Item 3.1 ACTION

Minutes of Committee Meeting May 14, 2021 The meeting of the Station/Facilities Development Committee was held at 9:00 a.m., May 14, 2021 via teleconference.

Chair Zuber called the meeting to order at 9:00 a.m.

Review of the Purpose and Scope of the Committee

Ms. Stacey Mortensen gave a presentation on this item.

Member Hume inquired about how many members there are on the Committee.

Ms. Mortensen explained that there are currently four members with the potential for four additional members.

Review of the Overall Valley Rail Program

Kevin Sheridan gave a presentation on this item.

Chair Zuber inquired about the lines that would be used.

Mr. Sheridan explained that two separate lines will be used south of Stockton and that service will run on one combined line from Stockton to Natomas.

Hume inquired about duplicate stations south of Stockton.

Mr. Sheridan explained that the purple line stations on the map shown in the presentation are the new stations to be built while the stations shown on the blue line are existing stations. The stations going North will be shared stations.

Ms. Mortensen explained that it looks like we are duplicating service, but in fact it is that the San Joaquins service requires stations that are further apart because of the 300 mile corridor, while ACE service requires closer, local stations. Both rail lines are needed to handle the passenger flow.

Presentation on Center and Double-Side Loaded Platform Concepts on Union Pacific Alignments

Kevin Sheridan gave a presentation on this item.

Chair Zuber inquired about the different platform configurations that will be used.

Ms. Mortensen explained that the new stations will have a combination of both center loading and double-sided loading platforms depending on the location.

Member Hume inquired about at-grade pedestrian crossing and a controlled crossing with physical barriers.

Ms. Mortensen explained that California Public Utilities Commission (CPUC) is not going to allow a full crossing.

Member Hume inquired about the use of an escalator.

Mr. Mortensen explained that escalators can be tricky because most of these stations will not be subterranean due to water tables.

Chair Zuber inquired about double-sided outside platforms with pedestrian at grade crossings.

Mr. Sheridan explained that double-sided outside platforms with at grade crossings cannot be built due to the track being used by freight trains and passenger trains.

Established Pre-Qualified On-Call Consultant Lists Related to the North Region of the Valley Rail Program Capital Project Delivery

Rankings Construction Management Services

Background: With the passage of both Senate Bill (SB) 132 and the Transit and Intercity Rail Capital Program (TIRCP) the “Valley Rail Program” was created to expand and improve the ACE and San Joaquin passenger rail services throughout the Central Valley and Northern CA. Valley Rail will also provide a vital link to the California High Speed Rail Project from Bakersfield to Merced. In the interest of expediting project delivery, the San Joaquin Joint Powers Authority (SJJPA) designated the San Joaquin Regional Rail Commission (SJRRC) as the lead agency for shared project implementation. However, the San Joaquin Authority is responsible for delivering several station projects on the San Joaquin Corridor outside of the shared service segment between Stockton and Natomas. The Rail Commission issued a Request for Qualifications (RFQ) related to the following projects: Midtown Sacramento Station

The purpose of the RFQ was to establish Pre-Qualified On-Call Consultant Lists to assist with the various components of project delivery, including the following: Construction

Management Professional Services (CM) – Construction Management Services include, but are not limited to, specialized management and oversight of the project's schedule, cost, quality, safety, scope, and function.

Selection Process: Statement of Qualifications (SOQ) responses were due on June 17, 2021. The proposals received were reviewed for completeness and responsiveness by the Procurement and Contracts Department. The responsive proposals received were evaluated by a panel consisting of Rail Commission representatives and other public agency representatives from the City of Sacramento, Sacramento Regional Transit (SacRT), and Sacramento County. Based on the final score and rankings, the top five (5) consultants were recommended for the North Region Pre-Qualified On-Call Consultant List. The On-Call Consultant List involves a “Two Step” process. As services are needed for specific projects, an RFP or request for cost proposal will be issued to the consultants on the on-call list. This ensures a competitive bid process and is used in support of the projects listed in the RFQ. These agreements would be brought before the Board for approval. Established Pre-Qualified On-Call Consultant List: Both the Rail Commission and the SJJPA Boards have approved their pre-qualified lists.

• Construction Management Professional Services (CM) - Construction Management Services include, but are not limited to, specialized management and oversight of the project's schedule, cost, quality, safety, scope, and function.

