clearances for the above project under EIA Notification 2006. The proposal has been

appraised as per the provisions under the EIA Notification 2006 and on the basis of the

documents enclosed with the application and clarifications furnished in response to the

observations of the State Expert Appraisal Committee, Odisha.

proposed project site. Total proposed project area is 66.25 Acre. Total land has beenacquired through lDco. Total Project Cost is Rs.401.00 Crore. A budget of Rs. 1244.6Lakhs and Rs' 63'4 Lakhs are earmarked towards capital cost and Recurring cost perannum respectively. A budget of Rs.2005.00 lakhs has been envisaged for CSRactivities. This proposed project is listed at s.N. 3(b) category'B' under cement ptantsand will be appraised at the State level. Terms of Reference was issued by SEAC toM/s Emami Cement Limited vide Letter No. 356/SEAC -04 dated 19th May 2016. Thebaseline data has been collected during Pre-Monsoon Season (1Sth March 2016- MthJune 2016). Public Hearing has been conducted on 22.02.2012 and accordingly FinalEIA report has been prepared.

The unit has proposed to produce Portland Slag Cement (psc), porilandPozzolana Cement (PPc), and ordinary Portland cement (opc) of capadity 2.0MTPA' Clinker, Gypsum, BF Slag, Fly Ash and Limestone are the major raw materialsfor the proposed project' Gaseous emission will be controlled by installing air pollutioncontrol equipments. Dust suppression will be done by water sprinkling to controlfugitive emissions due to transportation activities. Water sprinkling will be done alongthe haul roads to control dust arising from vehicular movement. Suitable type andcapacities of bag filters will be envisaged for the deducting system at Raw materiathandling points.

Total water requirement for the proposed project is of 3o0KLD which will besourced from IDCO water supply. Total power requirement for the proposed project is15000 KVA which will be sourced from New Duburi Switchyard at Kalinganagar. NoWaste water will be generated from the process. Domestic waste water will be treatedin septic tank and discharged to soak pit.Zero discharge norms will be maintained inthe proposed plant' Dust from APC devices and Ash generated from Hot Air Generatorwill be reused in process. sludge from RWTP will be used for landscaping. Green bettwill be developed in 23.2 Acres of the total plant area. Earmuffs/earplugs will beprovided to workers working in high noise prone areas. The Consultant made adetailed presentation on behalf of the project proponent on the project before theSEAC on 19.04.2017, 17.05.2017 & 24.05.2017.

Ltd, Bhubaneswar on behalf of the project proponent, the State ExpertAppraisal Committee (SEAC) after due considerations of the relevant documentssubmitted by the project proponent and clarification/documents furnished to it have

recommended the project for grant of environmental clearance for the project valid for aperiod of 7 years with certain stipulated conditions.

The state Environment lmpact Assessment Authority (sElAA) afterconsidering the proposal and recommendations of sEAc, odisha hereby accordsEnvironmental clearance in favour of the project valid for a period of 7 (seven) yearsunder the provisions of EIA Notification 20oo and 2009 and subsequent amendmentsthereto subject to strict compliance of all conditions as foilows.

A. Specific Gonditions:

1' The project proponent should install 24x7 air monitoring devices to monitor airemissions, as provided by the CPCB and submit report to the sElAAl odishaand Regional Office, MoEF & CC, Bhubaneswar.

2' The standards issued by the MoEF & cc, Govt. of lndia vide G.s.R. No. 612 (E)dated 25th Augu st, 2014 and subsequent amendment dated gth May, 2016 and10th May, 2016 regarding cement plants with respect to particulate matter,SO2and NOx shall be followed.

3' continuous stack monitoring facilities to monitor gaseous emissions from theprocess stacks shall be provided.4' Prescribed limit of PM shall be enforced to meet prescribed standards byinstalling adequate air pollution control devices viz (i) Electrostatic precipitators toclinker cooler, (ii) bag house to raw mill/kiln and (iii) bag filters to coal mill andcement mill' Low emission NOx burners shall be provided to control Nox

emissions. Regular calibration of the instruments must be ensured.5' The National Ambient Air Quality standards issued by the MoEF & cc, Govt. oflndia vide G-S.R. No. 826(E) dated 16th November. 2oO9 shail be foilowed.6' Secondary fugitive emissions shall be controlled and shall be within theprescribed limits and regularly monitored. Guidelines/Code of practice issued bythe CPCB in this regard shall be followed.

7 ' Arsenic and Mercury shall be monitored in emissions, ambient air and water.8' All the raw materials shall be stored under covered shed (as proposed) to controlfugitive emission.

