Proficient Goal Ambitious Goal• On average, students will achieve an average mastery of 70% of the selected set of standards
Why 70%?

Why 70% as the Numerical Target for the PG?
• Mastering 70% of a set of standards with appropriate breadth and depth ensures enough mastery of content to allow students to transition successfully to the next grade level.
• An overall average of 70% neither allows most students to fail nor demands that most students excel.
• Remember, the number 70% does not matter if the Pathway parameters are insufficiently rigorous or incoherently defined.

Why 80% as the Numerical Target for the AG?
• Mastering 80% of a set of standards with appropriate breadth and depth ensures that most students learned most of the material at a high level.
• It’s not a perfect performance, but it puts students in a strong position to engage with challenging material in the next grade level.
• Remember, the number 80% does not matter if the Pathway parameters are insufficiently rigorous or incoherently defined.

Meaningful Goals MUST Include Everybody
• An average of averages does not render any student, nor any standard, as “not counting”
• There are no “bubble kids” and no “standards you can just skip”

MASTERY IS CALCULATED.
Here’s a quiz. Two students. Two standards. Six questions in total.
How is Standards Mastery Calculated?
For the items assessing Standard #1, how did students perform? (hint: this is the first two items only)

The Overall Average Standards Mastery is 75%, the average of 50% for Standard #1 and 100% for Standard #2.
For the items assessing Standard #2 (question #3, #4, #5 and #6), 100% of the possible points were earned. Thus, standards mastery for Standard #2 was 100%.
For the items assessing Standard #1 (question #1 and #2), 50% of the possible points were earned. Thus, standards mastery for Standard #1 was 50%.