• Rail Engineering Support Services (ES) – Rail Engineering Services consultants provide On-Call consulting services as staff augmentation for SJRRC’s Capital Project Delivery Program. Duties focus on the delivery of project improvements and expansion program. Typical duties performed, but not limited to include:

a. Development of Integrated Project Schedules and Service Implementation Plans.

b. Program cost controls c. Organize meetings for the review of project status and the determination of

needed actions; prepare meeting notices, agenda, and minutes. d. Organization, participation, and presentations at meetings held by lead agency

staff to neighborhood groups and other stakeholders. e. Coordination with railroad owner/operator’s consultants, and other public

Selection Process: Statement of Qualifications (SOQ) responses were due on June 17, 2021. The proposals received were reviewed for completeness and responsiveness by the Procurement and Contracts Department. The responsive proposals received were evaluated by a panel consisting of Rail Commission representatives and other public agency representatives from the City of Merced. Based on the final score and rankings, the top five (5) consultants per service were recommended for the South Region Pre-Qualified On-Call Consultant List. The On-Call Consultant List involves a “Two Step” process. As services are needed for specific projects, an RFP or request for cost proposal will be issued to the consultants on the on-call list. This ensures a competitive bid process and is used in support of the projects listed in the RFQ. These agreements would be brought before the Board for approval. Established Pre-Qualified On-Call Consultant List: Both the Rail Commission and the SJJPA Boards have approved their pre-qualified lists.

To guide the designing of the Valley Rail Stations, staff has assembled a team to work together to provide design Principles, Guidelines, and Criteria to ensure consistency, efficiency, and prioritize the passenger experience, as well as ensure equitable access to the stations. The Process: The process to determine overarching direction to unify the individual station designs is a three-step process: Principles, Guidelines, and Criteria. Each step builds upon the previous step to provide the Why, What, and How to design a Valley Rail Station.

Principles: Establish the core principles that embody our commitment to people centric design, making passenger experience a priority, reflecting the goals to create a safe, accommodating, and positive total transit experience through enjoyable, sustainable and resilient facilities. Guidelines: Define the core transit system and facility elements performance attributes

STAFF REPORT Item 5 ACTION Approve a Resolution of the San Joaquin Regional Rail Commission Station/Facilities Development Committee Approving an Agreement with AECOM Technical Services, Inc. for Preparation of Final Plans, Specifications, and Estimates (PS&E) for the Natomas/Sacramento Airport Station Project for an Amount Not-To-Exceed $1,981,071 and Authorizing the Executive Director to Execute Any and All Documents Related to the Project Background: The Natomas/Sacramento Airport Station will be constructed in unincorporated Sacramento County on an 8.4-acre site along the eastern side of Blacktop Road just south of West Elkhorn Boulevard. Access to the station will be provided via Blacktop Road. The site proposed for Natomas/Sacramento Airport Station is currently developed with commercial/industrial uses. Improvements that will be constructed as part of the Natomas/Sacramento Airport Station include construction of a 15-foot-wide by 1,000-foot-long at-grade side-loading passenger platform and construction of a surface parking lot providing approximately 250 parking spaces and 3 bus bays. The Natomas/Sacramento Airport Station will also include layover tracks south of the platform to accommodate ACE and San Joaquins train layovers between service runs. The layover tracks will accommodate four trains (plus one train layover at the station platform). The tracks will also allow for interior train cleaning during layovers. Employee access to the layover tracks will be provided by an access road to be constructed west of the proposed tracks.

RailPros, Inc. – Rail Engineering Services, Not-to-Exceed $567,010 Background: The Midtown Sacramento Station would be constructed on the Union Pacific Railroad (UPRR) Sacramento Subdivision near Q Street between 19th Street and 20th Street in Sacramento. Improvements that would be constructed as part of the Midtown Sacramento Station include:

• Construction of a 15-foot-wide by 565-foot-long at-grade side-loading passenger platform that would extend south of Q Street; and a 15-foot-wide by 250-foot-long at-grade sideloading passenger platform that would extend north of Q Street in the existing UPRR right of-way (ROW)

• Modification of the existing UPRR Sacramento Subdivision track, fencing, and at-grade crossings for the new station siding, realigned mainline, and industrial lead.

STAFF REPORT Item 7 ACTION Approve a Resolution of the San Joaquin Regional Rail Commission Station/Facilities Development Committee Approving Amendment 03 to the Agreement with Mark Thomas & Company, Inc. for the North Elk Grove Station Project Increasing the Total Compensation by an Amount of $385,959 with the Total Contract Amount Not-To-Exceed $1,346,731 and Authorizing the Executive Director to Execute Any and All Documents Related to the Project Background: In May 2019, the San Joaquin Regional Rail Commission (SJRRC) Board authorized the Executive Director to negotiate and enter into contract with Mark Thomas & Company with a not-to-exceed amount of $401,660 to prepare the preliminary design for the North Elk Grove Station Project. The preliminary design estimate and contract was based on a station location that had been identified in the Valley Rail Sacramento Extension Draft Environmental Impact Report (EIR). Subsequent to the circulation of the Draft EIR, SJRRC and San Joaquin Joint Powers Authority (SJJPA) received numerous comments on the Draft EIR questioning the viability of the proposed North Elk Grove Station described in Draft EIR. As such, the proposed North Elk Grove Station (including all access and siding variants) was removed from consideration in the Final EIR. SJRRC and SJJPA have continued coordination with the City of Elk Grove on an appropriate site for a station to serve the Elk Grove community. Additional information on a more ideal location for the station has been identified. Final approval of a future Elk Grove Station at a site agreed to by all interested parties would be subject to a separate, stand-alone California Environmental Quality Act (CEQA) document that will be circulated for public review and comment at a later date. SJRRC staff negotiated a revised scope and fee with Mark Thomas to prepare a separate EIR for the new Elk Grove station site, and in January 2021 the SJRRC Board authorized Amendment 01 to the contract with Mark Thomas to increase the not-to-exceed amount by $504,030 to $905,690. Subsequently, SJRRC staff requested that Mark Thomas add a subconsultant to provide public outreach services for the Elk Grove

