    The nal meeting to prepare for this years CROP/HUNGERWalk is set for July 28 at 7 p.m. at Heritage United MethodistChurch. This is a community event organized by volunteersand supported by several local churches. The walk has becomean annual charity fund raiser here in the Panhandle region ofMontcalm County.

    CROP, which stands for Communities Responding ToOvercome Poverty, is a nationwide event with each communityestablishing their own walk. The goal is to raise money to help

    feed the hungry. The money donated goes to fund a variety ofprograms nationally and worldwide. However 1/4 of all moniesraised stays in our local community. It will be donated to Help-ing Hands, our local food pantry.

    Anyone interested in becoming involved in this very worth- while event is urged to attend the upcoming meeting. Walkorganizers hope to match last years outstanding success. Theystress that this is a community event and that community sup-port is essential. Volunteers are needed to make it happen.

    The Stadtkapelle Wertingen Jugen-dorchester will visit the Howard City/Sand Lake area from August 11 throughthe 14th as part of the Blue Lake FineArts Camp International Exchange pro-

    gram.Members of the 74 piece wind band

    will stay in private homes while visiting,according to Howard Wilson, chairmanof a committee that is making the ar-rangements for the groups visit.

    While here, the group will performa special Music in the Park concerton Thursday, August 12 at 7 pm. They

    will perform works by classic composersas well as works by more contemporary band composers. The group hails fromWertingen, Germany which is just to thenorthwest of Munich. They will travel to

    Blue Lake and perform a concert thereon August 13th as well.

    Blue Lake is best known for the FineArts Camp that it operates each summerabout six miles east of Whitehall. Over5,000 talented young musiciansmostlyfrom Michigan and other Mid-Westernstates are expected to attend Blue Lakethis summer.

    Over 6,000 high school musiciansfrom BLFAC have visited 650 communi-ties in Europe since the program began in1970. In return, nearly 10,000 membersof 450 European and Japanese bands,

    orchestras, choirs and dance groups havecome to Michigan to perform here andthroughout the Midwest.

    While touring Europe, Blue Lakegroups also stay in private homes withhost families, just as the visiting groupsdo here.

    Nearly 1,000 young American andEuropean musicians are expected to par-

    ticipate in the 43rd Annual Blue LakeInternational Exchange Program during2010 according to Mrs. Gretchen Stan-sell, Blue Lakes director of the program.

    The Village of Howard City and the

    Panhandle Chamber of Commerce aresponsoring the visit and we thank themfor their efforts on behalf of the group.

    IONIA Farmers across Michigan willhave a unique opportunity to discuss their

    agricultural interests and concerns at aninfluencial level at this years Ionia FreeFair.

    70th State House District Rep. MikeHuckleberry, (D-Greenville) chairman ofthe Michigan Standing Committee on Ag-riculture, will hold a special committeehearing July 23 at 2 p.m. in the fairs Mer-chant Building.

    Attendees will hear presentations fromthe Michigan Potato Industry Commis-sion, Michigan Corn Growers Associa-tion, the Michigan Soy Bean Association,and E.J. Brown of the Michigan Fairs andEvents Association.

    Jim Byrum, president of the Michigan Agri-Business Association (MABA) en-dorsed Huckleberrys efforts to reach out

    and give voice and opportunity to farmersconcerns.

    Rep. Huckleberry truly understandshow important agriculture is to Michiganworkers and our economy, Byrum said.

    Linda Curtis, assistant manager of theIonia Free Fair, said scheduling of the of-ficial state hearing underscores the fairsfocus on its commitment to represent ag-riculture as a major part of fair activities.

    We are excited and honored that Rep.Huckleberry has gathered such a diversegroup of agricultural industry representa-tives to address the concerns of the Michi-gan farming community, Curtis said.This really is the heart and soul of whatcounty fairs are supposed to be about.

    ent written testimony at the official statehearing will need to supply 30 copies fordistribution to commission members.

    The Panhandle Area Chamber ofCommerce is hosting their 12th An-

    Alma Smith Alma Smith age 83 of Mor-

    ley passed away July 18, 2010at St.Joseph Mercy Hospital inPontiac. She was born Aug 3,1926 in Ness City, Kansas thedaughter of Albert and Kather-ine (Leistikow) Nelson. Duringher working years she worked asa telephone operator as well asfor Wolverine for several years.

