DESCRIPTION The information provides an update on all safety performance data for calendar year 2009 as compared to calendar year 2010, in the areas of derailments, fires, escalator injuries, rail, bus and MetroAccess passenger injuries, preventable and non-preventable bus collision rates, and the MetroAccess collision rate. FUNDING IMPACT None RECOMMENDATION None

  • Safety Actions UpdateSafety Actions Update

    • Submitted corrective action plan (CAP) in response to the FTA Audit of March 4, 2010 to FTA Administrator on April 29, 2010. Corrective Action plan addressed the 10 Metro recommendations and five findings related to Metro and directed to TOCand directed to TOC.

    • Scheduled Internal Safety Audit (ISA) beginning on May 17, 2010

    • TOC Triennial Safety (and Security) review beginning in June 2010

    • In conjunction with Transit Safety Institute (TSI) offering six transit safety• In conjunction with Transit Safety Institute (TSI) offering six transit safety courses specifically for Metro (on property) scheduled for summer/fall 2010

    • Rail Passenger Injuries are considerably lower than 2008, and are lower than 4th Qtr. 2009

    • 1st Qtr. Rail Fatalities have trended up from 2008 to 2010

    Safety Performance Indicators

    • Passenger Injury Rate = N x 1,000,000/Passenger Miles

    • MetroAccess Passenger Injury Rate = N x 100,000/Passenger Miles, where N resulting in transport for medical treatment

    f f• N = Number of injuries requiring immediate transportation from the accident scene to a medical facility

    • Preventable Accident – an accident that occurred because the employee failed to do everything reasonably expected of a trained professional to avoid involvement in aneverything reasonably expected of a trained professional to avoid involvement in an accident

    • Non-Preventable Accident – an accident that occurs despite every reasonable action by the employee to avoid involvement in an accident.

    • MetroAccess Preventable/Non-Preventable Injuries – Percentage of injuries that occurred onboard a vehicle (not collision related), off a vehicle, or as a result of a collision.

    • Bus Collision Rate = N x 1,000,000/Vehicle Miles

    • MetroAccess Collision Rate = N x 100,000/Service Miles

    • Service Miles = The miles that vehicles are scheduled to or actually travel while in revenue service.
