XLIII Number 36 March 25, 2020 re you scared, anxious, afraid, wor- ried, fright- ened? Congratulations on being human! Living in this time of pandemic uncertainty, the only CERTAIN thing we know is we don't know how LONG this will last. We see empty shelves in all the stores, we hear way too much MIS-information com- ing from Washington, online, and from people who take what they hear from others with no vetting and share it as though it's gospel. Schools are closed for an indefinite period and stu- dents (especially those set to graduate from high school or college), are missing out on social times and events that usually go along with celebrating these types of accomplishments. Parents are forced to scramble to find caregivers for their children, to establish methods for learning (home schooling) and keeping them engaged and en- tertained. Businesses are closing and the majority of us face uncertainty if we'll have a paycheck in the next sev- eral weeks or even a job! First responders in the form of nurses, doctors and other medical professionals are truly on the front line in testing citizens for the Covid-19 virus are worried about their own health, and the health of their chil- dren and the very real reality of running out of med- ical supplies - masks, gowns, gloves, etc. that offer critical protection against this invisible enemy. We are living in desperate times indeed and we have real reason to feel anxious. This past week, I have leaned on the scripture from 2 Timothy 1:7 "God hasn't given us (me) a spirit of fear, but of power, love and a sound mind!" This doesn't say that fear is wrong, but I interpret this to mean that fear is not a mental state that we should STAY in! Times like these should cause us to take that fear and anxiety and turn to something - someone who is BIGGER than we are…GOD and our faith! Another word that I've been praying and focusing on is the word "remnant." The definition of this word according to the "Anchor Bible Dictionary" is "what is left of a community after it undergoes a catastro- phe." We are sho-nuff living in a time of catastrophe - economic, social and personal (for too many folks) both domestically and internationally. In the midst of all of this, I am REALLY STRIV- ING to be part of the remnant of folks who are inten- tionally relying of God rather than on humanity (man) as we journey through this valley. The only way to come out on the other side of anything that is difficult or hard…is to journey THROUGH it! It usu- ally isn't pleasant and often doesn’t feel good, but as I have shared with the folks I work with, each day we are one day closer to coming out on the other side. I certainly don't want to make light of this situation, because this is serious, but I find calm in knowing that I CAN pray. I can be intentional in having my daily time of devotion and LIMIT the amount of time I spend listening to the news and latest stats. Certainly, listening is important because we need to be informed; but it's imperative to know WHEN to step away and allow your mind to rest and refocus on things less serious and on things that can bring you peace and calmness. My prayer for all of us is to be SAFE - practice so- cial distancing! Be ENCOURAGED - we WILL get through this. Be SUPPORTIVE - of those who are struggling. Be PRAYERFUL for those we are caring for those who are sick and physically impacted by this disease. Be careful to NOT play into the hype and drama but be the REMNANT that brings some LIGHT and HOPE to someone. Be the REMNANT that can make a phone call to a loved one, friend or neighbor who may be feeling iso- lated because of restrictions of access into health care Be the Remnant of HOPE…in times like these! The following is an article by Rev. Carla Mitchell (who is related to the editor of the newspaper you’re holding) that she originally published on LinkedIn recently. She wrote the article to buoy the spirits of individuals feeling discouraged—even depressed—to be encouraged, at peace, and to place their faith in the Lord (or whatever religious diety you worship) and to fortify ourselves through prayer. Hers is a message we all need in times like these. Those are the reasons we decided to put the article on the front page, above the fold as the lead story; as a reminder that “this too shall pass,” and to not be weary, but to be ENCOURAGED and to press on with courage and faith!—the Editor A (continued on page 4) With the pace of COVID-19 infection rising rapidly in Wisconsin, the state’s leading health care organizations are urging the public to take all steps avail- able to reduce the rate of spread of COVID-19 cases, including abiding by Governor Tony Evers’ order that took effect Tuesday to stay at home. Evers announced the order (“#SaferAtHome” order) earlier in the week that ceases all non-essential business in the state. The governor made the decision after consultation with the public health experts, as well as business leaders and local elected officials across the state. Before the governor’s order was enacted on Tues- day, on Monday Mayor Tom Barrett put forth his own order for the city to “stay at home.” His order was modeled after those that are already in effect in other states. The mayor said his order came a day ahead of the governor’s because the city and county are the places where there are more cases than anywhere else in the state. sick employees to stay home.One of the voting methods the NAACP sug-

