Surface Water Management (SWM) is pleased to provide SWM’s year-end reporting by Council District of its 2017 revenues and expenditures, per SCC 25.05.045(1). This package includes:

Exhibit 1: Summary of 2017 SWM Utility Charges, both UGA and Base, for each Council District; and 2017 SWM Utility Expenditures by Council District in two metrics: capital vs. non-capital, and expenditures by revenue source.

Exhibit 2: Bar graph of total revenues and total expenditures by Council District.

Exhibits 3-7: Maps for each Council District that show 2017 SWM non-capital services and (on the reverse side) capital projects provided at specific geographic locations. Non-capital 2017 services that were mapped include: stormwater facility inspections and maintenance; drainage and water quality complaint investigations and responses; water quality monitoring locations; drainage inventory collected in 2017; business inspections; and properties benefitting from septic grants and workshops.

As a reminder, SWM’s financial system is not set up to track countywide programs by Council District. Roughly half of SWM’s programs are considered countywide programs. SWM has made assumptions in order to allocate these expenditures across the five Council Districts.

Summary

For fiscal year 2017, the total expenditures and services provided within each Council District exceeded the total revenues collected from SWM utility charges within that district (Exhibit 2). As discussed with Council in 2017, capital project schedules greatly influence the annual expenditures within each Council District, and these capital programs vary greatly from year to year. This year-to-year fluctuation in capital spending by Council District is typical and should be expected to continue.

Snohomish County Public Works

In 2017, SWM maximized the revenue collected from ratepayers by securing approximately $11 million in non-ratepayer revenues. To highlight some of these additional revenue sources:

-Grants: SWM leveraged resources in 2017 to bring in almost $6 million in grant funding. Asignificant portion of this supported the construction of the Smith Island restoration project,which explains why expenditures in Council District 2 were significantly higher than SWM utilitycharges collected within that district (Exhibit 2). The remainder of the grant funds supportedother projects, such as surface water planning efforts, septic maintenance and education, andlakes health.

-REET II: In 2017, part of SWM’s allocation of REET II was used to support the Smith IslandRestoration project construction. REET II also supported efforts on the Ash & Maple drainageimprovement project in Council District 3, as well as a handful of culvert replacements in CouncilDistrict 1.

-Road Fund: In 2017, SWM’s receipt of County Road Fund dollars was used to support projectssuch as drainage improvements and fish passage culvert replacements in the County road right-of-way as well as NPDES required inspections of stormwater facilities located in the Countyright-of-way.
