Images from our past Signs COVID-19 is getting on nerves by April Scheinoha Reporter COVID-19 continues to impact various decisions made by the City of Thief River Falls and its employ- ees. The Public Safety/Liquor Committee heard those matters at a marathon meeting lasting nearly three-and-a-half hours Monday, July 13. “There’s a lot of underly- ing stress being on the front- line of this thing,” said Steve Olson, manager of the city- owned Falls Liquor. COVID-19 fatigue is set- ting in for liquor store em- ployees. Olson said he had to remind one employee about sanitizing hands after han- dling a rug and remind at least two employees about not using tills near one an- other when the store wasn’t busy. He noted COVID-19 is wearing on people even when they don’t realize it. Olson added employees have heard from customers that bars have been wall to wall with people in the area. Council member Rachel Prudhomme, who sits on the committee, said she and council member Jason Aarestad had heard con- cerns from someone about a recent concert. Veterans of Foreign Wars Post 2793 has held at least two concerts re- cently in its parking lot. The individual raised concerns about the number of people attending the concerts. Prudhomme said she be- lieved it may have been hard to keep track of the number of people moving back and forth between the bar and the parking lot. Prudhomme indicated that VFW Commander Erik Beitel was out of town dur- ing one of the concerts when there was an apparent issue. Beitel is employed as Pen- nington County’s emergency management director and has been on the frontlines of the county’s response to COVID-19. In terms of other private bars, Prudhomme said she doesn’t think police officers may walk into a bar unless their presence is justified. She said the city has to trust bar owners when it comes to following social distancing guidelines. Like bars, Falls Liquor remains open to the public – albeit for fewer hours than it has been open in the past. Located kitty-corner to Falls Liquor, City Hall remains closed to the public. Aarestad, who chairs the committee, voiced his disap- pointment and said it didn’t seem right that Falls Liquor was open while City Hall was closed. The matter was discussed more thoroughly later in the meeting. City Administrator Angie Philipp said the city is in the process of obtaining and installing glass at City Hall to allow for social dis- tancing. Aarestad, who chairs the committee, replied that the city doesn’t need special glass in City Hall as part of its COVID-19 precautions. Philipp responded that the city is placing glass per- manently in specific areas where it is needed. Officer Ryan Bassett appeared before the com- mittee via Webex. He asked to rescind his resigna- tion. Bassett had tendered his resignation in June with an effective date of Sunday, July 26. The full council ap- proved filling the position at its meeting six days before the committee meeting. The committee referred the mat- ter on to the full council, which would have been the final authority on Bassett’s appeal. Inter-County Nursing Serv- ice Director Kayla Jore re- peated the message she has been sharing since the United States began fight- ing the illness. “The more we can prevent the spread, the better,” Jore said at the Pennington County Board meeting Tues- day, July 14. Jore noted that COVID- 19 fatigue is setting in. How- ever, she reminded people to wash their hands, social dis- tance and wear masks. “It’s highly recommended when you’re going out in public that you wear those masks,” said Jore, who noted it helps stop the COVID-19 germs from being spread to others. Jore admitted that wear- ing a face mask can be un- comfortable. However, she said, “Masking is very im- portant.” At the time of the County Board meeting, Pennington County had 54 cases of COVID-19. Two were active cases. (It grew to 55 cases the following day.) Jore said the county was “seeing an- other case situation” in long- term care. She noted the unidentified long-term care facility had been doing all the right things, but this was bound to happen. The facility is working closely with the Minnesota Depart- ment of Health and the Health Care Coalition. MDH lists COVID-19 cases in congregate care fa- cilities on its website. That list is updated each Friday, and facilities are removed from that list if they haven’t reported a new exposure for a minimum of 28 days. Ex- posures include those who either visited, worked or lived at a facility while they were contagious. A variety of age levels have been affected by COVID-19 in Pennington County, and Inter-County Nursing Service does case investigation and contact tracing for those cases. The cases range from kids ages 10-19 to adults 70 and over. At this point in time, the majority of the affected indi- viduals in Pennington County – 37 – were in their 20s and 30s. Emergency Management Director Erik Beitel noted the 54 cases amount to less than 1% of the county’s pop- ulation. COVID-19 continues toimpact various decisionsmade by the City of ThiefRiver Falls and its employ-ees. A Thief River Falls manwas injured after his motor-cycle and a sport utility ve-hicle collided late Sundayafternoon in Thief RiverFalls. Scott J. Hickerson ofThief River Falls was trans-ported to Sanford MedicalCenter in Thief River Falls,according to the Thief RiverFalls Police Department.Another source indicatedthat Hickerson was laterairlifted to a hospital inFargo, N.D. No injuries were reportedto the other driver, James

