1.0 INTRODUCTION
1.1 Site History
According to the regulatory file review, several spill incidents of crude oil and saltwater have occurred at the West Felda Tank Battery facility from 1982 through 2015. The spills have been attributed to overfill events, corrosion of flow lines, and equipment malfunctions. Prompt reporting of spill incidents and remedial action in the form of vacuum truck removal of spilled products, soil excavation of impacted areas, and groundwater monitoring were completed following each spill incident.
Since March 4, 2016, Environmental Risk Management, Inc. (ERMI) has conducted semi‐annual groundwater monitoring activities to identify potential contaminants associated with site operations. This report summarizes the groundwater monitoring activities conducted by ERMI staff at the above referenced facility on October 5, 2020.
2.0 SCOPE OF WORK
The following scope of work was completed:
On October 5, 2020, ERMI personnel collected groundwater samples from five (5) monitoring wells (WF‐P1, WF‐M14R, WF‐M23R, WF‐M24, and WF‐M27) for laboratory analysis of chloride using EPA Method 325.2. Additionally, groundwater samples collected from monitoring wells WF‐P1 and WF‐M27 were analyzed for total recoverable petroleum hydrocarbons (TRPHs) using the State of Florida FL‐PRO Method.
All groundwater samples collected during this assessment were submitted to TestAmerica Laboratories, Inc. (TAL) for laboratory analysis. TAL maintains Department of Health certification DOH #E81010.
ERMI prepared this Groundwater Monitoring Report to document on‐site groundwater quality at the above referenced facility.
3.0 GROUNDWATER ASSESSMENT
3.1 Groundwater Sampling Methodology
On October 5, 2020, ERMI personnel collected groundwater samples from five (5) monitoring wells (WF‐P1, WF‐M14R, WF‐M23R, WF‐M24, and WF‐M27) for laboratory analysis of chloride using EPA Method 325.2. Additionally, groundwater samples collected from monitoring wells WF‐P1 and WF‐M27 were analyzed for TRPHs using the State of Florida FL‐PRO Method.

All groundwater samples were collected in accordance with the Florida Department of Environmental Protection (FDEP) Standard Operating Procedures (SOP) 01/001 FS 2200 Groundwater Sampling protocol. The wells were purged prior to sampling using a peristaltic pump until the wells met purge completion criteria. Purge water was dispersed onto a nearby impervious surface and allowed to evaporate.
All groundwater samples were submitted to TAL for analysis under sample chain‐of‐custody procedure. Field notes, FDEP groundwater sampling logs, and instrument calibration forms are provided in Appendix A.
3.2 Groundwater Laboratory Analytical Results
Copies of the complete laboratory analytical data report and sample chain‐of‐custody documentation are included in Appendix B.
Laboratory analysis of groundwater samples collected from monitoring wells WF‐P1, WF‐M14R, WF‐M23R, WF‐M24, and WF‐M27 did not yield detections of chloride or TRPHs greater than the established State of Florida Groundwater Cleanup Target Levels (GCTLs) outlined in Tables I and Chapter 62‐777, Florida Administrative Code (F.A.C.).
Please refer to Table 1 for a Summary of Groundwater Analytical Results. Figure 1 and Figure 2 illustrates the groundwater sample locations and a summary of laboratory analytical results, respectively.
3.3 Groundwater Elevation Summary
On March 4, 2016, ERMI personnel conducted a top of casing (TOC) elevation survey on three (3) shallow monitoring wells (WF‐P1, WF‐M24, and WF‐M27) to determine the site‐specific groundwater flow direction. The TOC survey was conducted using a self‐leveling transit. An arbitrary benchmark was used for transit placement.
On October 5, 2020, ERMI personnel collected depth‐to‐water (DTW) measurements from each sampled well. According to the October 5, 2020 data, the groundwater gradient in the shallow well interval (2 to 20 feet below land surface [bls]) suggests that groundwater flows southwest across the site.
Relative groundwater elevations are summarized in Table 2.
Figure 3 depicts the water table contours and inferred groundwater flow direction using shallow monitoring wells.
4.0 CONCLUSIONS
Based on the site assessment activities, ERMI concludes the following:
Laboratory analysis of all groundwater samples collected on October 5, 2020 did not yield any detection of contaminants of concern (COCs) greater than the State of Florida CTLs.
