1. INTRODUCTION

1.1. Background 1. The Punjab Irrigated Agriculture Investment Program (PIAIP) is a Multi-tranche Financial Facility (MFF) to be financed by the ADB. The Program includes several tranches each covering one sector-like sub-project. The Tranche-1 of the Program will finance the rehabilitation and up-gradation (R&U) of the Lower Bari Doab Canal (LBDC) irrigation system located in Punjab province of Pakistan. 2. The LBDC Main Canal originates from river Ravi at Balloki Barrage, about 75 km south-west of Lahore. Its total length is 201 km (RD 0+000 to RD 661+000). It is further divided into seven separate International Contract Biddings (ICBs) to facilitate the implementation of the financial facility. The ICB 06 has 2 parts; ICB 06 A comprises the distribution system of Khanewal Irrigation Division excluding 10-R branch canal and its distribution system, and ICB 06-B comprises 10-R branch canal of Khanewal Irrigation Division. This short resettlement plan (SRP) has been prepared for ICB 06 A.

1.2. Project Description 3. According to the final design of the sub-project, the civil works activities for rehabilitation and up gradation of distributaries and minors under ICB-06 A are explained below:

4. All civil works activities will remain within existing Right of varying from 35 to 45 feet, which is owned by the Punjab Irrigation Department. The sub- project does not involve any land acquisition. However, only 3 structures (table 2.1 below) will be temporarily affected due to lining and earth works on the 2 minors; 2-R minor of Abdul Hakeem disty and 1-L minor of 10-R disty and a distributary Abdul Hakeem. 1.3. Short Resettlement Plan. 5. Based on ADB’s involuntary resettlement policy of 1995, the project falls in category B as the impacts are temporary and insignificant compared with ADB’s project categorization criterion. Accordingly the PMU has prepared this SRP which provides entitlements to compensate the affected persons in accordance with IR objectives, and policy principles. 1.4. Project Impacts 6. The implementation of this subproject will cause temporary affect 3 structures (a boundary wall, and 2 small thatched sheds used for small commercial or business activities by local people. While no private or government will be acquired for the project, these structures, temporarily affected, are also not causing any livelihood issues to the affectees. Furthermore no one will be physically dislocated from housing and or lose 10% or more of their productive income generating resources. Further details related to project impacts; entitlements and compensation are provided below.

1.5. Scope of Land Acquisition 7. Private land acquisition or temporary occupation is not involved in this subproject. All civil works will be carried out within the existing RoW and during the closure period/ or in rotation period of the channel. This has helped in minimizing the project impacts on locals, especially the affectees of 2 small commercial sheds, who will not encounter any disruption in their routine business activities. The works will be undertaken during the closure period when the canal area/ROW is closed for all types of activities including any commercial activities in and around the project area. 1.6. Inventory of Affected Structures 8. There are only 3 structures that are temporarily impacted. The photo snaps A, B and C of the affected structures are shown against their Sr. No 1, 2 and 3 respectively in Appendix-I. The inventory of these structures is depicted in Table 2.1. 1.7. Community Structure 9. A small prayer place exists in the RoW, which will be shifted at nearby place within the RoW available (50 ft on west side, Snap-D) in consultation with the local community. 1.8. Relocation of Public Utilities 10. An electric pole fall within RoW, which will be relocated. However, the efforts will make to avoid from relocation to this pole. (Snap E). 1.9. Compensation and allowances to off-set any adverse effects on APs Livelihood 11. Although the structures are temporarily affected that too without affecting the livelihood of 3 APs, the project is providing compensation at replacement cost. Additionally the APs will also be provided shifting allowance of Rs. 2,000/ to enable them shift their structures at nearby place within the ROW. Compensation at replacement cost together with shifting allowance will enable the APs off-set any impact on their income or livelihood. 12. 2. PUBLIC CONSULTATION AND DISCLOSURE 13. The outcome of the consultations indicated that in general, people were aware of the proposed project and were of the view that the improvement of LBDC and its related irrigation distribution network will make a positive impact on the incomes of the farmers and the overall economy of the area. The major socio-economic concerns and issues raised by the community are mentioned below:

Alternative routes have been provided at the construction sites for the free mobility of the people and their livestock

Some farmers highlighted their concern about water logging and seepage due to canal diversion

The engineering team briefed them that proper compaction and stone pitching along the diversion has been provided in the design of the sub-project to stop any adverse effect on their lands and structures

People inquired whether they would get jobs in the project

They were told that according to the clauses 6.1, in the contract documents the contractor will employ the un-skilled labour from the local area, as far as possible

Cattle ghats and washing places at existing locations or even at new locations should be provided

The APs were explained that walk through surveys with FOs/KPs in association of PMU/PIU were carried out to incorporate the community demands in the design and 45 cattle ghats and 57 washing places have been provided in the design

Non-availability of irrigation water during the execution of civil works was feared by the farming community. They were of the view that civil works should be carried out during canal closure period or diversions should be made to ensure regular irrigation supplies

They were explained that as far as possible, the project works will be carried out during closure of channel. In addition, diversions at different places have been provided to ensure the un-interrupted channel flows

The religious places like mosque/prayer place should be protected and reconstructed in case of any loss to these structures

They were ensured that in line with the ADB policy, all efforts have been adopted to avoid/ protect any such place if falling in the CoI. However, if it is un-avoidable, then a structure of the same dimensions will be constructed on replacement cost basis at a proper location in the nearby vicinity

2.1 Consultation with Other Stakeholder 14. Consultations, sessions with other stakeholders including Government Officials from relevant Government Departments (Irrigation, Forest, Revenue, Buildings and Agriculture) were also held. During the consultations, issues pertaining to the encroachments in the RoW and impact assessment were discussed. 2.2 Disclosure of SRP 15. A summary of the SRP will be translated into local language (Urdu) and will be distributed to all the APs and a copy of the same will also be placed in the office of PMU and PIU at field level. The SRP will also be disclosure at the Project and ADB websites immediately after approval by ADB.

3. ENTITLEMENTS 16. The SRP contains an entitlement Matrix (EM) based on which the affected /entitled persons will be compensated. The Entitlement Matrix is as under:

3.1 COMPENSATION TO THE APs 17. The compensation will be paid to the eligible and entitled APs in accordance with the entitlement matrix. The total amount of compensation, including the compensation based on the replacement cost of the affected structures and shifting assistance/ transportation charges worked out to be Rs. 121,210, out of which the amount of compensation is Rs. 115,210, while the cost of shifting assistance is Rs. 6,000. 4. INSTITUTIONAL ARRANGEMENTS

4.1 Institutional Set up 18. The institutional arrangements as proposed in the RF to ensure the implementation of sub-project are discussed as follows:

Punjab Irrigation Department (PID), Government of Punjab as project proponent,

Project Management Unit (PMU) as implementation agency,

Local Government (Revenue department) as identification of land

4.2 Responsibilities of each Department\Agency

19. PID through its Project Management Unit (PMU) has overall responsibility for the implementation and financing of all resettlement tasks. The PMU will execute the project through the Project Implementation Unit (PIU). Local Government has its jurisdiction for land administration, valuation and other resettlement related activities. A number of other supporting officials will carry out specific roles such as title identification and verification in the resettlement process. 4.3 Grievance redress Mechanism 20. ESSUhas established at PMU to resolve the grievances of APs, which may arise during the implementation of SRP or execution of the project activities.

5. BUDGET FOR SRP

21. As shown in Table-5.1, the total final budget for resettlement activities amounts to Pak Rs. 0.219 million (US$ 0.0022 million).

7. MONITORING AND EVALUATION

23. Resettlement tasks under this sub-project is subject to internal and external monitoring. Internal monitoring will be conducted monthly by PMU through Internal Monitoring Cell (IMC) comprising of staff from ESSU and resettlement experts from PMU Support Consultants, while external monitoring will be undertaken by external monitor hired by PMU for this purpose.

24. The Internal monitoring report will mainly cover the following aspects while external monitor will verify whether these tasks have been sufficiently implemented. External monitor will also provide monitoring reports confirming/validating the SRP implementation.

Alternate place for relocation; and

Redress the APs/Community Issues
