1. State the goal in one sentence

2. Don’t formulate in broad or general terms but maintain a concrete focus

3. Mention the problem owner in the formulation

4. A question that starts with ‘How’ or ‘Create’ invites new ideas

5. Find a challenging and attractive formulation for your goal
