1. Any crisis situation related to Pacific Region cadet activities that involve cadets, COATS
members, CIs, and/or volunteers shall be reported to the Regional Cadet Support Unit (Pacific)
as soon as possible
2. After engaging local emergency services as required, Corps/Squadron Commanding
Officers are to contact their J3 Zone Training Officer with an initial report of the situation.
Should the J3 Zone Training Officer not be available, the applicable J3 Area OIC shall be
contacted. In the event that the J3 Zone Training Officer, or the J3 Area OIC are not available,

21/20 – RELIABILITY STATUS REQUIRING UPDATES
Ref: NDSOD Chapter 4
1. Reliability Screening consists of conducting verifications and checks in order to be able
to grant individuals a Reliability Status (RS), which is the minimum level required for all CAF
members and civilian instructors working in support of the CCO. IAW ref, RS must be updated
every 10 years.
2. Annex A contains a list of personnel who must renew their RS prior to the due date
indicated, a list of personnel who have passed the RS update deadline and have been directed to
cease all cadet activities including voluntary duty/support and a list of personnel who are
authorized to return to duties as their RS has been approved.

22/20 – PRC/VSS REQUIRING UPDATE
Ref: CATO 23-04
1. IAW ref, all members shall update their Police Record Check/Vulnerable Sector
Screening (PRC/VSS) every five years.
2. Annex B contains a list of personnel whose PRC/VSS will require renewal, personnel
who have extended beyond the five year mark and have been directed to cease parading as well
as personnel who are authorized to recommence duties.

25/20 – ETHICS
1. Each month, an ethical scenario and resources will be presented in the ROs. Section
heads and corps/squadron COs are expected to discuss each scenario with their staff. Responses,
insights or further questions can be directed to the Regional Ethics Coordinator, Capt Cheryl
Major, at [email protected].
2. February Scenario: Lt Jane Smith is a high performing officer in your
section/corps/squadron and can always be counted on to put in extra time when needed.
However, last week she showed up late, saying that she was caught in traffic, when really she
overslept. Is this ethical behaviour? What is your authority / responsibility / accountability in
this scenario?
3. Further Resources: In one non-DND study, 1 in 5 whistleblowers reported receiving
some form of retaliation after reporting an ethics violation, including being excluded from work
decisions and information, verbal abuse or not being given promotions or raises. The CAF is
committed to ensuring that all members feel they can bring forward their concerns and

26/20 – EXPRESSIONS OF INTEREST – REGIONAL ADVISORY COUNCIL CHAIR
1. We are seeking a new RAC Chair and invite interested individuals to submit an
Expression of Interest in the form of a letter detailing their range of experience in the CIC
including experience at the local training, CTC, regional and national levels. The RAC Chair
must be a self-starter, work well under minimal supervision, have demonstrated communications
ability, and have agility with electronic and social media. Expressions of Interest should include
details about what the member feels they can contribute in this role. The letter should not exceed
two-pages.
2. As the selection board will not convene until March for this opportunity, we are
extending the call for Expressions of Interest to 28 Feb 20. Expressions of Interest are to be sent
either electronically or in hard copy to the J1 Admin O, Maj Ennis
3. The RAC will work within the Region and bring forward issues that may be of interest
for the national CIC Branch Advisory Council (BAC) to consider. The mandate of the BAC
includes items submitted by CIC officers to the National CJCR Sp Gp HQ for consideration via
their RAC member and / or the Chairperson.

27/20 – CRA EXTENSION
1. A requirement may arise to extend the service of specific COATS personnel in key
positions beyond the compulsory release age (CRA) of 65. CRA extension requests are being
accepted for consideration for approval by the CDS office on a case by case basis for a
maximum five year period.
2. Applications for extensions beyond the current CRA are to be submitted via memo
through the Chain of Command to the Area OIC / Section Head for CO RCSU (Pac)
consideration and furtherance to the Natl CJCR Sp Gp. The request must indicate for how long
the extension is being requested (max 5 years) and the justification. The final approval authority
for CRA extensions lies with the CDS office.
3. Release proceedings will commence about four months prior to the CRA date and will
continue to proceed during processing of the request for extension. If no response is received by
CRA date, the member is released.

28/20 – TRAVEL RESTRICTION – CORONAVIRUS
IAW CANFORGEN 020/20, included at Annex C, the CDS has determined that travel by CAF
mbrs to mainland China presents a risk to the health of CAF nbrs for the foreseeable future and
has implemented travel restrictions effective immediately. The travel restrictions put in place
apply to all CAF members traveling to China inclusive of travel in which the traveller is
transiting through an airport in mainland China.

29/20 – HONOURS AND RECOGNITION
1. You are strongly encouraged to nominate and recognize deserving cadets, staff members,
volunteers or community members, individuals or groups, who have positively impacted the
Cadet Program. The Cdt #175, RCSU (Pac) Recommendation for an Individual / Group Award
and DND 4362, Commander, Natl CJCR Sp Gp Commendation forms are located on SharePoint.
Nominations can be submitted to the J1 Svcs O at any time.
2. Detailed information, including how to complete the forms, submission tips, etc was
detailed in the Honours and Awards Webinar that was hosted in November 2018. The
PowerPoint presentation and other resources from this Webinar are posted on SharePoint
(Library > J1 Administration Library > Honours & Awards) and provide important information
that everyone should be familiar with.

30/20 – CTC STAFFING
1. Selection of staff for CTC positions is currently underway, and offers are expected to
start mid-February. Personnel who have applied for CTC positions are reminded that offers will
be sent via email so please ensure that you check the email account provided in your application
and respond to the emails in a timely manner to ensure all information and documentation is
provided in support of your application.
2. Applications for CTC positions continue to be accepted and are highly encouraged. A list
of available positions will be posted on SharePoint and updated regularly. Applications are also
sought for personnel who are available to serve for a partial summer – please indicate your dates
of availability when submitting you application. Applications are to be submitted by email to

31/20 – REIMBURSEMENT – PROVINCIAL HEALTH CARE PREMIUMS
Ref: Annex F to 5060-1 (ADM(PER))
1. IAW ref, members of the Reserve Force presently on Class B or A Reserve Service,
resident in British Columbia who pay the entire monthly provincial health care premium without
assistance from the employer or from any level of government, are entitled to a premium share of
up to 50% from the Federal government. Members who had any period of Class B Reserve
Service during calendar year 2019 may be eligible to claim this benefit. Note that this is a
taxable benefit.
2. To claim the benefit, your submission must be received by RCSU (Pac) not later than Fri,
21 Feb 20 in order to be processed by the deadline of 1 Mar 20. No late submissions can be
processed. You are required to submit:
a. a completed CF 52;
b. a completed “Reserve Health Benefit Plan Provincial Premium Rebate Form”;
and
c. a copy of your Medical Services Plan (MSP) account invoice, confirming that it
has been paid in full for 2019.
3. The required forms are available in SharePoint. Completed claims are to be submitted to
the RCSU (Pac) Orderly Room.

32/20 – DISTRIBUTION OF T4 FOR 2019
1. The 2019 T4 will be available on EMAA 10 Feb 20 to view/print and will be e-mailed
shortly to members who chose this option.
2. A paper copy will be mailed before the end of February to:
a. members of the Supplementary Reserve, Canadian Rangers, Civilian Instructors
and Staff Cadets;
b. members who released before 22 February 2020; and
c. all members who do not have an EMAA account.
3. Please note that direction will follow for T4/R1 reprints, however, you can retrieve your
T4 by using the CRA website – My Account (https://www.canada.ca/en/revenue-
agency/services/e-services/e-services-individuals/account-individuals.html).
4. T4 reprint requests will not be accepted by Mil Pay prior to 16 Mar 19, however, if you
require a reprint after that date, please submit your request via email the Orderly Room at

33/20 – INCOME TAX/CPP & EI CHANGES
1. Income tax changes and new rate factors for CPP and EI effective 1 Jan 20 have been
implemented in the RPSR. These changes were reflected on the 15 Jan 20 pay run.
2. The Canada Pension Plan (CPP) percentage has increased to 5.25% and the maximum
contribution amount for 2020 is $2,898.00.
3. The Employment Insurance (EI) percentage has decreased to 1.58% for members
employed outside of province of Québec and 1.20% for members employed in the province of
Québec on insurable earnings not exceeding $54,200.00.

34/20 – TIMELY SUBMISSION OF PAY
As we approach the end of the fiscal year on 31 Mar 20, in order to allow the RCSU (Pac) staff
to accurately manage our financial resources, it is important that corps and squadrons ensure that
pay sheets are submitted in a timely manner. There are a few corps and squadrons that tend to
hold pay sheets for several months and some that submit only quarterly or even annually. This
does make the management of our budget more difficult and therefore cannot continue. Corps
and squadron COs must ensure that all outstanding pay sheets are submitted ASAP and pay
sheets for each month are submitted within the first 10 days of the following month. It is
particularly important that pay sheets for March 2020 be submitted as early in April as possible.

35/20 – CADET TRAINING ALLOCATION
Ref: CATO 17-32
1. IAW ref, the Cadet Training Allocation will be provided to all cadets attending Cadet
Training Centres this summer. The J8 section at the Natl CJCR Sp Gp is moving to standardize
the distribution of funds across all CTCs in the Formation. The previous process of cadets
receiving their allocation using cheques is proving to be unsustainable given the number of lost,
destroyed, stale dated, and uncashed cheques each year. New this year, cadets in Pacific Region
attending 3, 6 and 7 week courses will receive their training allocation via direct deposit.
2. A bank account in the cadet’s name is still required to continue to receive their funds via
direct deposit. Cadets will need to provide a void cheque or banking information sheet provided
by their financial institution.
3. All cadets are highly encouraged to bring a debit card for purchases at cadet canteens and
discouraged from bring cash.
4. Corps/Sqn staff is encouraged to start communication early to allow parents sufficient
time to prepare. Further details will be provided in the joining instructions released in early
spring.

36/20 – ORDERING OF FTU BOOTS
1. Corps/Squadrons are reminded that FTU boots are available for order through the HQ
using points specifically allocated from Logistik Unicorp for this purpose. This does not affect
the points allocations to corps and squadrons. Once the order has been placed by HQ, the boots
will be delivered directly to the corps or squadron address on file with Logistik Unicorp.
2. Measurement are in millimetres, length x width (i.e. 280/100). To measure, simply put a
ruler on the ground and have the cadet stand on it without shoes. Sizes will be adjusted based on
the nearest size available.
3. Please send requests including sizes and quantities to CPO2 Bates at

37/20 – LOGISTIK POINTS
1. Please be advised that all unused Logistik points will be pulled back by Formation on 1
Mar 20.
2. In Pacific Region, there are a number of corps/squadrons that have identified that they do
not have enough points this year. If your corps/squadron has points that you do not need to use
this year, please let CPO2 Bates know so that he can reallocate the points to corps/squadrons that

are short. On 14 Feb 20, RCSU (Pac) will pull back all unused Logistik points to be reallocated
within the Region.

38/20 – 125TH ANNIVERSARY NAVY LEAGUE OF CANADA
The Navy League of Canada is celebrating its 125th Anniversary, and as part of this event the
Navy League is providing a pin to mark the occasion to all Sea Cadet Corps. It will be worn for
one year – 1 January to 31 December 2020 – and is subject to the following guidance:
a. the commemorative pin can only be worn on the left pocket of the shirt or jacket
(see Annex I, CJCR Dress Instructions); and
b. only one authorised commemorative pin shall be worn on the uniform. If several
pins are available for wear during the aforementioned period of time, the decision
to wear one pin over another will be determined by the CO RCSU (Pac).

42/20 – REGIONAL EXPEDITION – WILD COAST CHALLENGE 21-29 MAR 20
1. RCSU (Pac) will conduct a Regional Expedition from 21-29 Mar 20 on Vancouver
Island. The expedition will be comprised of 18 army cadets, 3 Cadet Expedition Team Leaders
and 2 CIC officers. This expedition will combine expedition training, trekking, and biking.
Expedition training will include route planning, map and navigational skills, GPS use, equipment
and clothing selection, menu planning, and low impact camping.
2. The Warning Order has been uploaded to SharePoint and the Joining Instructions will be
posted to SharePoint once completed.
3. Cadet corps must inform their cadets of the opportunity and nominate cadets in
FORTRESS via “Summer Training and Activities by Selection.” Registration of cadets must be
completed NLT Sun, 2 Feb 20.

1. RCSU (Pac) will conduct a Gold Star Expedition 3-5 Apr 20 at Golden Ears Provincial
Park.
2. The Warning Order has been uploaded to SharePoint and the Joining Instructions will be

3. Cadets must be registered in FORTRESS via “Technical Training and Activities by
Registration.” The Serial in FORTRESS is listed as “Gold Expn 06.” Registration of cadets
must be completed NLT Sun, 2 Feb 20.
4. Cadets with a 30-minute participation limitation will participate in a modified expedition
8-10 May 20 to complete PO 426. Corps must contact J3 Trg O (Expedition) directly to have
these cadets registered.

44/20 – REGIONAL EXPEDITION – WEST COAST CHALLENGE 16-24 MAY 20
1. RCSU (Pac) will conduct a Regional Expedition from 16-24 May 20 on Vancouver
Island and the Gulf Islands. The expedition will be comprised of 20 army cadets and 4 CIC
officers. This expedition will combine expedition training, biking, and sea kayaking. Expedition
training will include route planning, map and navigational skills, GPS use, equipment and
clothing selection, menu planning, and low impact camping.
2. The Warning Order has been uploaded to SharePoint and the Joining Instructions will be
posted to SharePoint once completed.

