Transnet Engineering (TE) is one of the five Operating Divisions of Transnet Limited (SOC), is a leading South African supplier to the railway industry through manufacturing, upgrading and refurbishment of rolling stock and rail related products. Transnet Engineering’s principal objec tive is to meet and exceed all its commitments and obligations, and the expectations of all its stakeholders, central to delighting its customers, the empowerment of a competent work force and good corporate governance are core values of Transnet Engineering. The Transnet School of Engineering (SoE) is a well-established and reputable Training Institution that focuses on the delivery of various competencies in the Engineering Industry. The school aims to provide all Transnet Operating Divisions with skilled people, with the relevant competencies in various engineering and functional fields so that they can perform their duties. The institution is quality and safety compliant, has a long history in engineering related training with full accreditation by t he Transport Education and Training Authority, Merseta and other sector training Authorit ies. The institution furthermore has excellent relationships and partnerships with Original Equipment Manufacturers, such as General Electric, Electric Motive, local TVET (Technical and Vocational Education and Training ) and HET (Higher Educational Training) institutions around the country and is also registered as an assessment centre for Artisan Trade testing in various trades. In the year 2013, SoE has partnered with ICT ( information and communications technology) in implementing e-learning in TE. The purpose of implementing e -learning was to determine the readiness of the organisation in embracing blended learning training. The implementation was a success as a result TE business is now ready to implement blended learning as a solution to business and to align with 2021 vision of TE.

Purp ose of Re imp lem ent at ion

Transnet Engineering has identif ied the need to move away f rom reliance

on instructor-led training to e-Learning and blended training environments ;

in order to better service the needs of TE learners and assist in managing

capacity issues.

The current e-Learning application does not meet the training needs of the

learner. The lack of adequate environments to service large numbers of

staff at a time, users are not always properly trained and competent

enough to properly fulfi l their roles.

TE took into consideration the benefits and advantages of e-Learning by

implementing eleven (11) e-Learning modules in the Logistic and Finance

environment respectively. To date due to legislative requirements, changes

in technology, company branding, policies and procedures these modules

requires updating and the current system enhancement to cater for other

multimedia facets like audio and video streaming, virtual learning,

customised reporting and mobility etc.

Over and above the eleven existing modules it has now become prevalent

to develop all Apprenticeship Technical Learning (ATL) material to e -

Learning inclusive of assessment, moderation and audit trail s.

Scope of Work

Transnet Engineering School of Engineering (SoE) requires tools to satisfy the

following:-

1. The e-platform (front-end)-

a. Learning Solution Management Tool (LSO- SAP compatible) and

Authoring Tool (SCORM compliant).

b. Initiate an end-to-end solution for developing and delivering e -

learning programmes.

2. The e-development (back-end) - Design, Develop and Configuration.

3. Redevelop internal resources to build Transnet in order to provide and

coordinate centralized support for e -learning.

Expected outputs:-

1. Enable the end-user to optimally util ise the learning solution.

2. Enable system user to customise and provide first level technical support

to the learner.

3. Design and develop learning content for e-learning.

4. Create an environment for the end user to carry out self -help training.

Expected Design and Content Management Outputs:-

1. Tool to design, develop and execute virtual training and assessments.

2. Enable assessment moderation by the responsible Educational Training

and Development Practitioners (ETDPs)

3. Enable customisation of learning material and assessments .

4. Reporting requirements.

5. Tool to be able to send feedback workflow to end -user (computer based

and non-computer users):

a) Assessment Feedback to the Assessor.

b) Assessment Feedback to the Trainer for remedial purpose .

c) Feedback to the Assessment Designer.

d) Tool to bookmark current chapter.

6. Enable multi -media functionality.

I. Computer-controlled integration of font, graphics, drawings, stil l

and moving images (video), animation, audio, and any other media

where every type of information can be represented, stored,

transmitted and processed digitally.

8. Tool to have selection of multiple Functional/Technical dictionaries,

Annexures and Glossary embedded into the content and/or assessment

9. The solution to withstand technology changes over t ime without costly

redesign, reconfiguration or recoding. No modifications to the learning

object wil l be required in order for it to function even as software

systems and platforms are changed or upgraded.

10. A learning object to be developed to meet the minimum SCORM standard s

which should remain usable in any SCORM-compliant learning

management system into the future; regardless of the changes to

technology or developments within the SCORM standard itself.

Phase II Roll-out

1. Implementation of Mobility Integration – the usage of tablets for

assessments.

2. Tool to enable continuous version control .

3. Transferred the necessary knowledge and skills from consultants to

Transnet Engineering to enable the business to take ownership of the

usage of the Learning Solution.

4. Determine the maintenance st rategy and process of the learning material.

5. Introduce full scale virtualised training and assessment.

1. Technical Definition

Business

The solution must integrates SAP LSO - these interfaces must be determined as

part of the system -:

Upload the learner participation, results to the employees SAP profile on

SAP HCM.

Access to the learning material is via the Learning Portal.

The SAP LSO solution consists of the following components which TE has

implemented and is hosted by Transnet Group-:

It provides specific functions, depending on the role of the user:

Learning Portal – Web based access for learners

Instructor Portal – Web based access for instructors/tutors to run the

courses

Course Administrator Portal – web based access for the relevant

administrator with access to specific functions to the Training

Management system.

Training Management – this is the heart of the LSO solution where all

the back end administration and controls are management from.

Content Management System (CMS) – SAP LSO has a default content

management system, but the use of an alternative is supported and

must be investigated as part of the final design and implementation.

Development

The Software Requirements Specification specifies the requirements of the E-

Learning tool using which people can generate multimedia presentations

viewable an all popular web browsers.

Technical Impact

Network impact will be determined by the type and size of the content

developed, and must be taken into account during all design and

implementation phases as this could lead to user frustration should the

network capacity be exceeded.

The solution will also require SAP LSO integrations with the online a ssessment

tool that will be implemented. ICT personnel to be trained on E -learning

Software tools to be able to provide Technical Support.