9' Efforts shall be made to reduce impact of the transport of the raw materials andend products on the surrounding environment including agricultural land by theuse of conveyors/rail mode of transport wherever feasible. The company shallhave separate truck parking arca. Vehicular emissions shall be regularlymonitored.

10' Project Proponent will ensure to reduce water consumption by using air cooledcondensers. All the treated wastewater shall be recycled and reused in theprocess and/or for dust suppression and green belt development and other plantrelated activities etc' No process wastewater shall be discharged outside thefactory premises and 'zero'discharge shail be adopted.

11' Project Proponent will ensure to make use of rain water harvested. lf needed,

capacity of the reservoir shall be enhanced to meet the maximum waterrequirement' only balance water requirement shail be met from other sources.12' All the bag filter dust, raw mitl dust, coal dust, clinker dust and cement dust frompollution control devices shall be recycled and reused in the process and used forcement manufacturing. spent oil and batteries shall be sold to authorizedrecyclers / re-processors only.13' Green belt over 33% of the total project area shail be developed within plantpremises with at least 10 meter wide green belt on all sides atong the periphery

of the project area and along road sides etc. by planting hative and broad leavedspeeies in consultation wfth local DFo, local community and as per the CpCBguidelines.14' The project proponent shall provide for solar light system for all common areas,street lights, villages, parking around proleci area and maintain the sameregularly.15' The project proponent shall provide for LED lights in their offices and r6sidential

areas.16' All the recommendations made in the charter on corporate Responsibility forEnvironment Protection (CREP) for the cement plants shall be implemented.17 ' At least 2'5Yo of the totat cost of the project shall be earmarked towards theEnterprise social commitment (ESC) based on public Hearing issues, localsneed and item-wise details atong with time bound action plan snlatt be preparedand submitted to the sErAA, odisha and Regionar office, MoEF & cc,Bhubaneswar' lmplementation of such program shall be ensured by constitutinga committee comprising of the proponent, representatives of village panchayat

and District Administration. Action taken report in this regard shall be submittedto the sErAA, odisha as weil as to the Regionar office, MoEF & cc,Bhubaneswar.18' ln addition to the above provision of ESC, the proponent shall prepare a detailedcsR Plan for the next 5 years including annual physical and financial targets forthe project, which includes village-wise, sector-wis" 'in."iti, Education,sanitation, skill Development and infrastructure etc.) activities in consultationwith the local communities and administration. The plan so prepared shall bebased on sMART (specific, Measurable, Achievable, Relevant and rime bound)concept' The expenditure should be aimed at sustainable development and directfree distribution and temporary relief should not be included. The csR plan willinclude the amountof 2% retain annual profits as provided for in clause 135 ofthe companies Act, 2013 which provides for 2% of the average net profits ofprevious 3 years towards CSR activities for life of the project. A separate budget

head shall be created and the annual capital and revenue expenditure on variousactivities of the Plan shall be submitted as part of the Compliance Report to theSEIM, odisha and Regional Office, MoEF & cC, Bhubaneswar. The details ofthe CSR Plan shall also be uploaded on the company website and shall also beprovided in the Annual Report of the company.

19' A Risk Assessment study and Disaster Preparedness and Management planalong with the mitigation measures shall be prepared with a focus of Disaster6 .6-

Prevention and a copy submitted to the SEIM, Odisha, Regional Office, MoEF &CC, Bhubaneswar, SPCB and CPCB within 3 months of issue of environmentilearance letter.

20' To educate the workers, all the work places where dust may cause a hazard shallbe clearly indicated as a dust exposure area through the use of display signswhich identifies the hazard and the associated health effects.

21. Provision shall be made for the housing of construction labour within the site withall necessary infrastructure and facilities such as fuel for cooking, mobile toilets,safe drinking water, medical health care, creche etc. Tho housing may be in theforrn of temporary structur'es to be removed after the completion of the project.

B. 9eneral Gonditions:

1. The prolect authorities must strictly adhere to the stipulations made by the StatePollution Control Board, Odisha. .

2. No further expansion or modifications in the plant shall be carried out withoutprior approval of the SEIAA, Odisha.

3' At least four ambient air quality monitoring stations should be established in thedownward direction as well as where maximum ground level concentration ofPMto, PMz.s, SOz and NOx are anticipated in consultation with the SpCB. Dataon ambient air quality and stack emission shall be regularly submitted to thesElAA, odisha, Regional office, MoEF & cc, Bhubaneswar and theSPCB/CPCB once in six months.

4. lndustrial wastewater shall be properly collected, treated so as to conform to thestandards prescribed under GSR 422 (E) dated lgth May, 1gg3 and 31'lDecember. 1993 or as amended from time to time. The treated wastewater shallbe utilized for plantation purpose.

5' The overall noise levels in and around the plant area shall be kept well within thestandards (85 dBA) by providing noise control measures including acoustichoods, silencers, enclosures etc. on all sources of noise generation. The ambientnoise levels should conform to the standards prescribed under EPA Rules, 1gB9viz. 75 dBA (daytime) and 70 dBA (nighttime).

6. Occupational health surveillance of the workers shall be done on a regular basisand records maintained as per the Factories Act.

7. The company shall develop rain water harvesting structures to harvest themaximum quantity of rain water for utilization in the lean season besidesrecharging the ground water table.

8. The project proponent shall also comply with all the environmental protectionmeasures and safeguards recommended in the EIA/EMP report. Further, thecompany must undertake socio-economic development activities in thesurrounding villages like community development programmes, educationalprogrammes, drinking water supply and health care etc.

9. Requisite funds shall be earmarked towards capital cost and recurringcosUannum for environment pollution control measures to implement theconditions stipulated by the SEIM, Odisha as well as the State pollution Control@ @

Board, Odisha. An implementation schedule for implementing all the conditionsstipulated herein shall be submitted to the Regional Office, MoEF & CC,Bhubaneswar. The funds so provided shall not be diverted for ayother purpose.

10' A copy of clearance letter shall be sent by the proponent to concernedPanchayat, ZilaParishad/Municipal Corporation, Urban Local Body and the localNGO/ if any, from whom suggestions/representations, if any, were received whileprocessing the proposal. The clearance letter shall also be put on the web site ofthe company by the proponent.

11. The project proponent shall upload the status of compliance of the stipulatedenvtronment clearance conditions, including results of monitored data on theirwebsite and shall update the same periodically on the MoEF & CC, Govt. of lndiawebsite. lt shall simultaneously be sent to the Regional Office of the MOEF&CCat Bhubaneswar, the respective Zonal Office of CPCB and the SPCB. The criteriapollutant levels namely; PMro, SOz, NOx (ambient levels as well as stackemissions) or critical sectoral parameters, indicated for the projects'shall bemonitored and displayed at a convenient tocation near the main gate of thecompany in the public domain.

12. The project proponent shall also submit six monthly reports on 1't June and1't December of each Calendar Year on the status of the compliance of thestipulated environmental conditions including results of monitored data (both inhard copies as well as by e-mail) to the Regional Office of MOEF&CC,Bhubaneswar, the respective Zonal Otfice of CPCB and the SPCB. The RegionalOffice of MoEF & CC at Bhubaneswar I CPCB / SPCB shall monitor thestipulated conditions.

13. The environmental statement for each financiat year ending 31"1 March in Form-Vas is mandated to be submitted by the project proponent to the concerned StatePollution Control Board as prescribed under the Environment (Protection) Rules,1986, as amended subsequently, shall also be put on the website of thecompany along with the status of compliance of environmental conditions andshall also be sent to the Regional Office of the MOEF&CC at Bhubaneswar by e-mail.

14. The Project Proponent should ensure advertising in at least two localnewspapers widely circulated in the region, one of which shall be in vernacularlanguage informing the Public that, the project has been accorded environmentclearance and copies of the clearance letters are available with SEIAA, Odishaand the Odisha State Pollution Control Board (OSPCB) and may also be seen onthe website of the board. The advertisement shall be made within 7 (seven) daysfrom the date of issue of the environmental clearance & a copy of the sameshould be forwarded to the Regional office of MoEF & CC, Bhubaneswar.

15. Project authorities shall inform the SEIAA, Odisha as well as the Regional Office,MoEF & CC, Bhubaneswar, the date of financial closure and final approval of theproject by the concerned authorities and the date of commencing the landdevelopment work.

16. The SEIAA, Odisha may revoke or suspend the environmental clearance, ifimplementation of any of the above conditions is not satisfactory.p

17 ' The SEIAA, odisha reserves the right to stipulate additional conditions if foundnecessary' The Company in a time bound manner shall implement theseconditions.

18' The above conditions shall be enforced, inter-alia under the provisions of theWater (Prevention & Control of Pollution) Act, 1974, the Air (prevention &Controlof Pollution) Act, 1981, the Environment (Protection) Act, 19g6, Hazardous &Other Wastes (Management And Transboundary Movement) Rules, 2016 andthe Public (lnsurance) Liability Act, 1991 along with their amendments and rules.

19' Any appeal against this clearance shall lie with the National Green Tribunal, ifprefq,rred, within a period'of 30 days as prescribed under Section 16 of theNational Green TribunalAct, 2010.

The above mentioned stipulated conditions shall be complied inmanner. Failure to comply with any of the conditions mentioned abovecancellation of this environmental clearance and attract action under theEnvironment (Protection) Act, 1 986.