gested—early voting (which would have called forthe aforementioned safety measures)—was discon-tinued recently by the city election commission. Thecity no longer operates in-person absentee or “early”voting at the city’s three locations: Zablocki Library,the Zeidler Municipal Building, or the Midtown Cen-ter.The closures came amid fears by election polling

staff of increased risk of COVID-19 exposure. Thecommission could no longer maintain sufficientstaffing levels to operate the three sites in a mannerthat would ensure a safe or efficient public voting ex-perience.Mayor Tom Barrett mentioned the commissions

concerns and actions in a letter to Gov. Tony Evers,and state Assembly and Senate leaders asking that thestate-wide election be conducted through mail ballotsonly.“The staffing situation has become even more chal-

lenging as a result of both the local and state ‘stay athome’ orders,” the mayor added. “…We are losingthe commitment of dozens of election workers by thehour, including chief inspectors who run the sites,”Barrett said in his letter.In lieu of the discontinuance of early voting, the

only options left suggested by the civil rights organ-ization are requests for a voter registration applicationby mail, and a request for a ballot by email or fax tothe municipal clerk. Residents who need to register are asked to call the

city election commission at 414-286-6119. The ap-plication must be received by the clerk no later than5 p.m. on the Thursday before the election in orderfor an absentee ballot to be mailed on time. Onlinevoter registration was resumed as of Tuesday, March24.Registered voters can request an absentee ballot on-

line. They should go to: “myvote.wi.gov” and click“Vote Absentee.” This request must be made no laterthan 5 p.m. on the Thursday before the election inorder for an absentee ballot to be mailed to them. Barrett suggested waiving the photo ID require-

ment since uploading an ID is confusing and cumber-some to voters and many don’t have cell phone orinternet access to facilitate the process properly.He added accommodations also need to be made

for the witness requirement as a result of the limitson social mobility and interaction.The city election commission is currently exploring

various alternatives to in-person voting that will besafe to the public.Barrett asked the governor and legislative leaders

to respond and act quickly to his request, noting cur-rent state law doesn’t permit the counting of absenteeballots until election day.The mayor predicted as many as 130,000 absentee

ballots could be cast in Milwaukee, compared to the62,000 in the 2016 presidential election. “We need asignificantly longer processing period that beginsprior to any election date.“Timing is of the essence,” Barrett added. “Every

day spent preparing for in-person voting is a lot op-portunity for municipalities to retool their electionsystems and regain traction with meeting the alreadyheavy demands for absentee ballots.”

the growth of COVID-19 cases in the cityand Milwaukee County. The order is meantto slow the virus’ growth.However, the mayor also stressed resi-

dents shouldn’t make made a mad rush to thefood stores, that they will still be able to goand get food. They can also continue taking walks, jog-

ging, or walking their dogs.Evers called on Wisconsinites to limit their

interactions, recommending they only havecontact with the same individuals and notdifferent small groups. They should also notschedule play dates or sleep overs, or dinnerparties, etc.“Wisconsin’s hospitals, health systems,

physicians, nurses, clinics, health centers,nursing homes and long-term care facilitiesstrongly support the ‘Safer at Home’ orderGovernor Evers announced Monday,” reada statement by health care leaders. “We must do this to keep our health care system from becoming over-

whelmed, and to protect both the public and essential health care work-ers who are necessary to take care of the critically ill.”The health care leaders urged Wisconsinites to follow Evers’ order

City ends “early voting”because of COVID-19

Gov. Evers Suspends Utility Rules and Allowsfor Additional ConsumerProtectionsMADISON — Gov. Tony Evers today issued Emergency Order #11,

suspending several utility-related administrative rules, paving the wayfor the Public Service Commission of Wisconsin (PSC) to temporarilyorder further consumer protections amid the COVID-19 public healthemergency. The order can be found here.“It is critically important to give people flexibility during this emer-

gency, when paychecks might be disrupted, to keep the lights and heaton and water flowing,” said Gov. Evers. “We’re making sure that folksdon’t have to make the critical choice between keeping their utilities onand paying for other essentials.”Immediately following the governor’s emergency order, PSC Chair-

person Rebecca Cameron Valcq directed regulated utilities in the stateto take the following actions for the duration of the emergency:Stop utility disconnection for nonpayment for all customers, including

commercial, industrial, and farm accounts. Previously this applied toresidential accounts only;Cease assessing late fees to customer accounts;Halt the practice of requiring deposits from customers for reconnec-

tion of service;Allow deferred payment agreements for all customers who request

Rep.Bowen is currently in quarantine at home,and while he is still fighting symptoms, heis in good spirits and recuperating. Afterlearning of his diagnosis, Rep. Bowen re-leased the following statement:“I found out early last week from the