Dale Hjelle of Newfolden. At the time of the acci-dent, Hjelle was driving a2010 Chevy Equinox south-bound on Highway 59. Ac-cording to the report, heturned east in front of Hick-erson’s northbound motorcy-cle in the 1500 block of Hwy.59 S. Hickerson was drivinga 2010 Harley-Davidson mo-torcycle at the time. Hjellethen allegedly left the scene. Hjelle has been cited forfailure to stop for a collisionand failure to yield the rightof way to oncoming traffic.

The Polk County Sheriff ’sOffice has recently receivedan increased number ofscam reports. These scams are usingscare tactics by claiming theperson’s ID and Social Secu-rity number are tied intomoney laundering or otherserious crimes out of state.The victim is then instructedto either purchase a largeamount of gift cards to stayout of trouble or told to send

all of their cash to the scam-mer for “safe keeping,” sothe money doesn’t get seizedas part of the money laun-dering investigation. If anyone receives a callsimilar to the one describedabove or any other call theyfeel is a scam, they are urgedto not divulge any personalinformation, hang up andcontact their local law en-forcement agency.

There have been so manystories lately about eventsthat will create culturalchange. This might actuallybe a story that describestrue change to a portion ofour culture - or not. I mean,I’m not clairvoyant. Roundup-ready cropsmade farmers much moreproductive. You could plant acrop and then spray theweeds without killing off thecrop. It cleaned the field ofweeds and saved a lot oftime. Somewhere along theway, occasional weeds be-came resistant to theroundup herbicide, whichwas a concern. I noticed thisa few years ago and wrote acolumn that farmers mayhave to begin cultivatingrow crops instead of spray-ing them. Dicamba camealong a few years ago andmy row-crop cultivation pre-diction was put aside. Recently, the Environ-mental Protection Agencyand the 9th Federal District

Court have been tuggingback and forth on the ques-tion of whether Dicamba issomething farmers coulduse. So, I can trot out myrow crop idea, again. I hon-estly hope they get Dicambafigured out and we can for-get the row crop cultivatorsfor now. However, mechani-cally killing weeds with acultivator is one alternativeto herbicides. I could wonder what arow crop world would looklike; however, I am oldenough to have seen one.The row-crop world requiresmore patience, especially thefirst time you cultivate thecrop. The crop is so smallthat you must be careful tonot accidentally dig up aplant or push dirt on top if itas you dig up weeds. Rowcrop cultivators have shieldsfor early cultivation, but youcan pull the shields up or re-move them as the seasongoes on. You can also drivefaster as the crop growslarger in size. In other parts of theworld, row crop cultivationis already a part of farm life.These implements make itpossible to perform highlydetailed row crop cultivationat higher speeds. I’m notsure how this would balanceout as I’m sure there arefairly inexpensive, used row-

crop cultivators available insomeone’s tree row, and themore modern version isprobably expensive. How-ever, farmers will have tobalance the money they saveon a used cultivator with thecost of someone to drive thetractor and the economy ofscale. The change in mindsetmay be a challenge too.Farmers, who are driven towork as fast as possible, andwho are now focusing forhours, at slow speeds mightbe like a sprinter’s first tryat yoga. Try mowing youryard at about a third of yournormal speed and you willsee what I mean. Row cropcultivation is fairly highstakes, too; one moment’sinattention can wipe out sev-eral rows. For this reason, itis a high-value job that can’tbe left for the low man onthe totem pole while every-one else goes to the lake. I hope issues withDicamba get resolved beforethe next planting season. Ifthey don’t, row crop cultiva-tors may be one popular dis-play at the next farm showyou attend - virtual or not.One thing, cultivating in be-tween rows will save youdollars on all of those yogalessons.

