Context, history, & past attempts
• Goal: establish a large deep underground multi-purpose lab to anchor the national underground science program and draw world-wide participation
• US attempts Early 1960’s - Alvarez, Pevsner, Reines
Early 1980’s - Mann & Sharpe (Yucca Mtn.); UC Irvine (San Jacinto)
Around 2000 it was time to try again...
• Triggered by Homestake site - end of mining operations
• 4 site proposalsHomestake
Soudan
WIPP
San Jacinto
• Foundered politically…

New NSF process
• 3 solicitations - charge to community:Restart the process - build on the recent workshops (Lead, NeSS02, EarthLab), reports (Bahcall, NRC Neutrinos & Beyond, Quarks to the Cosmos)
Lead with the science - “Solicitation 1” - planning grant(s) to define science and infrastructure requirements
• Recognize on “day one” the interdisciplinary nature of this field and build that into the planning process
• Attempt to decouple the science planning from the site selection
Site development grants - “Solicitation 2” - proposals to develop site plan and how infrastructure needs for science and engineering modules could be met
Full proposal development - “Solicitation 3” - including suite of initial experiments
Review at NSF - initiate Major Research Equipment Facility Construction process (MREFC)
Dan Akerib, Case 4th SNOLab workshopSNOLab & Dusel
Solicitation 1 status
• Goal: single response from the communityBerkeley workshop (Aug ‘04)
Coming together of diverse fields
Watershed event for the physicists: these other guys mean business!
• OrganizationPI group but no site proponents
— Gene Beier, U Penn (Particle Physics)
— Charles Fairhurst, U Minnesota (Engineering/Geology)
— Tullis Onstott, Princeton (Biogeology)
— Hamish Robertson, U Washington (Nuclear Physics)
— Bernard Sadoulet, UC Berkeley (Astrophysics)
— James Tiedje, Michigan State (Biology)
Working groups (~15) on the various disciplines
Site proponent contacts - 2 per site x 8 sites
• Proposal submitted Sept ‘04 -- $500,000 to develop science roadmap, technical requirements, involvement of geoscience and geomicrobiology
Workshops throughout the year: Blacksburg.(Geosci.), Boulder, Minneapolis
clear consensus that broad interdisciplinary nature of lab is critical
Sound (and positive) acknowledgement of what SNOLAB brings to the field
• Report expected by end of 2005
Dan Akerib, Case 4th SNOLab workshopSNOLab & Dusel
Solicitation 2 status

•S2 proposal for SNOLAB-DUSEL cooperation & planning: denied
Dan Akerib, Case 4th SNOLab workshopSNOLab & Dusel
SNOLAB & DUSEL: approach
• “This proposal, in part, attempts to inform the NSF of the present vision for SNOLAB both with respect to its capabilities and limitations, and to put this into the context of the international needs for underground science and the process underway in the United States to establish a Deep Underground Science and Engineering Lab (DUSEL).”
• “It is prudent, therefore, to consider and develop a cooperative relationship between SNOLAB and DUSEL that would optimize the deep underground space in North America, and promote the unique relationship between SNOLAB and DUSEL because of their proximity, depth, and long-standing role in US science.”
Dan Akerib, Case 4th SNOLab workshopSNOLab & Dusel
SNOLAB & DUSEL: specific goals
• Describe the existing plans and scientific vision for SNOLAB that focuses upon next generation experiments in particle/astrophysics requiring the infrastructure of this deep site,
• Explore the potential expansion capabilities and limitations beyond the existing vision for SNOLAB,
• Explore the possibilities at SNOLAB for multi-disciplinary science and engineering beyond the core program for particle/astrophysics presently under development,
• Foster a program for cooperation and explore avenues for partnership between SNOLAB and DUSEL
• Consider any changes that might be necessary for laboratory management and organization, given partnership with DUSEL
Dan Akerib, Case 4th SNOLab workshopSNOLab & Dusel
Summary and outlook
• NSF reopened study in 2004 3 phase process
• Solicitation 1: Science assessment -- to complete this fall
• Solicitation 2: Site concepts - Henderson & Homestake to produce conceptual designs -- 6--12 months
• Solicitation 3: Develop full technical design in FY07— Planning grant to develop full proposal including suite of proposed experiments
• Subsequent stepsReview and Decision to proceed through full MRE-NRC-NSB review
FY08 President's Budget - originally referred to - slippage??
• With regard to SNOLAB: wait and see how US situation develops...
