COMMlTTEE REPORT DIGEST

The nomination of Janine P. Guevara to serve as a Member of the Department of Parks and Recreation Board of Commissioners, for a term of four (4) years, was made by Governor Edward J.B. Calvo on June 4. 2015. The nomination package was received by the Office of Speaker Judith T. Won Pat. Ed.D., on July 7, 2015. and was subsequently referred by the Committee on Rules to the Committee on Finance & Taxation. General Government Operations, and Youth Development on July 8, 2015.

The Committee on Finance & Taxation, General Government Operations, and Youth Development held a public hearing on July l 7, '.!015, in I Liheslatura's Public Hearing Room. Among rhe items on the hearing agenda was the nomination of Janine P. Guevara to serve as a Member of the Depanment of Parks and Recreation Board of Commissioners. The hearing convened at 2:00 p.m. and was adjourned at 3:30 p.m.

Public Notice Requirements

Public Hearing notices were disseminated via electronic mail to all senators and all main media broadcasting outlets on July 10, 2015, and again on July 14, 2015. Notice was also posted on I Liheslatllra's website beginning on July 10. 2015.

II. TESTIMONY & DISCUSSION

Chairman Michael San Nicolas convened the hearing on the nomination of Mrs. Janine Guevarn. He mentioned that the Commi!lee was in receipt of several testimonies in support of the nomination. Chainnan San N ieotas called ;-.frs. Guevara forward to read her opening statement.

Mrs. Janine Guevara read from a prepared statement (see 11tr11ched). She shared her experience with giving back to Guam as a volunteer, along with her family, to many community causes induding Kamalen Karidat, St. Dominic's Senior Center, the Salvation Army, and the Alce Shelter. She stated that she desired serving as a member of the Commission so that she can help ensure that public parks are regularly maintained for use from tourists and locals. She also mentioned !hat she wonld like to further explore and expand partnerships between the Department of Parks and Recreation and local businesses to beautify island parks.

Chairman San Nicolas asked Mrs. Guevara her thoughts on allowing the use of DPR pavilions for local musicians to practice,

Mrs. Guevara stated that she comes from a family of singers and wonld suppon efforts to provide a venue for musicians lo conduct practice.

Chairman San Nicolas mentioned that vendors and merchandise al the local parks need to be more aggressively marketed as to attract visitors and locals. He stated that more resources and fonding need to go toward supporting the effons of the Department

Senator Mary Torres commended Mrs. Guevara for her enthusiasm and stated that she looked forward to seeing her confirmed.

Vice Speaker BenJamin Cruz jokingly pointed clut to Mrs. Guevara her family's party at1iliatinn if she ever decided to run for elected oflice, lo which the nominee mentioned that she married a republh:an.

Senator Frank Aguon stated that he would like to see the Department give more focus to the Park Rangers program and the issue of expanding the existing public cemetery space. He expressed his support for the nominee.

Senator Tony Ada mentioned that he hoped the Mrs. Guevara suggests that the Depa11ment explore a public-private agreement with the existing public cemetery. He expressed his suppmi for the nominee.

Senator Frank Blas thanked the nominee accepting the nomination to serve of the Board. He asked why she chose to serve and what som<: of her priorities would be if confirmed lo the Board.

Mrs. Guevara stated that she wanted to continue her family's history of serving the island. She stated that her cuncnt schedule affords her additional time for more community involvement. Mrs. Guevara mentioned that she would like to prioritize beautifying local parks and improving the existing structures located in the parks so that it can be more enticing for and attractive to visitors.

St'nator Tommy Morrison thanked Mrs, Guc1·ara for her willingness to serve of the Board. He echoed the earlier sentimenls of other senators to review the Department's jurisdiction over a public

cemetery. Senator Monison suggested that the Depanmcnt use some of the limited gaming fonds authoiized by public law for foci I ities and -:quipment He also encouraged Mrs. Guevara to work with the Board to find ways to make local parks safer for all who visit.

Chairman San Nicolas mentioned to Mrs. Guevara about the use of some of the Department's prope11y for business opportunities including. but not limited to, restaurants, merchandising, and rentals. He suggested that the Department adopt fonnal regulations or procedures for these types or airnngements to be made with members of the public. He commended :vlrs. Guevara for accepting the nomination and thanked her li.ir her altendanee.

I am here today because I have been nominated to be a member of the Parks & Recreation Commission, and humbly ask for your vote of approval. At 47 years old, l have many things that I am very proud 0£ I have been married for 23 years now, which in itself is a great feat, but that the marriage is a happy one, is a gift from God. I'm very proud to say I've helped raise 4 children: Jade Rene, Jordan Ray, Justin Ryan and Jake Russell.

Often times, parents teach life lessons through example. Through my grandparents, Amalia & Charles Perez, I learned that we should always serve by feeding those who are hungry. Mealtimes at my grandparents' house in Tamuning, meant two meals, and an army of family and Tamuning Boys.

Growing up, my mother would often take us to help feed at St. Dominics, when I asked why we did this, she just said, "because." For three years we fed every Monday at Kamalen Karidat, my dad would make the main dish, my mom the vegetables, my job was dessert and helping to serve. These are the lessons that taught me that I should not be happy to just be, but that I should take joy in serving others.

For my own kids, I've taught them that when they're asked to serve, they have to serve. They've served on Student Councils, Honor Choirs, in the National Honor Society, and in various plays. As teenagers, they've already helped to raise thousands of dollars for their schools and their island. 1 've taken them to help feed the homeless on Thanksgiving l)ay with the Salvation Anny, \vhere they've helped to serve and also provided entertainment. I've had them perform for the Alee Shelter kids on several occaisions, and at the Relay for Life. I've taught them that when you see a need, you fill the need.

I know many of you through my mom, Dot Perez, you know her work ethic, so then you know mine. She served for several Governors and Senators and as Secretary to the Democratic Party for 9 years, which meant, I was there, serving in some way or another, because she was also my boss.

When she was diagnosed with Alzheimer's, I served her in a different way. My children and I helped care for her for 12 years before her passing. Now, we help care for my father. My parents instilled in me a great pride of our culture, and of our island. By serving as member on the Commission for Parks & Recreation, I want to do my part, in not only helping to provide beautiful parks for our locals and our tourists, but also to help improve what we have to offer thorough partnerships with local businesses and groups with the same goals.

I work well with others, and I work hard. My kids hate it when I tell them, "Can't means Won't!" But this is how I tackle a problem, don't tell me it can't be done, let's figure out how it CAN be done.

I come from a long line of proud and generous servants, I would be most grateful for your vote, and look forward to serving you!

I have known Mrs. Guevara for over six years. I first met her when 1 was the Facilities Manager/Event Coordinator at the Father Duenas Memorial School Phoenix Center. I have witnessed her outstanding work ethic and leadership skills as she served in various booster clubs at Father Duenas Memorial School.

Janine is someone I've found I can count on, and consider her a Jane-of-all­trades. She has always been respectful, optimistic, organized, responsible, trustworthy, efficient and goal-oriented. Words cannot express the wonders of her achievements and the many lives she has tDuched through her selfless hard work. There are not enough adjectives to describe the outstanding human being that 1 now know her tD be, her commitment goes well beyond the print.