RELIABILITY STATUS REQUIRING UPDATE
1. Reliability Screening consists of conducting verifications and checks in order to be able
to grant individuals a Reliability Status (RS), which is the minimum level required for all CAF
members and civilian instructors working in support of the CCO. RS must be updated every 10
years. Note that for renewals, certified copies of two pieces of ID and a proof of current address
are required to accompany the Cdt #172. The following personnel must renew their RS prior to

2. Personnel are advised that completion of a VSS check can take up to three months,
therefore it is important that the process be initiated well in advance of the expiry date.
3. A current PRC/VSS is required for all adult supervisors, therefore, personnel who do not
submit an updated PRC/VSS prior to the expiry date will not be authorized to parade until a
PRC/VSS is received and approved at RCSU (Pac).
4. The PRC/VSS for the following pers has extended beyond the five year mark, therefore,

1. AS YOU WILL BE AWARE, CHINA IS EXPERIENCING AN OUTBREAK OF A
NOVEL CORONAVIRUS. THE WORLD HEALTH ORGANIZATION RISK
ASSESSMENT FOR CHINA IS VERY HIGH AND THE GOVERNMENT OF
CANADA TRAVEL ADVISORY FOR CHINA (https://travel.gc.ca/destinations/china)
IDENTIFIES RISKS TO TRAVELLER HEALTH AND ADVISES AGAINST ANY
NON-ESSENTIAL TRAVEL.
2. THE CDS HAS DETERMINED THAT TRAVEL BY CAF MBRS TO MAINLAND
CHINA PRESENTS A RISK TO THE HEALTH OF CAF MBRS FOR THE
FORESEEABLE FUTURE. IT IS IMPERATIVE TO PROTECT OUR FORCE AND
ENSURE CONTINUITY OF OPERATIONS. IN ORDER TO MAINTAIN
MANDATED READINESS, THE CAF WILL IMMEDIATELY IMPLEMENT
TRAVEL RESTRICTIONS THAT PRECLUDE ALL CAF TRAVEL TO CHINA,
BUSINESS OR LEISURE, UNTIL OTHERWISE DIRECTED. IN LINE WITH THE
GOVERNMENT OF CANADA TRAVEL ADVISORY, THE FOLLOWING
MEASURES WILL APPLY:
a. EFFECTIVE IMMEDIATELY, LEAVE TRAVEL BY CAF MBRS TO CHINA
IS CANCELLED
b. THOSE CAF MBRS WHO MAY BE CURRENTLY TRAVELLING IN CHINA
TO BE RECALLED TO DUTY AND PERSONALLY DIRECTED BY THEIR
COMMANDING OFFICER IAW QR&O 16.01. CAF MEMBERS MUST
RETURN TO THEIR PLACE OF DUTY AS SOON AS PRACTICABLE.
UPON RELEASE OF THIS MESSAGE, ALL RECALLED CAF MEMBERS
WILL BE CONSIDERED ON DUTY
c. EFFECTIVE IMMEDIATELY, AND IAW QR&O 16.04, NO AUTHORITY

HEREBY SUBJECT TO ADDITIONAL APPROVAL BY CDS UNTIL THIS
DIRECTION IS RESCINDED
3. RESTRICTIONS MAY BE EXPANDED AS DEEMED NECESSARY BY ON-GOING
ASSESSMENTS. COMMANDING OFFICERS SHOULD CONSIDER POTENTIAL
HEALTH ISSUES WHEN AUTHORIZING TRAVEL TO NEIGHBOURING
REGIONS
4. UNDER QR&O 1.03 ALL ORDERS AND INSTRUCTIONS ISSUED TO THE CAF
UNDER THE NATIONAL DEFENCE ACT AUTHORITY APPLY TO THE
RESERVE FORCE ONLY WHEN SUBJECT TO CODE OF SERVICE DISCIPLINE
I.E. DURING TRAINING OR EXERCISE, ON TD, ON DEFENCE
ESTABLISHMENT, IN UNIFORM. HOWEVER, RESERVE FORCE CHAIN OF
COMMAND IS ENCOURAGED TO REMAIN MINDFUL THAT THE SPIRIT AND
THE INTENT OF THIS ORDER IS TO BE COMMUNICATED. ONLY RESERVE
