Who are we?

Our Purpose:- This Highway & Flood Management (HFM) team provides some of the most high profile services to the public and wider Monmouthshire community, the quality of which, directly reflects upon the public’s perception of the Council. These vital highway and flood management services include the effective asset management approach to prioritising and planning the refurbishment of the highway network and the related infrastructure (bridges, drains etc.), that are all important in maintaining and improving the authorities most valuable infrastructure. The management and development of this asset includes functions such as the planning of new roads across the county, and how the road network operates safely and effective through the control of traffic orders such as speed limits, traffic signals, utilities and other traffic control measures etc. The team also manage the council’s statutory role in managing water courses and controlling flood risks, along with the response service offered when properties are at risk. Our vision is to provide good quality and cost effective services that create an environment of which we can be proud.

The Purpose of this Role:- The postholder will be required to assist the Traffic & Road Safety Manager in leading the team responsible for ensuring the efficient undertaking of the traffic and road safety service to include the development and implementation of appropriate

policies within the authority. To assist with the planning and design of highways traffic management systems To assist in the management of all highway traffic management data, to enable the long term highway maintenance/network plan to be designed, and prioritised to match the available service budgets. The postholder will be required to produce innovative operational solutions, and introduce new technology to achieve an efficient and progressive service, with performance outcomes that can be measured and reported in line with the HFM Service Improvement Plan. To liaise with members, officers, community groups, town and community councils, members of the public, in order to promote social inclusion, with regard to all related aspects of the highways development control function. Expectation and Outcomes of this Role:- The Senior Traffic Engineer will assist in discharging the council’s statutory duty in connection with traffic and other highway safety matters which affect the councils existing highway and associated infrastructure. In fulfilling this role the postholder will be required to ensure that appropriate legal orders are considered and made for all activities on the public highway and to meet the requirements and objectives of the Road Safety Strategy. These actions will be necessary in order to maintain and improve a safe highway network for the local and business community. At officer level, reporting to the Traffic and Road Safety Manager, the postholder will assist and/or lead on the following key activities: 1. To identify and analyse highway problems relating to safety, congestion and the environment and to suggest appropriate solutions and produce draft briefs for further studies or design work. 2. To assist in the preparation, processing and implementation of traffic regulation orders. 3. To prepare draft comments for the Traffic and Road Safety Manager, regarding temporary traffic management measures to be used during the preparation and implementation of improvement and maintenance schemes, statutory undertakers and developers of works in order to minimise delay, danger and inconvenience to the community. 4. To maintain full and proper records of all traffic orders, traffic schemes and works carried out, including pre consultation, formal consultation and subsequent monitoring. 5. To produce briefs and undertake supervision of consultants engaged on highway improvements, traffic schemes and road safety schemes, for the Traffic and Road Safety Manager 6. To support the Traffic and Road Safety Manager and assist in the promotion of, road safety and casualty reduction initiatives through engineering design, education, training and promotion. 7. To produce draft comments when required, on planning applications in respect of highway matters, to ensure highway safety is maintained and the integrity of the