The number of positivecases in Minnesota in-creased by 578 cases fromTuesday on a testing volumeof about 12,500. The contin-ued growth in positive casesis a growing concern. Thenumber of individuals hospi-talized with COVID-19 in-creased by 18 to a total of254, and the number of indi-viduals requiring intensivecare dropped by one to 106. Other important metrics,including the positivity rateand median age, alsoshowed changes. The me-dian age of individuals in-fected by COVID-19 droppedto 37.5; and, the rate of pos-itivity over a seven day pe-riod increased from 4.7percent to 4.8 percent. Officials said Wednesday,that the recent surge in pos-itive cases across the coun-try is affecting supplychains. In Minnesota, offi-cials said that they do trackthe amount of personal pro-tective equipment quiteclosely. They have quite asupply on hand, but supplychain issues are beginningto re-emerge. The commissioner ofhealth, Jan Malcolm, saidthey aren’t assuming theyhave enough. “We have agood supply, but we’reclosely watching what’s hap-pening with global supplychains.” As noted over the pastseveral weeks, the numberof people in Minnesota dyingfrom COVID-19 complica-tions has remained stable.On Tuesday, eight moredeaths were recorded Kris Ehresmann, infec-tious diseases director forthe Minnesota Departmentof Health, said any one indi-cator is valuable, but a sin-gle indicator is not enough tounderstand the full picture. Any death is serious, butwhen the number of deathsremain stable or decline,

there’s a temptation to thinkit’s manageable, but Ehres-mann pointed out there canbe long-term health conse-quences from COVID-19. Ehresmann was askedabout the specific statisticsabout people dying fromCOVID-19. Ehresmann saidthere have not been anydeaths among individualsfrom birth to 19. Of thedeaths from COVID-19, .02percent were in the 20 to 29age group, .13 percent werein the 30 to 39 age group, .31percent were in the 40 to 49age group, 1.36 percent werein the 50 to 59 age group;5.47 percent were in the 60to 69 age group; 15.26 per-cent were in the 70 to 79 agegroup; 30.82 percent were inthe 80 to 89 age group; 44.48percent in the 90 to 99 agegroup, and 58 percent in the100-plus age group. Ehresmann said it’s clearthat the fatality rate in-creases with age, but every-one needs to rememberthere can be serious long-term health consequencesfor individuals who areyounger, and those individu-als can also impact spreadamong those most at risk. Stability in the death rateis a result of several factors.Malcolm referred back toprevious briefing duringwhich Dr. Hicks said theyhave learned more aboutCOVID-19 and improvedtreatment of people with thevirus. State Epidemiologist Dr.Ruth Lynfield also said peo-ple need to keep in mindthat early on deaths weremostly elderly and peoplewith underlying health is-sues living in congregatecare facilities. Since then,they’ve worked hard to im-prove detection and in pre-venting transmission. Shealso pointed out that the me-dian age of individuals withCOVID-19 has declined sig-nificantly, which means it’sspreading in a populationless likely to experience se-

vere complications. Lynfieldalso noted there is a lag indeaths. (In some states, theofficial reporting of aCOVID-19 death can lagCOVID-19 exposure by up toone month.)

Quarantine forMinnesotans

Because of its increase inpositive cases, Minnesotahas been put on the NewYork, New Jersey and Con-necticut quarantine list.(The quarantine applies toany person arriving from astate with a positive testrate higher than 10 per100,000 residents over aseven-day rolling average ora state with a 10% or higherpositivity rate over a seven-day rolling average.) This is a reminder, saidLynfield, that everyone hasa role to play. The virus is here to stay,and “we are still in the pan-demic and at a worryingpoint.” Forty-one states, includ-ing Minnesota, said Lyn-field, are now seeing anincrease in positive cases.“We need to step back andsee what we can do to slowthe spread of the virus.” Lynfield said this is not adiscussion about blame. Shesaid they want to communi-cate to everyone that each ofus has a responsibility andability to prevent transmis-sion of this virus. Lynfield said they knowthere is a lot of conflictinginformation out there. Theyalso know people are sickand tired of hearing aboutprecautions, but this is notthe time to let down ourguard. Every few days, she said,there’s more good newsabout vaccines being devel-oped, but everyone shouldremember that it will be along time - months - beforean effective vaccine becomesavailable. Until that time itis up to us to do the thingsthat prevent spread.

Last weekend, I pulled out the practicenet I use for hitting golf balls into. It’s myway of practicing social distancing, and let’sbe honest, keeping people safe on the golfcourse from errant golf balls. My friendsknow this and often chide me on my golfingskills or lack thereof. I often respond with quiet aplomb. I’ve al-ways wanted to use that word in a sentence,but I’m quite sure I never have. It meansself-confidence or assurance when in a de-manding situation. I think we’re all in thatkind of situation where people keep check-ing our temperatures, asking us if we feelwell and telling us to wear a mask. It’senough to erode one’s self confidence. Am Isick? Will I get sick? Why are so many peo-ple concerned? Do I look like I’m sick? Don’t

they have something better to do? That’s ournew reality, however, so we need to go aboutour business with quiet aplomb. Big words. So, I told my friends that I hit all of mygolf balls into the net. I live on the river andgenerally hit into a net and toward the river.I noted that even though I had a crowd ofkayakers and a bunch of people in a pontoonboat passing by, not one kayaker or boaterwas struck by an errant golf ball. One friend said they must have beenwearing helmets. Another said he was sure someone lost abet. My confidence has NOT been eroded. Iwill wear a mask … because it protects oth-ers and my identity.

DNR survey looks at how Minnesotans feel about wolves The Minnesota Depart-ment of Natural Resources,in partnership with the Uni-versity of Minnesota throughthe Minnesota CooperativeFish and Wildlife ResearchUnit, conducted a survey ofMinnesota residents to sup-port the 2020 update to theMinnesota Wolf Manage-ment Plan. The study focused onthree groups: Minnesotahouseholds, resident adultfirearms deer hunters andlivestock producers that op-erate in the 2019 wolf range.The main purpose of thestudy was to collect baselineinformation on these threegroups’ attitudes and valuesfor wolves and wolf manage-ment. Importantly, these

data were collected using sci-entific survey methods, andare representative of the pop-ulations. What was the study’spurpose? The study’s aimwas to obtain timely and ac-curate information on Min-nesotans’ values, beliefs, andattitudes toward wolves andwolf management. The study is based onquestionnaires distributed to9,750 individuals, including5,250 residents, 2,000 deerhunters and 2,500 livestockproducers. The results arecompiled in a summary re-port PDF and a more de-tailed 149-page full reportPDF. What were the key sur-vey topics? The surveyasked questions about indi-viduals’ experiences withwolves, their interest in wolfmanagement, their generalattitudes toward wolves andreasons for valuing wolves.The survey also asked ques-tions about their preferenceon wolf abundance, wherewolves should exist or not

exist, whether wolf huntingand trapping should be al-lowed and other wolf man-agement preferences. The study was designed toidentify differences and sim-ilarities among the threegroups. In addition, residentswere asked questions relatedto their involvement withwolves, wildlife and outdoorrecreation. Deer hunterswere asked questions abouttheir hunting experiencesand beliefs. Livestock pro-ducers in the wolf range wereasked about their experi-ences and opinions aboutwolf depredation. What were the key find-ings? Key findings werelargely consistent with previ-ous study results, which is tosay Minnesotans continue toagree on some topics regard-ing wolves and wolf manage-ment and agree less on othertopics. Still, there are things thatMinnesotans agree on de-spite having a wide array ofattitudes. For example, Min-

nesotans agree that main-taining a wolf population inMinnesota is important. Residents, on average, feltthat they would like to seewolf numbers remain thesame, and for wolves to oc-cupy about the same amountof habitat in the state. The survey found that 80percent or more of livestockproducers and deer hunterssupport establishing both awolf hunting and wolf trap-ping season. That level ofsupport is considerablyhigher than what the generalpublic believes. Supportamong residents is splitalong ideological lines (41percent support hunting, and30 percent support trapping). Another portion of the sur-vey included questions aboutcitizen trust in the DNR. Asurvey finding was that resi-dents have the highest trustin the DNR and livestockproducers in the wolf rangethe least. Deer hunters werein the middle.

At the committee meet-ing, Bassett said, “I’m sorryto bring this before this com-mittee and ask, but I’m justasking this one time duringthese odd set of circum-stances.” Bassett, a 16-year vet-eran of the department, hadapplied for another job andhad been hired by the De-partment of Corrections.However, he said he had re-ceived a phone call earlierthat day, informing him thathe may “get bumped” andnot have the job, be laid offimmediately or be laid off inthree months. Human Resources Spe-cialist LeAnn Engelstad saidthe council has never re-ceived such a request in thepast. By state statute, a res-ignation is final once it issubmitted to a city. However,Engelstad noted that an em-ployee can appeal the resig-nation. Since the council hadalready approved filling theposition and advertising for

it, the full council needed toconsider Bassett’s request. Engelstad voiced someconcerns about allowingBassett to rescind his resig-nation. She wonderedwhether Bassett would sub-mit his resignation againtwo months from now. En-gelstad also questioned howit would look on the city’spart that it advertised forthis position and then de-cided to not fill it. At thesame time, she referred toBassett’s experience work-ing with the Thief RiverFalls Police Department. Engelstad said the cityhas already incurred costs tofill the position. However,she added, “As of yesterday,we haven’t received any ap-plications yet.” Aarestad said he wouldhate to make a practice of al-lowing employees to rescindtheir resignations. Prudhomme replied thatno one expected a future jobto be frozen or cut as part ofa pandemic. For his part, Bassett saidthe phone call came out ofnowhere. He noted he has a5-year-old daughter, and hisfamily wouldn’t know whatto do if he were unable tokeep his job in Thief RiverFalls. About applying else-where, Bassett said hewants to end his career inThief River Falls.

the virus.” Wednesday, July 15, KrisEhresmann, infectious dis-eases director at the Min-nesota Department ofHealth, said she is confidentmore will get sick and re-quire hospitalization. Theyalso know that if one personin a household gets sick, oth-ers in the house will get sick.She also said they have re-ceived reports of instancesin which the parents weretoo sick to care for their chil-dren for a short period oftime. Because of this possi-bility, she said it is impor-tant to create a plan fortheir care if parents are un-able to provide that care. The tool provided is notjust an admonition to makea plan, but provides a tem-plate for that plan. The tem-plate includes space forimportant addresses andphone numbers, insurance

information, emergency con-tacts, religious affiliationand contacts, other commu-nity contacts, child informa-tion, such as comfort items,primary physician, prescrip-tions, school, child contactsand space for informationthat might be useful if one or

