3. SCOPEOFTHESECURITYMANAGEMENTPLAN(SMP)

ThisSecurityManagementPlan(SMP)hasbeenspecificallydevelopedforStrawberryFields,andisnotapplicabletootherevents/sites/venues.Thisplandealswith:

• Beingpreparedforincidentsandaccidentsand• Respondingtoandmanagingthem

Theinformationinthisplanwillfocusonthecrowdmanagementissues,eventsecurityandsecuritycoveragewithspecificemphasisforsitemanagementofeventsecurityandcrowdmanagement.Thissecurityplancoversmattersincluding:• Eventsecurity(CrowdControlduringtheevent)• Respondingtosecurityincidents(crowdmanagement,safetyandsecurity)

4. PURPOSEOFTHESECURITYMANAGEMENTPLAN

The Security Management Plan for Strawberry Fields addresses core command structures andresponsibilityforsecuritycoordinationandmanagement.Groups,rolesandtasksareoutlinedforeachmemberof thesecurityorganisation toprovidecleardivisionofoperational scope.Securitypolicymeasureshavebeendevelopedassecuritycontrolstocoordinateoperationalduties,strategiesandrequirements.SecurityPoliciesarticulatetheobjectivesofspecificsecuritystrategyandintroducesstandard procedures to effectively implement these initiatives. Notwithstanding the detail ofplanning, the security operation requires effective communication, strong leadership and closesupervision.Successwillbedependentuponkeystakeholdersworkingtowardthecommongoalofprovidingasafeandsecureeventactivity.5. THESECURITYMISSION

TheStrawberryFieldssecuritymissionwillbetoprovideasafeandsecureeventactivity,protectingassets,personnelandguests.Thismissionwillbeachievedbygivingfullconsiderationto:

• Coordinatingsecurityresourceseffectivelyattheeventandsite• Protectingsensitivesecurity-relatedinformationbylimitingdistribution• Managingeffectiveworkingrelationshipswitheventstakeholders• Coordinating security arrangements with New South Wales Police (and keeping them

informed)• Anticipatinglikelyeventincidentsandpreparingeffectiveresponses• Reportingandrespondingtoeventincidents

6. CONCEPTOFOPERATIONS

NSASecurityhasdevelopedtheConceptofOperations,baseduponprinciplesofSecurity-in-Depth.Thisapproachwillincorporateacombinationofphysicalsecuritymeasuresandoperationalsecurityprocedures.Thisplansupportshazardmitigationmeasuresandsafetymechanismstoensurethesafetyofsitepersonnelandpatrons,including:

• Earlyidentification,assessmentandtreatmentofeventsecurityrisks• Physicalsecuritymeasurestorestrictunauthoriseditemsandaccess• Accreditationmeasurestovalidateauthorisedpersonnelintorestrictedareas• Surveillancetoidentifypotentialoperationalthreats• Staticsecuritylocationstodeterorpreventunauthorisedentry• Mobilepatrolstorespondtopotentialoperationalthreats• Coordinatedcommunicationsandreportingprocedures

7. NSASECURITY’SROLE

TherolesandfunctionsofNSASecuritywillbecrucial inthepreventionofcrowdissuesaswellassafetyattheevent.Atthiseventtheirmajorfunctioniscrowdcontrol,asthecrowdis likelytobemadeupofmainlyyoungerpatronsandthereisnostructuredseating.SecuritystaffsuppliedbyNSASecuritywillbeproperlylicensedandregistered,physicallyfitandover18yearsofage.Theywillhave:• Goodcommunicationskills• Basictraininginfirefighting• Basictraininginevacuationprocedures• Abasicknowledgeinfirstaidandtheabilitytorecognisedistress• Someknowledgeofself-defenceandhowtocontrolviolentorunrulybehaviourandintoxicated

8. PHYSICALSECURITYMEASURES

NSASecurityhascoordinatedwithStrawberryFieldsEventManagementtoensurethatappropriateratedsecurityinfrastructureprovidesadequatesafetymeasuresandprovideaneffectivedeterrenceagainstunauthorizedentryintotheeventareaandrestrictedareas.StrawberryFieldsManagementhaschosenaprovidertosupplyandinstallallrequiredinfrastructure.Physicalsecuritymeasuresthatrequire installationwillbedonebyanauthorisedorganisationandoverseenbytheSafetyOfficerandwillcomplywithallrelevantAustralianstandards.Temporarystructureswillbeutilisedforstaging,backofhouse(marquees)andtemporaryfencingforaccesscontrol,assetprotectionandcrowdcontrol.

9. MONITORINGTHECROWD

MonitoringcrowdbehaviourisanessentialaspectoftheStrawberryFieldseventcrowdmanagementsystembecauseitindicateswhetherthesysteminplaceisworkingandenablesdetectionofpotentialproblemsatanearlystage.

Whenthinkingaboutmonitoringrequirementsattheevent,NSASecurityconsideredthefollowing:

• Howquicklycrowdingcoulddeveloptoadangerous level invariousareas insidethe site/event

• Howquicktheresponsecouldbetocrowdingproblems,suchasbypreventingmorepeoplecominginorbydispersingpeoplefromovercrowdedareas

• Ifacrowdingincidentoccurred,howquicklyitwouldbeknownandactedupontopreventanyescalation

• Whetherthereareenoughstaffwithinthesite/eventtomonitoralltheareaswheretherearepotentialcrowdingproblems

• Ifthereareenoughgoodvantagepointsforstafftomonitoralltheareaseffectively

Theremaybesomeareaswherecrowdsarelikelytobuildup.Problemareasidentifiedattheeventwhichmayencountersomeissueswillbe:

• Bottlenecks,suchastheentrancesandexitsintothevenue,barsandinfrontofstage.

