The House of Representatives has decided it wants to add to the Constitution by making it illegal to chew bubble gum in public. They propose this to both the House and the Senate who both pass it with 2/3 of the vote but they don’t ask the states about it.

Connecticut has decided that they want abortion to be illegal in the U.S. So they call a Constitutional Convention to add it to the Constitution. During the Convention, the states agree that this should be the case so they send it to all of the states and they all ratify it with ¾ of the vote.

The Senate has decided that the Constitution is lacking information about the rights of citizens to marry. So they decide to create a bill in order to make it against the law to permit anyone from marrying whoever they want. They ratify it by a 2/3 vote and so does the House.

The House and Senate want to make it legal to drink in the U.S. at the age of 19. They both ratify it with a 2/3 vote and so do the state legislatures with a ¾ vote. They add this to the Constitution.