    She was an active member of theHoward City Ladies Auxiliary.She enjoyed playing cards, crib-bage, camping and shing. Sur-viving are four sons Ray (Carol)Jr. of Morley, Stephen (Mary) ofMorley, Ernest (Priscilla) of BigRapids, David (Bonnie) of How-ard City, a daughter-in-law Starr

    Smith of Morley, 22 grandchil-dren and 34 great grandchildren,two half brothers Lynn Nelsonof Kansas, Dan Nelson of Ari-zona, one half sister Theda Nel-son of Kansas, and many niecesand nephews. She was precededin death by her parents, a Step-Mother Irene Nelson, her hus-band Ray, a son Ron, two grand-children Kimberly Smith andNeil Smith, three sisters Beulah,Mildred and Bernice and a halfbrother Albert. Funeral servicestook place on Thursday at theHeckman Funeral home withPastor Brad Brillhart ofciatingwith burial in the Reynolds Cem-etery.     TO THE EDITOR:Ive been worried about government spending for many years. Wewatch Glenn Beck as often as we can, but I feel republicans are just as re-sponsible for our current scal problems as democrats. I do feel we haveoptions but they will mean democrats and republicans both working forspending cuts. Scott Tillman is a candidate for state representative whohas spoken extensively about reducing the size of government. Scott isa republican who understands government must live within its means.I am voting for Scott Tillman August 3rd and I hope enough people willsupport him so we can nally get some responsible representation.

    What is a FeralSwine?

    Feral Swine (Sus scrofa) isdened as a free-ranging pigand is considered to be an exotic

    animal that is a public nuisance.The appearance of feral swinemay vary greatly as they are be-lieved to be derived from severalsources which may include: the wild European boar, escapeddomestic swine and/or hybridsof the two types. The goal forMichigan is complete removal offeral swine.

    Current Law inMichigan -

    New law in Michigan as ofJune 1, 2010 allows individuals

    to pursue and harvest feral swineat any time. House Bill 5822 (H-2) enacts Section 4a of PublicAct 328 of 1976, which concernsanimals running at large, to dothe following:nDeclare that swine running

    at large on public and/or privateproperty are a public nuisance.n Permit a local animal con-

    trol ofcer or a law enforcementofcer to kill a swine running atlarge on public or private prop-erty.n Permit a person with a

    concealed pistol permit or a val-id hunting license to kill a swinerunning at large on public prop-

    erty.

    n Permit the property owneror other authorized person to killa swine running at large on pri- vate property. The land ownerdoes not need a hunting license.nNote: If you plan to pursue

    and harvest feral swine it is im-perative that you follow all regu-

    lations of the respective openhunting season in which youmay be pursuing feral swine.

    Disease: It has been report-ed that feral swine may carry atleast 30 viral and bacterial dis-eases in addition to a minimumof 37 parasites that affect people,pets, livestock and wildlife.

    Reproduction: The time to

    take action is now: Feral Swineare very efcient reproducersand are capable of breeding at 6months of age. The gestation pe-riod of a sow is around 115 days.Furthermore, depending onconditions, a female is capableof having 2 litters of piglets per

    year with anywhere from 4 to 12piglets per litter. The young aretypically born with a 1:1 male tofemale sex ratio.

    Food ServicesFeral Swines are omni-

    vores, meaning that they willeat both plant and animal mat-ter. It is safe to say that feralswine are opportunistic feedersand will eat just about anythingthat they can get their moutharound. Therefore, feral swineare directly competing for foodsources with livestock and wild-

    life. Food sources may dependon what is seasonable availableand may range from a varietyof agricultural crops including:corn, wheat, soybeans to acorns,grasses, fruits, vegetables, roots,insects, snails, earthworms, rep-tiles, birds, eggs, carrion (deadanimals), as well as live mam-mals given the opportunity.

    Armed andDamaging

    Feral Swine can be relativelyaggressive when confronted, es-pecially if the animal is a boar

    or a sow with piglets. There-fore, caution should be used when confronting feral swine.Additionally, feral swine can beextremely destructive to the en-

    vironment and ecologically sen-sitive habitats. Behaviors such asrooting, tramping, digging and wallowing near water leads to bank erosion, muddying of wa-ter, creating algae blooms, andpotentially destroying aquatic vegetation, therefore loweringoverall water quality.

    Trustee Chris Ortwein, Trustee Morgan Heinzman. Absent: None

    Guests:NCRA Representatives Jennifer Badgero and Ron Welton. Marianne Mack a Cro-

    ton Township resident.

    Agenda changes: Trustee Morgan Heinzman Add Representative Jennifer Badgero from

    Newaygo County Recreational Authority (NCRA).

    Agenda changes: Supervisor Jean Howarth would like to add changes in the trash col-

    lection policy at the campground. Also, we will put the Transfer Station hours to the endof the agenda.

    Supervisor Jean Howarth June 22 will be our next morning meeting at 9:30 a.m.