highway infrastructure is not compromised. To make recommendations for planning conditions to be imposed when necessary to deal with the above. 8. To keep abreast of current technical and procedural developments, codes of practice, British Standards, in relation to traffic safety developments and safer network operational techniques. 9. To assist in the development of systems, for data collection and extraction of highway traffic data. 10. To assist in the development of schemes and projects arising from grant funded applications such as Active Travel and Local Road Safety. 11. To assist the Traffic and Road Safety Manager, in the day to day management of budgets and financial control in respect of revenue, capital and grant allocations. 12. To ensure that all services are customer focused and of high quality always working and observing proper levels of professional conduct. 13. To assist in the monitoring, updating, review and implementation of the local elements of the Regional Transport Plan, the Road Safety Strategy and other relevant transport policy documents. 14. To assist in the effective project management of county network schemes, along with the delivery of plans and programmes, and to lead on strategic highway infrastructure projects, in association with the Welsh Government and other regional planning and transport bodies. 15. To assist the Traffic and Road Safety Manager, in the promotion of cross team working with other managers to maximise opportunities for transport policies, effective project management and contribute towards Directorate and Corporate objectives. 16. To assist in the initiation of design proposals that reflects good environmental practice that will enhance the characteristics of the built environment of Monmouthshire. 17. To assist in developing a performance management framework based on clear objectives, targets and outcomes based on the Highways Service Improvement Plan. 18. To identify and analyse highway problems relating to public transportation and the environment and to suggest appropriate solutions and produce briefs for the Traffic and Road Safety Manager, regarding further studies or design work for all modes of transportation. 19. To provide help and advice on transportation and to respond to new developments or changes in legislation. 20. To take the lead on improving road safety issues for the Council, and liaise with partners, other authorities and consultants, RoSCoW, GoSafe, WG and any other regional traffic management body, to ensure current best practice is achieved. 21. To represent the Council to individuals, Police, Community and Town Councils, relative transportation groups local and regional, and the National Assembly for Wales with regard to transportation issues. 22. To identify and analyse highway problems relating to safety, congestion and the environment and to suggest appropriate solutions and produce briefs for further studies or design work for all modes of transportation. 23. To provide cost estimates of traffic management related civil engineering works to potential clients for budget and grant bids. 24. To estimate the cost of the team’s services, to determine hourly rates for work and maintain the team’s cost effectiveness. To maintain clear and accurate budget control of the team. To meet deadlines on budget reports and recharging.

25. To assist in the design of traffic management schemes to the current standards and prepare tender documents. To analyse and recommend acceptance of tenders and award contracts in compliance with the Authority’s Standing Orders relating to contracts. To manage contracts, through to settling final contract accounts and preparing files for audit. 26. To assist in the selection of appropriate tenders for traffic management related civil engineering works, in compliance with the authority’s Standing Orders, relating to contracts. Using approved contract procurement lists such as Constructionline and the South East Wales Framework Contract, or other similar approved arrangements that the Authority has available. 27. To assist the Traffic and Road Safety Manager, represent the authority and produce evidence for inquiries concerned with traffic management matters, and to present legal evidence. 28. To deal expeditiously with all verbal and written enquiries from the public, elected Members, landowners and their agents and solicitors, consultants and other parties affected by works. To represent the Authority, or to support officers and elected Members at public meetings and at Community and Town Council meetings. 29. To deputise for the Traffic and Road Safety Manager as required. 30. To assist in the preparation of contingency plans to meet local or national civil emergencies such as snow clearing, flooding, subsistence etc. 31. To assist the team responsible for the scope, development and maintenance of the Monmouthshire highways quality management system for county and trunk roads, in accordance with ISO 9001:2008. 32. To represent the authority at union meetings and to enter directly into negotiation with union representatives on personnel matters, within the remit of the post. 33. To report to council members, community and town councils, as required, enabling them to undertake their democratic responsibilities, and assist them, where possible, in any matter that will improve the public perception of the authority, or achieve corporate objectives. 34. To comply with the authorities’ Standing Orders. 35. To participate in the authorities’ emergency planning and response arrangements to any civil emergency incident. 36. To monitor the performance and discipline of team members, by setting targets for the production and quality of work. To develop the potential of staff, by offering training and experience, through selective delegation to a range of duties within authority. 37. To undertake any reasonable duties commensurate with the level of post that may be required from time to time. 38. Here’s what we can provide you with:- Working for this council means that you will be offered the scope, opportunity and challenge to think about doing things differently; this is an ideal culture in which to deliver on some of those changes. The work environment is different to a traditional office. Very few staff have an office or even a desk to call their own. You work agilely from different offices, depots, at home (sometimes wherever you can get Wi-Fi) and ‘9 to 5’ does not exist. There are no core hours but you are expected to work the hours necessary to deliver the demands of the job. This is a minimum of 37 hours for a full time employee but as a senior officer of a crucial high profile service the hours worked may be more. Don’t be surprised if you need to work in the evenings (possibly at council or public meetings) and at any hour on the night or day and weekends during emergencies. Extra hours may be taken as time in lieu (as per the ‘flexi time’ system). If you have to travel over and above your normal home to office journey then you are paid 45p for additional mileage (subject to revision locally). Alternatively there are pool cars available although this cannot be guaranteed so using your own car may be essential. Leave entitlement depends upon local government service so should be checked with a HR officer. Other terms and conditions are in line with the NJC terms and conditions. How will we know if you are the right person for the role? As the successful candidate you will have demonstrated:-