Thelikelihoodandconsequencesofanysuddencrowdmovementshasbeenestablished.AtcurrenttheriskisratedLOW.Securitystaffattheentrance/exittotheeventareawillmonitorandcontrolallaccessandegress.Whentheyobservethemaineventareabecomingdense,theywillthenbegintolimittheamountpeopleentering,whilstensuringegressprogressestoleveloutanycrowding.TheywillalsocommunicatethistotheSecuritySupervisor.

SecurityRoster/Deployment

Securityrostertobeincluded14dayspriortotheevent. Roving&IncidentResponse

Roving&IncidentResponseNSASecuritykeymanagersandsupervisorswillbeequippedwithUTV’sorATV’stoeffectivelyrovethefestivalsiteandneighbouringareas.Personnelallocatedtothisroleareexperiencedandofhighcalibreandhavetheabilitytodealwithanysecurity incidentthatmayarise.Themobileresponseteamcanbeatany locationwithinthefestivalinunder60seconds.Therovingteamswilltargetevent“hotspots”e.gcampingsite,eventperimeteranddams.

10. PREVENTIONMEASURES

Overcrowding

NSA Security will work with Strawberry Field Event Management to ensure that the maximumcapacityoftheevent/sitewillnotbeexceeded.Thenumberofpatronsenteringthevenuewillberecordedbycontinualobservations.StrawberryFieldswillprovidehourlyupdatesofpatronnumbersonsitebyticketingscanningrecords.

Themaximumnumberofpeoplepermittedontotheeventsiteis6500(includingStaff)

ResponsibleServiceofAlcohol

Asalcoholistobeservedortobeusedattheevent,thepotentialriskofaggression,accidentorinjuryisconsiderable.TherearecertainprecautionsthatwillbetakenbyStrawberryFields&NSASecuritytominimisetheeffectofalcohol-relatedharm.

•EnsureliquorlicenseconditionsareadheredtoatalltimesasperLiquorAct2007.

•AllstaffinvolvedintheserviceofalcoholwillberequiredtohaveRSAcertificate

• The provision of RSA security staff at all service entry points to monitor patrons for signs ofintoxication

•TheprovisionofrovingRSAsecuritystaffthroughouttheeventsitetodetectanddealintoxicatedpatrons

•Freedrinkingwaterisavailablethroughtheeventsite

•Alcoholwillnotbesoldinglassorbreakablecontainers(plasticonly)

•Arangeofsnacksormealstobeavailablethroughoutthevenue

• Ensure gate security staff search vehicles & patrons effectively upon entry and confiscate anyprohibited items.Any itemsconfiscatedwill be immediately reported to securitymanagement fordisposal.

11. EVENTPOLICIES

Policieshavebeendevelopedassecuritymeasurestocontrol,coordinateandmanageoperationalrequirements. Security Policies articulate the objectives of specific security strategies in practicaltermsapplicabletothenatureofthisevent.SeveralsecuritypolicieshavebeendevelopedforStrawberryFieldstoassistsecuritymanagementandcontrol.

StrawberryFieldsManagementseekstoensurethatpatronsarenotharmedasaresultoftheuseofillicitsubstances.Thefollowingpolicyconsiderationsapply:

• Allstaffandguestswillbeencouragedtoconsidertheirhealthandsafety.• Allstaffandguestswillbesubjecttolawsprohibitinguse,possessionorsupplyofillicitdrugs.• Allstaffandguestswillbesubjecttoa“NoTolerance”policyonuseofillicitdrugs.• Illicitdrugusewillresultinimmediateremovalandhandingovertopolice.• Alleventstaffandsecuritypersonnelwillbefamiliarwiththispolicyandwillberesponsible

StrawberryFieldsaimstopromoteasafeenvironmentforstaff,guestsandthebroadercommunity.Toreducetheriskofpatronharmcausedbyillicitsubstances,theeventwillimplementmeasurestoensurethat:•Entrytothefestivalisrestrictedtoticketedpatronsonly•ConditionsofEntrytobeenforceduponentrytotheevent–vehiclesearchesandinspections•Waterwillbemadeavailableonacomplimentarybasisatseverallocations•Severalstaticandrovingfirstaidpostaroundthesite•Severalstaticandroving“Dancewize”postaroundtheeventsite• Signage to be placed around the site advising any illicit substances found on patrons will beconfiscatedandwillleadtoejectionfromeventorreportedtopoliceSearchPolicy&Procedures

NSA Security will employ their existing search procedures to ensure that illicit, dangerous andsuspicious items are NOT brought into the event site. Guest search procedures will involve thefollowingdeploymentandmethods:•Securitystaffwillbepositionedattheguestentrygate•Securitystaffwillinformtargetedgueststhatavehicleandcontentssearchisrequiredpriortoentry.•Iftheguestrefusestocomplywithrequestforsearch,securitystaffwillinformtheguestthattheyarenotpermittedtoentertheeventsite.•TheSecuritySupervisorwillbenotifiedofgueststhatrefusetocomplywithsearchprocedures,andsuspiciouspersonswillbeaskedtoleave•GuestswillnotbepermittedtomovefromtheEntryPointatanytime,andshouldnotbedetainedbysecuritystaffunlessprohibitedordangerousitemhasbeensighted.•Securitystaffmustdoeverythingreasonablypracticabletoensurethatnoprohibiteditemsentertheeventsite