Shorewood Health Department that I hadcome in contact with a fellow local electedofficial who had tested positive forCOVID-19, and immediately went intoquarantine. Later in the week, I began showing symptoms myself, and gottested for COVID-19. Unfortunately, that test came back positive thisweekend. “While it isn’t clear whether I was infected by this individual or someone

else within our community, one thing is certain - it is imperative that thisvirus be taken seriously and that individuals minimize social interactionsand stay home to prevent further spread of this virus and its immobilizingsymptoms. “Had I known of my status even earlier, I would have reduced my expo-

sure to others who may potentially have gotten the virus from me. Even ifyou are young and typically healthy, it's even more important that you heedthe call to stay home, take care of your family, and not spread the virus toothers who are vulnerable.”

I've been a Pan Africanist al-most as long as I've beenBlack (with a capital b), and adecade longer than I've beenan African American (withoutthe hyphenation).Like most followers of this cultural philosophy, I've

armed myself with indisputable evidence to supportmy contention that we are not only God's original, butHis chosen.Through our veins flows the blood of the architects

of civilization and culture. I can talk for hours about our ancestors pioneering

math and medicine, flying the first areophane (glider),and even exploring North America centuries beforeColumbus sucked on his first noodle (which actuallyhad its origins in China, not Italy).Granted, those of us who see ourselves through the

lens of Pan Africans are still a minority in America,but being a child of Africa alsomeans I know I'm a card-carryingmember of the Global Majority.While our membership is rela-

tively small in comparison to mil-lions who see themselves throughthe prisms of the oppressors orhave been so brainwashed theycontinue to identify themselves asmodern-day slaves, we are makingheadway, one person, one family ata time. The information highwaydoesn't have a speed limit, but itmay take a while for others to em-brace our philosophy because toomany of our brethren are sitting onflat tires.As historian Carter G. Woodson

once explained, the 'government'run school system was not createdto empower Black folks, but topacify them. To confuse and pla-cate. It maintains a status quo thatlimits the vision of those on thebottom to ensure there are two societies.Some would suggest the Christian Church justified

that disingenuous process by endorsing slavery andapartheid.Not everyone was confused, however. Many, if not

most, Black churches teach a different gospel, someeven promoting liberation theology, through which itscongregants are encouraged to discover their real roots,their place in the universe, and status as the chosen. Itteaches them how to overcome obstacles and to cir-cumvent the walls of self-hatred.In the 60s and 70s, we created our own schools, like

Harambee and Urban Day, to teach and empower. We raised a generation of self-conscious and Afri-

centric minded leaders who are passing on the infor-mation to their children and the village.This newspaper, and specifically my column, has

been at the vanguard of that educational process fordecades.Thus, while most of us—African Americans--- are

ignorant of who and what we are, mine stand firm inthe cognizance of our uniqueness and me. We takepride in our status as heirs of the original antiquity, de-scendants of the first human being. Our Motherland was the site of the Garden of Eden

and later the greatest civilizations known to mankindbefore European exploitation.My acceptance of who and what I am is all the more

enhanced as a special gift from God/Nyame afterlearning of research that provides additional proof ofour uniqueness as an ethnicity (there's only one race,the “Hueman” race) and a unique creation ofGod/Nyame.As significant as this information is, you won't read

about it in USA Today, nor will it be taught by govern-ment schoolteachers. And for a good reason.But here it is:Recent research on melanin, the chemical substance

in skin pigment that determines a person's hue (skincolor) is doing far more than darken our skin. It em-powers us in ways that could provide the subplot for anew Marvel Comics series.Experts of different hues are now agreeing with the

pioneering research of several years ago that revealedmelanin is also more than mere protection from thesun's harmful rays. Newly accepted research suggests the substance acts

as a conductor that confers uponpeople of color spiritual and psy-chological powers.The more melanin you have, the

greater your capacity for creativity,physical prowess, and intellect.Now that's a game-changer if

ever there was one! Or at least itshould be.Researcher Richard King ex-

plains that melanin can capturelight and hold it in the memory

mode of our brains."In our brain, that light is converted into knowl-

edge," he posited. "That means that melanic man has more brainpower

and has a wider array of options of behavior to replyto and is able to experience a wider array of input."Carol Barnes, a chemist, agrees, adding melanin ab-

