or limited ability tolearn) or needs speech, oc-cupational therapy or phys-ical therapy, direct testing

will no longer be an option.The child must go throughthe RtI process- no excep-tions. This is the law. I yourchild’s teacher suggestsretention, that is probably the best option. This will al-low time or her to developand to receive the neededinterventions. O ten this isenough to help a child besuccess ul in school. I not,special education services will be provided.