The Thief River Fallsarea could be called the landof construction. PenningtonCounty Engineer Mike Flaa-gan provided an update onthe county’s constructionprojects at the County Boardmeeting Tuesday, July 14. The third time was thecharm for Schroeder Con-struction when it set beamson the Mark Boulevardbridge. It tried two othertimes to set the beams, butit was stymied by high waterone week and a roller thesecond time. The firm wasable to install the beams this

week. Seven beams, measur-ing about 118 feet each, wereplaced on the two piers. An additional 14 beamsare expected to be installedon the two end spans start-ing next week, Flaagan saidin an interview with theNorthern Watch on Wednes-day, July 15. Construction continueson the county’s two round-abouts. At the County Boardmeeting, Flaagan said thecontractor plans to pave theHighway 32 roundaboutnext week and have it opento traffic by Saturday, Aug.1. After that time, the by-pass road will be removedand the contractor will fin-

ish working on the leg of theroundabout adjacent toBrodin Comfort Systems. Commissioner CodyHempel asked Flaaganwhether he had any con-cerns about semi driverstraveling on the Highway 32roundabout. “I don’t have any worrieswith the size it is right now,”Flaagan said. Pennington County isalso building a roundaboutadjacent to Challenger Ele-mentary School. Flaagan ex-pected that class 3 gravelwould be replaced this weekin that area. He said curband gutter are set to be in-stalled next week.

Flaagan was asked aboutthe Minnesota Departmentof Transportation round-abouts on Highway 1.MnDOT is constructingthree roundabouts at inter-sections with the followingroadways – Brooks Avenue,Barzen Avenue and High-way 59 North. “They’ve had a lot of is-sues,” Flaagan said. He re-ferred to weather problemsas well as problems obtain-ing supplies. Flaagan esti-mated that the BrooksAvenue roundabout (adja-cent to the Thief River FallsAmerican Legion Club)would be open in two tothree weeks.

The Weiss family of RedLake Falls has been namedRed Lake County’s 2020Farm Family of the Year bythe University of Minnesota. Ron and Sharon Weissstarted farming in 1977.They have been growing as-paragus for the last 15 years.The family’s 13 acres of as-paragus is in addition toabout 1,100 acres of wheatand soybeans raised on theWeiss farm in northwesternMinnesota. The Weiss familysells fresh and pickled as-paragus at the MentorFarmers Market and areagrocery stores. Family members are im-portant to the success of theWeiss farm. Ron and Sharonhave four children. Their

children are Matthew,Shelby (Nolan) Knott, Kris-ten (Ryan) Brumwell andSara (Matthew) Schindler. Ron and Sharon are mem-bers of St. Joseph CatholicChurch. Ron is a member ofthe Knights of Columbus,Red Lake Falls SportsmanClub, serves as a 4-H leader,and is a Red Lake Countycommissioner. The Northern Region JDAI Coordinator is responsible for the coordination, management, andexpansion of local juvenile justice reform. The JDAI Coordinator is charged with assisting to reducedisproportionate minority contact, inappropriate use of detention, and over reliance on detention andout-of-home placement in a rational risk-based manner without compromising public safety through theimplementation of the nine core strategies of the Minnesota Juvenile Detention Alternatives Initiative.

The JDAI Coordinator will coordinate and assist in the development of the local reform, vision, structure,and expansion; manage the day to day operations of the local reform initiative; provide assistance,information, resources, and multi-jurisdictional site coordination to the Northern Region JDAI stakeholdergroups; in partnership with the State JDAI Coordinator, develop plans for the 9th judicial district expansionand sustainability/institutionalization of initiatives; advocate on behalf of the state and local initiatives amongmultiple stakeholders; reports and/or serve as a liaison to State JDAI Coordinator, Annie E. CaseyFoundation, and the Northern Region community; work on legislative issues relative to JDAI and detentionreform; and increase knowledge of and competence in juvenile reform.

The position will serve the Northern Region JDAI jurisdiction which is a multi-jurisdictional site inclusiveof the Counties of Cass, Clearwater, Hubbard, Kittson, Lake of the Woods, Mahnomen, Pennington, andRoseau. As JDAI expands, additional counties will be added to the responsibilities of the Coordinator. TheNorthern Region JDAI Coordinator will be employed and provided office space in Roseau County, howeverwill be required to work equally with all Counties within the Northern Region. This position will require alarge amount of travel and working extended hours outside of normal business hours.

In addition, applicant should have knowledgeof Federal and State funding programs and methods of obtaining project funding and approvals.