1. The post holder is responsible for assisting in the delivery of some of the most high profile services provided by the Council throughout the authority. To undertake this role the postholder must be motivated and committed to improving our services, whilst ensuring resources are used efficiently, and provide the best value for money to residents and customers. How these services are delivered will reflect upon the reputation of the Council. The postholder must demonstrate excellent leadership and motivational skills, in this challenging work environment.

2. Will be required to represent the authority on matters associated with the service areas specified within the Job Purpose, Duties and Responsibilities of the post.

3. Will be a strong communicator, with clear and developed communication skills, both written and oral along with good presentational skills.

4. Have experience of dealing with members, colleagues, government officials, business leaders, members of the public, and be able to demonstrate awareness and sensitivity of the political and commercial pressures involved.

5. Have experience of working in a team that undertakes a wide range of complex traffic management related highways design and build projects, including the programming, budgeting, and preparation of tender documents.

6. Have experience of working in a team, supervising technical, administrative and operational staff.

7. Have experience of managing resources, and of delivering contracts on time and to budget.

8. The post holder will technically qualified to HND/Degree level, or have extensive managerial experience at an appropriate level, and be committed to continual professional development.

Mae'r gwasanaethau cynnal a chadw hollbwysig hyn yn cynnwys cynnal a chadw arferol a gaeaf holl ffyrdd y sir; blaenoriaethu a chynllunio adnewyddu'r rhwydwaith priffyrdd a'r seilwaith cysylltiedig (pontydd, draeniau ac ati) sydd i gyd yn bwysig wrth gynnal a chadw un o asedau mwyaf yr awdurdod. Mae rheoli a datblygu'r ased yma'n cynnwys swyddogaethau megis cynllunio ffyrdd newydd ar draws y sir a sut mae'r rhwydwaith ffyrdd yn gweithredu'n ddiogel ac effeithlon drwy reoili gorchmynion traffig megis terfynau cyflymder, signalau traffig, cyfleustodau a mesurau eraill rheoli traffig ac yn y blaen. Mae'r tîm hefyd yng ngofal rôl statudol y cyngor wrth reoli llwybrau dŵr a rheoli risgiau llifogydd, ynghyd â'r gwasanaeth ymateb a gynigir pan mae eiddo mewn risg. Ein gweledigaeth yw darparu gwasanaethau ansawdd uchel ac effeithiol o ran cost sy'n creu amgylchedd y gallwn fod yn falch ohoni.

Diben y Swydd: Bydd deiliad y swydd yn adrodd i ac yn cynorthwyo’r Rheolwr Traffig a Diogelwch Ffordd wrth arwain y tìm sy'n gyfrifol am sicrhau gwasanaeth traffig a diogelwch ffordd effeithlon i gynnwys datblygu a gweithredu polisïau priodol o fewn yr awdurdod. Cynorthwyo gyda chynllunio a dylunio systemau rheoli traffig priffyrdd. Cynorthwyo gyda thrin holl ddata rheoli traffig priffyrdd, i alluogi dylunio cynllun cynnal a chadw priffyrdd/rhwydwaith hirdymor a blaenoriaethu i gyfateb â'r cyllidebau gwasanaeth sydd ar gael.