These services were necessary to assist SJRRC with the public noticing and scoping meetings for the EIR, a public hearing planned for the release of the Draft EIR in Winter 2021-2022, and additional meetings with community groups. The Executive Director approved Amendment 02 to Mark Thomas’s contract under their contract authority, increasing the non-to-exceed amount by $55,082 to $960,772. Additional services are now necessary to advance the station design to a level necessary for Union Pacific Railroad (UPRR) to review and approve the 30% design plans, a key milestone that will allow the station to proceed into the Plans, Specifications, & Estimates (PS&E) phase after completion of the EIR. These include preparation of the top of rail survey and undertaking geotechnical boring investigations at the station site and the along the Union Pacific Right of Way. In addition, Caltrans has requested that SJRRC prepare a Project Study Report (PSR) for the Elk Grove 2nd Main Track Project, which is located between the new Elk Grove Station siding and the Phillips Siding to the south. This additional trackwork is not part of the Elk Grove Station EIR but is included in Mark Thomas’s scope of work to design to a conceptual level and is required by UPRR for full implementation of the Valley Rail program. A PSR outlines the scope, cost, schedule, and potential environmental and technical studies needed for a project. This PSR is required to make the project eligible for potential state funding through the 2022 Interregional Transportation Improvement Program (ITIP). Mark Thomas has extensive experience preparing PSRs and can prepare the PSR for the project before the October 1, 2021 deadline required by Caltrans. Procurement Approach: The amendment was handled in accordance with the Rail Commission’s Procurement Manual. The original agreement was awarded in May 2019. This amendment commencement date is August 13, 2021, with an end date of June 30, 2024. The amendment not-to-exceed amount is $385,959. Procurement and Contracts Staff reviewed and confirmed the price of the amendment to be fair and reasonable.

WHEREAS, the Rail Commission secured funding from multiple sources including state Senate Bill 1 (SB 1), state Senate Bill 132 (SB 132), Transit and Intercity Rail Capital Program (TIRCP), Federal, and local funds for the Capital Projects Program; and

WHEREAS, on June 1, 2019, the Rail Commission and Mark Thomas & Company entered into an agreement for the North Elk Grove Station Project; and

WHEREAS, a new location for the Elk Grove station has been identified and

approval of an Elk Grove Station is subject to clearance under the California Environmental Quality Act (CEQA); and

WHEREAS, additional services are necessary to advance the station design

STAFF REPORT Item 8 ACTION Approve a Resolution of the San Joaquin Regional Rail Commission Station/Facilities Development Committee Approving an Agreement with TranSystems Corporation for Preparation of Final Plans, Specifications, and Estimates (PS&E) for the Lodi Station Project for an Amount Not-To-Exceed $2,545,867 and Authorizing the Executive Director to Execute Any and All Documents Related to the Project Background: The Lodi Station will be constructed in unincorporated San Joaquin County west of the City of Lodi along the south side of State Route 12 (Kettleman Lane). Access to the station will be provided from State Route 12 and from Devries Road. The station will include a passenger platform, a bus drop-off/pick-up area, new station track, and parking for approximately 478 vehicles. The project will also include construction of a second main track on the UPRR Sacramento Subdivision between Milepost (MP) 104.5 and 107.9, with a middle crossover at MP 105.8. The new station track will include a new at-grade crossing parallel to the existing Union Pacific Railroad (UPRR) at-grade crossing at State Route 12. The site proposed for Lodi Station is currently being used for agricultural purposes.

Procurement Approach The San Joaquin Regional Rail Commission (Rail Commission) issued a Request for Qualifications (RFQ)/Request for Proposals (RFP) for multiple projects included in the Valley Rail Program including the Lodi Station Project for Preparation of Final Plans, Specifications, and Estimates (PS&E). In response to the RFQ/RFP, eight (8) proposals were received by the deadline of June 17, 2021. The proposals received were reviewed for completeness and responsiveness by the Procurement and Contracts Department. All proposals received were deemed responsive and were evaluated by a panel consisting of Rail Commission representatives and other public agency representatives from the City of Lodi, City of Ripon, and San Joaquin County. The final scores determined TranSystems Corporation as the most responsive, responsible firms for the Lodi Station Project. The estimated contract commencement date is August 13, 2021, with an end date of June 30, 2026. There are no option years. Procurement and Contracts Staff reviewed and confirmed the price of the agreements to be fair and reasonable. Fiscal Impact:
