ATTACHMENT VII AThis is a Smith Barney Rol lover IRA accoun t (48). The assetsin it are purchased and sold, along with the assets of many others

who hold similar acc ounts, in the discretion of the accountmana gers at the brokerage fi rm. However, I have the authority toveto a particular purchase if it would c reate a conflic t ofinterest in a pending a ction over which I am presid ing at the timeof purchase.

This IP~ account has been reported every year sin ce 1992 (theinitial r eport) in a m ethod au thorized by the Committees staff(e._=_g_= letter to Judge Magill dated October 8, 1997 ). Thatauthorized method reported no details on ind ividu al stocks in theIRA account. I continue to believe that the app roved f orma t usedsince 199 2 is app ropri ate. However, by letter dated October 29,1997, J udge Magill advised that ~it would be helpful if yo uprovided transaction inf ormation (the date and value code) for eachpur chase or sale of each asset in the acco unt." Although thatinfor mation is not, I think, required, it is being prov ided to behelpful. Hence, the format for reporting on this IRA accountdiffers f rom that used in the years from 1992 through 1997.

As reported in 200 6, all stocks in a sim ilar account (49) weresold or trans ferred into this account. See 2005 Report, AttachmentVII B. Account No. 49 is now a self-dir ected IRA and is thesubject o f Attachment VII B hereto.

In 1987, w hile a member of McGuire, Woods, B attle & Boothe,now McGuireWood s (the "Law Firm") , I, like all other equitypartners then in the Law Firm, became a limited p artner in Ninth &Cary Associates Limited Par tnership ("NCA"), a Vi rginia limitedpartnership. NCA was a limited partner in One James CenterAssociates, a Virginia limited partnership that owned the officebuilding in Richmond, Virginia known as "One James Center" and itsassociated parking deck.

I never had any p artici patio n in the mana gement of NCA. Myownership share as of December 31, 2009 was 1.29%. That share isexpected to decrease over time because of my w ithdrawal from theLaw Firm. It is not possibl e to affix a val ue to this inchoa teinterest in NCA.in 20 05, One James Center Associates sold the buildin g. In200 9, I received a distribution of i ncome (Code C) from NCA whichwas pai d from pa yments made by the Law Firm on its debt forfurnishings financed in 1999 by NCA pursuant to a Tax ExemptAdjustable Mode Industrial Refund ing Development Bond.