Bydd angen i ddeiliad y swydd lunio datrysiadau gweithredol arloesol a chyflwyno technoleg newydd i sicrhau gwasanaeth effeithiol a blaengar, gyda deiliannau perfformiad y gellir eu mesur yn unol â Chynllun Gwella Gwasanaeth Priffyrdd HFM. Cydlynu gydag aelodau, swyddogion, grwpiau cymunedol, cynghorau tref a chymuned, aelodau'r cyhoedd, er mwyn hyrwyddo cynhwysiant cymdeithasol yng nghyswllt pob agwedd gysylltiedig o swyddogaethau rheoli traffig priffyrdd. Disgwyliad a Chanlyniadau'r Swydd: Bydd yr Uwch Beiriannydd Traffig yn cynorthwyo i weithredu dyletswydd statudol y cyngor mewn cysylltiad gyda thraffig a materion eraill diogelwch priffyrdd sy'n effeithio ar briffyrdd a seilwaith cysylltiedig presennol y Cyngor. Wrth gyflawni'r swydd hon, bydd angen i'r deiliad sicrhau y caiff gorchmynion cyfreithiol priodol eu hystyried a'u cyflawni ar gyfer pob gweithgaredd ar y briffordd gyhoeddus ac i gyflawni gofynion ac amcanion y Strategaeth Diogelwch Ffyrdd. Caiff y camau hyn eu hystyried yn angenrheidiol er mwyn cynnal a gwella rhwydwaith priffyrdd diogel ar gyfer y gymuned leol a'r gymuned fusnes. Ar lefel swyddog, gan adrodd i'r Rheolwr Traffig a Diogelwch Ffyrdd, bydd deiliad y swydd yn cynorthwyo a/neu arwain ar y gweithgareddau allweddol dilynol: 1. Dynodi a dadansoddi problemau priffyrdd yn ymwneud â diogelwch, tagfeydd a'r amgylchedd ac awgrymu datrysiadau priodol a pharatoi briffiau drafft ar gyfer astudiaethau pellach neu waith cynllunio. 2. Cynorthwyo i baratoi, prosesu a gweithredu gorchmynion rheoleiddio traffig. 3. Paratoi sylwadau drafft ar gyfer y Rheolwr Traffig a Diogelwch Ffyrdd parthed mesurau rheoli traffig dros dro i'w defnyddio yn ystod paratoi a gweithredu cynlluniau gwella a chynnal a chadw, ymgymerwyr statudol a datblygwyr gweithiau er mwyn lleihau oedi, perygl ac anghyfleuster i'r gymuned. 4. Cadw cofnodion llawn a chywir o bob gorchymyn traffig, cynlluniau traffig a gwaith a wneir yn cynnwys cyn ymgynghoriad, ymgynghoriad ffurfiol a monitro dilynol. 5. Paratoi briffiau a goruchwylio ymgynghorwyr sy'n gweithio ar welliannau priffyrdd, cynlluniau traffig a chynlluniau diogelwch ffordd, ar gyfer y Rheolwr Traffig a Diogelwch Ffyrdd. 6. Cefnogi'r Rheolwr Traffig a Diogelwch Ffyrdd a chynorthwyo wrth hyrwyddo diogelwch ffyrdd a chynlluniau gostwng damweiniau drwy gynllunio peirianneg, addysg, hyfforddiant a hyrwyddo. 7. Paratoi sylwadau drafft pan fo angen ar geisiadau cynllunio yng nghyswllt materion priffordd, i sicrhau cadw diogelwch priffyrdd ac na chaiff integriti y seilwaith priffyrdd ei leihau. Gwneud argymhellion ar gyfer amodau cynllunio i'w gweithredu pan fo angen i ddelio gyda'r uchod. 8. Cadw'n gydwastad â datblygiadau technegol a gweithdrefnol cyfredol, codau ymarfer, Safonau Prydeinig, yng nghyswllt datblygiadau diogelwch traffig a thechnegau gweithredol rhwydwaith diogelach. 9. Cynorthwyo gyda datblygu systemau ar gyfer casglu data ac alldynnu data ar draffig priffyrdd. 10. Cynorthwyo gyda datblygu cynlluniau a phrosiectau yn deillio o geisiadau cyllid grant megis Teithio Llesol a Diogelwch Ffyrdd Lleol.

11. Cynorthwyo'r Rheolwr Traffig a Diogelwch Ffyrdd gyda rheoli cyllidebau a rheolaeth ariannol o ddydd i ddydd yng nghyswllt dyraniadau refeniw, cyfalaf a grantiau. 12. Sicrhau fod pob gwasanaeth â ffocws ar y cwsmer ac o safon uchel gan fod bob amser yn gweithio ac yn arsylwi lefelau cywir o ymddygiad proffesiynol. 13. Cynorthwyo gyda monitro, diweddaru, adolygu a gweithredu elfennau lleol y Cynllun Trafnidiaeth Rhanbarthol, y Strategaeth Diogelwch Ffyrdd a dogfennau polisi trafnidiaeth eraill perthnasol. 14. Cynorthwyo gyda rheolaeth prosiect effeithlon cynlluniau rhwydwaith y sir, ynghyd â chyflenwi cynlluniau a rhaglenni, ac arwain ar brosiectau seilwaith priffyrdd strategol mewn cysylltiad gyda Llywodraeth Cymru a chyrff cynllunio a thrafnidiaeth rhanbarthol eraill. 15. Cynorthwyo'r Rheolwr Traffig a Diogelwch Ffyrdd i hyrwyddo gweithio traws-tîm gyda rheolwyr eraill i gynyddu cyfleoedd i'r eithaf ar gyfer polisïau trafnidiaeth, rheoli prosiect effeithlon a chyfrannu tuag at amcanion y Gyfarwyddiaeth ac amcanion corfforaethol. 16. Cynorthwyo i ysgogi cynigion dylunio sy'n adlewyrchu arfer amgylcheddol da fydd yn hybu nodweddion yr amgylchedd adeiledig yn Sir Fynwy. 17. Cynorthwyo wrth ddatblygu fframwaith rheoli perfformiad yn seiliedig ar amcanion, targedau a chanlyniadau clir yn seiliedig ar y Cynllun Gwella Gwasanaeth Priffyrdd. 18. Dynodi a dadansoddi problemau priffyrdd yn ymwneud â chludiant cyhoeddus a'r amgylchedd ac awgrymu datrysiadau priodol a pharatoi briffiau ar gyfer y Rheolwr Traffig a Diogelwch Ffyrdd, yng nghyswllt astudiaethau pellach neu waith cynllunio ar gyfer pob math o gludiant. 19. Rhoi help a chyngor ar gludiant ac ymateb i ddatblygiadau newydd neu newidiadau mewn deddfwriaeth. 20. Arwain ar wella materion diogelwch ffordd ar gyfer y Cyngor a chydlynu gyda phartneriaid eraill, awdurdodau eraill ac ymgynghorwyr, RoSCoW, GoSafe, Llywodraeth Cymru ac unrhyw gorff rheoli traffig rhanbarthol arall i sicrhau y cyflawnir arfer gorau cyfredol. 21. Cynrychioli'r Cyngor i unigolion, yr heddlu, cynghorau cymuned a thref, grwpiau cludiant perthnasol yn lleol ac yn rhanbarthol a Chynulliad Cenedlaethol Cymru yng nghyswllt materion cludiant. 22. Dynodi a dadansoddi problemau priffordd yn cyfeirio at ddiogelwch, tagfeydd a'r amgylchedd ac awgrymu datrysiadau priodol a chynhyrchu briffiau ar gyfer astudiaethau pellach neu waith cynllunio ar gyfer pob math o gludiant. 23. Rhoi amcangyfrifon cost o waith peirianneg sifil cysylltiedig â rheolaeth traffig i gleientiaid posibl ar gyfer cynigion cyllideb a grant. 24. Amcangyfrif cost gwasanaethau'r tîm i benderfynu ar gyfraddau fesul awr ar gyfer gwaith a chynnal effeithlonrwydd cost y tîm. Cadw rheolaeth cyllideb glir a chywir. Cadw at ddyddiadau cau ar adroddiadau cyllideb ac ailgodi. 25. Cynorthwyo gyda dylunio cynlluniau rheoli traffig i'r safonau presennol a pharatoi dogfennau tendr. Dadansoddi ac argymell derbyn tendrau a dyfarnu contractau gan gydymffurfio gyda Rheolau Sefydlog yr Awdurdod yn cyfeirio at gontractau. Rheoli contractau, hyd at osod cyfrifon contract terfynol a pharatoi ffeiliau ar gyfer eu harchwilio. 26. Cynorthwyo gyda dewis tendrau priodol ar gyfer gwaith peirianneg sifil cysylltiedig â rheoli traffig, gan gydymffurfio gyda rheolau sefydlog yr awdurdod, yn ymwneud â chontractau. Cynorthwyo'r rheolwr Traffig a Diogelwch Ffyrdd, cynrychioli’r awdurdod a pharatoi tystiolaeth ar gyfer ymholiadau'n ymwneud gyda materion rheoli traffig a chyflwyno tystiolaeth gyfrifol. 28. Delio'n brydlon gyda phob ymholiad llafar ac ysgrifenedig gan y cyhoedd, Aelodau etholedig, tirfeddianwyr a'u hasiantau a chyfreithwyr, ymgynghorwyr ac eraill y mae gwaith yn effeithio arnynt. Cynorthwyo'r tîm sy'n gyfrifol am gwmpas, datblygu a chynnal system rheoli ansawdd priffyrdd Sir Fynwy ar gyfer ffyrdd sirol a chefnffyrdd yn unol ag ISO 9001:2008. 32. Cynrychioli'r awdurdod mewn cyfarfodydd undeb ac ymwneud yn uniongyrchol â thrafodaethau gyda chynrychiolwyr undebau ar faterion personél, o fewn cylch gorchwyl y swydd. 33. hangen i gyflawni gofynion y swydd. Mae hyn yn isafswm o 37 awr ar gyfer cyflogeion llawn-amser ond fel uwch swyddog mewn gwasanaeth proffil uchel hollbwysig, gall yr oriau gwaith fod yn fwy. Peidiwch cael eich synnu os oes angen i chi weithio ar fin nos (efallai mewn cyfarfodydd o'r cyngor neu gyfarfodydd cyhoeddus) ac ar unrhyw awr o'r nos neu'r dydd ac ar benwythnosau yn ystod argyfyngau. Gellir cymryd oriau ychwanegol fel amser yn lle (fel yn ôl y system 'amser hyblyg'). Os yw'n rhaid i chi deithio yn ychwanegol at eich taith arferol o'ch cartref i'r swyddfa, yna telir 45c chi am filltiroedd ychwanegol (gellir ei ddiwygio'n lleol). Fel arall, mae ceir cronfa ar gael er na ellir gwarantu hyn felly gall fod yn hanfodol defnyddio eich car eich hun. Sut fyddwn ni'n gwybod os mai chi yw'r person cywir ar gyfer y swydd. Fel yr ymgeisydd llwyddiannus byddwch wedi dangos:-

1. Mae deiliad y swydd yn gyfrifol am gynorthwyo wrth gyflenwi rhai o'r gwasanaethau proffil uchaf a ddarperir gan y Cyngor ledled yr awdurdod. I ymgymryd â'r swydd hon, mae'n rhaid i ddeiliad y swydd fod â chymhelliant ac ymroddiad i wella ein gwasanaethau, tra'n sicrhau y caiff adnoddau eu defnyddio'n effeithiol a rhoi'r gwerth gorau am arian i breswylwyr a chwsmeriaid. Bydd y ffordd y caiff y gwasanaethau hyn eu cyflenwi yn adlewyrchu ar enw da'r Cyngor. 2. Bydd angen cynrychioli’r awdurdod ar faterion yn gysylltiedig gyda'r meysydd gwasanaeth a nodir yn Niben, Dyletswyddau a Chyfrifoldebau'r swydd.

3. Bydd yn gyfathrebydd clir, gyda sgiliau cyfathrebu clir sydd wedi'u datblygu’n dda, yn ysgrifenedig a llafar ynghyd â sgiliau cyflwyno da.

4. Profiad o ddelio gydag aelodau, cydweithwyr, swyddogion llywodraeth, arweinwyr busnes, aelodau'r cyhoedd a medru arddangos ymwybyddiaeth a sensitifrwydd o'r pwysau gwleidyddol a masnachol.