sorbs light, and light units carry information."So, people with more significant amounts of

melanin in their cells—Black people---have a greaterpotential for creating, retaining, and recalling informa-tion."Melanin also gives us other advantages. "The sun stimulates the release of vitamin D through

melanin, and vitamin D is important for metabolizingcalcium. So, we have robust bones and teeth and fewercalcium deficiencies."In addition to enhancing our intellectual and creative

abilities, melanin also affects us physiologically. It pro-vides new evidence as to why African Americans(Africans) are athletically superior (you know as inwhy we can jump higher, run faster, and do coordi-nated twerking, even without music).

Said King: "Larger amounts ofmelanin are present in our musclefibers and in the area of our brainstem nuclei that control motorskills. So, we react quickly andrhythmically to physical stimula-tion."Unless it escaped you, that also

explains why we can dance in tuneto the beat.Another researcher suggests the

new evidence regarding melaninwas actually no secret to Whitefolks.Frances Cress Welsing, the

world-renowned psychiatrist andauthor of the book, 'The Cress The-ory of Color Confrontation andRacism (White Supremacy),' goesfurther left by asserting, "The qual-ity of Whiteness is indeed a geneticinadequacy or a relative genetic de-ficiency state or disease based uponthe pigments of melanin which are

responsible for all skin colorations…"Got that?"The phenomenal psychological reactions of Whites

have been directed toward all people with the capacityto produce the melanin skin pigments. However, themost profound aggressions have been directed towardthe Black (African, if you will), 'nonwhite' people whohave the greatest potential and therefore are the mostenvied and the most feared in genetic color competi-tion," she explained.Obviously, there will be those who refute this re-

search, some who will call it racist (reverse racism isthe term). Take that criticism with a grain of salt andconsider the sources. Also, consider that the same people who have

worked to create a system of American apartheid, havea vested interest in maintaining the status quo. As historian Runoko Rashidi, a past editor of 'The

Journal of African Civilization,' once explained: 'cul-ture, is the fundamental factor in how one's personaloutlook is developed.'Though he rejected the melanin theory as spawning

'reverse racism,' he notes, 'Those aspects of Africanculture which value equality and community havebeen forcibly replaced with a Eurocentric moralitywhich allows for violence and domination. White su-premacy is a lack of melanin.'Any way you put it, African Americans need to be

exposed to, if not entirely, embrace Africanism as ameans to reach our potential in this country. We canonly be great people if we look in the mirror and see achild of God, a unique creation.To take that a step further, we need to become Pan

Africanists, advancing a state of cultural pride and self-identification like the Japanese, Jews, and NativeAmericans as a counterbalance to the adverse effectsof bigotry and social injustice here in America.And, if our link with the original man, our rich

African history isn't enough, tell your children aboutmelanin, another of God's gifts.As Barnes assets, the unique properties of melanin

are not yet entirely accepted, 'but one that we shouldpromote to help raise Black self-esteem."In other words, explain to them what my parents ex-

plained to me, 'the blacker the berry, the sweeter thejuice.'—Hotep.

public service announcements fo-cusing on the Black communitythat stress awareness about coron-avirus, its symptoms and who ismost at risk for complications—aswell as prevention measures, suchas hygiene and social distancing.There will also be a focus on the

city’s Latinx community, wherehealth officials are seeing anuptick on COVID-19 cases.

Former MPD lieutenant and League of Martinpresident Lenard Wells among three BlackMilwaukee men to die from Coronavirus

Milwaukee County Sheriff Earnell R.Lucas issued the following statementon the passing of Dr. Lenard Wells:“I am saddened by the passing of Dr. Lenard Wells, or

Lenny as he was affectionately known. Lenny is one of thosepeople who many, if they had the opportunity, would say,“there’s no me, without you.” Much of the progress in lawenforcement by people of color and women can be attributedto the sheer force of his personality. Lenny spoke truth topower in ways only few people could, and he even showedcompassion for those who displayed little or no concern forothers. He was a force to be reckoned with who kindled thefire in me and others to continue to persevere through thestruggle and the storm. He made lasting contributions to thelaw enforcement community in Milwaukee that will forever beremembered by generations to come. I send my deepestcondolences to his loving wife, Corene and his family and allthose who treasure his memory. May a star guide him homesafely to his heavenly reward.”
