RCI GETS CALL FOR A WAGERING CLEARINGHOUSEby Evan Hammonds, courtesy The Blood-Horse In order to help racing jurisdictions get a better gripon just exactly who is betting into their pools, a callwas made out at the Association of Racing Commis-sioners International convention for the RCI to take thelead in forming a "wagering clearinghouse" for second-ary betting entities. The RCI convention, which runsthrough Friday, is being held at the Hyatt RegencyTamaya Resort near Albuquerque, N.M. During a modelrules committee meeting, Richard Shapiro, chairman ofthe California Horse Racing Board, discussed the situa-tion in his state, and how to make the situation better."In California, the tracks may go out and negotiate withXYZ betting outlet," Shapiro said. "We [the CHRB] ask'Are they betting through our pools?' The answer:'Yes.' Then, we need to know who they are, that theyare properly organized, that their systems are secure,so we know who is wagering into our pools and that iswhere there is a big breakdown. I'm asking RCI to takethe lead on that." Shapiro then proposed for there to bea standard review and approval of all the secondarypari-mutuel wagering entities before they are allowed toenter into the wagering pools. "As we get license appli-cations from our racing associations, there is an attach-ment for all of the places where they have an agree-ment for sending the signal and where there are allthese secondary betting places that bet through ourpool," he said. "They'll be a list of 50 or more and weneed to know we're doing the due diligence that theyhave been fully vetted and checked out.”
