TRANSPARENCY” FOR THE DISTRIBUTION CHAIN OF SDTVAND HDTV PROGRAMMES

The Radiocommunication Assembly

Considering

•that broadcasters may wish or they may need to confirm that theirprogrammes are delivered to their audiences at an appropriateperceptual quality level;

•that such wish or need concerns the distribution of both SDTV andHDTV programmes to broadcasters’ audiences;

c) that the programme distribution chain may impact on theperceptual quality of delivered television programmes throughvarious processes, e.g.: use of downsampling (temporal or spatial), orof inadequate source coding, statistical multiplexing or channelcoding, etc.,



Recommends

•that broadcasters and network operators should take account ofthe content of Recommendations ITU-R BT.1203 and ITU-R BT.1790in the design of in-service systems intended to measure and monitorthe transparency of SDTV and HDTV distribution chain by measuringthe perceptual quality of the SDTV or HDTV programmes atappropriate points along the chain;

•that the models specified in Recommendations ITU-R BT.1885 andITU-R BT.1908 should be used to measure the perceptual quality ofrespectively SDTV and HDTV programmes delivered throughdistribution chains;



Recommends

•that, when the results of measurements taken at appropriate pointsalong a distribution chain are sent to a downstream monitoring pointin the form of metadata packetized into ancillary data packets, thisshould be done in compliance with Recommendation ITU-R BT.1865;

•that, in setting acceptance limits for the transparency ofdistribution chains used for broadcasting, broadcasters and networkoperators should take account of the indications on the transparencyrequired for such chains and of the related data rates, given inRecommendations ITU‑R BT.1122, ITU-R BT.1203 and ITU-RBT.1737.

Subjective methods for the assessment ofstereoscopic 3DTV systems

ASSESSMENT FOR 3DTV

recommends

1 that the general methods of test, the gradingscales and the viewing conditions for the assessment ofpicture quality, described in the following Annex 1 shouldbe used for laboratory experiments and wheneverpossible for operational assessments.



Primary perceptual dimensions

Picture quality :

refers the perceived quality of the picture provided bythe system. This is a main determinant of theperformance of a video system. Picture quality is mainlyaffected by technical parameters and errors introducedby, for example, encoding and/or transmission processes.



Depth quality :

refers to the ability of the system to deliver anenhanced sensation of depth. The presence of monocularcues, such as linear perspective, blur, gradients, etc.,conveys some sensation of depth even in standard 2Dimages. However, stereoscopic 3D images contain alsodisparity information which provides additional depthinformation and thus an enhanced sense of depth ascompared to 2D.



Visual (dis)comfort :

refers to the subjective sensation of (dis)comfort thatcan be associated with the viewing of stereoscopicimages. Improperly captured or improperly displayedstereoscopic images could be a serious source ofdiscomfort.



Additional perceptual dimensions

Naturalness :

refers to the perception of the stereoscopic image asbeing a truthful representation of reality (i.e. perceptualrealism). The stereoscopic image may present differenttypes of distortions which make it less natural. Forexample, stereoscopic objects are sometimes perceivedas unnaturally large or small (puppet theatre effect), orthey appear unnaturally thin (cardboard effect).

Sense of presence :

refers to the subjective experience of being in one placeor environment even when one is situated in another.



HEVC CODING for UHDTV

The ITU-R has been making good progress towardsagreeing a Recommendation for the baseband imageformat for Ultra High Definition Television (UHDTV).This will provide viewers with an enhanced visualexperience primarily by having a wide field of view bothhorizontally and vertically with appropriate screen sizesrelevant to usage at home and in public places. UHDTVwill offer higher spatial/temporal resolution, wider colourgamut, and wider dynamic range compared to HDTV.

At the moment, we expect the general visual effect ofHEVC encoding to be roughly similar to that of AVC (Rec.ITU-T H.264 | ISO/IEC 14496-10) encoding overall,aside from having substantially improved compressioncapability (in terms of the bit rate necessary to achieve aparticular level of visual quality, or the visual qualityachievable within a particular bit rate, or somecombination thereof). However, the design of HEVC is notfully finalized, and substantial further study will beneeded to characterize its behaviour. We would be happyto coordinate with you regarding how to best address theneeds of applications with the HEVC design.

Linkage between broadcast and broadband

Hybrid systems open up a new era for media deliverywith many ways for broadcasters to provide a wide rangeof new services. However, simply putting a televisionreceiver and an Internet browser in the same devicewould fail to take advantage of opportunities tointegrate linear (broadcast) and non-linear (on-demand) offers. Consequently, broadcasters and otherstakeholders have been developing technical systemswhich provide for such integrated linkage (including theHbbTV, MHEG-5, MHP and YouView standards for thesignalling of broadcast and broadband applications).



Consequently, broadcasters and other stakeholders havebeen developing technical systems which provide for suchintegrated linkage (including the HbbTV, MHEG-5, MHPand YouView standards for the signalling of broadcastand broadband applications). For example, this will allowviewers to directly access Internet content associatedwith the broadcast content while watching a televisionprogramme. This brings together the mass appeal ofbroadcast TV and the convenience of the Internet on adomestic TV set.