    Supervisor Jean Howarth July 3rd Bob Timmerman is going to be honored. He is the

    Grand Marshal of the parade and we had a plaque ordered in his honor for his work in

    getting the campground turned over to Croton Township. It is kind of a permanent lease

    between Consumers Energy and the Township for this campground.

    Supervisor Jean Howarth August 14th is a rededication of Conklin Park. There will

    be tours of Hardy Dam and then afterwards everybody will relocated down to here for

    the rededication with the all new improvements that we have made. There is going to be agrudge match softball game, hopefully, between Croton and Hardy again.

    Campground and Maintenance

    Maintenance Supervisor Bob Sanborn Memorial Day weekend was a good weekend.

    Conklin Park Nature Trail is done.

    Transfer Station

    Transfer Station Manager John Erard The Transfer Station is running smooth been

    made. The recycling is busy. Bob and Tom did an excellent job. They removed two trees

    so that they could put another recycle trailer in. All I need is maybe another set of steps

    for the new spot.

    Building and Zoning

    Building Inspector and Zoning Administrator Don Reagan Building and Zoning have

    been busy for the last two weeks.

    Fire Department

    Fire Chief Rob Benson For the month of May we had 3 fires, 1 controlled burn, 1 grass

    fire, and 1 illegal burn. There were 15 medical calls, and 1 vehicle accident for a total of 19

    runs. Saturday, July 3rd we are having a Pancake Breakfast at Camp Harvest.

    Library

    Library Board Member Ashley Hawley June 15th starts off our Summer Reading Pro-

    gram. It is for kids in kindergarten all the way up to adults. Our Reading Program goes

    from June 15th to July 20th. We will have four community programs. All of these programs

    will be hosted at the Church. We will have a magic show, a craft/fun day, a Patchwork

    Pair duo (they come and do juggling, mimes, and music.) So there are different prizes towin, incentives for kids especially. We have 2 new staff members; Leah Baryon is taking

    the place of our Assistant Director and Patty Novak will be taking over our Childrens

    Programming. The friends of the library are still holding their pop can drive with hopes to

    raise enough money for the matching grant. They are also preparing for the parade by pass-

    ing out Twizzlers and bookmarks. Our Summer Book Sale is July 18th thru the 20th. Our

    Pancake Breakfast will be August 14th from 8 - 11 a.m. at the Sportsmans Club.

    NOTICE TO ELECTORS

    OF THE VILLAGE OF HOWARD CITY

    OF INTENT TO ISSUE BONDS SECURED BY THE TAXING

    POWER OF THE VILLAGE AND RIGHT OF REFERENDUM THEREON

    PLEASE TAKE NOTICE that the Village Council of the Village of Howard City, Mont-

    calm County, Michigan, intends to issue and sell general obligation capital improvement bonds,

    pursuant to Act 34, Public Acts of Michigan, 2001, as amended, in an amount not to exceed Nine

    Hundred Thousand Dollars ($900,000) for the purpose of paying part of the cost of infrastructure

    improvements to Edgerton Street from Lincoln Street to Cass Street and along Ensley Street from

    Williams Street to Shaw Street. The improvements will include paving, tree planting, street light-ing, concrete curbing, sidewalks, new underground utilities and improved drainage and related

    improvements.

    BOND DETAILS

    Said bonds will mature in annual installments not to exceed twenty (20) in number, with

    interest rates to be determined at public or negotiated sale but in no event to exceed such rates

    as may be permitted by law on the unpaid balance from time to time remaining outstanding on

    said bonds. The bonds may be issued in one or more series as shall be determined by the Village

    Council.

    SOURCE OF PAYMENT OF BONDS

    THE PRINCIPAL OF AND INTEREST ON SAID BONDS SHALL BE PAYABLE from

    the general funds of the Village lawfully available for such purposes including property taxes lev-

    ied within applicable constitutional, statutory and charter tax rate limitations. It is the intent of

    the Village to use tax increment revenues derived from the Development Area of the Village of

    Howard City Downtown Development Authority (the Authority) received by the Village fromthe Authority to pay debt service on the bonds.

    RIGHT OF REFERENDUM

    THE BONDS WILL BE ISSUED WITHOUT A VOTE OF THE ELECTORS UNLESS

    A PETITION REQUESTING SUCH A VOTE SIGNED BY NOT LESS THAN 10% OF THE

    REPORTS: Assessor: Jerrilyn Strong reported Board of Review July 20, 2010 and

    everything going fine.

    Fire Department: Fire Chief Bill Knapp reported 3 runs. The Michigan Arson

    Council is offering $5,000.00 for information leading to the arrest and conviction

    of the person/persons involved in the setting and destruction of the trailer house at
