fundamentally changing the game.

On the second day of last month’s PGA Championship, Jordan Spieth found himself in a situation only a jurist could

enjoy. After his tee shot landed in a puddle on a cart path, he spent nearly 10 minutes consulting with a rules official about his

options for relief under Decision 24-2b/1, which exists to further explain the 474-word text known as Rule 24-2b.It was the kind of

moment that makes many viewers wonder: Does golf really need to be this complicated? As it happens, the sport’s governing bodies

are asking themselves the same thing.

The USGA and its British counterpart, the R&A, which jointly administer the rules of golf, are considering what

officials describe as one of the biggest overhauls in the history of a rule book whose origins can be traced to the 1700s. The idea is to

reset,” said USGA chief executive Mike Davis. The idea is if we get this right, many more golfers will embrace and understand the

rules.”

The USGA is hoping to release a draft of the new rules for feedback from recreational players in 2017, though it could be another

few years before they take effect. John Bodenhamer, the USGA’s head of rules, competitions and equipment standards, likened it to

the 1971 publication of the Living Bible, a more accessible version of the King James Bible. “I think it’s fair to say that some golfers,

perhaps many, are intimidated in picking up the rule book,” Bodenhamer said. “We want to be able to help golfers with that.”

For the USGA, it isn’t just a matter of creating more rules buffs. It’s a matter of creating more golfers. The number of Americans

who play at least once a year has declined steadily from a peak of 30 million in 2005 to just over 24 million last year, according to

the National Golf Foundation. Surveys of people who quit the game have shown a direct correlation between participation and their

overall comfort level on the golf course. To that end, a Byzantine rulebook doesn’t help. (Continued on next page)

This summer, in particular, has been like a billboard for everything people find absurd about the rules of golf. Before the

sight of Spieth pondering the intricacies of his relief options, there was the U.S. Women’s Open. Anna Nordqvist of Sweden lost in a playoff

after incurring a two-stroke penalty because her club grazed a few grains of sand in a bunker.Before that, there was the U.S. Open, which

will be remembered less for Dustin Johnson’s victory than for the rules controversy he overcame. The USGA came under withering criticism

both for its decision to penalize Johnson for, officials ruled, causing his ball to move slightly on a green and for its slowness in deciding.

To some degree, the nature of golf requires a more complex set of rules than in other sports. There are 34,000 courses in the

world, each one of them different, which creates endless hypothetical scenarios. But in their quest to cover all of them, rule makers have left

players with a document that makes the federal tax code read like “Goodnight Moon.”

Technically, there are two documents: the book of rules and the book of decisions, which clarifies questions raised by the

rules. The decisions cover the legality of such acts as removing a stone from a wall (not OK), using a cane to step down into a bunker (mostly

OK) and swatting away an airborne insect (totally OK!). There is also a 488-word explanation of the meaning of the word “improve” and an

“The rules have been written in a pretty legalistic way,” Bodenhamer said. “Just the words that were chosen, in an effort to be

precise, can be a bit challenging for some folks.”Rewriting the rules in something more like plain English is one priority. Identifying rules

changes that could help accelerate the pace of play is another. The rules are published in 32 different languages, so the governing bodies are

also trying to ensure that nothing is lost in translation.

demonstrations and images to convey what words can’t as easily show.

The proposed changes are being drafted by a group of around a dozen people representing the USGA, the R&A and the pro

tours. The goal is to create a simpler set of rules that apply to all levels of golf without fundamentally changing the way the game is played.

“We realize that when golfers go out to play golf, they’re not always going to play 100% by the rules of golf, and you know what? That’s OK,”

Davis said. “What we want to do is make the game more welcoming and easier to understand for everyone that plays it.”
