Internal Monitoring Report for the Quarter July-September, 2015

1. LAND ACQUISITION AND RESETTLEMENT PLAN (LARP)

ADB approved the updated LARP for Pakpattan canal in July 2014. A total of 80 households

have been affected. Implementation of the LARP has been divided into three phases. Phase 1

(Nov, 2014 – Sep, 2015) which involved 33 affected households were completed in April 2015.

Phase 2 (Nov, 2015 – Sep, 2016) involves 20 households, while Phase 3 (Nov, 2016 – Sep, 2017)

involves 27 households. PMO and PSSC have targeted to complete Phase 2, Phases 2 and 3 by

June 2016. There is no land acquisition at Sulemanki Barrage but temporary land acquisition is

only at Pakpattan Canal. The compensation is related to temporary land acquisition, structures,

trees etc. of the affected families residing at ROW and nearby by vicinity of canals.

Most of the affected households are illegal settlers on the irrigation land and are compensated

for their losses of assets and are provided with relocation allowance and assistance for

vulnerable households. PMO and PSSC have full-time staff that visit the site on regular basis to

interact with the communities and affected households.

LARP Implementation activities for Tranche 3 relates to Pakpattan Canal System. The LARP

cover the impacts due to the rehabilitation and upgrading of Pakpattan canal Upper/ Lower,

Khadir Branch and Pakpattan Islam Link. Internal monitoring is done by the PMO Environment

& Social Unit (ESU) with support from PSSC and internal monitoring reports in the shape of QPR

are being regularly submitted to the Bank, The external monitor for tranche 2 & 3 will be

recruited in the month of November 2015 and he will submit his first external resettlement

monitoring report in the month of January 2016.

Tranche 3 also has an operational grievance redress mechanism that covers all aspects of the

project activities, including resettlement. Concerns and feedback from residents of the 10

nearby villages are noted by the ESU and PSSC. Complaints register is also maintained by PSSC

to record community concerns and there solutions. Most of the concerns received are related

to employment with the contractor. According to the contract the contractor is bound to hire

maximum labors from the locals.

2. ADJUSTMENT MADE IN THE COMPENSATION RATE DURING UPDATING OF LARP IN

2014.

The LARP of Pakpattan Canal System was prepared in year 2012 but the LARP was not

implemented during 2012-2013. Later on, the adjustment was made in compensation rates of

land, structures and livelihood assistance during updating the LARP in July 2014. The temporary

land occupation rates in three districts of project area are starting from Rs. 40,000 to Rs. 50,000

per acre. These rates are more than market rates because the average rate of one acre is upto

Rs. 40,000. But under the supervision of PSSC and PMO Punjab Barrages the rates of temporary

land occupations are being provided maximum upto Rs. 50,000 which are already higher side.

The certification from BOR is not required in this regard due to already higher and safer side to

the AFs. Therefore, the matter of 2015 rates does not applicable in these cases.

The rates of 2014 are still applicable because they were at upper most side in 2014. Therefore,

there is no much changes recognized up till now. The adjustment made in compensation is

given in Annex-A

3. EMPLOYMENT OF THE AFFECTED HOUSEHOLDS IN PROJECT RELATED JOBS.

According to the ADB guideline policy, the Contractor is bound to provide employment to local

community living in surroundings of the project area. The Supervision Consultants staff is

getting Employment Status of the local community on monthly basis and fully concerned to

provide unskilled labor employment to the AFs of the project. The status of skilled and unskilled

labor employment for the month of July, August and September 2015 is given in Annex B, C

and D which is 88%, 88% and 80% respectively for unskilled labor for the project area.

Out of 33 affected families, 03 persons were willing to do job with the Contractor at RD No. 62

of Pakpattan Canal Upper for stone stud activity. The name of affected person is Hashim Ali S/O

of Sardar Ali. His 03 sons are doing jobs with the Contractor.

Employment opportunities have been offered to all the AFs at the site. Mostly the AFs are

interested to get the employment. But at this stage, the construction work is being executed at

a far away from their homes. Therefore, AFs are waiting to get the work started at the near

places to reduce the transportation cost.

4. RELOCATION OF AFFECTED HOUSEHOLDS AND THEIR CURRENT LIVING

CONDITION.

Total 80 Affected Households (AHs) will be relocated regarding rehabilitation and upgrading of

Pakpattan Canal System. Out of these, 35 AHs are at Pakpattan Canal Upper, 2 AHs at Pakpattan

Canal Lower, 42 AHs at Khadir Branch and only 1 AH is at P.I Link canal.

During First Phase, 33 AHs, 14 at Pakpattan Canal Upper, 2 at Pakpattan Canal Lower, 16 at

Khadir Branch, 1 at P.I Link Canal. Most of the AHs were shopkeepers having the business of

selling edibles and general store items. They are living hand to mouth and difficult to live within

that income because they have no alternative source of income. Their family size is too large to

support with the current resources.

After getting compensation during first phase, the AHs relocated themselves in the nearby land

purchased by their own. Some of them started the same business and other changes their

occupation. Their living conditions are much better now than previous one. They are happy

with the amount of compensation and the way they get the money. The brief detail is given

bellow.

Out of 33 AFs in Phase 1 at 12 construction sites, the construction activity has been started only

on 4 sites, remaining sites are under process and execution will be started soon. The maximum

AFs loctaed at Khadir Branch at RD 40 and their improved living condition before and after is

given below. The remaining AFs have been noted before condition and will be submitted their

after condition when the work will be started on remaining sites because before starting of

work on remaining sites they will be informed one week before, presently they are doing their

business on old locations.

The LARP has improved the living condition of the AFs, before the relocation Mr. Javed Iqbal s/o

Muhammad Ali was doing food seller business and after the relocation he has got his own shop and

started his business.

has got his own Riksha and doing business.

home and was living in poor condition, after the relocationn process he has built his own house and

Mr Ramzan s/o Muhammad Sadiq was having a small cycle workshop at the bank of canal. After the

relocation, he has changed and shifted his cycle workshop to some other place having more business.

The status of Implementation of LARP for PCSBIP/ICB-01as of 30-09-2015 is given as Annex-F

2. Grievance Redressed Mechanism.

On Pakpattan Canal project Contractor has established Grievance Redressal Mechanism on camp site

and each location of work. Mostly complaints arise regarding having employment of the local persons,

sprinkling of water and late payments. At Burewala Camp Site, total 61 cases recorded among them,

Fifty five complaints have been resolved while 6 are pending. The detail is given in Annex-G. At Pakpatan

Camp Site, total 70 complaints recorded and 53 have been resolved while 17 are pending. The pending

cases will be resolved very soon.
